we opening rollbacks happening around the bay area today as we work to curb the spike in covid-19 businesses are adjusting. alameda county pressing pause on reopening plans. the new restrictions and what could happen next if we don't stop the spread. and tracking the storm. live doppler 7 looks quiet now, but that will change as some of this wet weather from the north coming in to our area. >> we want to get to mike because i have lunch plans. i was going to eat outside. >> take your umbrella. is it covered? it's going to be a light rain.

you can still sit outside and you won't get wet. don't let me discourage y if i you don't want to beouide when it' inin g, yeah, you might want to change those plans. san francisco right around noon is when the rain moves in. hi, everybody, here's a look at our storm. i nicknamed it jason since it's friday 13th. here's what it's doing around here. a few sprinkles in the north bay during the morning commute. the steadier light to moderate rain will move in after 9:00 and slide south and weaken as it hento the early i eveningad hours. in fact, it's just mainly cloudy right now or increasing clouds if you're in the sbaouth bay. you can see in the afternoon hours, there's the rain rolling on in. temperatures that could reach the 60s will fall into the 50s once the rain begins. definitely going to be cooler today. let's get over to reggie for today's first story. >> thanks. this morning, health experts are worried about a lack of response from president trump about the growing nationwide

surge in coronavirus cases. so look at this time lapse. it shows the concentration of covid cases. we started this graphic with the situation three months ago. you can see the red. it shows the most cases across the sunbelt states in august. in september, moving up to the center of the country. and then moving west. jobina is tracking the response from president trump and president-elect joe biden. >> thank you. president trump fresh off his re-election loss to president-elect joe biden has publicly disengaged from the battle against coronavirus. aides say the president has shown little interest in the growing crisis. public health experts worry that trump's refusal to take aggressive action will only worsen the effects of the virus. dr. vivek murthy, the co-chair of president-elect biden's task force on covid-19. he spoke exclusively with "gma" this morning about what biden plans to do differently. >> there will be a focus on stopping the spread, on ensuring alat we can reopen safely and

on the hardest hit populations. right now the way we should be thinking about this is more like a series of restrictions that w specific region. >> dr. murthey added that a nationwide shutdown is not they will further ndlilyke a expand testing so they can focus on surveillance testing at high-risk locations like universities and prisons. >> thanks. happening today, california health and human services secretary dr. mark galley will update the covid-19 situation in our state. yesterday california became the second state in the nation to have 1 million infections since the pandemic began. more than 5,000 new cases and 18 deaths were reported just yesterday. health officials say the state's numbers are trending in the wrong direction. we've been tracking the

pandemic every step of the way as part of our building a better bay area. some counties are sliding back on the reopening contra costa county is sliding back to the red tier. stricter safety restrictions will be kicking in. amy hollyfield is live at the 24-hour fitness in walnut creek. >> this gym today can only allow in 87 people. yesterday they could have let in 214. it's a big cut for gyms. they can only hold 10% of their capacity because of the new restrictions. these new rules mostly impact the number of people allowed inside businesses. so movie theaters must limit ci. restaurants also 25%. ed a as of yesterday they could have 50%. religious services must scale down to 25% capacity. people say this is tough but they understand. >> i understand we need to be

safe, take care of each other and look out for each other. for me personally the gym is something i don't want to give up. i'm willing to take that risk personally to be here and work out because it helps me out physically and mentally. for the public and well-being, i get 10% is necessary considering the infection rate is going up. >> indoor pools and bowling alleys will need to close again. this county was in the orange tier for two weeks. now they're being pulled back to red. officials are seeing cases connected to social gatherings and being indoors and they think pandemic fatigue is settling in. they want people now more than ever to remember their masks, stay six feet apart, maybe trade in long walks for those indoor social gatherings. they say everyone needs to be diligent now before this county is pushed into the purple tier, which is the most restrictive zone.

reporting live in walnut creek, amy hollyfield, abc7 news. >> thank you. tonight san francisco will begin rolling back certain activities even though the city is still in the least restrictive yellow tier. at midnight indoor dining at restaurants will no longer be allowed. and gyms and movie theater also have to reduce capac the mayor london breed says there has been a 250% increase in covid cases since early october. ala county is pressing ed the pauseam on reopening as cas surge there. they are on the verge of slipping from the orange tier to the more restrictive red or purple tier. daily new cases per 100,000 people are up to 4.9 from the county's low of 3.4. there's also been a steady increase in hospitalizations. officials say if current trends continue, the county may be put back to that most restrictive purple tier. it could force the closure of indoor dining. the outdoor restaurant parklets

let's take a live look outside over san francisco as mike has been telling us rain is headed our way. and the city's public works department wants us to be prepared for rainy season. so you're urged to clean leaves and litter from the sidewalk to prevent them from clogging storm drains and causing flooding. crews are working on clearing drains before the storm. public works is providing residents with up to ten free sandbags at its operations yard. >> that's great advice. thank you. it's quiet out there. increasing clouds and a few sprinkles across the north b

