just a bit. we definitely have a diminished fire threat. no red flag warning. no fire weather watch. nothing like that today. we can breathe easily today and enjoy some really comfortable weather. not only today but for the next several days. as you look from our roof camera, it is clear and kind of chilly. wait until i show you those temperatures in the next hit. here's what to expect this afternoon. 66 at half moon bay. low to mid 70s around the bay and upper 70s to a few low 80s inland. we'll have that accuweather seven-day forecast into november coming up. reggie? >> thanks. pg&e does expect everyone to get their power restored later today. this is the map showing the areas still in the dark. a lot fewer of those purple triangles this morning compared to last morning. about 10,000 customers. electricity has been restored to 335 toush 335,000 customers. we are still at risk of fires even if the red flag warning is over. a small wildfire broke out

before 8:00 last night. this is in napa and sonoma counties. crews were able to get that under control. in orange county, it's quite a different story. the race to contain two fast-moving wildfires being pushed by the santa ana winds, nearly 70,000 people are under a mandatory evacuation this morning. jobina is following the firefighters progress this morning. new questions about how at least one of these fires started. >> yes. good morning. the firefighters there say they could see a break later today when the winds start to die down. the fires started on monday. so far the silverado fire in the hills above irvine burne acres. the blue ridge fire is about 15 miles away. it burned 15,000 acres with no containment. >> all of a sudden i could smell smoke. i'm like, gosh, this is so strong. where is this coming from? i look out, the valley was

nothing but pure black. we lost a son 20 years ago, so this is not that suck you in the gut where you can't breathe feeling. you know what's important is here. >> ten homes have burned in the blue ridge fire. this morning new questions about what sparked the silverado fire. southern california edison is investigating if power lines are to blame for all of this. the utility is defending the decision to turn off power for just 30 customers monday morning. >> all right. thank you. this morning dozens of employees and patients at a ucsf medical center are under quarantine after several patients and health care workers tested positive for coronavirus. julian glover is live with more on this. good morning. >> good morning. the "san francisco chronicle" reporting at least five people, talking about two patients, three health care workers at

ucsf helen diller medical center tested positive for covid in the last week leaving 40 other people connected to the hospital either quarantining or isolating out of caution. abc7 news reached out to ucsf this morning. we have not confirmed the details in the chronicle article which said that two patients who shared a room tested negative for the virus when they arrived at the hospital. when one of the patients was set to be discharged, they then tested positive. that triggered contact tracing which turned up the second patient sharing the room with the first identified case then testing positive as well along with three workers who cared for those two patients. as a result, 28 additional employees were quarantined and 15 additional patients were placed in precautionary isolation. so far all of the additional employees and patients have tested negative for the virus. all five of the positive cases were identified in a three-day span in one unit of the hospital. we are currently working to confirm the details of this story. as soon as we hear back from

ucsf we'll let you know. reporting live, julian glover, abc7 news. in the north bay, sonoma county health officials say a dozen workers at healdsburg district hospital tested positive for covid-19 in the past ten days. they say contact tracing shows that the 12 workers were exposed to the virus outside of the hospital and no patients have been infected. we're expecting to get an update from the santa clara county health department today. they will hold a briefing about covid-19 at 10:00 this morning. you can stream it live at abc7news.com and on our abc7 news app. multiple bay area counties are now in the orange tier. so this means that contra costa, san mateo and marin counties are allowed to expand their reopenings. that includes nonessential offices, outdoor stadiums at 20% capacity and indoor gyms. theme parks, indoor bowling and card rooms at 25% capacity. washington, oregon and nevada are joining california in planning how vaccines will be

prioritized. experts will help independently review and determine guidelines for allocating supplies. governor newsom does stress that this will not cause any delays. >> all of us are preparing for the distribution of these vaccines and building trust with you in making sure that they're done not just expeditiously, at least made available, but done safely. >> if you're hoping to travel to new york, new jersey, connecticut, will you have to self-quarantine for two weeks. california was just added back to the tri-state travel advisory after being removed in september. you can track the county where you live to see what tier it's in, what businesses are allowed to reopen. we're constantly updating this map as we get new information from the state. head to abc7news.com. less than a week to go before the voting season ends and early voting is breaking records. today the candidates are heading to key battleground states. the president and democratic vp

