the much talked about surge in covid-19 cases appears to be happening in california. new numbers show a shocking rise in infections hitting numbers not seen in months. with that, we say good evening and thank you for joining us. i'm dion lim. certainly not a good day at all for california with the coronavirus. the state reported nearly 11,000 diagnosed cases today, the highest since early august. the positivity rate continues to rise with the 14-day rate jumping to 4.4%. it was 4% on friday. that number is a strong indicator of the transmission rate of the virus. nearly 3700 people are in the hospital getting treated for covid-19 and about 1000 of them are in the icu. now, the spike in covid cases is increasing the demand for testing right here in the bay area. but some testing sites are reaching capacity. according to abc 7 news reporter

cornell bernard, some advocates are calling for more testing sites to handle the load. >> reporter: across california, the need for covid testing is in high demand. in l.a. hundreds waited for hours in their car for covid tests, the lines grew longer into the night. like wise in the bay area, where you could wait days to get an appointment. there are 19-run sites like this one here at pier 30 on the embarcadero and with the surge in covid cases, many are reaching capacity. >> the lines are getting longer and longer. >> reporter: health committee chairman from the latino task force says demand is unbelievably high at this test site. recently 500 people are getting tested every day. >> we are here to service the latino community but not exclusive to. we take care of the folks that show up that need that test. >> reporter: he believes the city needs more testing sites. >> we need a vast amount of low barrier testing sites throughout san francisco, easy access same

day walk up. we need them where we know there is an increase in cases. >> san francisco does more testing than any city in the nation. >> reporter: dr. baba says the city is already doing more than 5,000 tests per day, but many who are lining up are not all high priority. >> it's for people exposed or that have symptoms or essential workers. if people have other reasons to get tested, they should go to their primary care doctor. >> reporter: reasons include traveling for the holidays. >> we strongly discourage the use of the resources for travel purposes. >> reporter: the city closed one covid testing site in soma but plans to open a new site next week. cornell bernard, abc 7 news. >> a party has likely led to ten covid-19 cases at u.c. davis. the ten fraternity students are now quarantined and u.c. davis says an additional fraternity ember tested positive on thursday and went to his

parents' home to quarantine. that night, frat members host d a party with up to 20 people. the school believes that's when ten other people became infected. some on campus say students should be more responsible. >> partying in these times is selfish. i don't really understand why people are doing it because if we stay inside or quarantined and wore you masks and didn't party right now, we could get out of this quicker. >> u.c. davis has been doing a good job to keep the numbers down. crazy to hear. >> nine of the infected students are in designated quarantine apartments on campus. one is in the fraternity house. more than half the country reported a record number of hospitalizations. they are feeling the pinch because of the coronavirus pandemic. now, with president trump's administration currently not working with joe biden's transition team, the vice president elect is taking matters into his own hands. abc news reporter andrew tells us this led to one top health official concerned. >> reporter: cases of covid-19

are on the rise in almost every state according to the covid tracking project, 163,000 cases diagnosed in the past 24 hours. 1321 new deaths and more than 69,000 americans currently hospitalized. the health care system feeling the strain. >> we're trying to find cause. >> reporter: they are helping slow the spread of the coronavirus. >> indoor social gatherings from people outside your home are prohibited. restaurants and bars are closed for indoor service. >> reporter: aramarillo, texas ordering mobile morgues. >> we've expanded with a mobile trailer and requested a second trailer while we wait for a portable morgue unit. this is real. >> reporter: on friday, president trump predicting

pfizer will receive emergency use authorization for the vaccine and says it could be available to the general population by april but the trump administration is not working with president elect biden's transition team. dr. fauci saying this could be a problem. >> like passing the baton in a race, you don't want to stop. you want to keep going. that's what transition is. it certainly would make things more smoothly if we do do that. >> reporter: president trump's hand-picked vaccine-zar saying i hope nothing interferes with operation warp speed. it's a matter of life and death calling on the white house to allow his team to make contact with joe biden. in other news, a black matter event in dublin received online threats last week went on peacefully today. >> we can't have peace if we don't honor one another. honoring one another means we listen to one another. >> the city approved side garden

