today america reported a record high 136,000 new cases. it's the seventh consecutive day with 100,000 coronavirus cases nationwide and now, every state in the country is reporting an increasing number. texas just became the first state with 1 million cases. in california, not far behind and at our current rate, we'll reach 1 million cases by the weekend. >> bay area counties range from the best to the worst among the color coded coronavirus restriction tiers. san francisco is the only in the best category, yellow but preemptively going to shut down indoorining friday night as a precaution. yesterday contra costa and santa cruz moved backwards from orange to red. a spike in new cases in napa county has health officials worried and for very good reason. those numbers are rapidly moving in the wrong direction and could send napa county from the orange tier to the state most

restrictive purple tier if things don't turn around. cornell bernard found many people are suffering from coronavirus fatigue. >> inside or outside? >> inside. >> reporter: there is a busy lunch crowd in downtown napa. restrictions brought on by covid. the g.m. says his customers are coming back. >> we just had our best week. our best covid week so far ended on sunday. >> reporter: but that could change. instead of going in the right direction, new covid cases county wide are spiking going backwards at an alarming rate. >> we saw our case rate more than double over the weekend with 118 new cases in 72 hours. we also saw our hospitalizations double. we now stand at 12. >> reporter: that's the highest weekend total ever. the spike could send napa county back two steps to purple as soon as next week, the state's most restrictive tier.

>> purple would be a temporary closure until things got better. >> reporter: that's not good. >> it's not. >> reporter: it would mean no indoor dining. the outdoor park only has four tables. napa county contract tracers are working over time but not getting a lot of cooperation. >> one recent example of that is we had a covid positive individual or contract tracer and public health staff spoke to who stated they went to a halloween party and declined to give additional information. >> reporter: upton attributes to rise in cases to fatigue. >> i'm ready for it to be done. just get back to normal. >> reporter: many say they're tired but will keep doing what they've always done. >> i understand that it's raging on but if i'm doing everything i can to stop the spread, i'll keep doing that. >> reporter: the county says keep wearing the masks, wash your hands and social distance. cornell bernard, abc 7 news. >> and the possible roll back in

reopening is troubling for businesses that worked hard to follow the rules. the day spa in morgan hill has received positive reports from santa clara county for staying on top of required paperwork. that diligence is represented by an orange check mark like this. >> it means that the business is taking time to really sit and plan out the methods they will put in place to keep the community safe, their workers safe. >> we don't want anybody to be sick but i worry for us here and that means that we have to -- i have to lay off some of my staff again. >> that spa owner has cut back from phone line to five employees as regulations changed over the past eight months. county health officials encourage the public to report concerns if they do suspect a business isn't following rules and regulations. and we are keeping track of the status of each county's rules in california on our website abc7news.com. you can click to find out the status in your county. researchers at sanford medicine created a new frame

work to help guide schools, businesses and local governments on how to handle the covid-19 pandemic going forward and as abc 7 news reporter chris nguyen explains, it could help us deal with this upcoming surge. >> reporter: in the midst of the coronavirus crisis, stanford medicine is stepping up with a new tool to help communities and organizations bounce back from the covid-19 pandemic. >> credible information based on science is critically important as we try to do all sorts of things in our community to really deal with the virus but also to keep our communities going. >> reporter: stanford professor dr. robert harrington is part of an effort called recover, restore and reopen or r 3 for short which aims to advice various segments of societies like schools and businesses on getting back to healthy functioning. the frame work is brought to life online through perspective pieces from subject matter experts as well as links to relevant research. for example, it offers recommendations for protecting vulnerable populations and how to safely reopen schools.

>> we have a public purpose and a responsibility to the broader good. >> reporter: jim eagan head of synapse school says they learned valuable lessons. the k through eight school was one of the first in the bay area to reopen for in person learning in september. students and staff are tested for covid-19 on a weekly basis. >> we teach kids to be change makers and we want to be change makers and this is a wonderful example. >> reporter: the data so important in guiding policy, conducting research and developing treatments at a time the virus is surging. >> as the weather gets colder and people naturally will want to spend more time indoors, that's very, very important all of us do what we can to avoid spreading the infection. >> reporter: a resource for helping communities not only deal with the pandemic but recover from it. >> be safe. really know what it is that keeps you safe. be smart. pay attention to credible

