hours, even though we're starting cooler, the extra sunshine compared to yesterday and no threat of wet weather todayeans temperatures jump m back to the low to mid 60s in most neighborhoods. mid 50s along the coast. still expecting wet weather tomorrow. we'll talk about that coming up. could the u.s. be headed to a national lockdown? experts are split on the idea. we do have an answer from dr. fauci. jobina fortson has more on what he is saying this morning. >> thank you. as the u.s. faces a massive surge in cases, dr. anthony fauci says americans need to wear masks distancing to avoid another lockdown. he was talking to robin roberts this morning. the idea of a four to six-week nationwide lockdown has been floated to control the spread of the virus. dr. fauci says it doesn't seem likely to happen. >> there is no appetite for

locking down on the american public. but i believe we can do it without a lock john. i really do. help is really on the way. you know, if you think of it metaphorically, the cavalry is coming here. vaccines will have a major positive impact. >> dr. fauci says vacci start being distributed in december and will become more widely available to the public in the spring and early summer. he also stresses the importance of continuing to do things like outdoor activities as we head into the cold winter months. kumasi? >> thank you. the surge of cases could lead more bay area counties to crack down on businesses and how they operate. amy hollyfield is live in san jose with more on this. amy? >> hi, kumasi. the number of covid cases in santa clara county is on the rise so officials are watching businesses carefully to make sure they're following the rules and putting out a propaganda

campaign letting everyone know they need to be careful and they are being watched. they have a business compliance unit that monitors businesses. officials say they tried to educate violators rather than punish, but so far they have issued $600,000 in fines to businesses since august. one business owner we talked to is not focused on fines, she's just worried about being shut down. >> i do worry about it. i worry for, one, our community. we don't want anybody to be sick. but i also worry for us here and that means that we have to -- i have to lay off some of my staff again. >> if you see an orange checkmark in the window of a business in the south bay, that means the business is following the rules. taking this seriously. if you see a business that is not complying and not following the rules, you are encouraged to report that business to the

county as they try to slow down the spread of covid. amy hollyfield, abc7 news. tough news for napa county. they could drop two tiers next week from the orange level to purple on the state's covid-19 reopening system. so that would mean restaurants like this one in downtown napa would be forced to stop indoor dining. health officials say the case rate doubled over the weekend with 118 cases in just 72 hours. county contact tracers are working overtime but in some cases they're not getting any help. >> one recent example of that is we've had a covid positive individual and contact tracers spoke to them who said they went to a halloween party but declined to give additional information. >> the county says part of the problem is people experiencing pandemic fatigue but they continue to remind everyone to wear masks and socially distance. as we approach the holidays, you can weigh the risks of different activities with our

abc exclusive holiday risk calculator. medical risks weigh in on each scenario like sharing a holiday meal. you can find the tool at abc7news.com and our abc7 news app. this morning president-elect joe biden moving forward with his transition process despite new evidence that the trump administration is refusing to help or even acknowledge that he's won the election. alex presha reports that the biden team is not allowing the roadblocks to slow them down. >> good morning, president-elect joe biden has been fielding phone calls from foreign leaders all over the world congratulating him. abc news learned overnight that the state department led by mike pompeo has not received key guidance in this transition. as of this morning, joe biden leads donald trump by more than 5 million votes nationally. it's the largest popular vote victory since obama in '08. still president trump refuses to concede and continues to make baseless claims about election fraud. now eyes are on georgia. biden is up there by more than 14,000 votes.

a hand recount already authorized so the republican secretary of state telling cnn he thinks the ultimate results won't change. >> we believe that the ballots were counted accurately with the machine count. >> reporter: but the president's refusal to concede and allies backing him has frozen the transition process. two state department sources confirm that the department has given no guidance to all diplomatic posts about how to discuss the election results and was not assisting the biden transition with receiving calls and messages from foreign leaders. still president-elect joe biden is moving forward with transition activities. biden filling a key role in hiss administration tapping ron klain to be chief of staff. klain led the obama's response to the ebola virus. president trump was told closing out this election will be a hard but necessary step towards restoring unity and political

equilibrium. a sign of the season in the east bay today. the town of danville says drivers going through downtown should expect minor delays, there's a good reason it's happening. one lane of diablo road at the old oaktree will be closed so crews can install holiday lights on the tree. they'll be out there today and tomorrow from 9:00 a.m. to 4:00 p.m. one direction will be closed at a time. quite a tradition on the friday after thanksgiving to have those lights turned on at 5:00 and walk through downtown. it's fun. done it several times. wonderful chocolate shop down there. the owner i know, she what ish s great shop and great family. let's go into the east bay valleys first. frost is getting close in danville. 34 degrees. a lot of mid to upper 30s through the tri valley. a few 40s around pittsburg and antioch. that's about it.

