sacramento took a violent turn. and a little light during what's been a very dark year. how the indian community is celebrating diwali during the pandemic. this special edition of abc 7 news starts right now. >> announcer: building a better bay area for a safe and secure future. this is abc 7 news. with the coronavirus surgin millions of bay area residents are about to see indoor operations at restaurants and several other businesses come to an end. good evening and thank you so much for joining us. i'm dion lim. much of the bay area is pivoting once again tonight when it comes to eating out. as of midnight indoor dining has shut down in san francisco because of a rise in covid-19 cases. several other counties will end indoor dining next week. abc 7 news reporter cornell barnard shows us while some restaurats are adjusting others think they won't survive another round of restrictions. >> reporter: there's an echo of

construction in san francisco's hayes valley. >> i need one more. >> reporter: it's where pierre peggeron is busy building this parklet, the same type of structure he's been building for months. >> a lot of people are struggling now. it needs to get this thing up and running. >> reporter: the parklet is for david bass, owner of sugar lounge, who plans to reopen serving food outdoors after a nine-month closure. >> hopefully that's going to give us a little bit of what we used to have. >> reporter: on hayes street chefs at amano restaurant are cooking up tasty dishes for outdoor diners. the indoor dining room is now off limits. >> it's not as hard to say good-bye to indoor dining. to me it's more important to make sure the staff is safe and the guests are safe. >> reporter: health officers believe indoor dining is too risky at a time when covid rates are surging statewide. >> we need our people to be safe and healthy out there. so i think they're smart for closing things up. >> reporter: in marin county health officials here say covid case rates have almost doubled

in the last ten days and are still rising. and because of that new restrictions start tuesday. jim gyms must reduce capacity to 10%. a 50% limit at malls. and restaurants must stop serving customers indoors. the marin county health director says we're seeing more people getting sick with covid-19 and needing hospitalization. with flu season and potential impacts from holiday gatherings and travel it's time to act to prevent a much larger surge. >> we're going to lay off a lot of people. the. >> reporter: admin dawkins says his tap room and kitsch nen san rafael can't survive more restriction ppz. >> we've got to basically shut down. we're not going to keep it open. we don't have any to go. we're only outside seating. and the weather's not going to help out at all. >> reporter: he's hopeful he can reopen someday. in san rafael cornell barnard, abc 7 news. santa clara county and contra costa county are also bringing an end to indoor dining

this coming tuesday. contra costa is also ordering fitness centers to halt indoor operations. santa clara county, which is currently in the orange tier, expects to be bumped into the more restrictive red tier. it is keeping gyms open but only at 10% capacity. there are certainly lots of changes with reopening plans all across the bay area, and you can see where your county currently stands with our tracker on abc 7 news.com. san francisco cross-fit is closing its doors permanently tomorrow. owners say membership has been down about 70% and overhead costs in the city are just too high. san francisco cross-fit first began in 2005 and led to the creation of at least 20 other bay area fitness and coaching businesses. the cultural phenomenon drew in some serious athletes, physical therapists, and their patients, and folks just looking to get in a good workout. california officially topped 1 million diagnosed coronavirus

cases today. the state reported more than 9,800 new cases, one of the largest single day case counts we've seen since august. we are seeing a pretty dramatic jump in the positivity rate. that is an indicator of the transmission of the virus. the 14-day is at 4.2%. it was 4% yesterday. supporters of president trump rallied in washington, d.c. today protesting the results of the election and falsely claiming it had been stolen from the president. >> usa! usa! >> chants serenaded the president's motorcade as he drove down pennsylvania avenue headed to another golf outing. president trump waved and smiled at his supportes, estimated to be in the thousands. the mostly maskless crowd then descended on the steps of the u.s. supreme court, where many feel the election would somehow be overturned there. there were counterprotesters and a few scuffles between groups. everyone in attendance had a message.

