is abc 7 news. you don't have a final declaration of victory yet, but the numbers tell us it's clear. >> joe biden with senator kamala harris by his side there saying he expects to be declaring soon that he's won the presidency. president trump not speaking, we haven't heard from him but continuing to, he promises, with legal proceedings. we have more as we wait for a winner to be projected. but first, as we do wait, let's start with a quick look at the weather with meteorologist lisa argen. we're going through a cold front right now. >> it's cold out there, liz, you're right and it's going to get even colder next couple

days. several reenforcing shots of cold air because a system is sinking to the south. you may have had a drop or two on your windshield, liz, maybe i did this morning, not really. but the system, there it is, higher elevations, maybe a little something out towards rio vista. as we look at the bigger picture you can see the circulation, all missing the bay area, and there's a second system that will pretty much do the same thing tonight, 47 in santa clara, 48 in mountain view, 49 san francisco, 42 in napa. with the cloud cover, in the 40s. look at that temperature change, 9 to 16 degrees cooler. upper elevations, it's breezy, sunny and breezy afternoon. it's going to be brisk, lucky to reach the 60s out there and we'll let you know about the second system, the week ahead, in a few minutes. joe biden addressed the nation to say his prospects for taking the white house, are looking good. this morning he does lead in four critical battleground states yet to be called, we're talking about georgia, nevada,

arizona and pennsylvania. here's a look now at where the electoral college stands for the moment. things have not changed in a few days, right. 270 votes are needed to win. right now biden is 253. the president has 214. six states have yet to make a final call. vote counting is still under way. we know it just began in pennsylvania. abc 7 news reporter matt boone has the latest. >> reporter: all eyes were on wilmington, delaware as joe biden took the stage, still confident in his chances. >> we're going to win this race with a clear majority with the nation behind us. >> reporter: he made it clear it was not his call to make. >> never forget, the tallies aren't numbers. men and women who exercise their fundamental right to have their voice heard. >> reporter: before biden hit the stage president donald trump tweeted this warning, quote, joe biden should not wrongfully claim the office of president. i could make that claim also. legal proceedings are just now

beginning. biden's path to victory, even clearer if he manages to hang onto pennsylvania and the 20 electoral college votes there, it's over. he could take nevada and arizona, that would bring him over the line as well. for president trump to win he must clinch pennsylvania and at least three of the other remaining states. >> while some including the president continue to spew baseless claims of fraud, claims for which his team has not produced one iota of evidence we have seen in philadelphia democracy, pure and simple. >> reporter: in pennsylvania biden had been behind in the vote count until he emerged as the leading candidate. in georgia, state officials are disputing claims by trump that their ballot counting operations are biased. >> the election apparatus in georgia is run by democrats. >> reporter: that statement, not true, georgia's secretary of state runs elections. >> obviously i'm a republican, the secretary is a republican. the job is to count every legal

vote. >> matt boone, abc 7 news. the big question is when with will we know. in georgia the race is going to a recount. in nevada, we won't know new numbers until today. counting continues in arizona, new numbers won't drop until this morning and in pennsylvania they are sorting through provisional ballots. those numbers have been coming in more steadily. for now, we still will have to wait and see. right on the heels of election night, at least six people with ties to the president, including his chief of staff, have tested positive for covid-19. mark meadows was in close proximity to the first family and several trump campaign officials in the past few days. and this is video of him at trump headquarters on tuesday. that night he then attended the white house election party. it's not clear when he first tested positive. abc news chief white house correspondent jonathan karl spoke about meadows during a special report. >> we have seen him on capitol

hill not wearing a mask. we have seen him constantly, every once in a while he throws a mask on but he is somebody who seems to take some degree of pride in not wearing a mask. >> the trump campaign battleground state's director nick trainer has also tested positive for coronavirus. so have four white house staffers. the white house has not responded to a request for comment. the overwhelmingly blue bay area has a few locations where gop support is strong. solano county has the largest proportion of republican voters in the bay area. leslie brinkley went there to speak directly with voters as the results unfold. >> reporter: solano county is diverse, stretching from the bay deep into the central valley. >> we have 260,000 registered voters, 60,000 of those are registered as republican. >> of solano county is a

stronghold with a strong military presence. >> reporter: 30% of those who voted by mail and -- this biden supporter was surprised to hear the numbers. >> i didn't realize there was that many trump supporters here. >> reporter: at this grocery store parking lot it's not at all difficult to walk up to peel, strike up a conversation, and find trump supporters willing to talk. some, even mentioned they've gotten some backlash on social media for their views. >> and i never would have thought in a million years that i would get some of the commentary on me just having a different opinion. me not being liberal. >> reporter: i supported trump. but a lot of people say that's racist, even though he did mention he's going to donate 500 plus billion towards black communities. >> people on facebook, they bad mouth trump, and i always say president trump, he's our president. tomorrow if biden is our president, i will say president

