building a better bay area for a safe and secure future. this is abc 7 news. these are the equivalent if not stronger than the tubbs fire of 2017 and kinkaid in 2019. >> they're shutting down after of california, that's crazy to me. >> seemingly everyone in the bay area is preparing for the effects as critical fire conditions move in this morning. it means power outages could be widespread. take a look, pg&e's public safety power shutoffs could kick in for the areas you see here in orange in just a matter of hours. good morning, everybody, it is sunday, october 25. i'm liz kreutz. thank you for joining us. we have complete coverage of these power outages and what you

need to know about them. we're tracking fire danger as well. let's get right over to meteorologist lisa argen. good morning, lisa. >> good morning, liz. all is calm right now with the south wind, an onshore flow. here is live doppler 7 with the cloud cover. by the afternoon this will be abruptly changing. northeasterly winds, 25 to 30 miles an hour. you'll feel that by dinner time with gusts up to 50. you could see possible downed trees and power outages if not from pg&e but from poles coming down because of the wind. relative humidity through tomorrow will be dropping below 10% even into the single digits. so this event is a 24 to 48-hour event in the hills. as we look at sfo live, temperatures are in the 50s. the sun is coming out around the bay, 59 in mountain view. east bay hills camera, lots of

clouds here. looking at 53 in santa rosa, 59 in concord. the wind is blowing here. it's a light wind. that red flag warning, 8:00 tonight for most of us. in the north bay, napa, you'll see those winds kick up by 11:00. we're looking at the sun coming up, partly cloudy conditions. by 4:00, the breeze gets going, windy tonight. we'll talk about the winds across the bay area today and tonight, coming up. pg&e says hundreds of thousands of customers across northern california would be hit by the power shutoffs with the fire danger so high. >> we have high confidence this will be the strongest fire event of the season so far. we have a little exposure in monterey, into the santa cruz mountains and the east bay, alameda county, contra costa, we then go into the north bay, napa, sonoma, lake, mendocino.

it's a large scope, there's no doubt about it. >> pg&e says it's ready to cut power for 386,000 customers if necessary. it's not immediately clear how many of those will be in the bay area, how many people will be affected here. according to pg&e's psps map, outages in the bay area could begin at 3:00 p.m. and continue in waves depending on the winds. the north bay would be targeted first, followed by the east bay and then the santa cruz mountains. restoration would begin tomorrow night and finish tuesday morning. many communities in the north bay aren't waiting and are already prepared for a power shutoff. as abc news reporter lauren martinez tells us, it's because they're counting on a warning system that's been going through upgrades since the 2017 firestorm. >> this is like a backup backup. >> reporter: generators are ready to be turned on in calistoga in case of a projected public safety shutoff. >> they're shutting off half of

california, that's crazy to me. >> reporter: denise manages this supermarket and says they've sold out of blocks of ice and have had to restock bags of ice five times. she says people are buying flashlights and candles. she's expecting the shutoff but hoping it doesn't happen. >> personally i'm just tired. i've thrown away a whole refrigerator of food three times in the past two months. >> reporter: the santa rosa fire department has added upwards of 20 engines throughout the country. they're gearing up for high winds. >> these will be equivalent if not stronger than the tubbs fire of 2017 and kinkaid of 2019. >> reporter: two red flag warnings will go into effect on sunday for north bay valleys and mountains. one for the upper elevations at 11:00 a.m., and a second warning will go into effect at 8:00 p.m. for the valley floors. >> the last couple of events have stayed high and not transitioned down low. this one, we're fully expecting the winds to transition down to the valley floor. >> reporter: lowenthaul said the

emergency alert system is much better than it was three years ago. calistoga residents tell me the warning sirens have come a long way. >> it's way better, we have the big signs going, as soon as you hear that sign go off, you know there's something up. >> reporter: for now it's a wait and see game for first responders and residents. >> we're having these huge fires. i don't know, you know, i'm not sure if shutting off the power is the answer. >> reporter: in calistoga, lauren martinez, abc 7 news. abc 7 was at a battery store in san mateo county where business is booming. people are stocking up on batteries and generators ahead of time. the store supervisor there told us two generators which sell the most are the 2200 which can power a one-story house and the 3000 which can power a two-story house. sometimes it's more than just a home. >> when pg&e turns the power off, they want to be able to turn their wells on because they're farmers.

