welcoming everyone together as americans and laying out their vision for the next four years. good morning, i'm jobina fortson. i'm sure many of you all heard the celebrations inside your home. we'll have much more on this historic-making ticket. but first, lisa argen. >> good morning, jobina. the rain is out over the ocean. we have a wind advisory in the coast and upper elevations. it's windy where we live as well. the wind gusts above a thousand feet could be in excess of 50 miles per hour. these are surface winds right now, from 26 miles an hour in novato to about 39 miles an hour there at sfo. even over into the east bay, common surface winds over 25 miles an hour. as we go up in height, we're near 50 miles an hour on top of mt. tam. you can see scattered clouds there in the south bay. we're in the 50s, a chilly day

today. there is the beach. winds could be in excess of 45 miles an hour there. and finally, some whitecaps on the bay there. so hold on to your hat. it's a brisk day. we'll talk about when things get warmer and wetter, coming up, jobina. >> thank you, lisa. speaking from wilmington, delaware last night, president-elect biden laid out his hopes for his presidency. he was introduced by the woman whose story many of you all know well here, vice president elect kamala harris, a daughter of indian and jamaican immigrants, now the highest ranking woman in the nation's history. a look at the front pages of the sunday papers this morning. "the san francisco chronicle" says simply "biden wins." and harris to become groundbreaking vp. "the washington post" reads, "biden defeats trump" and that with harris, biden rebuilds the

blue wall. "the new york times" headline, "biden beats trump." it was pennsylvania that put biden and harris over the threshold, surpassing the 270 electoral college votes needed. nevada was called shortly after, giving biden 279 over president trump's 214. biden also surpassed the record for the popular votes with more than 74 million cast. president trump has remained out of the public eye since yesterday's news. he made no public appearances but spent the day golfing in virginia. this is a new picture from this morning showing the president at the driving range before playing another round of golf. yesterday he told supporters at his golf club that he was going to win. [ inaudible ] you can hear his supporters telling the president don't give up. the president is vowing to push

ahead with a legal fight in a statement after biden became the president-elect. president trump said the election is far from over. it seems that starting tomorrow his campaign will start prosecuting their case in court to ensure election laws are fully upheld and the rightful winner seated. you didn't have to be outside to hear the honks and cheers across the bay area. thousands came out to oakland to celebrate kamala harris and her roots there. we saw this scene overnight at the grand lake theater, the marquee showing a "you're fired" message. harris was born at oakland's kaiser hospital and spent her childhood in berkeley. abc 7 news reporter matt boone has more. >> reporter: this is where she spent most of her young childhood. she even went to preschool in

this building. people came from all over the bay area today to celebrate. there are some people who live on this block, who lived here when kamala was a child, they remember her, they know her, and they congratulated her today. >> we're so proud of her. she's such a lovely, humble spirit. we just feel her presence right here on this street. >> reporter: as dozens of people gathered on the block, judy robinson says from her early age she had a hunch this moment would come. >> i remember my mother saying, kamala, you're going to be the president one day. >> reporter: even after the block party cleared out, other neighbors came by, including phoebe boyd. >> i really wanted to come because kamala is breaking barriers that have never been broken before. and i think it's really cool that she's the first woman vp elect. >> reporter: driving through the east bay, it was impossible to avoid the sounds of celebratory traffic jams.

president in the history of this nation. all those are things you can't do anything but dream about. >> i'm so elated. it's a weight lifted off our shoulders. we're here to celebrate. the power of the people. >> at the intersection of 18th and castro, there was a very large dance party as you see. abc 7 news was also in the nearby mission district to talk to many people about what a biden/harris victory means for the future of the country. the latino vote played a crucial part in this election. we spoke to some who gave their vision for what they not want t see. >> there has been a transition and a vindication for the pain we have felt for the last four years. >> i'm hoping kamala harris keeps bindiden more accountable. >> many believe what gave joe biden an edge with latinos was

his promise to create a pathway to citizenship. at the golden gate bridge, there was a scheduled rally to protect the vote but after the big announcement it also turned into a celebration. the i-team's dan noyes found some in the crowd still do not support a biden/harris ticket. >> reporter: organizers had taken out a permit for a protect the vote rally. but it turned into a somewhat tempered celebration. >> i know we still have to fight. this is not over. >> reporter: several women in "handmaid's tale" costumes protested. it was a combination of groups including families of those killed by police. >> last week marked five months