biden. >> reporter: going into the weekend there could be more visible reactions. >> i'm getting calls from organizers at the grassroots in napa, solano, calls in written county and southern california. >> however the election ends up i'm not going to be protesting or be upset oriel at people that supported biden. at the end of the day everybody wants the country to be better. >> reporter: in solano county, i'm leslie brinkley, abc 7 news. >> if joe biden wins his vice president kamala harris will be vacating her senate seat here in california. harris has represented california since 2017. abc 7 news reporter luz pena explains the governor picks her replacement and may already have names in mind. >> reporter: former vice president joe biden and senator kamala harris have not won the 27 # 0 electoral votes but in california talks for filling her senate seat have begun. >> the race is already on to replace kamala harris. >> reporter: under california

law governor gavin newsom will have the power to choose senator harris's replacement. abc 7 news contributor and chronicle insider phil ma t says knewsonewsom is considerin factors, and mayor london breed is a name that's been mentioned. >> someone who's been with you in the past and someone you think is going to be with you in the future. >> reporter: in a poll published at the university of southern california registered voters were asked the question if the governor were to make history with his choice which option should he consider? 14% said the first latino senator in california. in this case, the options are -- >> alex perdilla, secretary of state or xavier becerra. >> reporter: 29% said they wanted someone with experience in washington and when asked to pick a name, the two top choices are bay area representatives. 11% said barbara lee, 8% said r

o khanna. >> biden and harris, believe me, that's what i've been focusing on. >> do you think there's a possibility that governor newsom might call you up and ask you to take that seat? >> i think there are a lot of great people out there. but what i hope is that the governor, whoever he picks, picks someone clearly with progressive views. >> reporter: in san francisco, luz pena, abc 7 news. >> and adam schiff's name is being thrown out. a lot of jockeying happening the next few months if biden and harris do go to the white house. a post-election audit is under way in san mateo county to ensure the accuracy of results there. abc 7 news reporter chris reyes got a firsthand look how the process works and why it's an important part of making sure the public knows their vote is counted. >> reporter: using three ten sided dice this team is randomly

picking precincts to include in a manual tally, one of a number of ways san mateo county elections ensures accuracy of the vote. >> and we get to 1% of the total votes cast, those ballots and those batches that contain those ballots will then be pulled and they will be manually reviewed by the human eye. >> just picking the precincts took at least two hours with a team of four on hand. observers were welcome. yoyo choi is a candidate for city council in millbrae. he wanted to see the process himself because he's only ahead by four votes. it's not lost on him this race mirrors the one acros counts. >> reporter: every worker goes through a rigorous background check. the technology is a closed system. every single ballot is verified manually, and there's more. >> in our operation here we have a two-person integrity process.

and that is that wherever there is a live ballot there must be at least two election workers in that room. >> reporter: san mateo county is expected to record its highest voter turnout ever. voter education took place as early as september last year to build public trust. trust, they hope, won't be eroded by what's happening on the national stage. >> so it's unfortunate that one or two% of the actual votes cast that are challenged tend to cast a negative picture on the electoral process. >> reporter: the tally here begins on monday. that process takes a week. it's open to the public. voters also have until december 1st to cure their ballot should it be challenged in nany way. new this morning oakland's landmark grand lake theater is flying the same marquee message, the gore and bush election of 2000. you see that it reads this is america, every vote must be counted, which is exactly what it said in november 20 years

sleepy joe cheater. tense moments that at one point turned physical between officers and protesters. >> black lives matter. >> reporter: about 100 people showed up for a march meant to bring attention to what they describe as blatant racism. but the homeowner says he was upset about what happened wednesday night with the presidential voting count. earlier friday sky 7 was overhead as the group first gathered at brentwood city park, the crowd later marching to police headquarters, protesters heading to harvey's home. >> whoever he is or whatever prop they are using, being hung is not okay. because it brings a lot of trauma to the bipoc, the people of color. >> reporter: anticipating crowds, brentwood businesses are boarding up store fronts. a community activist did not feel this is necessary. >> we are not here to riot. we are not here to break

anything. we are here to just bring awareness and brentwood is a city that has not protested enough. >> reporter: according to the da's office a crime was not committed but the department forwarded the case to the secret service. the heavy police present friday police say with any protest they pre-plan and add any additional staffing. one protester was arrested for battery on an officer, no one was seriously injured. i'm amanda del castillo, abc 7 news. to the coronavirus. we are seeing another surge in cases. california reported more than 6,500 cases, marking the state's largest single-day increase since august. the johns hopkins university covid tracker shows nearly 122,000 cases in the united states, that's a record for new cases in a single day. and worldwide the number of cases is at more than 49 million. europe has been hit particularly hard with italy ordering a new lockdown, and france reporting a record number of cases. and with cases on the rise, do we need a lockdown in the u.s.?

