now at 5:00, governor newsom pausing reopening statewide as cases nearly double in just ten days. the big impact here in the bay area, including changes you'll start to notice today. >> we are gearing up for a very tough winter. local hospitals preparing for the possibility of a surge in patients. the lessons learned since the start of the pandemic. right now we are taking a live look at the golden gate bridge. we're going to see rain in the north bay for the morning commute before it becomes more widespread later today. good morning, everybody. it is tuesday, november 17th. >> it certainly is. we promised you that rain was coming. mike, when does this all start? >> hi, guys. let me tell you what's going on outside. i apologize. i can't hear you right now. but, you know it's going to rain today. let's take a look at live doppler 7 and you can see it's pretty quiet and clouds starting to take over and the possibility of a little drizzle before the

steadier rain moves in which is off the mendocino county coast. here's a look at your storm impact scale today. light to moderate rain and then just some scattered showers as we head into the evening hours. it's going to be breezy especially this morning before the steady rain rolls in. gusts could get up to around 35 miles per hour and blowing southwest to northeast. they could affect some of our east/west bridges and definitely our higher elevations. temperatures mild even with the rain low to mid 60s today. we'll take an hour-by-hour look and what to expect coming up. back to you. >> thank you. expect changes with businesses in your county and that starts today. governor newsom says he had to pull the emergency brake on reopening because new cases of coronavirus nearly doubled in just ten days. >> this is simply the fastest increase california has seen since the beginning of this pandemic. >> here's a look at where the bay area stands. and look at all that purple. here's the easiest way to put it. every county is in purple except for three.

marin, san francisco and san mateo are currently in the red tier. now, the purple tier means transmission is widespread and counties have to reimpose restrictions. that includes limiting indoor retail stores and shopping malls to 25% capacity, closing all nonessential indoor businesses like churches, movie theaters and gyms and indoor dining has to stop and all bars and breweries that do not serve meals have to close. now, these restrictions just went into effect at midnight so that meant businesses really only had one day to adjust to all of this. abc7 news reporter julian glover live in san jose with how they're reacting to. julian. >> here we go, again, with the reopeni reopening. and now closing yo-yo. now more businesses here in the south bay are wondering if they'll be able to make it another month. this new wave of restrictions has everyone from restaurant owners to property managers wondering if this is it. many small business owners say this is the latest and most unexpected jump to the most

restrictive purple tier here in santa clara county and it has them frustrated. some unable to see a path forward. >> we could lose everything. my family, we've been here for 32 years. >> even to survive this new lockdown? >> well, we're hoping to. >> a lot of the tenants looking for a shoulder to cry on. they are just trying to put together a game plan. >> county leaders in santa clara county asking residents to take the virus extreemely seriously s cases continue to spike down here in the south bay. meanwhile, governor newsom pledging that it will be his top priority preparing the 2021 budget going into january to help small businesses that are hurting so much right now. reporting live here in downtown san jose, julian glover, abc7 news. >> thank you, julian. state health officials have tightened the rules for wearing masks. the biggest change involves outdoor interactions. people must wear a face covering at all times outside if they are

within six feet of others who are not in their houseplhold. you still don't need to wear a mask if you're driving by yourself or with household members or in an office working alo alone. as cases surge, officials are considering more drastic measures than even what we have today. l.a. county officials are going to look at a curfew. governor newsom said he is also considering that. >> we also are considering full disclosure. little bit of a preview. the notion of a curfew. >> so, what does that mean? well, in massachusetts they have a stay-at-home advisory between 10:00 at night and 5:00 in the morning. all gatherings have to end 9:30 and restaurants have to stop table service and alcohol sales are supposed to end there. alcohol sales at any establishment has to stop at 10:00 and restaurants have to close by midnight in virginia. local hospitals are preparing for a surge of cases

and people who may require treatment. abc7 news reporter kate larsen spoke with a local doctor about what they're learning about the virus since the start of the pandemic. >> we are gearing up for a very tough winter. >> reporter: chief of emergency medicine dr. chris colwell says the next six to eight weeks could be difficult. >> we were down to two patients in the hospital and nobody in the icu and this week we've had as many as 14 in the hospital and four in the icu. >> reporter: the good news. only 3% of occupied icu beds are covid patients and city hospitals still have plenty of capacity. 550 open beds. but sutter health which has hospitals and medical facilities throughout california is seeing a more significant surge in sacramento. >> almost as if the virus is traveling rapidly up the i-5. >> reporter: he wants people to