since my brother was murdered and we have yet to see any type of justice. >> reporter: chp in riot gear stood by. traffic backed up with the walkway closed off. >> extremely excited, yes. kamala harris and joe biden were my first two picks back when we were doing the primaries. i felt so happy. >> reporter: the protesters are hoping for the nation to hit reset after four years of president trump. but there are still hard feelings for some whose candidate is not headed to the oval office. >> i've watched all three networks interview people across the country and all the people who said they were for biden listed reasons that did not disqualify bernie sanders. >> reporter: a few in dark clothing who did not want their pictures taken taunted the police across the bridge and back but there are no arrests, no violence, and the day ended with interpretive dance. dan noyes, abc 7 news. as president trump's legal team prepares to challenge the

election results in court this week, a long time friend and attorney of joe biden shared a little bit about how his legal team plans to fight against those unproven he served as a co-chair for the group lawyers for biden, now taking on those trump campaign lawsuits. >> they've been the craziest cases you've ever seen. they're an absolute fraud. and i'm going to use that word straight up. i'll give you some examples. people should be able to come into polling places carrying guns. poll watchers weren't allowed to get close enough to the polls. they were only allowed to stand ten feet away instead of six feet away. they want to hold up the results of the election until they get out to the period of time when the electoral college votes. what they want to do is challenge those votes and take it to the u.s. supreme court. >> he says he has been told the trump administration plans to

welcome back. the first piece of policy coming from president-elect joe biden will be to directly target and attack covid-19. he announced plans of a new task force as new daily cases continue to shatter records in the u.s. >> i will name a group of leading scientists and experts as transition advisers to help take the biden/harris covid plan and convert it into an action blueprint. that plan will be built on bedrock science. >> he's wasting no time. in the speech biden says he plans to put together that task force starting tomorrow.

biden said it's impossible to fix the economy and get the nation back to normal until the virus is under control. we spoke with abc 7 news special correspondent dr. patel on this. he said president-elect biden's words were like a fresh air. >> we're breaking records right now in this pandemic and we shouldn't be. we're now seeing over 100,000 cases a day. we've had over a thousand deaths per day over the last four days. that's obscene. we shouldn't be where we are. >> the task force will be comprised of 12 members. dr. patel says there's talk it will include a prior fda commissioner david kessler and former surgeon general vivek murthy. one major question remains before biden becomes president. will president trump concede? one leader of california's republican party is defending president trump for not doing so yet. >> all the votes haven't been counted. there is recount, mandatory recount in at least one state

and other recounts happening as well as pending litigation. >> some believe it's too early for media outlets to declare a victory. we spoke with melanie morgan. she told us live yesterday that the fight for the white house is far from over. >> this is not something that conservatives and republicans and trump supporters are going to let go because we feel that the media, the media went ahead and called an election that has not yet been settled. >> morgan also told us trump supporters will protest at capitals of every state. we've already seen that unfold in sacramento and other u.s. cities until they feel a fair result has been reached. leaders from around the globe have been sending their well-wishes to the president-elect and his running mate. boris johnson, prime minister of the uk, wrote, "the u.s. is our most important ally and i look forward to working closely together on our shared priorities from climate change to trade and security." the prime minister of new

strikes, rain as far south as san diego. it's missing the bay area. storm in the sierra nevada. winter storm warning continues until 4:00. about to expire is our winter weather advisory. we've had two inches at kings beach, seven inches at lake level. cold air from the gulf of alaska allowing for dry, gusty northwesterly winds. camera shaking at sutro, gusty all night long. 52 in san francisco. as we look at emeryville, we've got the sunshine, but it is not going to warm up. we're talking 50s and maybe 60s for some of us. it is 52 in santa rosa. a lot of blue sky here from the golden gate bridge. the winds along the coast in excess of 45 miles an hour, could even see 50 miles an hour. upper elevations breezy and gusty. looking at rain possibly returning by the end of the week. we're dry and windy today. here is how it looks right now

