more humidity. you can see the visibility dangerously low around petaluma and your neighbors heading up towards santa rosa. that will be there throughout the morning commute. you can see in emeryville, it's quieter as we look northbound there. how about let's look at these temperatures, there you go. 70 to 74, except for mid to upper 60s along the coast. we have rain on the way, even healthier than our last storm. i'll map that out coming up. some major news about a potential covid-19. mo tederna revealing its vaccins nearly 95% effective. what is the health and human services secretary saying about this. >> he says this is something to celebrate. with today's announcement moderna says they're on track to ask for fda authorization in the coming weeks. the moderna vaccine can be scored at normal refrigeration temperatures making it easier to store and transport than pfizer's vaccine. this morning on "gma," health

and human services secretary alex aszar says there are ongoig talks about distribution.n.n.n.. >> just last week pfizer announced the vaccine is 90% effective. the u.s. hit more than 11 million cases, 1 million of them were reported last week. >> thank you. as we get new information about the vaccines, the number of cases across the u.s. continues to skyrocket. so here is the latest look at california. the state recorded 11,000 new cases on saturday. that is the highest since early august. the positivity rate continues to rise with the 14-day rate jumping to 4.4%.

on friday it was 4%. nearly 3,700 people are in the hospital in california being treated for covid-19 and about 1,000 of those people are in the icu. health and the economy are two things we're focused on in our effort to building a better bay area. abc7 news reporter amy hollyfield is live in solano county which could be moving back into the most restrictive tier soon. amy? >> looks like they're going to have a purple tier in solano county. purple is not a complete shutdown. the stores at this mall would be allowed to stay open but they would have to cut down on the number of people allowed inside in half. this was announced in a facebook post. this was post ed by s by s by sy supervisor saying that the state's public health officer told her they will move to the purple tier today and they may be calling for a curfew later this week. the purple tier means gyms cannot allow people inside

anymore, same with restaurants. indoor dining would be shut down. the purple tier has changed a bit. nail salons and hair salons can still stay open. originally when this was created this reopening plan, they were not allowed to reopen in the purple tier. the supervisor who made the facebook post said private parties and gatherings where masks are not worn is the cause for the increase in covid cases. she said religious gatherings are the second largest cause. she says she knows people are tired of this but that we all need to do our part so the community can stay healthy and so businesses can stay open. she's pulling for everyone to do their part and stay home. reporting live from fairfield, amy hollyfield, abc7 news. >> thank you. several bay area counties are adding restrictions to combat rising cases. starting tomorrow, marin, santa clara and contra costa county will stop indoor dining.

contra costa will stop indoor operations at fitness centers. santa clara county, which is in the orange tier expects to be bumped to the red tier. it is keeping gyms open but at 10% capacity. nearly a dozen uc davis returning members are being quarantined because of coronavirus. officials think this is due to a party. ten people got infected, some on campus say students should be more responsible. >> partying in these times is selfish. i don't understand why people are doing it, if we all stayed inside, quarantined, didn't party right now we could all get you the of this quicker. >> uc davis has been doing a great job maintaining the case numbers down. it's crazy to hear. >> nine of the infected students are in designated quarantine apartments on campus. one is staying in the fraternity house. as we approach the holidays, you can weigh the risks of

different activities with our holiday risk calculator. medical experts weigh in on scenarios like sharing a meal or gathering during a holiday. you can find this toll at abc7news.com and our app. today president-elect joe biden and vice president-elect kamala harris will talk about their plans for the economy. biden has campaigned for increasing the number of american jobs and growing tackling inequality in the u.s. elizabeth schulze has more on the challenges the biden transition team is facing. >> reporter: this morning president trump is abandoning a big part of his legal challenge in pennsylvania. his campaign is dropping a claim that accuses officials of unlawfully blocking observe earns from watching ballot counting in philadelphia and pittsburg. the setback comes after the president appeared to acknowledge biden's victory in a tweet on sunday and walked it back saying i concede nothing and i won the election. in a 60 minutes interview, former president barack obama urged the president to concede.

>> a president is a public servant. they are temporary occupants of the office by design. and when your time is up, then it is your job to put the country first and think beyond your own ego and your own interests and your own disappointments. >> reporter: over the weekend thousands of trump supporters rallied behind the president in washington, d.c. clashes with counter protesters led to at least 20 arrests. the trump administration is continuing to block president-elect biden from receiving sensitive information and from coordinating with federal agencies. axios reports that the trump administration is considering new sanctions and trade restrictions on china potentially creating a foreign policy challenge for biden's ee team. as the country battles with coronavirus cases, dr. anthony

fauci called for the trump administration to work with the biden team. >> it's almost like passing a baton in a race. you don't want to stop and then give it to somebody. you want to just essentially keep going. >> reporter: and joe biden's advisers are expected to meet with vaccinemakers this week, but first biden will be speaking about the economy alongside vice president-elect kamala harris in delaware. all right. it's 5:08 on this monday. let's jump in and show you what's going on with our temperatures. you can see they're up to 13 degrees milder than this time yesterday. mild air mass kind of snuck into our sky while we were sleeping. it's still cool in some places. fremont, 45. union city, 46. up in richmond, 57 degrees right now. the thickest fog will remain across the north bay with mid 40s. even a few low 40s like in napa. we have 42 in pleasanton. 45 in livermore. 46 in san jose.