information and be kind. this is tough on all of us. let's support each other. >> reporter: chris nguyen, abc 7 news. >> we're witnessing a dangerous increase of coronavirus activity across the entire country and maps in the most resent white house coronavirus task force weekly briefing obtained by abc news illustrate it the best. you can see on this map, the darker the color, the higher the number of new cases per 100,000 people. you can see it's really worse right now in north dakota and south dakota. remember, this is looking at case rates, the number of new cases per 100,000 people, not the total number of cases. so you can see california's cases right now aren't so bad in fact, we ranked 46th nationally among case rates. take a look at how we got here from left to right, these maps take you back one month, two months, then three months and you can see the difference. the hot spots shift in different places in the country. three months ago in august,

california was seeing a spike. we saw that right here in the bay area. look at this graph of new cases reported each day. the yellow line there is the rolling average and it spiked in august then dropped through mid october and unfortunately since then, it started going up and it still is on an upward trend. >> great breakdown, liz. with just about two weeks to thanksgiving now, local public health agencies are united in the recommendations for the holidays. avoid non-essential travel. that's key. if you do travel, quarantine for 14 days. group gatherings should be held outdoors with a small number of people wearing masks and staying socially distanced. no more than three households should gather and events should last no more than two hours. key guidelines for the holidays. weigh the risks of various holiday activities with the exclusive holiday risk calculator. click on an activity see a common scenario and guess the risk. find it on abc7news.com and the

abc 7 news app, as well. let's move to the weather forecast. still a little chilly out there. >> very chilly, spencer. will we see anything change in the coming days? >> we are going to see changes coming our way, liz and dan. the chilly overnight conditions will give way to wet conditions coming our way at the end of the week. in fact, we have rain coming in for a system ranking one on the abc 7 storm impact scale. so a storm of light intensity but the rain will arrive friday afternoon and continue into the evening hours from the north bay down through the central part of the bay area into the south bay up to .3 could fall in some parts of the north bay. here is the forecast animation. mid afternoon, it will be quite wet across the north bay early through san francisco across the peninsula friday night down into the south bay. looks like it will be over by saturday. we expect a dry weekend,

san francisco's rollback and reopening could be tied to a few key areas. 11 bars forced to shut down for repeatedly violating the public health order. stephanie sierra is with us live and stephanie, we understand some of these bars have since reopened. it appears to be violating the sail ru same rules, right? >> all 11 passed the reinspection able to reopen, yet, a mere week after complaints of the same problems are happening again. it's a recipe for rapid spread and it's happening all over san francisco. big crowds, no masks and no social distancing. more than 400 violations were cited to businesses across the city since march. the hot spots include these 11 bars and nightclubs pegged by the health department for repeatedly violating the health

order. all were forced to temporarily close. here is why. >> not proper socially distancing, gathering, and serving alcohol without a bona fide meal. >> reporter: terrance hung is the lead food safety program inspect inspector. >> if we get too complacent and get comfortable with the numbers, we fall into a trap. >> reporter: a trap we're in. the rate of transmission doubled. 80 new covid cases reported each day up from 32 in october. dr. colfax calling the viral spread aggressive. >> if we do not turn this around, the fall surge will exceed the summer surge. >> reporter: which is why we need to. >> stay six feet from people outside your household. wear a mask. >> reporter: no mask and no distance at this sports bar and mr. bings last week, both previously closed for similar violations. each owner did not want to speak to us, except anglo masso.

his bar shut down for irresponsible crowding, gathering and no regards to proper social distancing. >> neighborhood complaints of the area. just mean neighbors. >> reporter: yet, he denies it. >> we're just going to get shut down again. >> reporter: now starting friday at midnight, all indoor operations will be on pause including both restaurants and bars. now, dr. colfax did say he expects the state to move san francisco back a tier. it's just unclear how quickly that could happen. live in the newsroom, stephanie sierra, a bbc 7 news. >> that will be interesting to find out. how many complaints against the businesses could justify a closure, shut them down? >> several substantiated complaints. for example, first these businesses got warnings then many receive three to five valid complaints after that prompting inspectors to take further action. so it's certainly not a decision they take lightly. >> okay. thanks, stephanie.