at sfo. wind gusts to nearly 40 miles an hour. look at livermore and hayward, 26, 28 miles an hour. and up in the north bay as well. those colors indicate the very breezy winds. there's the moisture, all offshore, right on through the afternoon. a few clouds will develop. we're looking at a dry day. the showers south of san jose. so looking at not only the winds at the surface but the upper elevations are even stronger. so here we go through the afternoon. they'll get a little less intense. then they're going to pick up again as we get into the late afternoon. so it's all day today into early monday. the winds will back off. but even so, we're looking at cold, cold night tonight. we fast forwarded through a dry monday, a dry tuesday, a dry wednesday. here comes thursday night. perhaps a return to mountain snow and some rain for us. it will take us into hopefully friday. and that looks like an active pattern that's going to stay with us hopefully as we get into the next week. so highs today ranging just from the mid-50s with those gusty

human being was. i might be scared to death and i would still have to deal with it. but i'm not scared to death. maybe i am courageous. >> reporter: he became an advocate for early detection. >> symptoms can include unexplained weight loss, new onset diabetes. most of us have open-ended lives. we don't know when we're going to die. because of the cancer diagnosis, it's a closed-end life. and because of that, people all over america and abroad have decided they want to let me know now while i'm alive about the impact that i've been having on their existence. and i have on my desk right now an email from a woman who said my brother-in-law just saw your psa and decided to go and see his doctor. today he found out he has stage 1 pancreatic cancer.

congressman john lewis weighs heavily in these celebrations. it's the first thing vice president elect harris brought up in her speech. >> congressman john lewis, congressman john lewis, before his passing, wrote "democracy is not a state, it is an act." and what he meant was that america's democracy is not guaranteed. it is only as strong as our willingness to fight for it. >> lewis died in july at the age of 80 from cancer. peninsula congresswoman jackie speier was a colleague and friend of lewis. >> her calling on john lewis was yet another reminder of the remarkable imprint he's had on all our lives. >> in that final message lewis called voting the most powerful nonviolent change agent one has in a democratic society.

it's going to be a blustery day out there with wind gusts over 40 miles an hour at times. numbers staying in the 50s for most of us. low 50s in santa rosa. overnight lows didn't drop too much because of those winds, but they're chilly winds. towards san jose, a few clouds here. it doesn't even look like you'll get a sprinkle. we had thought some of the hills of the south bay could see a few sprinkles but it's really all about the wind today. the frost tonight in the north bay, a frost advisory with rain likely to return by the end of the week. rain chances increasing by thursday and friday. the airport, wind gusts to 39 miles per hour at the surface, 25 to 25-mile-per-hour winds come in. east bay, wind gusts at 28 miles an hour. certainly cold conditions out there. just another indication as you look at this hour by hour forecast, of how that precip misses us. it's on the ocean and continues to run parallel to the coast, so

it's driving the cold air into the bay and it's keeping the winds with us. in fact the strongest winds have likely already occurred and lessen just a little bit but they'll continue out of the north the entire day today. wind advisory expires after 4:00 but after 5:00, it's still windy to breezy out there. slowly those winds will back off. your mid-week forecast, we're likely to bring rain back in the forecast by thursday. so it's dry, and temperatures moderating as we get into the middle of the week. but it's thursday into friday that we're hoping this rain continues on this course, bringing mountain snow and some decent totals to the bay area. but between now and then, it's a chilly day out there. in fact blustery with highs only in the mid-50s. remember that wind advisory. throughout the afternoon we're talking 61 in oakland. you see the green there. this forecast model wants to paint a little bit of precip maybe in higher elevations. overall, it's dry and windy. here is our frost advisory, 3:00

we want to get back to that breaking news, alex trebek, long-time beloved host of "jeopardy," has died after a battle with pancreatic cancer, peacefully at his home early this morning surrounded by family and friends. he hosted more than 8,200 "jeopardy" episodes over 37 seasons. he won seven-day time emmys for his game show hosting. the show says it doesn't have plans for a new host at this time. he was diagnosed with stage 4 pancreatic cancer last year. he was 80 years old. there were overjoyed people in india in the vice president elect's small ancestral village there. they set off firecrackers. senator kamala harris's late mother was born in india before