people want to power their refrigerators as well as lights and stuff like that. >> generators begin at around $1,000 and they can run on several different kinds of fuels. in the east bay, the city of berkeley has taken the unprecedented action of telling some residents to think about evacuating now before the winds pick up. abc 7 news reporter more. >> reporter: it's not open to the public. in fact this is tom's backyard. to his neighbors it's also built 47 years ago. >> this is a ravine on the other side of university of california land where there was married student housing until it was torn down a few years ago. so there are roads on the other side of this ravine that we can get to on foot. >> reporter: with the strongest wind event of the year projected to hit the bay area sunday,

berkeley hills residents were urged to many, like frank, is taking put for now. >> we get traffic jams all the time. >> reporter: this is the only way in or out. i spoke to the mayor of berkeley who says they're ready to respond in case of a fire. >> fire engines are on standby. we're calling in mutual aid. we have police patrols. we have a crew that's ready to deal with downed trees or downed power lines to make sure that our roads are accessible. >> reporter: with this wind event also comes a potential pg&e psps. >> we're facing a 20-year wind event with gusts as fast as 60 to 70 miles per hour in the highest peaks of the east bay hills, and extraordinarily low humidity. >> reporter: berkeley residents may lose power as early as 4:00 p.m. sunday. >> our house got a notice, we

may lose power. but i think we're, you know, preparing for that. we've got some candles. >> reporter: some have gone through an emergency fire drill. >> we've offered to show the route several times and groups of people have come. >> reporter: sunday will be the telling day. in berkeley, luz pena, abc 7 news. there are new closures to be aware of because of the fire potential. several east bay regional parks are closed today and monday and they include the anthony, and clairemont regional parks. we have a complete list on our website as well. schools are also keeping an eye on pg&e's forecast. here are the names of the schools that could be impacted, 11 in total for now. the district says it will know more about the possible impact later today. the district says if the power does go out at the homes of these students, they can do their work offline and report it back to their teacher the first

shooting that left a suspect in critical condition. they say two officers in uniform were searching for a suspect in an undercover car. that's when the suspect suddenly stopped behind them in his car. he took out a gun and pointed it in the direction of the officers. the officers opened fire, shooting the man multiple times. he was taken to the hospital and is currently in critical condition. abc 7 is committed to building a better bay area. one of the areas we're focused on is race and social justice. the san francisco police department has created a new unit to help the city's diverse communities feel safe. it's called the community liaison unit. mayor london breed says officers will help improve reporting of crimes and support victims of hate crimes. the unit is a team of five officers from the department's community engagement division and they will be responsible for the tracking of prejudice-based incidents, identifying patterns, and helping people navigate the criminal justice system. rapper offset was detained

and then released by police after an alleged confrontation with supporters o trump. a >> reporter: one of hip-hop's most famous rappers,ffset from the hit group migos, seen here being detained and later released by police overnight after an allowed confrontation with trump supporters in beverly hills. the 28-year-old rapper streaming on instagram live to roughly 30,000 people when he was stopped by beverly hills police. >> take your right hand and turn off -- >> i'm not doing no orders, you got guns pointed at me, bro. >> reporter: he's seen questioning officers before refusing to step out of the car. >> that's not legal, you can't just open my door. >> yeah, i can. get out of this car right now. >> you can't just open my door. >> reporter: in a statement, officials say they received information of somebody pointing a weapon at a passerby.

the person gave police a license plate and the vehicle was stopped by patrol units a short distance away. the rapper explained to officers someone allegedly struck his car with a flag. hours before the altercation with police, offset's wife cardi b -- >> trump supporters are everywhere. >> reporter: -- also broadcast on instagram live, showing pro-trump demonstrators nearby. neither cardi b or offset were arrived, officers did arrest someone who is reportedly cardi b's cousin for carrying a loaded firearm in public. officers said in part that he was detained by beverly hills police, quote, following an attack by aggressive trump supporters. he was released shortly thereafter. he encourages everyone to get out and vote because nothing changes if nothing changes.