all right. a lot of restaurant owners find themselves facing a dilemma. do they stay open to help the economy or close? one owner spent thousands to outfit her patio for the winter only to decide it was best to close. it hasn't even been two weeks since bisto v's installed this tent, an investment for the winter months. >> we knew cold would be coming and we planned on building something to protect the patio from wind and rain. >> reporter: but as perfectly planned as it was, even that cannot protect from covid-19. owner sue young kim spent the past few weeks obsessing over election results and didn't look at covid-19 cases until a few days ago. cases rising around the world and here in the u.s. >> it took me seconds to come to the realization that we couldn't do this. >> reporter: and thus, she made

the difficult decision to temporarily close her restaurant entirely. the tent and matching outdoor curtains she ordered will no longer be put to use. >> with this patio enclosed, there won't be enough air flow to make this an outdoor space and i couldn't risk my health, eric's, my customer's, the staff and we just had to close. >> reporter: in person dining is considered one of the highest risk places for transmission. in fact, that new study from stanford shows restaurants may be four times riskier than gyms and coffee shops. >> the reason has to do with this. you take your mask. then it stays on for an extended time. >> reporter: he's also concerned by the number of diners coming from outside marin county. recently one customer brought a relative visiting from florida. >> i just thought, you know, really? you know, it's great that you think it's worth seeing your

here is a rolling tribute this veterans day for all the members of the military. it's a motorcycle run for alameda and contra costa. drone view 7 captured it at main street and walnut creek. american legion riders took part in this ride. the group planned to ride through 11 east bay cities. >> that's nice. >> really nice. it was certainly chilly for them, as well. >> it was, liz. spencer christian is here with the forecast but a nice day all the way around for t t t

observin observings. >> that's absolutely correct. we had intervals of clouds and sun and periods of chilly conditions. overall a nice day. here is a live view from emeryville looking westward across the bay towards san francisco and along the bay bridge. current temperature readings 53 in san francisco and mountain view, oakland 56 san jose and gilroy 53. the view at the golden gate shows no low clouds there now but we expect an increase in clouds later tonight. the temperature readings right now 51 santa rosa and navato and fairfield chilly at 47. 52 at concord and livermore and here is a lovely view from the abc 7 camera at pier 15 in san francisco looking back at the skyline. these are our forecast features. chilly tomorrow morning but milder in the afternoon hours. light rain and showers will arrive friday afternoon and continue into the evening hours moving from north to south.

and dry and milder weather will begin on sunday and that pattern continues into early next week. overnight look for chilly conditions again in the north bay, although, we don't have freeze warnings or frost advisories in effect tonight. low temperatures from 32 to 34 at napa and moving inland east bay upper 30s at s at s at s at livermore. other locations closer to the bay and coast will have lows in the low to mid 40s. tomorrow we'll have high clouds, but the skies will be bright, and high temperatures will range from mid 50s at the costa mainly low 60s right around the bay shoreline. inland areas will have highs in the mid 60s so it will be a relatively mild day under bright skies then on friday, we get increasing clouds and our storm comes in and ranks one on the abc 7 storm impact scale and a storm of light intensity but during the afternoon and evening hours, scattered light showers up to .3 of a rain may fall in

the wettest spots in the north bay and it will be breezy at times. here is the forecast animation. notice by mid afternoon, it will be quite wet across most of the north bay and it will be -- the rain will be moving southward just a bit at that point down to the golden gate into san francisco and onto the peninsula then by evening, we'll expect the rain to be right through the central part moving across the peninsula and east bay and then sweeping southward down into the san jose area, santa cruz mountains and the south bay late friday night but by saturday morning, this rain event will be just about over. we expect bright skies for most of the day on saturday and rainfall estimates, oh, just under .15 of an inch in san jose, .10 to .15 around most locations near the bay shoreline but up in the north bay, about .3 at napa and a quarter of an inch or more at clover dale and on we go to saturday, sunday, monday, which will bring us king tides once again. those are the higher than normal

high tides, which can produce localized flooding in low lying areas. that's four consecutive days, saturday, sunday, monday, tuesday. so bear that in mind. here is the accuweather seven-day forecast. once again friday will bring rain in the afternoon and evening hours. saturday wie'll have clearing b midday. sunny day on sunday. sunday, monday, and tuesday, we expect some pretty mild to warm weather with high temperatures getting into the low to mid 70s inland on monday, rather and tuesday. but tuesday will also bring us increasing clouds and a chance of some showers late in the day into early wednesday morning. so we got all kinds of weather coming up in the next seven days, sort of the weather variety pack. pick the weather you like and the day you like and go out and enjoy. >> perfect timing. i'm mowing on saturday, the lawn. i like no rain. i am. >> absolutely. definitely sweater weather for sure. thank you. i'm laura anthony in dublin

