reopenings as coronavirus cases spike. 41 counties will be in the most-restrictive, purple tier. >> that means transmission is widespread. restrictions include limiting indoor shopping and malls to 25% capacity. in addition, indoor dining stop. >> alameda, contra costa, santa cruz will join sonoma county in the most restrictive. marin will move back to the red tier. the new tier restrictions go in effect in less than an hour now. businesses getting just a day to readjust, ama, once again. >> yeah, dan, we have team coverage on these changes. let's begin with chris reyes in the south bay with business owners who are incredibly

will be the next commander in chief. now abc news has obtained a message from the top federal official blocking the transition and accessing government resources claiming she cannot ascertain biden won. in that message, emily murphy, head of the general services administration appears to actively be looking for a new job herself. a move some in washington signals her understanding that the current administration lost the election to joe biden. in the meantime, preparations for the january 20th inauguration are under way, even if the transition of power isn't. the president-elect, joe biden, is moving ahead despite slowdowns from the white house, today speaking about his coronavirus economic relief plan. most gop senators are playing along with trump's refusal to accept the reality of his defeat. only four have acknowledged biden as president-elect. governor newsom, meantime,
