goldfish crackers. the snack that smiles back. welcome back to "gma." you're looking live at philadelphia, millions of votes still being counted across the country right now on this very busy wednesday morning after a long election night. >> and, michael, as votes are counted new results coming in. we'll take a look. starting with the state of wisconsin, you see that right there. joe biden is now opened up about a 20,000-vote lead over donald trump in the state of wisconsin. that's about double what it was just an hour ago. in michigan he's been behind, joe biden behind all night long but whittling away at the lead. one thing we're seeing only 27,000 votes behind donald trump in the state of michigan. it was double that about an hour ago. let's take a look at pennsylvania. as we see the results coming in from pennsylvania as well, still a lot of votes out there in pennsylvania, donald trump has

an 11-point lead in the state of pennsylvania. but there's a lot of vote yet to be counted in that state and want to bring in the attorney general of that state josh shapiro joining us, i believe from philadelphia. josh, thank you for joining us this morning. if you're not in philadelphia, i apologize for that. tell us where things are with the count, when you expect to see more results, how the process is going. >> yeah, look, george, i get it. folks want to know. my kids jumped on me this morning, daddy, daddy, who won and -- >> my kids jumped on me too. >> we've been saying for months, you know, we're going to secure, protect and count every vote so we secured the vote. we protected it and now it's being counted all across pennsylvania clerks from our communities are making sure that these ballots are counted. there's still a lot of vote left. this is way too early in the process. i anticipate throughout the day today you're going to see significant numbers of votes being put into the system, so

the public will be able to see those numbers change and rise and go up and down. the bottom line is, we're going to make sure here in pennsylvania that we respect the will of the people. we're going to get an accurate count. it's the law. the law says count every eligible vote and that's what's happening all across pennsylvania. >> you heard the president threaten to go to the supreme court to stop the counting. >> yeah, look, it doesn't work that way, george. you know, the president doesn't count these votes. the clerks in our communities count these votes. you know, these issue, the legal issues have largely been settled and now it is time to count these votes and make sure that the will of the people is heard and so we're not going to let anything interfere with that process. we need to have more patience. maybe a little more patience than my kids and your kids have and we have to make sure every eligible vote is counted. >> supreme court said any ballots postmarked by election day could be counted up till

friday but the supreme court could still invalidate that in later rulings and the challenges are out there. >> well, you know, george, the supreme court of pennsylvania looked at that question and determined that ballots that were postmarked by election day and received up until friday at 5:00 p.m. were valid and could be counted. on two separate occasions petitioners asked the united states supreme court to step in and overturn that or stop that, invalidate it and on two separate occasions they didn't do that there is a legal principle, i don't need to nerd out on know as the purcell principles saying matters of election law should be left to the states. two separate occasions they didn't step n the state that is she's battles should be counted and counties are full steam ahead on counting every eligible vote and those are eligible vote. >> could take days but that is

okay. we just have to go through the process. thanks for your time this morning. >> we move to georgia and biden hoping to turn this battleground state blue. the votes are still being counted there and t.j. holmes joins us from atlanta with more. good morning, t.j. >> reporter: hey, good morning to you, stra. you called it. a battleground state and the battle could just be beginning and let me explain why. after a relatively smooth day of voting, didn't see a lot of long lines or problems. some of the average wait times are two, three minutes around the state but came the night and a few problems started popping up in particular at state farm arena where the hawks play, a lot of ballots were being processed. well, we got word a pipe burst and there was a mess that needed to be cleaned up and needed to move the workers out, caused a delay and got word we wouldn't get the results last night from fulton county. why is fulton county important? that is where atlanta is. democratic stronghold and

waiting on those results because with biden about 100,000 votes behind trump right now if he can make up ground in fulton county he could get close enough to overturn and turn this red state blue and hate to mention this but something else to keep in mind if the margin closes enough within a half of a percentage point a candidate has the option of asking for a recount. >> i know who to ask about that. i'll do it now. let's bring in georgia's secretary of state brad raffensperger. i know it has been a long, long night. early morning. your workers, the poll workers are working around the clock. any idea when all the votes will be counted? >> we're working hard on that. by midday we should be pretty much through it. probably by the end of the day we'll definitely have it done. fulton county is a little behind as you mentioned due to the problem they had at state farm with the water.