an east bay teenager's quest to educate people about black lives matter and what it's like to be on the receiving end of hate speech seems to have had a direct impact on at least one person. that person is the man who posted a threatening facebook message towards the senior and his upcoming event. >> laura anthony says the two are open to meeting each other. >> one of my goals is to educate people. >> reporter: on sunday afternoon, 17-year-old danell will host a sign garden for justice. much like those he's recently held in other tri-valley cities but the dublin high senior felt threatened after the owner of a

local gun business posted on facebook with a picture of him and a call to action. for counter protestors to please bring your vests and eloquehelm case these blm have trouble. the post prompted denell east f father to call grant directly. that made an impression on grant. >> i never thought a 17-year-old boy could teach a 65-year-old man something, but he did. for the last four and a half days, i've lived it. just with a phone calls and texts and hate mail and stuff. now, i think i understand why this young man is doing this, to try to educate people. >> you know, he's got an opportunity to kind of walk in a black man's shoes and he now understands kind of the threat that he placed on my son's back

staff. it is ron clain. he was the white house ebola response coordinator in 2014 and taking considerable interest in the response to the coronavirus pandemic. now in a statement, biden writes quote his deep varied experience and capacity to work with people across the political spectrum is precisely what i need in a white house chief of staff as we confront this moment of crisis and bring our country together again. in the meantime, president trump still refuses to acknowledge a loss in the election five days after biden was projected the winner. today abc 7 kristen sze spoke with california congressman ted li lu a democrat from los angeles. >> how can we be sure there was no voter fraud? >> donald trump's campaign lost 16 court cases and zero in court, they are actually saying there is no fraud. what we're seeing right now is

simply really unwillingness to accept the presidential election. >> today a full hand recount was authorized in the state of georgia where biden's lead stands at roughly 14,000 votes out of nearly 5 million votes cast by georgians. california's employment development department is fighting fraud in the process many unemployed workers say their accounts are frozen and their money is gone. 7 on your side is flooded with calls for help and michael finney is live with the latest and michael, you've been on the edd every day since the pandemic started. >> oh, brother. we've done dozens of reports here. here is what we've been hearing about. bank of america draining countless edd accounts and we have workers that are bewildered and broke. >> that's how i felt like literally. i've been betrayed by the edd. >> reporter: he lost his job as a bellhop when hotels had to

close during the pandemic. it took months to get his edd benefits. with he fin when he finally did, the bank took them back. >> i feel like i've been taken. >> reporter: michael discovered something was wrong when he used his edd debit card to order a pizza and the card wouldn't work. >> i called bank of america and they said only edd can do that and edd said only b of a can do that. >> reporter: when he called again, the agent was stunned at what he saw. >> literally watching the account being siphoned by edd in the moment as it was happening on their end while i'm on the phone with them. >> reporter: here is what he saw, the edd was pulling michael's benefits back out of his account one chunk at a time until all $16,000 was gone. >> and i have no idea where it is. >> reporter: michael saw myer y my earlier report about anthony of san francisco. >> it added up to $10,000.

>> reporter: the edd pulled $10,000 out of his account one payment at a time, too. now viewers all over the state tell me bank of america is draining the edd accounts. michael says edd and the bank offered him no explanation. >> you guys took 16,000 from the account, where did it go? on their end, they're saying that they don't even know what i'm talking about. >> reporter: the edd says it isn't the one pulling out the money. it's the bank. bang bank of america says it's removing funds from some edd accounts due to suspicious activity on the cards. >> somebody got into the mail system in our building. >> reporter: michael reported the original edd debt card was stolen from the mail. a thief ran up $16,000 in charges. bank of america restored the fraud weeks ago only to take all that money bank now. >> they left nothing in there. there was nothing in the account. >> reporter: bank of america says customers now must contact

is keeping their veterans day celebrations alive at a safe distance. world war ii veteran carl pistor, the former and dean spoke with her. >> i served in world war ii. i am 95 plus years old. i enlisted in the naval reserve on december 7th, 1942. a year after pearl harbor. i was 17. i was just like most teenagers, you know. i was interested in what the world was going to be like. at the time of world twar ii every male of my age thought we had to enlist and fight for our country. very strong sense of patriotism. i got orders to go to the island