zohreen shah, abc news, los angeles. california saw nearly 6,000 diagnosed coronavirus cases yesterday. the state says that jump is due to a backlog in l.a. county. the state's average has been a little more than 3,500 cases in the past two weeks. the recent spike is sending the 14-day positivity rate up once again, to 2.9%, an indication of the transmission rate of the virus. 38 states plus guam are seeing rises in hospitalizations while deaths are increasing in 26 states. new jersey is seeing its highesg number of cases since abc's trevor alt has the latest. >> what's been the toughest part of all this? >> breathing. >> reporter: over the past week, new cases nationwide jumping 14% and deaths jumping 15%.

nationwide, one in four hospitals have more than 80% of their icus filled, a higher percentage than the summertime peak. ohio and illinois rocked by the virus, shattering daily records for new cases. 18-year-old university of dayton student michael lang, a chicago native, dying this week. illinois's top doctor becoming emotional friday, announcing the state's growing case totals. >> excuse me, please. i suspect it was the concern for what illinois's future is -- looks like if we don't make a change very soon. >> reporter: and the troubles stretch beyond the midwest. new jersey, one of the states hit hardest early in the pandemic, now seeing its highest daily case increase since may with hospitalizations doubling since the summer. governor phil murphy now in quarantine after two senior staffers tested positive. new jersey health officials

urging people to follow the guidelines. >> wear masks, wash your hands, socially distance, stay at home if you're feeling sick or not well. >> reporter: as hospitals fill up in el paso, texas, governor greg abbott is requesting an army hospital be used to treat patients who don't have coronavirus. and in nevada, jimmy florez, who was a healthy 30-year-old, caught the virus after going to a bar in june, later going on oxygen during a week-long battle in the hospital. he's now offering a warning. >> i didn't really worry about my own health. just take care of your body and be smarter with your decisions. >> reporter: right now in georgia, some patients are getting the same covid-19 treatment as president trump. a new trial under way for regeneron's experimental antibody cocktail. president trump says that drug was the key to his recovery. the company's ceo says that was just one case and that's the weakest evidence you can get for whether or not a drug works. trevor ault, abc news,

hackensack, new jersey. in the south bay, school officials are urging hundreds of students in gilroy to get themselves tested for covid-19. "the chronicle" reports there was a party on october 16 involving 200 students from christopher high school and gilroy high school. one of the people at the party later tested positive for covid-19. the district says its students are still all online. lisa, let's get back to the weather, that's the big story as we head into the week. let's hope we can get through it safely. >> yes, and definitely the things getting going later on this afternoon will continue into the evening and overnight hours. it's a duration that's going to be kind of long, especially for the upper elevations were the red flag warning goes into effect in the next few hours. not until 8:00 tonight, for the rest of us. but the winds will be kicking up later on this afternoon. as those strong, gusty, northerly winds will bring downsloping conditions that will allow for the winds to accelerate and reach the surface

and spread all across the bay area into the santa cruz mountains. so everyone will experience the breezy to gusty winds throughout the evening hours and then overnight we are still looking at extreme fire danger becoming critical out there. here is a live look outside. clouds from the golden gate bridge. 64 in oakland. san jose, a chilly 57. looking at the flag, the onshore flow with the clouds here from our roof camera. numbers in the low 50s santa rosa. pretty cool out there, 59 in concord. we've had a southerly wind overnight. that is an onshore flow, allowing for hiring relative humidity. a quick check of upper elevation winds. getting breezy in the upper elevations. a look from our sutro tower camera looks pretty ominous, doesn't it? we have partly sunny conditions, breezy later, becoming windy tonight. high fire danger tomorrow lasts into tuesday morning for the hills.