elsewhere we're getting close to freezing fog up in the north bay. that's something wlle' kpee an us being me and jobina. we have the 40s around the bay and down into the south bay. it's 45 right now in san jose under a mostly clear sky. so for your activity planner, dry and brighter for outdoor exercising. a bit cooler this morning for remote learning. so the kids may be a little chilly. the great thing about working from home, you get to control the thermostat. so you may need to use the heater this morning. here we go. friday afternoon and evening, we have a couple rounds of showers on the way. still a 1 on the storm impact scale. looking at future radar today, you can see it will be sunny out there. a few high clouds in the north bay, clouds will increase overnight. it won't be quite as cold tomorrow morning. by noon showers moving into the north bay, heart of the bay in the evening hours. a secondary lighter push for midnight. we wake up saturday morning with clouds. that's just about it.

that, huh? all right. let's look at eta. it's sitting over gainesville right now. so that's going to -- university of florida, right? let's look at what's going on. 45-mile-per-hour winds, gusting up to 65. it's moving to the northeast at 13, which is good. that means it will cause flooding in florida, the georgia coast and south carolina coast the next 24 hours. you can see by 48 hours it's well out over the ocean and may be causing just some rough surf by the time we get to saturday afternoon. all right. let's talk about what's going on back here at home. we're definitely cooler. mid to upper 50s by noon. 60s away from the coast. 49 to 52 at 7:00. here's what jobina was talking about. the king tides at 10:00 saturday, 10:37 monday, 11:15, by tuesday at noon. that's when the best chance of flooding is. >> thank you. look at this. how gorgeous.

san francisco lit up saluting our nation's veterans with these lights. this is city hall illuminated in red, white and blue as a way of honoring those who served our country. i saw this last night. the pandemic has hit many vet van erans especially hard. many living in supportive housing are unable to have visitors, including those living at the edwin lee apartments in san francisco. the non-profit that runs the supportive housing says they are following city guidelines. they feel the veterans need to be safe so they're protecting them. all of them were either formerly homeless or came from another supportive housing location. >> we had our share of positive cases in some of our properties. so we had to take extra precautions in keeping people safe. >> family is important. you're not allowed to see your family in your own home especially for the holidays. i begin to get depressed. >> supportive housing residents are hopeful the city will change

its policy to allow family members to visit. we have learned that california's property tax makeover, prop 19, has passed. so this let's home owners 55 and older, people with disabilities and wildfire victims carry their property tax assessments with them when they buy a new home which gives them a tax break. prop 19 also strips tax breaks from people who inherit homes but don't live in them. a bunch of artists had to pull out of the 2020 cma awards last minute because of positive covid tests. absent from the show last night, lady a, rascal flatts and florida georgia line. we have a look at how the show adapted for the pandemic. >> eric church. ♪ >> reporter: after several past nominations in this category, eric church took home the 2020 entertainer of the year prize. on stage he acknowledged what a tough year it's been but firmly believes we can all be united with music's help.

fog and a little mist hanging in the air along the coast and up into the north bay where we'll hve upper 30s while the rest of us are in the lower to middle 40s. here's our storm system. you can see as it comes down from the gulf of alaska, they usually don't have a ton of moisture with them. it is going to squeeze out a bit of snow in the sierra, possibly up to 10 inches in donner and four inches around the lake level. we have that 1 for tomorrow, 50s and 60s with increasing sunshine saturday. 70s away from the coast sunday, monday, tuesday. back into the 50s and 60s wednesday. a chance of wet weather, but such a small chance we didn't put a storm impact scale on it. the santa cruz county sheriff's office needs your help to find big foot. follow me here. it was last seen guarding the big foot museum in felton. it weighs 150 to 200 pounds.