for justice as it was called was hosted outside the dublin civic center. it received threats from mike grant, a local gun business owner on facebook last week. the owner posted a picture of the 17-year-old organizer and called for counter protesters. mcman says despite the threats, the turnout ended up being much larger than expected. >> it actually very shocking for me to drive up here now. i knew there would be a lot of people. i couldn't imagine it. great to see there are so many supporters of this movement. >> it is encouraging. grant since apologized after receiving backlash for his post. mcman is willing to meet and teach him more about the blm movement. in san francisco dozens marched to call on the board of super vier sores visors to the group marched from the police officer's association to

city hall this afternoon. organizers call a recent contract with the association racist. the examiner reports that while the contract will reduce department budgets, it does not reduce the size of the force. the board will vote on tuesday whether or not to approve that contract. business owners in downtown walnut creek are cleaning up graffiti after a late evening protest on saturday. those messages included anti police statements and calls for justice. organizers of last night's protest called it a no justice, no peace demonstration. videos of the protest showed some physical confrontations between protesters and counter protestors. we have reached out to walnut creek police to see if any arrests were made. a family of three was rescued this afternoon after their small boat capsized near alcatraz island. only abc 7 news was there when san francisco firefighters brought the family safely back to shore at the hyde street pier. a san francisco boat got to the

tributes pouring in for the long-time owner of ricky sports grill. sports fans dropped bouquets and flowers and shared the fondest memories of ricky ricardo. he died this weekend of complications from alzheimer's disease. ric ricky's was a favorite hangout for the raider nation. >> the raiders left this year for vegas and i always felt comfort knowing that we still got ricky's here, this is our spot to see ricky. so it's just hard. >> this is pretty much like my second home, so he's treated me with nothing but open arms. he's pretty much accepted all fans from all different teams. >> so many memories. the bar is closed because of

all right. homeownership in california is one thing but how about town ownership? for $2.75 million, you can purchase the town of nipton. it's near the nevada border about 15 miles from prim. it's a historic railroad town with 20 people that live there full-time. nipton made headlines in 2017 when a cannabis company bought it for $5 million and planned t turn it into a pot theme ra tre -- retreat. that fell through and the original owners took it back. minor flooding in mill valley. check it out. this is off the shoreline area. the national weather service issued a coastal flood warning

compared to last night. so overnight lows mainly in the low to mid 40s in our north bay valleys like santa rosa and napa, we may find a little bit of patchy fog. be aware of that first thing in the morning. otherwise outside in the north bay, we're dealing with mainly clear skies. tomorrow, if you like warm november days, you're going to enjoy monday. it's nothing but sunshine. we have dry weather conditions and in fact, pretty warm temperatures. a lot of us will sore into the 70s by the afternoon. in fact, 71 oakland for an afternoon high. 74 san jose. the same in santa rosa, 71 concord and a really comfortable 69 degrees in san francisco. but by tomorrow night, you're going to notice changes to our weather pattern. first, the winds will pick up by the end of the day monday along the coastline. winds will likely gust more than 30 miles per hour and then it just a windy start to the day tuesday as our next storm arrives until the bay area. so we bring in the storm impact scale and the storm on tuesday, level one light storm we're

tracking with scattered showers, brief downpours as a cold front moves through and again, that windy morning. so hour by hour we go on tuesday. we'll stop the clock at 6:00 a.m. there is heavy rain with the cold front first in the north bay. by 8:00, 9:00 a.m. we expect the cold front to move through the heart of the bay area, say san francisco, oakland and then move into the south baby 11:30 a.m. before lunchtime, the south bay will get some pockets of heavier showers and behind the front, for the rest of the tuesday, we're talking about scattered showers. so much of the day on tuesday is pretty unsettled. we're talking rainfall from a quarter to three quarters of an inch of rain. here is the forecast about tuesday, it's wet and windy. even some scattered showers, dion, lasting into wednesday and things calm down. we turn season skpable and haved mornings. we'll keep you updated. find the rain gear as the next storm moves back in.