candidate kamala harris both head to arizona. vice president mike pence visits washington and michigan. and joe biden delivers remarks on covid-19 virtually. here's elizabeth schulze. >> reporter: good morning. the united states election project says more than 71 million americans have already cast their ballots, that's more than half of the total votes in 2016. just six days to go in the battle for the presidency, the candidates now making a final push in the states that will determine the outcome of the race. down in the polls and on defense, president trump on tuesday stumped in michigan, wisconsin and nebraska, states he won in 2016. >> now i've got to say, i'm working my -- off here. >> trump expected to hit nearly a dozen states this week with 11 rallies planned in the final 48 hours before election day. his closing argument, don't worry about the pandemic, despite the u.s. averaging more tan 73,000 cases a day, the highest weekly average during any seven-day stretch yet.

showing all the early voting and drop box locations across the bay area. all right. let's talk about what's going on with your weather forecast. i want to bring you some good news, some different news. all in one shot. here we go. look at these temperatures. they are a bit cooler along the east bay shore. 40s in places like fremont, union city and castro valley. everyone else is in the low to mid 50s. alameda will stay a little bit milder, 57 degrees. look at those temperatures inland, almost in the 30s in santa rosa. 40s, widespread 40s in the north bay, east bay and around mountain view. the rest of us in the 50s this morning. here's a look at san jose. it's going to be chilly this morning. i know it's about 66 degrees in my house, i'm sure i will hear the complaints. it's cold in here. too bad. it's going to get warm this afternoon. we'll open the windows and enjoy the warmth. let the kids outside for remote

learning. it will be a bright and dry day if you're exercising. i want to show you the wind forecast. look at this, as we head throughout the day into the evening hours, no more than 10 miles per hour. as we head through thursday, looking at very calm conditions once again. so it's just the dry air that's out there that brings us any type of fire threat. when you mix that in with the other factors, look at our fire danger index. green to blue, which is low to moderate through today, and again as we head through tomorrow. we put that behind us for now. we'll talk about the weekend and warmer temperatures for halloween coming up in the accuweather 7-day forecast. first let's find out about the morning commute. let's talk to jobina. how are you? >> i'm doing well, mike, thank you. don't freeze barbara out like that. good morning. we're looking at the map. overall very clear. a slowdown out of tracy, which is our usual spot. bringing in our live cameras, showing you emeryville first, looking at 80, that is moving

smoothly for the most part. looks like a significant amount of people making their way westbound, but no slowdowns. lastly, a live look at 680 and walnut creek. no problems to report. thanks. this morning celebrations in l.a., the dodgers are the winners of the world series. it's the first time they've been champs since 1988. also at the game, a player tested positive for covid-19 in the middle of the world series. >> world series victory. >> you can see everyone was socially distanced until it came time to hand over the trophy. in the eighth inning, justin turner was pulled out of the game. sources tell espn his covid test from tuesday came back positive in the middle of the game. turner -- my goodness --

returned to the field to celebrate with the team after the win and took his mask off. i'm confused. things got wild in downtown l.a. after the game. fans flooded into the streets to celebrate, then it got out of hand when a cyclist got hit by a car. the cyclist is okay. yikes. somehow the bicyclist walked away, but the car took off. another scene from a passing airplane above showed the fireworks shooting over l.a. after the dodgers win. >> friend, that story was full of everything. >> how am i supposed to feel about that emotional journey i took you on? they won! took off the mask. he has covid. they won! >> how is the result coming back -- >> bicyclist hit by a car. >> why would the result come back in the middle of the world