so some cool spots out there. for your activity planner today, a great day to be outside. it will be our last mild day and our last dry one for a couple of days. clean those drains around your house. get the leaves out of there so the rain can get into the drain tomorrow when it's going to rain. showers, brief downpours. this storm has more moisture with it than our last storm. coming in during the morning commute especially outside of the south bay and inland east bay. that's where we expect light green to yellow and orange. moderate. then it moves across all of our neighborhoods by noon. it turns over to scattered light showers for the evening hours. again, more scattered light showers for wednesday. now, some of these rain totals you will see are pushing a 2 on our storm impact scale. there's not a lot of wind and other things that come with it, so we'll keep it a 1 for now. going to be dicey tomorrow out on the roads. let's find out about right now with jobina. >> thank you.

good morning. happy monday to you. for our super commuters out of tracy, it will be slower than yush urg usual. we had an earlier morning crash that is now cleared. we have a fog advisory issued by the chp for sonoma county. this will impact people on the 101. in emeryville, things are 23 ss filling in westbound. as i head out here, i want to give you a quick reminder from the san francisco bay ferry. starting today the midday ferry service connecting alameda, oakland and san francisco will resume. >> all right. thank you very much. local, state and federal agencies are working together on a serious hazmat situation unfolding on the petaluma river. photos show a marine construction barge partially under water. this was stuck in the mud saturday night. when high tide rolled in sunday morning the barge took on water.

listen to this, a family of three is okay after their boat capsized near alcatraz island. only abc7 news was there when san francisco firefighters brought the family safely back to shore at the hyde street pier. strangers called 911 because they saw it happen. the family seemed to be in good spirits once they got back on shore. >> a nice sunday afternoon and then my dad, he's not very good with boating. so he kind of tipped the boat over, the thing filled with water. then we got out of the boat. >> edward is very calm to have gone through what he went through. we're happy he is okay and his family. luckily everybody was wearing life vests. the worst part of the ordeal he said is they lost their car keys in the bay. >> wow. okay. an international crew of astronauts on their way to the international space station. >> and resilience rises, not even gravity contains humanity

if you're just joining us, here's the 7 things to know this morning. number one, moderna says it's covid-19 vaccine is nearly 95% effective. the drugmaker plans to get fda authorization in the coming weeks. solano county may be moving to the most restrictive tier because of a surge in covid-19 cases. restaurants, churches, gyms and theaters would no longer be able to operate indoors. all right. here's a look at our next storm system, it's just off the coast. it will bring rain to the pacific northwest today and bring us a chance of moderate rain and showers before that. how about some 70s for this afternoon. number four, president-elect joe biden and vice president-elect kamala harris will reveal their plans for the economy. you can watch their joint speech at 10:45 this morning on our website, abc7news.com and our free abc7 news app. number five, president trump has admitted joe biden won the presidential election. he made the admission in a tweet

over the weekend but quickly backed off that statement saying the election was rigged. number six, as we take a live look outside showing off 680 in walnut creek. no major blocking yuissues or traffic jams to report this morning. number seven, today is the deadline for survivors of sexual abuse to file a claim against the boy scouts of america. the scouts filed for bankruptcy protection in february and set up a compensation fund for those sexually abused as kids. tributes are pouring in for the long-time owner of ricky's sports theater and grille in san leandro. sports fans dropped off bouquets of flowers and shared fond memories of rickry ricardo. he died over the weekend from complications from alzheimer's disease. ricky's was a favorite hangout for all sports fans especially for the raider nation. >> the raiders love this year for vegas and always felt

comfort knowing we still got ricky's, this is our spot and to see ricky. so it's hard. >> this is like my second home so he's treated me with nothing but open arms. he's pretty much accepted all fans from all different teams. . the bar is closed right now because of covid-19 restrictions and it is in danger of shutting permanently. a gofundme page has been set up to raise money so it could survive. a health alert this morning for parents. new research finds that antibiotic use in babies could lead to asthma, eczema, hey fever, celiac disease, adhd and even problems with weight and obesity. the study was published in mayo clinic proceedings this morning. scientists say more research is needed to determine if the antibiotics are the cause or if there are safer approaches to diming, dosing and the types of antibiotics for children under the age of 2.