>> i'm out here showing support for the policies i agreed with him on and at the same time telling everybody out here it's over. he needs to concede. don't be a sore loser. >> president trump has refused to concede. his personal lawyer rudy giuliani has taken over the trump campaign's election lawsuits. hard to watch. a rally in sacramento today by trump supporters there calling for a national recount led to violence when members of the proud boys squared off against counterprotesters including antifa. the i-team's dan noyes was there as the proud boys unleashed a cloud of bear spray at counterprotesters and the fight erupted. police made several arrests. hundreds of people voiced their support for donald trump, demanding a recount in the presidential election, and calling on governor gavin newsom to end restrictions due to the coronavirus pandemic. chp and local police kept the two sides apart for most of the

day until that brawl broke out. some sad news to report tonight. the long-time owner of ricky's sports theater and grill in san leandro has died. the sports bar is a favorite hangout for fans in the east bay, particularly on sundays when the raiders were playing. it first opened in 1946 and then moved to its recent location in 1960. the summer it appeared the bar was in danger of closing because of the pandemic. the "chronicle" reports ricky ricardo died from complications due to a stroke and alzheimer's disease. he was 75 years old. just ahead, a new way to holiday this year. diwali is one of the biggest celebrations in indian culture. how the country is changing things up from the festival of light. and you can take a piece of the san francisco opera home with you. the hundreds of items that are up for auction this weekend. and i'm meteorologist drew tuma. i'm tracking a mild finish to the weekend tomorrow before we

celebrations in india look a little different this year amid concerns over the coronavirus and pollution. more than a billion indians celebrated the hindu festival of lights today. normally the holiday is celebrated by socializing and exchanging gifts and lighting candles to symbolize a victory of light over darkness. the holiday often includes stunning fireworks and light shows.

but this year new delhi's chief minister encouraged people to stay home and not light those firecrackers. many people seem to be following the rules. >> it's not as usual. the exchange of gifts is less. we're not visiting people because of the fear of corona. >> now, although it is theoretical, researchers say dirty air should be considered a key element in coronavirus outbreaks. vice president-elect kamala harris shared this message on twitter celebrating the holiday. harris's mother was born in india and became a cancer researcher and activist. she is the first person of indian descent to be elected to the house. getting now to drew tuma standing by with our weekend weather. and drew, nice to see the sun today. >> yeah, it really was, dion. after yesterday we had those showers, that storm that moved through here. today the rain moved out, the sunshine came back, and the sun is going to stick around for tomorrow as well. live doppler 7 giving the active

sweep right now showing you all the wet weather has moved out. but we are track more rain over the next seven days. i'll show you that in one second. look at the rainfall totals over the past two days. mainly from friday. you can see the jackpot was really the north bay with the storm. we saw rainfall totals anywhere from a quarter to half an inch. in parts of kentfield, santa rosa, napa. but in true early storm season fashion as the rain moves south, the rainfall totals really dropped off. you can see a lot of spots around san francisco, the east bay, the south bay. less than about a tenth of an inch of rainfall. numbers right now currently in the 40s and 50s. 43 in novato but 53 in the city. 50 in oakland. down to 41 in half moon bay. overnight tonight those numbers continue to drop. we'll see temperatures mainly in the upper 30s to mid 40s for our overnight lows. 38 in santa rosa. we'll fall to 37 in half moon bay. it is chilly along the coast. 45 in san francisco and oakland.

42 in san jose. 43 that low in concord. future weather as we get into your day tomorrow your location is key to what your sky will look like because a warm front is going to move into the north bay tomorrow with cloud cover and a chance of an isolated shower from ukiah and points to the north. outside of the north bay and the rest of the bay area san francisco, oakland, san jose, we will stay dry and will see a fair amount of sunshine. and again, those clouds will linger for much of the day in the north bay to round out our sunday. tomorrow mainly cloudy. the farther north you are in the bay area. 65 in cloverdale. 71 in san rafael. a lot more sunshine in the south bay. 70 in concord. partly sunny in san francisco with a high of 64 degrees. your air quality tomorrow mainly good. a couple areas like the north bay and the santa clara valley will fluctuate into the moderate zone. but all in all our. 2.5 levels will remain below