it's 5:23. if you're just joining us, here's the 7 things to know this morning. number one, santa clara county urging residents and businesses to follow local health guidance to prevent the spread of covid-19 after a recent surge in new cases. the county already issued some

$600,000 in fines to businesses for failing to comply. napa county could drop two tiers next week from orange to purple on the state's covid-19 reopening system. that would mean restaurants and other businesses may be forced to stop indoor dining. number three, moderna will be releasing data on its vaccine in the coming days or weeks. there's optimism about this vaccine because it targets the same part of the coronavirus as the pfizer vaccine that has been shown to be 90% effective. president-elect joe biden moving forward with his transition process. biden has selected ron klain to be his chief of staff. president trump still refuses to concede and continues to claim voter fraud. number five, we still have wet weather on the way tomorrow afternoon and evening with some scattered light showers. if you're heading out, take an umbrella, we could receive a quarter inch in the heavier spots. number six, a live look at the bay bridge toll plaza. it's been overall pretty clear around the bay area.

number seven, tower records is back as a digital store. the company planned to relaunch at this year's south by southwest but those plans were stopped because of the pandemic. in today's "gma" first look a passenger on the first cruise ship to go to the caribbean has tested positive for the coronavirus. here's geo benitez. covid scare at sea. a passenger on board the first cruise to set sail in the caribbean since march reportedly testing positive for the coronavirus. >> if it had gone well it would have proved that cruising could come back in the caribbean. >> reporter: the sea dream one returning to barbados last night after leaving the island for a seven-night caribbean cruise on saturday. all passengers were tested before boarding, on tuesday one felt sick and test the positive. he says all guests are now quarantining in their rooming.

thursday. the day before we get a chance of rain is a cool one. mostly clear out there. i'm concerned, look at the visibility in petaluma. more moisture in the air up there. temperatures are running near freezing. so we could have thsome thick frost on our windshields to scrape this morning. the extra sunshine this afternoon means warmer temperatures from 60 to 66 degrees for the bay and inland neighborhoods. cooler along the coast, mid to upper 50s. a timetable on the rain is coming up next. developing news this morning, the united states facing a record breaking surge of coronavirus cases. more than 144,000 cases were reported just yesterday which is the biggest increase yet. every state is seeing increases and many are also seeing spikes in hospitalizations. texas alone has surpassed 1 million total cases. the white house task force has alerted states to increase testing. experts had long warned of a fall and winter surge as the

cold weather is forcing people indoors where the virus can spread more easily. there is a push to make sure businesses help stop the spread. santa clara county has a system for compliance. abc7 news reporter amy hollyfield is live to explain that. >> good morning. health officials here are watching businesses to make sure they're following the health rules to try to stop the spread of this virus. so, if you see an orange checkmark in the window of a business, that means the business is following the rules. taking this seriously. the business compliance unit is watching and making sure that businesses are doing what they can to stop the spread of the virus and issue those checkmarks. they are putting the word out right now to remind businesses they will also be issued fines if they don't follow the rules. >> these fees with add up. they range from $250 to $5,000 depending on the risk, depending on willful violation. they could also double if they

continue to be in violation. >> so far they have issued $600,000 in fines to businesses. that's since august. if you see a business that is not following the rules, you are encouraged to report it to the county. the number of covid cases here is on the rise, so expect to see this compliance unit out in the community in force right now watching and enforcing. live in san jose, amy hollyfield, abc7 news. >> thank you. just to show you the tough choices businesses are facing right now in the north bay, the owner of bistro vs just spent $15,000 to outfit this patio with a tent for the winter months, now she decided she has to close it because of rising covid-19 cases. in-person dining is considered one of the highest risks for transmission. restaurants may be four times riskier than going to a gym or coffee shop because masks are off for a longer period of time.