a young boy is getting a new bike and helmet. neighbors came together to help after his was stolen. 9-year-old sal says his bike was taken from the front of his family's garage. it kind of looks like this one. his parents posted about the theft online and find out that others in nearby communities have been victims of the same crime. >> a little wire popped off from one of the handles. >> i was blown away with how many people are dealing with the same thing especially recently during the pandemic. whoever did this, think about the kids before you do this again. it's not fair. >> so even though sal can get a new bike, he said he was really fond of his old bike. he would love to get that one back. people now, in the pandemic. >> come on. >> we hope he gets it back. we're coming back with a full 90 minutes of news including a new look for barbie. what you'll see on store shelves

consider a curfew this week. philadelphia plans to announce new restrictions on movie theaters, gyms and indoor dining. washington state is joining philadelphia in banning indoor dining. michigan is canceling in-person classes, shutting down group workout classes and closing casinos and movie theaters on wednesday. new york city faces testing challenges and delays as travelers rush to get results before thanksgiving. >> we agreed everybody would be tested in order to be able to go. my father is somewhat compromised at 80 years old and my mother is getting up there as well, so we want to make sure that they're safe. >> just because you test negative doesn't mean that you might not be incubating and might have been exposed in the time that it took to get the test result back. every social interaction carries a little bit of risk with it. >> more than 1 million new coronavirus cases have been reported in the past week. and the number of people hospitalized due to covid-19 has increased by 24%.

reggie? >> thank you. go out of california for thanksgiving and then come back home to quarantine. that's what the state would like us to do. but are we actually going to do it? we asked some of you and julian glover is live at oaklan international with some of your answers. >> good morning. yeah. that advisory that was released friday was exactly that, an advisory, not a warning, not travel restrictions, but many people that we spoke to yesterday at sfo said they had not heard about them. so the bottom line is state health officials are urging you to cut down on nonessential travel and that you quarantine for 14 days upon returning. that same advisory also going into effect in states in washington and oregon friday as well. the advisories going into effect with thanksgiving right around the corner next week. college students planning their return trips home. the number of covid-19 cases surging all across the country. so we asked a dozen anonymous

travelers at sfo yesterday if they plan on following that advisory. we promised not to show faces to get honest answers. here's what we heard. >> do yyou plan to quarantine? >> i do. >> are you aware you're being advised to quarantine for 14 days upon arrival? >> i was not aware of that. >> nobody told you? >> no. >> are you aware you're being advised to quarantine for 14 days? >> yes. >> do you plan to do that? >> i will not be. >> so the guy you just heard from tell kris reyes flat out no say he cannot quarantine because he will travel again in five days. unless he's on essential travel that's the travel activity state health officials are asking you to try to avoid. other people said they just had not heard of the advisory yet. it was just released friday. we were speaking to people sunday evening. that's unfortunate because several of them were traveling

from covid-19 hot spots. talking about places like phoenix, houston, and also colorado. something to keep in mind as we all get ready if you're thinking about traveling this holiday season. reporting live just outside of oakland international airport, julian glover, abc7 news. >> thank you. united airlines will start testing more passengers for covid-19 today. united calls it the first free transatlantic covid-19 testing pilot program. the airline is offering free tests for every passenger on select flights from newark to london. the anyone who does not want to be tested will be put on another flight. the airline says this ensures that everyone on the flight will have tested negative before takeoff. the pilot program will run through december 11th. you get to london and you have to quarantine and nothing is open, so -- >> friend. >> i don't know why you would do that. the spike in coronavirus cases is increasing the demand for testing here in the bay area. some testing sites in san francisco are now reaching

capacity. the abc7 news reporter cornell barnard with what officials are doing about it. >> reporter: across california the need for covid testing is in high demand. in l.a. hundreds waited for hours in their cars for a covid test. the lines grew longer into the night. likewise in the bay area, where you could wait days to get an appointment. there are 19 city-run testing sites in san francisco like this one here at pier 30 on the embarcadero. with the surge in covid cases many are reaching capacity. >> the lines are getting longer and longer. >> reporter: the health committee chairman from the latino task force says demand is unbelievably high at this test site in the mission. recently 500 people are getting tested every day. >> we are here to service the latino community but not exclusive to and so we take care of the folks that show up that need that test. >> reporter: he believes the city needs more testing sites. >> we need a vast amount of low barrier testing sites throughout san francisco, easy access, same-day walkup in all the

welcome to monday. i think will you like today. unfortunately it's one of those days where the sun sets at 4:56. if you have to work all day, maybe kick off at lunch and take a bit longer and enjoy the nice weather. right now we're a little chilly in the east bay valleys. 40 in danville to about 49 degrees heading into pittsburg. did you see mount diablo's temperature, 65. there is warm weather lurking just above our neighborhoods. that will translate into such a mild afternoon. thick fog up in the north bay. 40s there. 40s and 50s throughout the south bay and around the bay. other than that fog in the north bay for the morning, your commute ought to be good. coat this morning. sunglasses and no coat heading into the afternoon hours. let's talk about tuesday and wednesday. two parts to this storm. cold front comes through bringing us moderate rain and downpours on tuesday. on the colder side of that, unstable air on wednesday. scattered lighter showers. it will be breezy both days.