looking at colder mornings and slightly milder afternoons into the week ahead. so we're clearing out quickly in the north bay. within the next hour, the rest of the afternoon will be sunnier sooner than it was yesterday. and then the winds kick in. so in the next hour, it will get breezy above a thousand feet. above 1,500 feet from napa. this is 10:00. and into 1:00, the reds indicate the winds. the rest of us, it is light out there. then through the afternoon, they increase. here we are, 6:00. this is when we're going to get a big burst of pretty gusty winds that will make their way down to the surface. remember, we're under the wind advisory at this point in the valleys. then through the 11:00 hour, they get stronger. we're seeing wind gusts over 50 miles an hour. and it is everywhere. so it's widespread. it's not just in the hills. and as you look at the east bay, the oakland area, the hills, that 880 corridor. once those winds get going on top of mt. diablo, and they begin to descend, it's going to

be very windy in the berkeley hills. down through san jose as well. this dries out the atmosphere, continues into early monday. here we are, 9:00, still under that red flag warning. and also the winds will be kicking up. not easing up until about 11:00, 12:00 for the lower elevations on monday. here is a look at the relative humidity. decreasing throughout the day with those winds. 10%, 7:00 tonight in napa. overnight, everyone is getting any moisture at all stripped from the atmosphere. that's bone dry. be careful out there. throughout most of the day, it's relatively light winds except upper elevations of the east and north bay. by the afternoon, breezy in our east bay valley. that will work across the bay area. 60s and 70s today. tonight, windy. dinner hour, we'll have gusty

winds that will continue through the evening and overnight hours. our red flag warning will begin to expire looks like by monday. the national weather service may tweak that by the time we get to monday afternoon. just so much ahead of us right now, in the next 12 to 24 hours with those winds really coming in later on today. be careful out there. >> for sure. and get your go bags ready especially in high fire danger area. ahead, a sound that's now

building a better bay area for a safe and secure future. this is abc 7 news. the bay area bracing for the worst. entire neighborhoods with no electricity. regional parks closing to people. most importantly, firefighters standing by in full force. extreme fire danger set to increase, and it could mean lights out for thousands later today. good morning again, everybody, thank you for joining us on this sunday. a busy sunday morning as we prepare for the next few days of fire danger. let's get right back over to meteorologist lisa argen, good morning, lisa. >> good morning, liz. yes, we're starting out with some clouds out there. and a little bit of sunshine. we've had relative humidity pretty high overnight because of clouds and low fog. that's about to switch for the second half of the afternoon. our wind advisory goes into effect at 4:00 for lower elevations. upper elevations will already feel the winds in the next few hours but they'll work their way down to the surface between the 4:00 hour and the dinner hour, getting pretty strong, and right

through 11:00 monday morning. so wind gusts could be up to 50 miles an hour even in san francisco. upper elevations, red flag warning, 11:00. that's just a few hours for the hills of the north and east bay, including the diablo range. these winds will work their way through the sacramento valley, also looking at wind gusts at upper elevations near 70 miles per hour. this dries out the atmosphere right now. we don't have that problem yet. things are about to change quickly. 57 in the city. half moon bay, 57. that flag not moving there. 57 in novato. 59 by the delta. the onshore winds will be with us the next few hours. the clouds get scoured away. then look at the streamlines here, that wind flow offshore, a direct north wind. it's getting breezy and gusty tonight. and we'll talk about the potential impacts which includes downed trees and power lines as we take this into your monday and even tuesday in the upper elevations, liz. >> all right, lisa, thank you. a little more detail on what

we're expecting later today with the power shutoffs. the utility says as of right now it's ready to cut power to 386,000 customers if necessary. according to pg&e psps map, any bay area blackouts would start as early as 3:00 p.m. and could continue in waves once winds pick up tonight. the city of berkeley is urging residents of pan oramic hill to evacuate beforehand. cornell barnard shows us how businesses in the north bay are scrambling to prepare. >> reporter: generators are firing up at action rents in santa rosa. good afternoon williams has only a few models left. >> we have our small suitcase one right there for small appliances. >> reporter: the threat of another psps by pg&e has people getting ready.