>> and that was one. there were just a few glitches in the state. any way in any way does that compromise the count? >> no, the count is secure. we're continuing to go through the process. as you mentionedless we had yesterday an average of two-minute wait times. we had a successful election. over 4.8 million georgians voted which is also a record turnout for a presidential election. >> t.j. brought up the word "recount." i know you haven't even completed the counting. what do you think is the probability there will be a recount? >> i don't get into probabilities. we just do the counting. at the end. day but any race within a half a percent, state rep, senator, congressman or the presidential race, a candidate could ask for that within half a percent so we'll have to wait and see. >> is there anything you could say to our viewers? many were hoping at this point we would wake up and we would know who the next president of the united states would be. as i said, working so hard, what

can you say to people who are, you want them to be patient but that's anything but for many people right now. >> well, yesterday georgia had a great day running an election. we had to recruit 52,000 new poll workers due to covid and had a new verifiable paper ballot system and voters liked the system because they had a verifiable paper ballot. they may not like the results but they have that confidence and then we'll follow that up with our first statewide audit so the alex perelections will b audited. and they can give voters that additional layer of confidence. >> and you are. thank you, sir, very much. maybe a couple of days ahead of you and appreciate you taking time to be with us. >> take care. >> michael. >> coming up next much more on this tight race. our legal team is standing by to break down the potential challenges. still your best friend.

the ballots being counted in pennsylvania. usually that's the end of the process. we have a long way to go. there will be legal challenges to these so let's bring in our legal team, kate shaw and dan abrams. kate, let me begin with you on that point. we're seeing them be counted. several states are almost certainly going to lead to either automatic recounts or challenges from whoever is behind and recounts there.

we know it will happen in pennsylvania as well. walk everybody through the process and where the challenges are likely. >> sure thing, george. in every state you can -- there's either an automatic recount or recount a candidate can request when the margin is close enough. sometimes half a percentage point or a quarter or a point so i think you're right. we're almost certain to see at least a couple of states within that margin and if we do, it's all but certain one of the candidates is going to request a recount if state law doesn't automatically provide for it. we've been cautioning americans to be airport before the election and i think we really do need to sort of redouble those efforts at broadcasting the need for patients because it could be weeks if we're in recount territory before we know the winner of at least, you know, one or more of these states so those processes will unfold much like the count be is unfolding now and will be count by machine or potentially by hand and either at the same time or after all that is done, there could be legal challenges filed

to various decisions made about how to count particular categories of ballots. >> dan, we've seen this before back in 2000 but only in one state, the state of florida where they had the recount finally decided by about 500 votes after the supreme court stopped the counting. this year you could have the potential to have that happen in several states and again potentially could go to the supreme court after appeals. >> it could and, remember, that each state has different law answer different triggers for possible recounts and different rules for which ballots are counted. so don't expect if there are multiple state challenges a sort of one size fits all supreme court appeal. it will have to be specifically state by state. issue by issue potentially ballot by ballot that gets appealed. but as we talked about before, i think whoever ends up on top at the time the legal fight starts,

meaning once the recounts have happened, whoever is on top is at a significant advantage. you don't want to be the person who has lost or is losing and trying to appeal to the supreme court to save you. > kate shaw, quickly, john roberts, chief justice john roberts also probably doesn't want to get in the middle of this for the sake of the court. >> i think that's right. chief justice roberts cares a great about the court's legitimacy and doesn't want them at the center of a political fight and see if another other members of the court agree with him that the court might try to find a way not to step into the middle of this dispute potentially to hand over to congress responsibility for deciding some of these disputed elections or essentially saying what it didn't say 20 years ago these are state law questions and the supreme court has no rule in resolving them so that is possible and of course the huge x factor is the newest member justice amy coney barrett. we don't know what she would do. >> whether she'll even join the case, thank you very much,

good morning, everyone. want to take a look at the election results of a few state propositio propositions. first prop 18 grants some 17-year-olds the right to vote in primaries. currently as we can see with 71% of precincts reporting, 55% of california voters have said no. 45% have said yes. now a look at prop 17. this allows former prisoners on parole the right to vote. currently 59% of california voters have said yes, pretty much 99% of precincts reporting. so that looks like it has passed. they just need a simple majority. now, you can tune in for more election results on abc 7 mornings in a few minutes at