stay home for the holidays. >> i think it's important that all of us take on that responsibility of being sure that we don't run any risks that aren't necessary. >> reporter: while the curve is trending up again, dr. eisenberg said they learned enough about treating covid to reduce average hospital stays from 20 days to eight days. >> using high-flow oxygen rather than intubation and now recently adding in steroids has been incredibly beneficial. >> we will get through this. we are as well prepared in san francisco as we have ever ever r >> reporter: kate larsen, abc7 news. tighter guidelines on how we should celebrate the holidays safely. this is coming from dr. mark ghaly. urging everyone to stay local within a two to three-hour drive from home. if you do attend a gathering, you're advised to keep it outdoors and keep it short. and anyone living in red and purple tiered counties which is

all of us in the bay area are strongly urged not to gather indoors with other households. if you do travel outside of california, you're asked to self-quarantine for 14 days when you come back. and you can weigh the different holiday activities and risk level with the holiday risk calculator. medical experts weigh in on each common scenario like gathering or sharing a meal and you can find this tool now at abc7news.com and our abc7 news app. this morning president-elect joe biden is upping the pressure on president trump to cooperate with his transition team. jobina is at the live desk with a warning from biden that this could really hurt the american public. >> kumasi, this is a troubling situation. joe biden believes if the president doesn't allow his team to coordinate the transition, it could lead to more deaths and a delay in distributing a covid-19 vaccine. biden's team is being blocked from receiver sensitive information and cannot coordinate with federal agencies because president trump has not conceded the election.

dr. rick bright, a member of biden's coronavirus task force was on "gma" this morning talking about the process. >> there's a lot of work still in front of us to make sure these vaccines are available for all americans. there's a lot of coordination that goes into putting those vaccines into a vial and making those vials, shipping those vials out across the country getting those into the hands of doctors and nurses so they could administer those vaccines. >> if dr. bright looks familiar, he is. he was a trump administration vaccine expert until he resigned from the nih after accusing the trump administration of playing politics. you can watch his full interview coming up at 7:00 on "gma." biden is moving forward with cabinet appointments and expected to announce key members of his administration later today. >> thank you, jobina. happening today, dr. anthony fauci will be honored by the journalism school at san jose state. will receive the william

randolph hearst for mass communication during a virtual ceremony. dr. fauci is being recognized for quote the most trusted voice during the covid-19 pandemic and in 2020. he is expected to answer questions from students during this virtual event. >> let's talk about how mild it is first and then we'll get to the rain. the mild temperatures is what you'll find when you step outside. especially in the south bay. 18 degrees warmer in places like san jose and we do have the microclimates out there. i apologize i'm having some issues with one of my lights and now i look like i'm on the dark side of the moon. so, here we go with temperatures down in the south bay low to mid 60s with increasing clouds. we have a few pockets of cooler weather. look at lafayette and fairfield and out towards brentwood 40s there. we have our microclimates this morning. sutro tower you can see it bouncing around with the winds and gusting out of 35. if you're exercising, become wet today.

if it's remote learning, you're going to have to stay inside today and if you work from home, you don't have to worry about that wet commute. there's a positive. here's a look at mainly going to focus on our commute. so, during the morning commute mainly up in the north bay where we'll find the steadiest rain and some drizzle and rogue areas of rain outside of that and as we head into the evening commute, showers developing in the northern half while the steady light to moderate rain moves through the south half and then as we head to tomorrow's morning commute, some drizzle and you can see some scattered showers and those are over by the evening commute. rainfall totals pretty healthy with two of these storms. one coming in today and another coming in tomorrow. you can see nearly a quarter to half inch today and add maybe another tenth of an inch tomorrow. i'll take an even greater hour-by-hour look at this coming up in the big weather. so far so good for the drivers at least weather wise, jobina. >> thank you, mike. i enjoy your lighting. it's moody. we're taking a live look outside showing off our oakland 80 at

hurricane iota made landfall along the coast of nicaragua as a dangerous category 4. thankfully it did weaken. winds of 155 miles per hour still swept through which is just two miles per hour below

