finally here. the polls are open and nearly 100 million americans have already voted. the key states will be watching in the race for the white house. >> the first step to beating this virus is beating donald trump. >> four more years and then we can finish the job we started so well. president trump and joe bideb making their final pitch to voters. when will we actually know who won? the three likely scenario in this historic election. plus, preparing for possible unrest. we are live in walnut creek where businesses are boarding up. good morning, everybody. it is tuesday, november 3rd. happy election day, friends. voting is already under way in some parts of the country already on election day. >> that is right. so many of us here in california have already voted. this is the final push. let's check in with meteorologist mike nicco. mike, for those going to the polls, what is it going to be like? >> hi, guys. i can't hear you. just to let you know that. i'll jump right into the forecast and let you know what

is going on outside. we have a little bit of fog out there and especially thick up across the north bay. look at that. the usual spots the fog has moved in through the coast and coastal valleys and petaluma, geyserville in that area and remain there for the better part of the morning commute. here's a look down in the south bay where we're looking pretty clear on 87. temperatures not as warm today, but definitely above average from 62 in half moon bay and low to mid 70s around the bay and mid 70s to even a few 80s inland and especially 80s in the east bay. let's get back to you for the news. >> thank you, mike. happening now the polls are officially open and voting is under way in many states along the east coast, the midwest and the south. this is a line forming outside of the american airlines arena in dallas, texas. you can see it's pretty early there, but people are already up in line waiting for their chance to vote this election day. now, voters in swing states they will likely decide this election

and because many of these states are in several time zones ahead of us, we'll see the results even before our polls close. here's a look at some of the igbeones we are tracking. the following times are pacific time. polls in georgia and parts of florida will close at 4:00 p.m. polls in the florida panhandle and parts of michigan and pennsylvania close at 5:00 and parts of arizona and wisconsin close at 6:00 and then polls in iowa will close at 7:00. again, these references are in pacific time. now here is a look at the first in-person votes and they cast their votes at midnight eastern time. you can see from the count that they're doing there on that board, it was five votes for joe biden and zero for president trump. now this morning the average of national polls show joe biden leading by eight points. but a reminder that is not how elections are won in this

country. they are won in the electoral college and it all comes down to just a few states. jobina is at the live desk with where both candidates will be as these results come in. jobina? >> kumasi, good morning. the biden campaign will be in delaware today and president trump plans to have 400 people at the white house. both candidates are confident about their chances. in their closing message joe biden and his running mate kamal harris criticized the president's handling of covid-19 as it increased in all 50 states. >> we'll beat this virus and get it under control and the first step, the first step to beating this virus is beating donald trump. >> they hate it when we say we're rounding the corner, the vaccine will make it go a lot quicker. >> reporter: in a new internal memo obtained by "washington post" dr. deborah birx says "we are entering the most deadly phase of the pandemic.

xwaets nearly 100 million ballots have been cast. reggie? >> jobina, love the shirt. we are going all in on this election to make sure you have complete coverage. dion lim is in the battleground state of pennsylvania and tonight join joe biden and kama all, a ha kamala harris. in california leads the nation in return ballots with more than 12 million. here in the bay area, voters have cast more than 2.6 million votes. here's a break down of the nine bay area counties. santa clara has had the most with more than 603,000 votes cast. alameda is close behind with more than 577,000 ballots. santa clara county election officials say they are prepared for a big turnout today and hope to keep in-person voting as safe as possible during this

pandemic. officials say social distancing and face coverings are mandatory at voting centers. all voting equipment is disinfected between each use and one woman who served as an election aide for 25 years said she can't recall a time when it has been this stressful. >> i don't want to get sick and even more so i don't want to get anybody else sick. and everybody else here feels that way, too. >> if you're voting today, be advised, you need to be in line by 8:00 p.m. so, when we will we know who won the presidency? here are the leigh likely sunarios. the first a conventional election night where one will win and a concession by the other candidate. the second is just too close to call because it's going to take a lot of time to count up all the ballots cast in this election. and lastly, there is a chance they are voting irregularities that prevent a clear winner from being projected and legal battles that last weeks in congress or even the supreme court may have to intervene.