steady rain around sacramento which is moving away from us on live doppler 7. temperatures, a few 30s out there in redwood city and menlo park. the 50 in san bruno, that is cloud-aided as are the milder temperatures just about everywhere else. so let's talk about what's going to happen today. everything is caution due to the wet weather whether you will stay inside because you can't go out if you're working from home or learning from home but if you do go out and want to exercise or need to get out of the house, make sure you have the rain gear with you. 7:00 to 9:00, a few sprinkles possible in the north bay. the steadier light to moderate rain moves in after 9:00. it's fully entrenched around noon. spreading into the rest of the neighborhoods during the afternoon and evening hours. notice the yellow, which is the moderate rain tapers and becomes very light t to atlm time we he midnight. we wake up tomorrow morning, you can see some tule fog forming,

test to check for immunity outside of the trial which was positive. >> you have a lot of antibodies. she was thrilled. i started crying. i said we are out of this. it's going to be over. it's going to be okay. >> on monday pfizer said initial results indicate its vaccine may be 90% effective. if that data holds that means it would be just as effective as a measles vaccine. san francisco's public schools will get help from 20 city workers to ensure the campuses are safe for in-person classes to resume in january. that includes making sure windows can open and furniture can be spaced properly to ensure social distancing. school district workers have evaluated 20 campuses and they need to check another 65. the district plans to bring its youngest students back to campus starting january 25th. there are some questions about whether tomorrow's spacex launch could turn into an event that is not approved during our covid times. emergency officials in florida say they are expecting up to

250,000 people to show up at cape canaveral to watch this launch. so this is the first fully operational mission for the crew of the dragon spacecraft. the four astronauts on board will spend six months on the international space station. nasa is encouraging spectators to socially distance. >> but it's florida. so i will just say when i've gone down there to visit my family, things are different than they are here. >> all the restrictions have been basically rolled back in florida, right? >> yeah. they're not mandated to wear masks from my understanding and people don't all the time. they look at you strangely when you have one on. >> what i've learned the last two days about florida is either you can take a jet ski through the streets or ride a giant ail gate their looks like a dinosaur. >> also can. >> my goodness. you guys, i know you're in san

francisco, but you are such a world away from what i deal with out here. nothing looks different where i live now. it looks like everybody has gone back to normal life. and i know san francisco is still like a ghost town. there's a reason contra costa county, we're going back into the red. all right. here's what's going on, the exploratorium. yeah. look at that gorgeous sunrise this morning. that's the beginning of our storm. i nicknamed is jason because it's friday the 13th. moderate and then light rain north to south today. warming trend monday and tuesday. for today, a 1 on the storm impact scale. less than a quarter inch. it is going to make the evening commute wet. that's the scariest part of this storm. temperatures will warm into the 60s before the rain hits. we'll drop into the 50s during the afternoon hours. on our way into 30s and 40s. cooler tomorrow morning, look at that tule fog forming. watch out for that. here's the rainfall estimates. less than a quarter inch for most of us.

shows an increase in children going to hospitals for mental health related emergencies since the pandemic began. the study from the cdc found an increase in hospital visits of about 44% compared with last year. teens have been deprived of social interaction since schools were shut down and experts say that that plus the possible added stress of family or final issues could be causing anxiety and depression. >> you really have a perfect storm to have a negative impact on their mental health and well-being. >> so parents should watch out for the following warning signs. significant weight loss, drastic change in mood, a change in academic performance, as well as any drug or alcohol use. new at 6:00, tesla's ceo elon musk is trending on twitter after a tweet that is raising questions about the validity of covid-19 testing. musk tweeted late last night saying something extremely bogus

is going on. was tested for covid four times today. two tests came back negative. two came back positive. same machine, same test, same nurse. musk says he took a rapid antigen test after experiencing cold-like symptoms. he predicted back in march that there would be zero new cases in the u.s. by the end of april. that prediction was horribly wrong as the number of positive cases in the u.s. continues to shatter records. we learned that disneyland will like loi remaly remain clo through the end of the year. on an earnings call the cfo said that's what she planning for the ceo expressed frustration with california leadership said they should look at disney's specific reopening plan instead of an arbitrary standard. melania trump plans to move ahead for decorations for christmas at the white house. the white house says it will mark the final holiday season

a beautiful start to the day. let's keep it going. >> yes. okay. okay. for the morning hours we can do that. for the afternoon hours, if rain is your thing, it will be beautiful. here's what's going on outside. and you can see some of the beautiful colors showing up on our roof camera looking back towards the increasing clouds as they head to the south. let me show you our storm impact scale. our exclusive way of rachking the ranking these storms. it's a 1, light. it will become lighter as it slides down through the bay and into the south bay this afternoon and evening. it will make for a wet evening commute. the breezes will kick up just aa little bit. doesn't look like there will be damage or a wind advisory out. here's the brunt of the storm and the strongest winds up to 70 miles per hour around seattle. you can see some heavy snow and heavy rain up in the cascades. for us, temperatures reaching the 60s before it rains.