category 5 status. remember yesterday up to 165 miles per hour. iota is heading west in central america where people are still recovering from hurricane eta less than two weeks ago. so much devastation out of that storm coming their way. let's take a look at what's going on from sutro tower. you can see steadiest light to moderate rain moving into the north bay around 7:00 and everywhere but the south bay by noon and by 4:00 start to transition from a light and moderate steady rain to over to light to moderate showers and then just light showers as we head into the evening hours. now, we do have king tides today. look for some flooding around san francisco and around 12:10 and up in mill valley around 12:41. around the state valley rain and mountain snow. in fact, the snow is going to be dangerously heavy. a very moisture laden wet snow that will bring down trees and power lines and will add up to nearly two feet and you throw in winds at 60 miles per hour and i

would not travel through the sierra today if you could help it. >> mike, thank you. a new report this morning says president trump considered a military strike against iran during a meeting just last week. sources confirm to abc news that the president asked his top national security adviser what options were available to take out iran's nuclear facilities. but his top aides talked him out of it warning the president that it could lead to a bigger conflict. nato is also warning this morning that the price for leaving afghanistan too soon could be high. the warning coming after a u.s. official said that president trump is expected to withdrawal a significant number of american troops in the coming weeks. the move would leave 2,500 troops in afghanistan after mid-january. mitch mcconnell even saying a rapid draw down could be dangerous. troops have now entered their 20th year in afghanistan. facebook's mark zuckerberg and jack dorsy will be back

during a direct message and will not show up in search. it's similar to facebook, instagram stories feature. i like the music that just came in there. twitter said it will be updated over time and new features and creative tools based on how people are using them. reggie? >> that's nice. but i think we know what this is really for. so some other things you want to have disappear. let's check in with mike for our weather forecast that won't disappear. >> before we get back to the rain, let's talk temperatures really quickly. you can see it's going to be a very mild day with a southerly wind and southwesterly as a matter of fact. any southwest facing slopes like marin county coast and sonoma county coast and even the santa cruz mountains the rain is going to be heavier in those areas. look at those temperatures low to mid 60s in most neighborhoods. tonight is pretty mild and also most of us in the 50s and steadier rain becoming light to

moderate and scattered showers and even some drizzle. so, expect things to remain moist during the overnight hours so the two commutes i'm concerned with being slick are the evening commute today and the morning commute tomorrow. so, here's live doppler 7. you can see we're getting the increasing clouds right now. if you're just joining us storm impact scale. light to moderate rain and then transition to showers this evening and gusts up to 30, 35 miles per hour before the rain really sets in. so, here we are through 9:00. up in the north bay along the coast. that's where we'll find the steadiest of the light to moderate rain. now, if you're heading out for lunch, the south bay may be saved at the beginning of lunch, but by the end of lunch, some rain should be moving into the south bay and east bay valleys. when the kids get off school at 3ic which, everyone is dealing with light to moderate rain. by the evening commute, you could see it starting to taper and by the end of the commute, just becoming scattered showers and then for the evening hours if you're heading out, the

streets will be slick and grab an umbrella. so, there you go. by 9:00, you could see the best chance of rain, santa cruz mountains in the north bay and by 1:00 everywhere but the south bay and by the evening all of us dealing with the wet weather. reggie? >> thank you. santa clara supervisors will talk about the future read hillview airport as grow call calls are growing to shut it down. the environmental agency found that lead concentration in the air near that airport exceed national standards. supervisors anticipate closing the airport after 2021 but that is not good enough for some san jose city council members. >> our message to the santa clara county board supervisors is simple. stop lead poisoning east san jose kids and families and don't wait until official closure, reduce activity now. shut town this airport and commit to a new future. >> some community members want housing built on the nearly 200 acres of land. starting today, you can get

things to know this morning. not raining right now, but it is getting close in the north bay. we have a one on the storm impact scale for a wet and breezy day today. and a one on the storm impact scale for lingering scattered light showers tomorrow. our next chance could be sunday. number two. expect changes with businesses in your county starting today. every bay area county is now either in the red or purple tiers for reopening after new cases of coronavirus doubled in just ten days. and number three, san francisco will open a new covid testing site today at the alemany bay area farmers market. schools that already welcomed back students can stay open but no additional schools will be able to reopen. and number five. pfizer has launched a vaccine delivery pilot program in four states. the goal is to test delivery of its vaccine which has to be stored at extremely cold temperatures. number six. we do not have any major

