clean as you look from the east bay hills camera. check out what it does this afternoon. if you liked yesterday afternoon, i think you'll like this one more. as 70 in san francisco to 74 in san jose and santa rosa. 71 in napa and concord. and also in oakland. the cool spot, half moon bay at 66. we have healthy rain on the way. it comes as quickly as tomorrow in the accuweather 7-day forecast. here's reggie. >> thanks. >> we have some good news about a vaccine development. this is moderna revealing that its vaccine is nearly 95% effective. what is the health and human services secretary saying about this. >> he says this is something to celebrate. with today's announcement moderna says they're on track to ask for fda authorization in the coming weeks. besides being so effective, the moderna vaccine has another big positive. it can be stored at normal refrigeration temperatures making it easier to store and transport than pfizer's vaccine. this morning on "gma," health

and human services secretary alex azar says there are ongoing talks about distribution. >> this all goes through private distribution channels, goes to the cvs, walgreens, hospitals, and some of our governors, we'll have a call again with them and the vice president and we'll work to keep getting that understanding there but we'll get them whenever they need and make sure it is a good distribution process for these historic vaccines. >> just last week pfizer announced the vaccine is 90% effective. as we all know a covid-19 vaccine can't come soon enough. the u.s. hit more than 11 million cases, 1 million of them were reported last week. >> thank you. as we get new information about the vaccines, the number of cases across the u.s. continues to skyrocket. so here is the latest look at california. the state recorded 11,000 new cases on saturday. that is the highest since early august. the positivity rate continues to

rise with the 14-day rate jumping to 4.4%. on friday it was 4%. nearly 3,700 people are in the hospital in california being treated for covid-19 and about 1,000 of those people are in the icu. health and the economy are two things we're focused on in our effort to building a better bay area. abc7 news reporter amy hollyfield is live in solano county which could be moving back into the most restrictive tier soon. amy? >> hi, kumasi. a county supervisor here announced this county will move into the purple tier starting today that would impact stores like these here at this mall. here is a facebook post that the supervisor made in making the announcement. the supervisor said the state's public health officer told her they will move to the purple tier today and that they may be calling for a curfew later this week. this means movie theaters and gyms will be forced to close.

restaurants also won't be able to allow people indoors. they can only offer outdoor dining. places of worship would have to shut down. the supervisor who made the post said we all need to do our part to try and stop the spread of covid, staying home, staying six feet apart in our masks when we are out. stores can stay open. so this mall will be able to stay open but must cut down on the number of people allowed inside in half, from 50% to 25% capacity. the county must stay in this tier for at least three weeks before removing to a least restrictive tier. amy hollyfield, abc7 news. >> thank you. nearly a dozen college students are being quarantined because of attending a party.

>> new at 6:00, check out these damaging wind gusts in new york. a storm that swept through the tri-state area last night even triggered some tornado warnings. we had downed trees cut the power to thousands of people. at least 28,000 are left without power in new jersey. impressive storms right there. not supposed to get those in november in new york. climate change. here's a look at what's going on back here at home. clear conditions and mainly low to mid 40s across the south bay. some 50s around los gatos and lows altos hills. it's a good day for exercising for remote learning, the kids can go outside, get rid of some of that extra energy and clean the drains and the gutters as we have a healthier storm system coming in. tomorrow morning it's going to bring moderate rain to at least

research with hopes for medical breakthroughs. the crew is going to spend six months at the iss and that is a new record. a family of three is okay after their boat capsized near alcatraz island. only abc7 news was there when san francisco firefighters brought the family safely back to shore at the hyde street pier. strangers called 911 because they saw it happen. the family seemed to be in good spirits once they got back on shore. >> a nice sunday afternoon and then my dad, he's not very good with boating. so he kind of tipped the boat over, the thing filled with water. then we got out of the boat. >> everybody had life vests. the worst part of the ordeal he said is they lost their car keys in the bay. >> wow. this morning we're hearing from a rescued hiker who was

brought back to life. michael knapinski was lifeless when authorities found him in whi whiteout conditions. he was flown to seattle when his pulse stopped. doctors jumped into action, they used cpr and used a machine to keep him alive by pumping blood o outside of his body. after 45 minutes, they were able to jump start his heart. >> i woke up, i didn't comprehend what happened. >> you're rebooting the most complicated computer, in the world, the brain. it shut down. it got cooled on rainier, and it was completely offline. his heart wasn't working. >> extremely grateful. everybody here at the hospital for not giving up on me. >> doctors are hopeful he will make a full recovery. >> 45 minutes? >> yeah. >> what? >> those doctors need -- that is

marin county and in sonoma county. the heaviest of the rain will be in mendocino county. our system is a small weak atmospheric river. it is not coming at us due west to east, it's coming more from the southwest to the northeast it won't be around very long. it will pump out healthy amounts of rain. even the chance of thunderstorms on the sonoma county coast tomorrow. the mendocino county coast on wednesday. here's a look at your rain potential. the through tomorrow's morning commute. if you live north of san mateo, san francisco, oakland, there's a good likelihood you'll be wet by the end of the commute. everybody is wet for the evening commute tomorrow. look at that, anywhere from 0.2 inches of rain to a half inch of rain. we throw in the scattered showers for wednesday. you're starting to see an inch in some of the mountains like the santa cruz mountains and the north bay mountains. the rest of us will be a third of an inch to two-thirds of an inch. it will come down gradual enough that we shouldn't have debris