like those we're seeing in italy, france and the uk. the answer may be in what we're doing right here in the bay area. >> if you're doing okay as we're doing in san francisco in the bay area, okay you can open up, but do it carefully. if things go off the rails, back down again. it's just a hodgepodge of standards and some regions and states have no standards at all. >> dr. walker with ucsf says if the rest of the country could mirror what the bay area is doing we would have had 60,000 deaths, not 230,000. and in the east bay, a free covid-19 testing site will be open today in newark. it will be held at mcgregor alternative education school on cedar boulevard. the site will be open from 9:00 to 4:00. appointments are preferred. but walk-ups are available. and more than 235,000 americans have died from covid-19. abc news reporter alex perez as more on the nationwide cases, and more records that are being

broken. >> with the white house hanging in the balance, the coronavirus shattering another record, 140,000 new cases. at least 1,300 new deaths reported in the last 24 hours. >> every state is essentially getting worse right now. we need a national plan. >> reporter: a record number of americans hospitalized this week in 22 states. health care workers pushed to the limit. some dying. in utah a nurse's condition deteriorating in hours. >> it took from start to finish, probably six hours for us to find out our mother was dead. and we weren't allowed to see her the entire time. >> we couldn't even go in. she was alone. >> reporter: the air force now sending medical teams to help with a surge of patients in el paso. new mexico fears they could run out of hospital beds within days. >> we are in a dramatic crisis situation. this is and has been a public health emergency like no other.

>> reporter: and the prognosis is not good. we could soon break another record for hospitalizations. we topped out at about 60,000 hospitalizations earlier in the pandemic and now we are approaching that number once again with about 53,000 people in the hospital. alex perez, abc news, chicago. and royal caribbean is getting ready to resume cruises but before it can set sail the cruise line needs to satisfy some requirements, issued by the cdc, that could include recruiting volunteers to go on simulated voyages. the first sailings would go to cocoa cay, royal caribbean's privately owned island in the bahamas. the cruise line hasn't worked out dates, durations or how volunteers can apply. the fight to end alzheimer's takes to the street today. the san francisco walk to end alzheimer's has a virtual route that can be completed anywhere. there's still time to sign up by

saratoga, maybe a few returns there around boulder creek and the mountains of santa cruz. but the bigger picture shows the area of low pressure, that system just missing the bay area. and the moisture out in the ocean. so there is another system that's going to pretty much take the same trajectory, missing us, but bringing in more cool air. so as we look at the numbers right now, upper 30s santa rosa, 45 novato, 52 in oakland, with 52 into the east bay, upper 40s for you in livermore. certainly a cold start, north windes driving down that colder air. and interestingly enough, even though the temperatures are going to be so cool we are still looking at some fire concerns as the winds are going to go offshore. well, they are offshore. but more so into tomorrow night. here's a look outside. emeryville, cloudy and chilly this morning, becoming sunny and brisk and sunny throughout the weekend, cold mornings, especially monday, a frost advisory, very quiet week ahead but it looks like we're going to

extending his lead in pennsylvania, where a win would give him enough electoral votes to secure the presidency. biden also holding onto narrow leads in arizona, nevada and georgia. >> we don't have a final declaration. of victory yet. but the numbers tell us it's clear. tell us a clear and convincing story. we're going to win this race. >> reporter: late friday biden urging patience as votes continue to be counted. >> your vote will be counted. i don't care how hard people try to stop it. i will not let it happen. >> reporter: the trump campaign has already filed several lawsuits, making baseless accusations about fraud in the election. across the country, election officials insist the democratic process is working. president trump made no public appearances friday, news breaking overnight of yet another coronavirus outbreak in the white house with his chief of staff mark meadows testing positive. in a campaign statement the president did not repeat his numerous unfounded claims of a rigged election. instead vowing to pursue the