>> it took me seconds to come to the realization that we couldn't do this. with this patio enclosed, there wouldn't be enough air flow to make this an outdoor space, and i couldn't risk my health, eric's, my customers, the staff. we just decided to close. >> she says she'll continue to be driven by the data and she hopes to reopen in march if cases go down. some positive news in the race to find a coronavirus vaccine. moderna will be releasing data on its vaccine in the coming days or weeks, this comes on the heels of pfizer reporting progress earlier this week. kate larsen spoke with bay area health experts who are feeling optimistic. >> you hope for a back to back home run. >> reporter: dr. george rutherford said the optimism about moderna's pending results are because both the pfizer and moderna vaccines use rna.

the pfizer and moderna vaccines use messenger rna and pfizer's official results indicate 90% efficacy. >> it's the exact same technology and i would assume they're going to be very close in efficacy. and if you have a chance to get it, get it. >> seattle area resident neil browning did get it. he was the second person to receive moderna's covid vaccine during a phase one trial earlier this year. >> my family and i have not encountered covid. we've had no issues at all so far. the more vaccines we get out there the better because it's going to be a limited run in how fast they can manufacture this. and one company can't do it alone. >> if multiple vaccines are available at the same time, will people get a choice? >> i think it's unlikely. i think what will probably happen is they'll be allocated regionally, so, in california we'll have one vaccine. >> the pfizer, moderna and astrazeneca vaccines require two doses. dr. rutherford said it is possible people could get one product for their first shot and another for the second, especially if they use the same mrna platform.

>> you could imagine some stocking problems or they're running out of one and they might have to bridge with some scheme like that. it's not going to be -- that's not an ideal solution. you start with one, you finish with it. >> so, here's how it would work. the federal government buys the vaccines and distributes at a state level. then a california task force will decide on more local distributions. the first groups will be health care workers, people at risk of severe covid disease and elderly living in congregate settings. i'm kate larsen, abc7 news. this morning president-elect joe biden named his chief of staff. the move comes as president trump is still refusing to concede. jobina, we know at least one republican is promising to step in. >> biden has topp edtapped long aide ron klain to be chief of staff. so now gop senator james langford is saying he'll step in if biden is not allowed to

>> i got a sneak peek of that one. that's interesting. let's look at what's going on. let's go up to the north bay, we have some fog, so more moisture in the air, that could be consolidating on elevated surfaces in the form of frost especially around rohnert park where it's 30 and petaluma at 32. so you may have to scrape some ices off the windshield. hopefully no black ice develops. elsewhere we have 30s in the deepest inland east bay valleys, 40s around the bay and to the south bay and out towards the coast. here's your commute in the south bay. it looks dry out there. no mist hanging in the air. the frost is back. that's your biggest issue. it will be dry all day. it's colder this morning. need a heaviier coat. this afternoon will be milder. tomorrow afternoon into the evening hours, waves of light to moderate showers rolling in. today, not much in the way of

sierra friday into saturday morning there could be icy spots. the men charged in the shooting death of ahmaud arbery will ask a georgia judge to set them free on bail. the father and son have been on arrest since may. they were seen chasing and shooting ahmaud arbery during a struggle. they want two counts against them rejected including malice murder saying they were charged in a legally flawed indictment. just minutes ago the u.s. labor department released the weekly jobless claims report which continues to improve. >> for the 11th straight week, new jobless claims are under 1 million. the u.s. labor department reports 709,000 people filed for unemployment benefits last week. the economists had forecast 734,000 new claims. there are nearly 6.8 million people continuing to receive state unemployment benefits. it's the first time continuing claims have dropped below 7

million since the pandemic shut down the economy in mid-march. we'll see how wall street investors respond to the new numbers when the markets open in 45 minutes. tiktok is asking a federal court to put off the trump administration deadline today that requires the company to be spun off from its chinese parent. today's deadline comes from an executive order that the president signed in august. the order doesn't specify penalties or consequences if the deadline is not met. the president approved a tentative deal in september that would plastic tock under the oversight of walmart and oracle. facebook is extending its ban on political ads for another month this as president trump continued to succeed to joe biden. google is also extending its ban on political ads. another city trying to convince bay area tech workers to move. las vegas thinks remote workers

california's employment development department is fighting rampant fraud and in that process many unemployed workers say their accounts have been frozen and their money is suddenly gone. bank of america tells michael finney it's removing funds from some edd accounts due to suspicious activity on the