. all right. welcome back. about 5:15 this morning. let's look at what's going on from our east bay hills camera. you can see how significantly slower the winds are. only four to six miles per hour. here's a look at your day planner for today. 40s to barely some 50s. definitely cooler this morning. the air is still bone dry. we rapidly warm into the 60s and

near 70s by noon. upper 60s at the coast. bay and midland neighborhoods in the 70s. back to the 50s and 60s by 7:00. a few air quality issues in the san joaquin valley. smoke will be an issue in yosemite today, 62. 70s just about everywhere, until you get to palm springs at 84. reggie? >> thank you. three tech giants go before congress today. republicans accuse facebook, twitter and google of anti-conservative bias and election interference. all three ceos will be appearing remotely. they're expected to argue against repealing a key internet law called section 230 which protects online businesses from being punished for content users create. the senate commerce committee hearing gets under way at 7:00

this morning. in the south bay, this group of pigs terrorizing neighborhoods will not be hunted with bows and arrows. residents are frustrated and they were hopeful about a new plan to take out the animals. yesterday the city decided against bows and arrows, instead they'll get the county involved. >> i hope the county can restart their program, which was successful in maintaining the population for many years. now it's gotten out of control. >> i open my front door, i confronted some of them. one of them was kind of aggressive. >> oh, no. they're big. >> hum. >> they're like say something. currently licensed trappers are able to catch and kill the wild pigs within city limits. all right. in the north bay a daring rescue caught on camera. a man pulled to safety after falling off a cliff and into the

ocean near ft. ross. the sonoma county sheriff's office says the man got caught on fishing line and was stuck in the water for 30 minutes. a helicopter flew in with a rescue paramedic attached by a cable. the paramedic was flown into the water and was able to cut the man free and get him back to shore and despite going through all of that, he is expected to be okay. happening today in san francisco, the legion of honor will reopen for members only. it's been closed since mid-march because of the pandemic. members will be able to get their first look at alexander singh's a gothic tale which will run through november 6th. the museum opens to everyone on friday. and golden state park will transform into this winter wonderland. this display full of sculptured light trees and illuminated meadows is called "entwined." a san francisco-based artist designed this. it's part of the park's 150th anniversary celebration. you can check it out december 1st through february 28th.

>> i don't want to see you get in trouble. i want to see that. let's look at what's going on from sutro tower. it's 56 as we look across clear conditions. let's go with the accuweather highlights. an outdoor day. calmer, sunny, warm conditions. tonight it will be clear and cool once again with a few clouds trying to near the coast as the marine layer tries to come back. a new month this weekend and even warmer temperatures. we're supposed to be getting cooler, not warmer. here's the upper level pattern. you can see that area of high pressure, and notice the flow around it. it makes a greek letter omega, we call that an omega block high. it's a stubborn high that will not move for days. that's why we don't have any real rain in the forecast until possibly -- i say possibly next tuesday on election day. i'll show you that in the next weather coming up. 75 to 81 down in the south bay today. 74 to 77 on the peninsula.

if you're just joining us, here's the 7 things to know this morning. number one, this morning san mateo county joins contra costa and marin counties in moving into the orange tier.

this means restaurants can reopen indoor dining. nonessential offices, indoor gyms and bowling alleys can reopen. two north bay counties could go into more restrictive tiers. they're going the opposite way because of surging covid-19 cases. red for napa, purple for solano. number three, a second night of protests in philadelphia after monday's deadly police shooting of walter wallace. his family says he was bipolar and having a mental health crisis during his confrontation with police officers. number four, winds will ease up today to help firefighters battling two wildfires in orange county. the southern california edison utility tells state regulators one of its power lines may have sparked the silverado fire. number five, it's going to be a warm autumn afternoon with temperatures anywhere from 3 to 8 degrees above average. in the 70s and 80s. number six, great news on the traffic front.

no blocking issues, no major crashes, hardly any road construction as we look outside right now showing off the san mateo bridge. number seven, san jose will not allow bows and arrows to be used to control these wild pigs. it is becoming an issue because they are destroying peoples lawns. currently licensed trappers are able to catch and kill the wild pigs within city limits. in today's "gma" first look, it's not been fun in the sun for some visitors to hawaii. the state launched that big effort to welcome visitors back. but there are some challenges. >> reporter: in this morning's "gma" first look, testing trouble in paradise. >> we have three generations going. >> reporter: rom and pam alexander celebrating their 46th wedding anniversary in hawaii after the state made a big push to welcome visitors back to the

