race for the white house. with less than a week to go, president trump and joe biden out on the campaign trail. the curveball hackers threw at the trump campaign. good morning. it's wednesday, october 28th. before we get to those stories we want to check in with mike for a look at the forecast. >> good morning. hi, everybody. thanks for joining us on this wednesday morning. we have one lone hot spot, that's mount st. helena. the humidity is up a little bit. so there's a slight heightened fire danger in that one area. for the most part, we'll be doing okay. typical fall day with calmer conditions and warmer than normal afternoons. low to mid 70s around the bay. upper 70s to near 80 inland. it will get warmer in the accuweather 7-day forecast. i'll have that coming up. >> thanks. pg&e does expect everyone to get their power restored later today.

we'll see those purple triangles finally disappear. about 10,000 customers are still in the dark this morning. at last check, electricity has been restored to 335,000 customers. many of them lost electricity on sunday. we are still at risk of fires even if the red flag warning is over. a small wildfire broke out before 8:00 last night. this is in napa and sonoma counties. crews were able to get that under control. in orange county, it's quite a different story. the race to contain two fast-moving wildfires being pushed by the santa ana winds, nearly 70,000 people are under a mandatory evacuation this morning. jobina is tracking that and these questions about how one of these fires started. jobina? >> thank you. good morning. fire crews say they could see a break later today when the winds start to die down. the fires started on monday. so far the silverado fire in the hills above irvine burned 13,000 acres.

it's 5% contained. the blue ridge fire is about 15 miles away. it burned 15,000 acres with no containment. ten homes burned in the blue ridge fire. this morning there are new questions about what sparked the silverado fire. southern california edison is investigating if power lines are to blame for all of this. the utility is defending the decision to turn off power for just 30 customers monday morning. >> all right. thank you. orange county firefighters made this special rescue yesterday. they shared this video of one of their crews finding this small barn owl lying on the dirt near the silverado fire. they wrapped him up in the fire jacket. he's safe and sound with animal rescue. this morning dozens of employees and patients at a ucsf medical center are under quarantine after several patients and health care workers tested positive for coronavirus. abc7 news reporter julian glover is live with more on this. julian? >> good morning.

the "san francisco chronicle" reporting at least five people, two patients, three health care workers testing positive for covid-19 at the ucsf helen diller medical center in the last week leading to 40 other people connected to the hospital either quarantining or isolating out of caution. abc7 news reached out to ucsf this morning. we have not confirmed the details in the chronicle article which said that two patients who shared a room tested negative for the virus when they arrived at the hospital. when one of the patients was set to be discharged, they then tested positive. that triggered contact tracing which turned up the second patient sharing the room with the first identified case then testing positive as well along with three workers who cared for those two patients. as a result, 28 additional employees were quarantined and 15 additional patients were placed in precautionary isolation. a ucsf spokeswoman told the

chronicle that. so far all of the additional employees and patients have tested negative for the virus. all five patients identified in a three-day span in one unit of the hospital. the five positive cases. we are currently working to confirm the details of this story. as soon as we hear back from ucsf we'll let you know. reporting live, julian glover, abc7 news. >> thank you. in the north bay, sonoma county health officials say a dozen workers at healdsburg district hospital tested positive for covid-19 in the past ten days. they say contact tracing shows that the 12 workers were exposed to the virus outside of the hospital and no patients have been infected. we're expecting to get an update from the santa clara county health department today. health officials will hold a briefing about covid-19 at 10:00 this morning. you can stream it live at abc7news.com and on our abc7 news app. multiple bay area counties are now in the orange tier.

huge bowl of dry air. this is an omega block high pressure. that means the jet stream will be steered around us and no where near us will be any cold fronts coming until possibly next tuesday. even that one doesn't promise much in the way of rain. it promises slightly milder temperatures. 75 to 81 in the south bay today. 74 to 77, a little narrower range on the peninsula. 66 to 68 along the peninsula coast. low to mid 70s downtown, south san francisco and also sausalito. 77 to 82 through the north bay valleys. along the east bay shore, 72 in richmond until about 76 in fremont and also in hayward. heading inland, 78 to about 81 degrees. tonight, we're back in the 40s. some 30s in the deepest valleys. 50s around san francisco, san mateo and oakland. pretty steady through saturday. you can see it gets warmer for the first two days of november and then for election day tuesday, slightly cooler. still warmer than average.

all right. welcome back. let's look at our temperatures. you can see the marine layer starts to touch parts of the coast and the bay heading through friday. then it goes away for saturday, halloween, even more so sunday as temperatures continue to warm. now here's a look at that cold front i was talking about. as we head through monday into tuesday, it looks promising, look at that moisture just evaporate heading through election day and leaves us with maybe a few sprinkles. it will be cooler. all right. it's a tough morning for giants fans out there. here's reggie to tell you why. yes. it's because the dodgers are world series champs for the first time since 1988. that's the good news for some of you. the bad news is that one of the players during the game found out that he is covid positive.

say the word disneyland, which is owned by abc7's parent company. when asked why other theme parks in the u.s. are getting to reopen. newsom said it is still too dangerous with parks bringing in other tourists from nearby hotels and restaurants. chrissy teigen is opening up about the tragic loss of her son when she was 20 weeks pregnant. the model and author writes about it in a heart wrenching essay on the website medium. she describes what happened and why she and her husband, singer john legend, chose to share their story and hospital photos on social media. she writes in part, i had asked my mom and john to take pictures no matter how uncomfortable it was. it didn't make sense to him at the time. i knew i needed to know of this moment forever. teigen says she is now trying to heal writing i'm surrounded in a human therapy blanket of love. we wish her the best. >> yes.