in the north bay you will stay in the 50s all day as the rain will come in this morning. we'll give you an hour-by-hour look at that and a warmer weekend coming up. the coronavirus pandemic is reaching crisis levels from coast to coast with more than 150,000 new cases reported on thursday, which is the highest single day total so far. new york city is now preparing to potentially close its schools again. in ohio, republican governor mike dewine has imposed a statewide mask mandate. the mayor of milwaukee is supporting a plan to fine businesses up to $20,000 if they do not comply with restrictions. >> i know we're all tired. i'm tired. you're tired. but we must remain vigilant and do what's necessary. >> the cdc is now predicting by the end of thanksgiving weekend at least a quarter of a million americans will have died from covid. we are tracking how california is taking some action as cases continue to spike here.

our state has now pushed past 1 million cases and starting today some bay area counties are moving into more restrictive reopening tiers. abc7 news reporter amy hollyfield is live in walnut creek with what we can expect there. amy? >> contra costa county is now in the red zone. for an example on how that impacts a business, this 24 hour fitness yesterday could allow 214 people inside at a time. today they can allow in 87. so gyms have had to cut back their capacity to 10% starting today. restaurants, movie theaters and religious services have to go from 50% capacity down to 25%. health officials say they have tracing all of these cases back to people being inside businesses and social gatherings. people we talked to this morning don't think gyms are to blame, but people socializing is the problem. >> you walk in here, everybody

numbers have been improving in sonoma county but the county remained in the most restrictive purple tier. now county officials say there may have been a counting error. the results of as many as 20,000 tests may not have made it into the state health department's database. so now they are recounting two weeks of testing. >> we discovered there was a company doing a significant amount of tests in sonoma county and those were not getting counted in sacramento. >> sonoma is the only bay area county that is still in the purple tier. the hope is that if they move on to the next tier, businesses there can reopen. with guidelines changing pretty much all the time, we have the latest information on every bay area county. go to abc7news.com to find our reopening tracker. this morning china has become the latest government to congratulate joe biden on winning the presidency. overnight abc news predicted joe biden won arizona. that gives him 290 electoral votes. president trump is still refusing to concede or even

police police officers on fremont ju unified school campuses. just after midnight the school board voted 3-2 to discontinue its school resource officer program. the vote followed a recommendation from a special task force that found the need for better health support and restorative justice programs. fremont police chief kimberly peterson argued it shouldn't be an either/or proposition that campuses and kids need safety and support. >> safety has to be the number one priority always. what good will that clinician be when you have a big fight break out or a principal finds a gun on a student? >> the fremont police department and the school district have had this partnership since 1998. the city of san jose hopes a new incentive program will reduce trash around homeless encampments and they're calling it cash for trash. here's how it works. san jose homeless residents who sign up for the program will receive $4 for every bag of trash collected and they can

>> all right. thank you. hi, everybody. thanks for sticking around, checking out the forecast here. our morning sea saw continues, frost, no frost, then frost. today is a from-frost kind of morning. in the north bay the clouds moved in fisrst. temperatures up to 21 degrees cooler there. 30s for morgan hill, campbell. everyone else in the low to mid 40s. temperatures in the mid to upper 40s elsewhere with a gorgeous sunrise. look at that from the exploratorium. isn't that nice? i'll have to capture that one and post it on social media. all that poor is for the evening commute. the morning commute will be dry. it will be fine and quiet. the wet weather is going to be around for the evening commute. let's look at it and go hour-by-hour. from 7:00 to 9:00, some sprinkles develop in the north bay. the steadier light to moderate rain takes off around noon. then it starts sliding south.

right now it's on the lighter side. so they're all 1s. we kind of need lighter rain right now while the burn scars heal. if we got heavy rain we would have issues with flooding. the storm unleashing most of its energy up north. 70-mile-per-hour winds, heavy rain, heavyvancouver. you can see some yellow out there in the north bay going through the early afternoon hours. temperatures in the north bay never escape the 50s. 60s south of there but you'll drop into the 50s once the rain begins. tonight, partial clearing. where it clears out, look at all that tule fog forming. 30s in the north bay, the rest of us waking up into the 40s. here's a quick look at next tuesday. the u.s. model shows one storm coming through, a break wednesday, then another storm coming through thursday. rainfall amounts healthier over the three-day period. half an inch to possibly up to an inch. that's our model, the european model is not quite as robust.

before that happens, look at the warming trend, 70s. for everybody around the bay, monday and tuesday, 70s. then cooler with that rain getting heavier wednesday into thursday. have a good weekend. >> thank you. as traffic returns to the streets of san francisco, so does the debate over congestion pricing. the public just weighed in on a plan that would charge tolls for driving on streets downtown and south of market. so one option calls for charging inbound traffic. another would charge traffic going both ways. some drivers would get discounts. part of the plan aims to encourage people to take public transit instead of driving, but some accuse muni of being unreliable. >> all of this would work if we had a transit system that functioned, but the truth is we don't. >> we would not expect to implement congestion pricing if we don't have a transit system that can take those extra riders. >> sf mta plans to ask for more public input before implementing any plans.