>> it's getting old real quick. >> reporter: village tru value hardware's manager knows what customers need. flashlights, lanterns, batteries. >> everyone wants battery operated everything because a lot of people don't have generators. >> reporter: but kelly does. >> this one is for us. >> reporter: this store has lost power so many times, a backup generator is ready to go to keep the doors open. bob lombardy was buying gas cans to fuel his generator. he's worried about the forecast. >> i'll be 76 in a week, and i've never seen winds like we've had in the last three or four years, ever. >> reporter: firefighters gearing up in the sonoma county fire district, located in the very same neighborhood which burned in 2017. and not far from other major fires this year and last. this sign warning all about the extreme fire threat. >> we are ready. there's no denying that our firefighters, our staff is fatigued from this year.

abc news' white house correspondent rachel scott has the details. >> reporter: the vice president's chief of staff, marc short, is in isolation after testing positive for covid-19. after back to back rallies, the president touching down at joint base andrews, telling reporters he just heard the news. >> he's going to be fine. thank you very much. >> reporter: short is mike pence's right hand, a top aide in constant contact with the vice president, administration officials, and the press. seen here next to the vice president after a rally in ohio on friday. overnight in florida, pence praising the trump administration's response to the pandemic. >> but i can tell you as the head of the white house coronavirus task force for these last eight months, president trump's actions shutting down all travel from china bought us invaluable time. >> reporter: but the white house has failed to keep the virus out of its own ranks. in the last 24 hours, we learned at least two others in the vice president's inner circle have also tested positive for

covid-19. pence's aide marty obst and one additional staffer in the vp's office have the virus too, three weeks after the president and the first lady tested positive. at least 34 other coronavirus cases have been linked to the white house. >> i had it. here i am. here i am. >> reporter: with just nine days until the election, pence is pressing forward with a packed campaign schedule. his office releasing a statement saying the vice president and the second lady both tested negative for covid-19 saturday and will maintain his schedule in accordance with the cdc guidelines for essential personal. for days the president has insisted the u.s. has rounded the turn with the pandemic after that single day record for coronavirus cases, after a virus has killed 220,000 americans. >> covid, covid, covid, covid, covid, covid. they all talk about cases. you don't see death, death. cases.

right now it's in the 50s, santa cruz. late tonight winds gust to 25 to 35 miles per hour here. 57 in san jose. 64 in oakland. and partly sunny conditions here from our exploratorium camera. 57 novato, 59 and with the onshore winds out through the delta right now. so right up into the next couple of hours we'll have the onshore winds for most of us. in the upper elevations, you can see that south wind, but right there, mt. st. helena, already changing direction. 11, that red flag warning goes into effect. this is mt. tam. look how foggy. partly sunny this morning. getting breezy in the north bay and east bay later on today. windy tonight. critical fire weather. the storm prediction center has put us in this critical extreme arrangement here for the next 24 hours. 48 hours in the upper elevations. then we get into the colder mornings and the milder afternoons. the clouds quickly moving away from the north bay today and then by the early afternoon, it

is sunny everywhere. and as we go through the next couple of hours, notice primarily the winds in the upper elevations. 10, 11:00, the winds are blowing from middletown to calistoga in through napa, red flag warning by 1:00. dinner hour, breezy to gusty. lower elevations are under the wind advisory. 6:00, wind gusts probably around 30 miles per hour. but then by the evening, we're cranking up those winds to 30 and 50 miles an hour even at the surface. upper elevations, this is what we're concerned about. overnight winds continuing to blow out of the north/northeast, in excess of 50 miles an hour. 60 miles an hour, perhaps. but by 11:00, the winds will subside and the lower elevations, hopefully our red flag warning expires for the valleys. but it continues with a second burst of very gusty winds. monday into monday afternoon for the hills here. so numbers in the 60s and 70s with those winds coming into play later on this afternoon. the wind advisory from 4:00

right on through monday morning for most of us. looking at the north bay valleys with all that wind and mixing, temperatures will be cold, but not getting really chilly until the middle of the week when the winds get really light. overnight lows in the 30s. we'll be looking at the winds very blustery. there will be howling tonight not just in the high school like we're used to but all over the coast, santa cruz mountains. here is a look at those numbers, in the 40s and 50s. the accuweather seven-day forecast shows we're cloud for some right now. the second half of the day, the winds shift, get gusty and strong. they'll continue that way through tomorrow morning into the early afternoon. it's the upper elevations that will be really windy. the north and east bay. hopefully we can get through this. hopefully you are prepared for this and continue to be really careful out there. >> absolutely, we're certainly hoping for the best. thank you, lisa. a san francisco runner took her commitment to getting out the vote pretty seriously.