it would have been enormous. >> a warning about the use of backup generators during power outages. how one nearly caused a disaster in the east bay. good morning. welcome to weapodnesday, octobe 28th. >> we want to check in with meteorologist mike nicco for a look at the day ahead. good morning, mike. >> good morning. yeah. with the fastest winds in the east bay hills were yesterday during that generator fire. we did get off lucky. winds are very light, except for st. helena. look at mount diablo, the fire threat has diminished. it's dry out there, so fire could start easily but the fact the winds are not there means it won't spread rapidly. if anything does start we should be able to contain it quickly. let's talk about enjoying an afternoon without a fire threat, not a red flag warning, without a wind advisory, but just with warm sunshine from a few near 80

degree highs in the south bay, morgan hills to fairfield, ukiah, the rest of us in the 70s until we get near the coast where a slight sea breeze keeps you in the mid to upper 60s. warmer weather coming up in the accuweather 7-day forecast. reggie? >> just in time for halloween, three counties go orange, marin, contra costa and san mateo counties graduate to a new covid reopening tier. amy hollyfield is live in downtown san mateo with what you'll be allowed to do. hi, amy. >> hi, reggie. one big winner is restaurants. people who don't want to sit outside on the sidewalk or on the street anymore, they would like go inside, so restaurants will be allowed to let more people inside and city leaders are applauding everyone in the area saying this has been a great team effort to get to this point. here is what the orange tier looks like. nonessential offices and outdoor

stadiums can hold 20% of their capacity now. indoor gyms, theme parks, indoor bowling and cardrooms can hold 25% of their capacity. restaurant owners are the big winners here. they can now fill up half of their restaurant with customers. really good timing as we head into the colder months. >> with the number of people being able to come in is great for the fridays and saturdays. i'm wondering how many people will actually want to come in. >> the county was able to move into the orange tier because of the slower rate of spread here. san mateo county is now seeing a rate of three positive covid tests per 100,000 people. that's a test positivity rate of 1.6%. city officials say residents have done a great job and they want everyone to keep it up. keep wearing masks and staying six feet apart. amy hollyfield, abc7 news. >> thank you.

those three counties advance but two counties in the bay area will go backward. napa and solano counties could get bumped into more restrictive tiers. for napa that means going red and for solano going purple. so starting from the beginning again. both of those counties reporting higher covid-19 case rates. >> the county of our size, if you get a few dozen cases, that's enough to push you up to the next tier. so it's really important for us to stay on our guard pretty much continuously. >> solano county's health officer says the increase there is traced to a recent funeral, wedding and a party. a week ago the county was reporting about 28 cases a day. that's jumped to about 40 a day over the past two weeks. nine more a day than what the state allows. dining in the street, not going to be happening this weekend in the heart of danville. the town council voted to cancel a section of hartz avenue for

outdoor dining. it's due to a fight on the street earlier this month. this map tracks the reopening status of each county in california. you can find it on our website, abc7news.com. a second night of unrest in philadelphia as new details emerge in the deadly police shooting of walter wallace jr. jobina is tracking this story as we hear from wallace's family. >> thank you. protests and vigils are popping up all over the country from portland to brooklyn, new york. overnight we learned from police there was violence in philadelphia including bricks being thrown at officers and looting. police shot and killed 27-year-old wallace on monday after they say he refused to drop a knife. that shooting was captured on video. moments before the shots were fired, you could see wallace's mother attempt to hold her son back. wallace's family says he suffered from bipolar disorder and was in crisis during the

incident. >> i was telling the police to stop, don't shoot my son. please don't shoot my >> black lives still matter. >> that was wallace's son. wallace's wife is pregnant. she is scheduled to be induced into labor today to give birth to their daughter. wallace's family says they called police twice on monday asking for help, but philadelphia's police commissioner says it is unclear if responding officers knew about his mental situation. >> that's tough. thank you. happening now, pg&e is working to get the power back on to everybody in the bay area. there's still just a few areas without electricity. some pockets of the north bay will be the last to be fully restored. one area in the oakland hills will have power back at 10:00