door of a 5. it will make landfall as a 5 later tonight. parts of the region, that being nicaragua and honduras still not recovered from the effects of eta as you can see here which was just a week ago. you're looking at some of that flooding. this will be even more devastating because look at this storm. i have it here on live doppler 7. winds 155. so it's only one degree or one mile per hour from a category 5. 175-mile-per-hour wind gusts. let me show you what happens as we get deeper into the forecast. watch this. it just rolls across there and stalls the next 60 hours. so rainfall amounts are going to run up more than a foot on that already saturated area. thankfully it's sparsely populated, but those that are there, it will be devastating, life changing and also earth altering with all the mud slides it will cause. just sad, sad situation developing there. >> all right. thanks for the update. this morning a serious

hazmat situation unfolding on the petaluma river. these photos from the petaluma fire department show a ma ryrin construction barge partially under water. this was stuck in the mud saturday night. when high tide rolled in sunday morning the barge took on water. here's the problem, the owner drained diesel fuel tanks but there are petroleum products on board which are leaking into the water. a health alert this morning for parents. new research finds that antibiotic use in babies could lead to health conditions later in life like asthma, eczema, hay fever, celiac disease, adhd and even problems with weight and obesity. the study was published in mayo clinic proceedings this morning. scientists say more research is needed to determine if the antibiotics are the cause or if there are safer approaches to timing, dosing and the types of antibiotics for children under the age of 2. president trump's alleys are reportedly finding ways to

monday, november 16th. we want to get a check of that forecast with mike and the talk of rain. good morning. >> good morning. hi, everybody. yeah. a little milder air mass moved in during the overnight hours. that's created some fog up around healdsburg and also in santa rosa and some of that has spread through places like petaluma and over towards napa and american canyon and vallejo. that will be around through the morning commute. dangerously low visibility there. less than a quarter mile. we can see from the east bay hills camera, it looks clear around the bay. a bit of fog possible along the coast. we'll have sunshine this afternoon, a few high clouds. we'll call it partly cloudy, mildest temperatures this week. low to mid 70s for our bay and inland neighborhoods, mid to upper 60s along the coast. rain comes in tonight. i'll give you an hour-by-hour look at this soaker next. >> all right. thank you. this morning the u.s. continues to grapple with spikes of covid-19 at a rate like we have never seen before.

>> cities across the country are doing everything they can to try to get the virus under control again. today a new stock market eday a advisory takes place in philadelphia and chicago. there will be a ban on indoor dining and the closure of movie theet theaters and gyms. new york city faces testing challenges and delays as travelers rush to get results before thanksgiving. >> we agreed everybody would be tested in order to be able to go. my father is somewhat compromised at 80 years old and my mother is getting up there as well, so we want to make sure that they're safe. >> just because you test negative doesn't mean that you might not be incubating and might have been exposed in the time that it took to get the test result back. every social interaction carries a little bit of risk with it. >> yesterday the u.s. hit 11 million total covid-19 cases since the start of the pandemic. but 1 million were reported just

in the past week. go out of california for thanksgiving and then come back home to quarantine. that's what the state would like us to do. but are we actually going to do it? we asked some of you and julian glover is live at oakland international with some of your answers. >> good morning. yeah. people we spoke to were split and that's okay because that advisory that went into effect is an advisory, not a ban or a restriction. bottom line if you leave california, when you come back you have to quarantine for 14 days, or at least state health officials are asking you to do so. that same advisory also going into effect in states in washington and oregon friday as well. the number of covid-19 cases surging across the country. so we asked a dozen anonymous travelers at sfo yesterday if they plan on following that advisory.

quarantining after just getting back from outside of the state. we promised not to show faces to get honest answers. here's what we heard. >> do you plan to quarantine? >> i do. >> all 14 days? >> i will get a test on tuesday. if that's negative i'll base it on that. >> tell me your quarantines planned. >> it's already been arranged for me through my job. i work in health and safety so i'm aware of what's going on. >> do you feel an advisory is a strong enough message? >> yes. >> there's too much gray area. >> what's forcing you to do it? >> my mom is elderly. i don't want to risk her health. >> some people with elderly parents or young children saying they don't want to risk it so they're quarantining. the majority of people we spoke to said they plan on quarantining or getting a covid test to make sure they're negative before seeing others. one person flat out said no and that's because they had to

travel in another five days. that advisory asking you to quarantine for 14 days after you leave the state of california. but many people we spoke to say they plan on getting a test when they get back to know they're not positive and spreading covid here. reporting live just outside of oakland international airport, julian glover, abc7 news. >> thank you. there is a scramble to get tested before holiday gatherings, and now many test sites in san francisco are reaching capacity. jobina is at the live desk with the situation in the bay area. >> thank you. there are 19 city-run testing sites in san francisco but with the surge in cases some testing sites are reaching capacity. the city's public health director says not everyone in line is a high priority. >> it's for people exposed or that have symptoms or essential workers. if people have other reasons to get tested, they should go to their primary care doctor. >> other reasons include plans to travel. the city does not want travelers at the city-run sites to help

let's talk about your commute as we look at clear skies from san jose. we're looking at a few high clouds to the north. gorgeous as they're being uplit by the impending nre. other than that a quiet commute. let's talk about tomorrow. here we are at 4:00, drizzle in the north bay, it quickly becomes light to moderate rain by 9:00. northern half of the bay area will be wet by the end of the commute. all of us are wet by noon. by the evening commute leftover slick spots and wetness on the roads as we turn to scattered light showers. that will continue heading through wednesday into wednesday afternoon. and then it starts to taper quickly wednesday evening. we'll look at those rainfall amounts because this is a pretty healthy storm coming up. we want to get over to jobina and talk about a dry commute this morning. >> thank you, mike. a couple crashes to get to in the east bay starting in sunol. we have about a 6 1/2 mile long backup due to a crash involving multiple cars.