several days. breathing a sigh of relief, the stress of the fire danger is gone. hopefully everybody is feeling better about the forecast. we still have 34-mile-per-hour winds on st. helena, everyone else is 20 or less in the higher elevations. it's dry out there, but the humidity levels are rising as the winds subside. we're getting up around 15%, 15, 25%, 30%. that will continue. for all of us that live outside of the hills, it will be a very calm day with a light breeze, temperatures in the mid to upper 60s along the coast with sunshine. low to mid 70s around the bay, upper 70s to low 80s inland. i'll let you know how long this will last coming up in the seven-day forecast. first we want to turn it over to jobina and some issues on the roads this morning? >> yes. i want to give a heads up to anyone leaving the east bay and making their way into san francisco relying on the bay bridge. bringing in the map here, we have a motorcycle crash just

pastmetering lights. speeds are down around to 21 miles per hour once you make it through those metering lights. it will eventually speed back up. a live picture showing you the bay bridge toll plaza. those lights came on at 6:09. the backup extends through the maze into emeryville. just in time for halloween, three counties turn orange. marin, contra costa, and san mateo counties now graduate to a new covid reopening tier. amy hollyfield is live in downtown san mateo with what this means for all of us. >> this is good news for a few businesses especially restaurants and people who like to eat indoors. one restaurant owner is wondering if this will translate to more customers. here is a look at some of the businesses that will be impacted by moving into the orange tier. nonessential offices and outdoor stadiums can hold 20% of their capacity now.

indoor gyms, theme parks, indoor bowling and cardrooms can hold 25% of their capacity. restaurant owners are the big winners here. they can now fill up half of their capacity, 50%. those restaurants located near offices say they need people to return to work. working from home is not good for business. >> they're working virtual right now. the impact for lunches will probably be minimal. >> city leaders in san mateo are praising residents saying this has been a real team effort. the orange tier is the second least restrictive tear, the next tier would be yellow, which means the rate of the spread of virus is minimal. the orange tier went into effect about six hours ago. so the new rules will be in effect for the first time this morning.

city leaders hope everyone will stay vigilant and keep wearing their masks and staying sax fixt apar apart. amy hollyfield, abc7 news. those three counties advance but two counties in the bay area will go backward. napa and solano counties could get bumped into more restrictive tiers. for napa that means going red and for solano going purple. that's the most restrictive category. both counties reporting higher covie-19 cases. >> the county of our size, if you get a few dozen cases, that's enough to push you up to the next tier. so it's really important for us to stay on our guard pretty much continuously. >> solano county's health officer says the increase there is traced to a recent funeral, wedding and a party. a week ago the county was reporting about 28 cases a day. that's jumped to about 40 a day over the past two weeks. nine more a day than what the state allows.

jobina has that story. >> protests are popping up overnight. there were some violence in philadelphia including bricks being thrown at police officers and some looting. police shot and killed 27-year-old wallace on monday after they say he refused to drop a knife. that shooting was captured on video. you can see wallace's mother attempt to hold her son back. wallace's family says he suffered from bipolar disorder and was in crisis during the incident. >> i was telling the police to stop, don't shoot my son. please don't shoot my son. >> black lives still matter. >> that was wallace's son. wallace's wife is pregnant. she is scheduled to be induced into labor today to give birth to their daughter. wallace's family says they called police twice on monday asking for help, but philadelphia's police

fairfield, and up towards napa. let's go up to the north bay. we have some 30s up there in places like santa rosa. we have rohnert park and petaluma, 43 right now in american canyon. the also in san rafael. 37 in fairfield. definitely chilly there. we have 40s in the east bay and around newark and redwood city and cupertino, low to mid 50s. we have microclimates this morning. here is san jose, you can see more cars on the road than there have been in a while. it's a calmer commute. no winds to worry about. it's chilly this morning. you will need a heavier jacket. grab it this afternoon, you won't be wearing it in the 70s and 80s. and the sunglasses, grab those. you can see today, as we head through the afternoon hours, 10 miles per hour less. tonight, fairly calm. into thursday, about 12 miles per hour less. so another sign that the worst of the red flag warning is behind us. but we do have some issues on the roads. let's bring jobina in here to give us an update.

welcome back. there's travel trouble in hawaii. the state is now allowing visitors again if you tested negative for covid. hawaii released a list of approved testing sites, but now many tourists are showing up with results from unapproved clinics. one couple that spoke with "gma" found out the hard way after taking three flights to get there. >> don't assume anything. double-check, triple check. make sure that you are doing it exactly the way the state or the country is asking when you go there. it's a very expensive lesson to learn. >> officials are urging all travelers to check hawaii's website for guidelines and say more help in testing and coordination is needed. at abc we're committed to help building a better bay area that includes the impact the pandemic is having on our economy and health. jobina has a twofer for us this

the new roles that are open in the bay area are for full-time and part-time licensed pharmacy technicians. >> i noticed in any place that has pharm techs that you have an amazing experience with patients. >> reporter: people in these roles are vital in administering covid-19 tests. moderna, ast arazeneca, johnson johnson and pfizer are among those. pfizer is expected to file for emergency authorization with the fda next month. we don't know when a vaccine will be available to the public, but cvs is not waiting to find out. >> we're talking millions, hundreds of millions of people in short order. even for cvs that's a daunting task. we need to make sure we're ready for it. >> definitely.