a.m. that's where we saw this small fire break out yesterday. in total pg&e says about 10,000 customers still do not have power and many have been without it since sunday. a warning about the use of backup generators during power outages. one nearly caused a disaster in the oakland hills. kate larsen has what you need to know to use a generator safely. >> we really dodged a bullet today. >> reporter: oakland firefighter zach unger was in the first engine to arrive in the fire that destroyed two houses in the oakland hills tuesday morning. >> we had crews pre-positioned in oakland because it was a red flag event. it could have been enormous. had we been there a minute or two later, it would have started a block's worth and could have gone incredibly far. >> reporter: the oakland fire department says the preliminary cause was an overloaded generator. it was running outside between the two houses because pg&e cut power to the neighborhood during this week's dangerous fire

weather. >> we're in a bit of a no-win situation. we turn the power off in order to stop wildfires, people use generators which have their own set of dangers and those tend to start wildfires. >> reporter: on monday in mill valley, a new professionally installed generator started a fire at this restaurant. the owner said it was too close to his outside wall and heat from the exhaust ignited a fire. this is a typical generator that a homeowner might they cost about 500 bucks. i spoke to a firefighter about how to safely use one. keep your generator outside with several feet of clearance away from grass or anything flammable. have it inspected by an electrician if need be and do not overload it with too many appliances. >> pick the thing that's most important to you and just run that. maybe a refrigerator and one light. >> kate larsen, abc7 news. coming up, the investigation into graffiti found on an east bay garage and now the fbi is

>> thank you very much, jobina. hope you're having a good morning. let's look at what's going on with our 24-hour temperature change. it is significant in our inland valleys with those calm conditions and that ext extraordinarily dry air. 21 degrees cooler in napa. double digits in the inland east bay neighborhoods where everybody is in the 40s. even highway 4, which is always warmer, in the 40s. yesterday we had a large spread across san ramon, where we had the mid 40s at bishop ranch. if you went up to the golf course, up in the hills, maybe the bridges, it was in the 60s. we don't have that this morning. check it out. 34 in novato? i'll have to double check that. 44 in mountain view. a lot of low to mid 50s around the bay. san jose about 49 as we look at your commute planner today. it's all good. calmer conditions out there. it's chilly this morning. you'll need a heavier coat. don't forget it this afternoon when you head back home with the 70s and 80s.

joaquin valley with smoke there. in fact, we'll have smoky conditions in tahoe today and to a greater extent in yosemite. all right. let's get over to reggie and talk more about the news today. in the east bay, police contacted the fbi to help investigate after a swastika and the word trump were spray painted on someone's garage. this happened at a family's home in lafayette. they have a joe biden flag flying outside their house. they also have an anti-president trump sign. yesterday community members showed up with flowers and a new biden/harris sign. neighbors say they're on edge. >> i was horrified. i was scared. the thought that those people are walking around, that white supremacists are walking around here. >> several miles down the road, you can see there was more vandalism including more swastikas. that has since been painted over and a sign put up that says love trumps hate into all week here

turns out we won't be spending as much as we usually do. a new gallop poll shows shoppers are planning to pull back on buying this year for their family and friends. 28% say they will spend less on presents this year compared to last. that is the highest percentage we've seen since 2012. last year people spent about $950 on holiday presents. this year they plan to spend closer to $800 total. for those of you who are spending, toys "r" us is bringing back an old favorite to help you find the perfect present for your kid. the company relaunched its annual list of toys. it names the top 20 hottest toys of the year. toys "r" us said it scoured through 2020's biggest toy trends and play patterns to come up with geoffrey's hot toy list. that includes baby yoda from "star wars." le legos, hot wheels and the barbie dream house is also on the list. that's remarkable because that's

county. sin mark theaters are back open and more local theater reopenings are a couple days away. >> we opened 85% of our theaters around the country. we've had no problem, no reported case of covid anywhere around the country. >> cinemark plans to reopen in san francisco and santa clara counties on friday. concession stands will remain closed in those counties, and you are not allowed to bring in your own food, that's per county regulations. cinemark's ceo says there will be capacity limits but that the company has safety protocols in place and has provided extensive health and safety training to employees. originally they said they would stay out if they couldn't sell concessions. same thing for amc. they are set to reopen eight theaters across the bay area on friday. the chain says it is limiting capacity to 40% or less dpending on local guidelines. masks are required.