process through every aspect of the law. one of the president's closest advisers telling abc news the statement was a step toward concession, or at least reconciliation. neither president trump or vice president joe biden have any public events scheduled as of today but a source tells abc news biden spent yesterday with his family where he was watching and waiting for the results to come in, like many of us have been over the past few days, liz. in washington, elizabeth schulze, abc 7 news. >> thank you, elizabeth, the waiting continues. president trump said joe biden should not wrongfully claim the office of the president. jonathan karl has more on what the president's most loyal allies are saying. >> reporter: 24 hours after -- >> sorry about that, little bit of technical difficulty. we'll try to get that back for you. meantime, we've been keeping a close eye on the 12 state propositions on california ballots, final results on prop 18 which failed, it would have ald 17-year-old californians to

vote in primaries as long as they would have turned 18 before the general election. now several propositions are still close to call -- excuse me, still too close to call right now with ballots still being counted. those include prop 14, which authorizes billions in general bonds to go to stem cell research, and prop 15, an increase in commercial property taxes for education funding and prop 19 which would let homeowners 55 and older pay lower property taxes if they move while raising taxes for some people with inherited property. . now, six propositions, including prop 18 that we mentioned, failed to get enough support. also struck down was prop 16, which would have restored affirmative action. prop 20 was about parole restrictions. 21 was a rent control measure, 23 would have created requirements for kidney dialysis clinics and prop 25 would have eliminated the cash bail system. so far three propositions have passed. prop 17 restores the right to vote after a prison term.

prop 22 classifies app drivers as contractors, a big win for the ride share companies, like uber and lyft, and prop 24, amends consumer privacy law. now the 2020 election has been one for the record books with history being rewritten in so many races, including one in the south bay. abc news community journalist dustin dorsey caught up with the newest member of the california state assembly who broke barriers in his own backyard. >> reporter: most people in their 20s still living with their parents, while south bay alex lee checks the boxes of living at home at 25 he had bigger plans for himself. >> after nearly a year of hard work and commitment to our community, i'm happy to announce today that we have won the primary election in california's assembly district 25. >> reporter: following a landslide victory over his competitor republican bob brunton, he officially rewrote history. >> i have the distinction and

must not. mcconnell made it clear he did not want to talk about the president. >> i've already covered the subject. i told you, i sent out a tweet this morning which covers my view of where we are. >> reporter: even some of the president's most loyal allies said he needs to provide some sort of evidence to back up his allegations. right now, there is none. in fact, local officials in both parties are, for the most part, saying the election went off without a hitch. >> he's got to eventually make the case specifically that something bad happened and let the american people determine how credible that is. >> reporter: donald trump has never been one to admit defeat. >> you know, winning is easy. losing is never easy. not for me, it's not. >> reporter: he released a statement vowing to, quote, pursue this process through every aspect of the law to guarantee that the american people have confidence in our government. but the statement made no mention of stolen votes or rigged elections. jonathan karl, abc news,

we're left with sunshine, breezy conditions, winds up to 30 miles an hour from the north bay to the coast throughout the afternoon. right now the winds are in the upper elevations, 38 santa rosa, 52 in oakland, good morning hayward, 52 for you, 49 over towards san jose. here are the north windes driving in that cold, cold air. and it's also going to bring in offshore winds through the overnight hours into sunday and monday, still providing that dry atmosphere. but we also could be looking at some frost. while we're looking at cold conditions we're still looking at strong offshore winds over the next couple of days and we haven't had any rain. that's always a concern for us. cloudy and chilly this morning, becoming sunny and brisk cross-suit the weekend with that sunshine for today and tomorrow and into the week ahead but overnight lows near freezing in some spots sunday night into monday. the rest of the day today, the bulk of activity in terms of the rainfall has been offshore. 9:00 we've got sunshine.

in the north bay. and looking at a sunny afternoon, the winds kicking in. this is sunday. we have a secondary system that will also have showers over the ocean and allowing for more cold air to filter in. but we still could see some showers from the south bay into the santa cruz mountains early morning tomorrow. but this is the rest of your saturday, couple hundredths is what we received, this is into saturday night. the hills of the diablo range, maybe some sprinkles. getting into sunday afternoon, remember that second system focusing on the south bay. san benito and monterey dropping a couple hundredths into san jose. winter storm warning through 4:00 tomorrow afternoon so there has been a little snow in the mountains, 3 to 7 inches above 4,000 feet. maybe 15 inches at the highest peaks. on the way to the sierra nevada we have that winter weather advisory for the greater lake tahoe area, 3 to 6 inches of snow, up to 10 inches for the peaks and that leaves us with a cool, bright and breezy