with all the uncertainty about how tonight will turn out some businesses in the bay area are preparing for the possibility of protests. amy hollyfield live in walnut creek with the latest city here in the bay area to board up businesses. amy? >> hi, there. yeah, it looks like a hurricane is about to blow through here. so much pliwood covering up all the windows here. look behind me. this is the neiman marcus in broadway plaza and you can't even recognize it or see a single sign. here's a look at the drive through of the area. not all businesses have chosen to take this precaution but many have and police have said they don't have any information about planned protests or unrest. they have no threats. but they understand why businesses would want to prepare just in case. these windows are expensive to replace. it does give the impression that the stores are closed. they are not. they are open. although some have decided to close early.

all right. welcome back 5:11 this morning and what you're looking at is our election forecast and i'm going to show you how things are going to be uneventful weather wise. at the polls whether they're opening or closing, you want to have a jacket especially this morning. 40s and 50s and 50s and 60s as the polls are closing. in between 50s at the coast and 60 to 70. not quite as warm as yesterday but still very comfortable outside. we had a record high, or almost record high in tahoe. but look at what is going top haen as we head into the weekend. let me show you all of the policy snow up to a foot maybe more. how about that. autumn is on its way and i'll show you our chances of rain which, unfortunately, aren't as good as they were earlier this week. that's coming up. >> mike, thank you. more than half of us registered have already voted in california, but now a judge says

that the governor went too far when he ordered ballots be sent to every voter in the state. this doesn't actually change anything for the election because the legislature ended up approving the governor's pandemic-related voting procedures. still, the sutter county sup superior court judge said governor newsom must stop issuing directives that would change existing state laws. the governor's legal team has ten days to challenge that decision. one of the president's top advisors on the epidemic with a dire warning. dr. deborah birx says that the u.s. is entering the most concerning and most deadly phase of this pandemic. she warns that officials need to brace for 100,000 new cases every day over the next week. other health experts agree that this is cause for concern. >> rates of growth are alarming. they seem to be as bad or worse than they were back in the spring. >> several states are now imposing new rules to counter

the rise in cases. massachusetts has issued an overnight stayme advisory. here in the bay area marin is thinking about requiring residents to quarantine if they travel out of the area over the holidays. the county's public health officer is worried that people traveling to other states where coronavirus transmission is higher could bring it back here. so, they could be subject to a 14-day quarantine when they get home. an official order has not been issued. marin is thinking about it. we are tracking the latest with covid-19, especially as we approach the holidays. right now on our website, you can find this risk calculator. it lays out the safest and most dangerous things to do during the holiday season. you can check it out right now at abc7news.com. facebook and twitter will be finding election misinformation by flagging posts that claim victory too soon. the company spent billions of dollars to make sure their

platforms are not misused. here's an example of what the flagged content will look like. experts worry that people won't go to the polls if they think the race has already been called. >> if someone calls a race, which is actually not been counted and then the final results come out, it leaves open the conspiracy thaeirrists to sy that person won and they actually didn't and that brings the whole election process into question. >> experts recommend just staying off social media. instead, read and watch trusted news sites, papers and stations. escooters are offering free rides to get people to the polls today. you can use the code vote2020 for a free 30-minute ride. according to the pew research center, transportation problems were one of the main reasons why people did not vote in 2016. scoot and byrd say they're committed to being part of the solution. disney researchers just unveiled a new robot that is

today. i like that. maybe they'll like use those instead of the animatronics. let's take a look at what's going on the east bay hills camera and 58 degrees and you can see some of that cloudiness moving in from the coast and filling in bay. and it's going to take a little bit longer to get sunshine and with a light onshore breeze, expect temperatures to be about five to ten degrees cooler today. now, the real cool weather, that's coming in friday, saturday and sunday. our chances of showers are looking less likely fortunately. let's look at your microclimate. 73 in sunnyvale and gilroy at 84 degrees and 72 in millbrae to 76 in redwood city and along the coast low to mid 60s today with upper 60s to low 70s in downtown, south san francisco and sausalito. in fact, san francisco will be one of those areas that is likely ten degrees cooler today. 76 to 81 through the north bay valleys. along the east bay shore 70 in

richmond. 73 in oakland and san leandro and fremont at 75. 78 in san ramon and everybody else around 80 to 82 degrees. tonight more widespread cloud cover and temperatures in the 40s and 50s and little bit of fog. here we are friday morning. the dramatic and dynamic pattern change but it's more of an inside slider with more of the snow in the sierra than showers for us. saturday looking relatively dry, breezy and then we go into sunday and you can see just a scattering of showers. but chance of anything will be, again, up in the mountains with another inside slider. so, tomorrow is going to be just as cool as today. one more run at record highs thursday. and then 10 to 20 degrees cooler friday all the way through monday. >> all right, thank you, mike. developing news of several terror attacks in vienna, austria. five people are dead inore than other people are hurt.

>> i know it's hard to watch this. people running from shooting and stabbing attacks at six locations near the center of the city. the first shooting happened outside of a synagogue. police eventually killed one attacker. they believe he had ties to isis. they do not think he acted alone. officials say they have since searched 15 homes and arrested several people. also a san francisco firefighter is in critical condition after getting knocked out by a hose while out on a call. the fire department says a muni bus drove through the scene of this fire on spear street near the embarcadero yesterday. when that happened, it caused a hose to strike the firefighter. he fell to the ground and hit his head. the firefighter identified as matthew vann. the department said he temporarily regained consciousness but remains in critical condition. jason cortez was killed

reggie? if you're eligible to vote in california whether you have registered or not, you can cast a ballot today at your polling place. when you do so, you'll join the majority of voters who have already had their i voted stickers handed to them. julian glover live for us at levi stadium. good morning, julian. >> goodern morning to you, reg. voters energized and many taking advantage of their voting by mail options and also coming to vote centers like here at levi stadium and the bottom line is that the turnout already is staggeri staggering. nearly 100 million people have already voted here in california more than 12 million ballots have been cast and here in the bay area 2.6 million votes have been secured and in many cases the votes have been counted. take santa clara county where we are, for example. where 661,000 votes by mail have already been received via snail

mail or picked up from a drop box th the 2016 presidential election with a full day of voting to go on election day. with many ways to do it. >> still cast a ballot by mail. you can still use one of our drop boxes. you can still fill out your ballot at home and get in your car and drive by the rov's office where you don't have to leave your car. there's a drive-through vote center there. a lot of options where there wouldn't be any in-person contact. >> people here have been for the most part just really excited to vote. which it makes it exciting for us to work. >> always love hearing the excitement from the poll workers. i spoke to voters yesterday who were also excited telling me that they were eager to vote in the heated presidential race but also drawn out by ballot initiatives like prop 22. just a reminder if you're heading out to vote in person

today and if the lines do look like, keep in mind they will likely move faster than you might think. the capacity limited and people will be spaced out and socially distanced in line so that line might not be as long as you think. we were out here at levi stadium yesterday and there was no line. people walked right up and did their voting and, again, many people saying it just took them less than 30 minutes. come on out and do it. reporting live outside of levi stadium, julian glover. >> no excuse not to. officials in alameda county say they have already broken records with the number of people who have turned in their ballots early. more than 100 locations to drop off ballots throughout the county and today a big push to bring in nonvoters. on poplar street a voting celebration to bring in people who usually don't cast a vote. >> food trucks and some local artists just to make the experience a little bit more fun and not as arduous and potentially boring as it could

distance learning. >> social distancing, mask wearing and small cohorts are all part of this plan. san jose unified is the largest public school district in the south bay with more than 28,000 students. several big city mayors including san jose, sam liccardo, are pushing governor newsom to reopen larger theme parks. signed a letter encouraging the governor to allow parks like diz disneyland to reopen. currently a county would have to be in the yellow tier. the mayor pointed out theme parks across the country have reopened effectively. santa clara county has reached a milestone. it has conducted more than one million covid-19 tests. >> our ability to test has increased tremendously since earlier in the year. we are now doing anywhere from 7,000 to 8,000 tests a day. it's been a community-wide effort. >> well the county says targeted testing and outreach efforts