weather over us. the green's light and the yellow and orange is moderate and look at those temperatures in the low to mid 60s. so, expect a mild, wet and breezy day today and more rain on the way for tomorrow. we'll talk about that coming up. here's kumasi. >> thank you, mike. happening now, reopenings rolled back statewide. six of the nine bay area counties and 41 of 58 california counties are now in the most restrictive purple tier. this comes as the state deals with a surge in coronavirus cases. here's a look at where the bay area stands this morning. alameda, contra costa, santa clara, santa cruz and solano counties will join sonoma in the most restrictive purple tier. marin, san francisco and san mateo counties in the red tier. the purple tier means transmission is widespread and counties will have to reimpose restrictions. they include limiting indoor shopping malls and retail to 25%

capacity closing all nonessential indoor businesses like churches, movie theaters and gyms and indoor dining has to stop and all bars and breweries that do not serve meals have to close. covid-19 is spreading rapidly across the u.s. abc news obtained an internal memo from the health and human services department and shows the number of new cases rising in 53 states and territories. jobina at the live desk with what is being done to stop the spread. >> thank you, reggie. vice president mike pence is expected to lead a coronavirus task force meeting at the white house today and states across the country are also taking action. iowa's governor has issued a mask mandate indoor gatherings in new jersey are limited to ten people and masks are now required in state buildings in oklahoma and restaurants in the state must close at 11:00 p.m. starting on thursday. >> oklahoma's not alone. big cities, small towns, west coast, east coast. all in between are seeing their cases increase. >> the u.s. now averages about

145,000 new infections daily. nearly a quarter million americans have died since the beginning of the pandemic. hospitals have been overwhelmed and today nearly 800 nurses plan to strike in pennsylvania. they are understaffed and underpaid, kumasi. >> thank you. want you to get tested for covid-19 before thanksgiving. today a caravan of families will drive to the testing site part of the county's testing before turkey campaign. now although big family gatherings are not recommended this year, many families will still participate in smaller thanksgiving dinners. san francisco is opening a new testing site at the alemany farmer's market today. this comes as city officials urge everybody to stay home for the holidays and not use testing as a means to travel. director of public health dr. colfax says a negative test does not mean you're harboring the

virus. >> next week is thanksgiving and as hard as it is to say this, please, do not travel. the safest way to celebrate thanksgiving is to stay home with members of your own household. >> now, if you are planning to gather in person, dr. colfax suggests doing it outdoors and keeping the group to six people or less and, of course, wearing your mask. in the south bay, san jose mayor sam liccardo put the coronavirus situation very bluntly on facebook. quote, it's time to cancel the travel plans for thanksgiving gatherings and get your flu shot to avoid overloading our hospital rooms with flu cases and, yes, wear a mask. bay area school administrators are rushing to figure out how the new restrictions could impact their reopening plans. amy hollyfield is live in walnut creek with what parents need to know right now. amy. >> well, reggie, if your kids are in school the plan is they will stay there. but if they aren't, like children here in walnut creek,

it's going to be tougher, take a little longer for them to get in. for example, the palo alto superintendent is now reassuring parent in-person classes will keep going for the 2,100 kids who are already in school. but additional kid will not be allowed in. this does not mean administrators don't want them there. some realize how important it is for the kids to be in class. >> everyone's got personal opinions about what that does to the economy, but i can tell you my professional opinion about what it's done for students is devastating. >> but, the governor's announcement that 28 counties are moving to the purple zone means no additional schools can reopen in those areas. and that includes the schools here in walnut creek, contra costa county is in the purple so kids need to sit tight for now and keep doing that distance learning. live in walnut creek, amy hollyfield, abc7 news. here in the bay area your

only option to eat inside a restaurant is to go to san mateo county. the county just moved from the red to the orange tier. dining restrictions have led to a lawsuit from a group of restaurants in san francisco. they are suing the county demanding refunds from permits and license fees. county officials are restricting operations but still requiring them to pay the full payment. governor gavin newsom has formally apologized for attending a friend's birthday dinner at the posh french laundry restaurant. >> you can quival about the guidelines, et cetera, et cetera but the spirit of what i'm preaching all the time was contradicted and i have to own that. i want to apologize to you. i need to preach and practice, not just preach. and not practice. >> and this comes, this comes amid new questions about an unidentified group of california lawmakers who are on a trip to hawaii this week.

"the sacramento bee" they went for the annual policy conference and this comes just days after the state issued a travel advisory. advised everyone to stay close to home. so, if you do leave california you're being asked to self-quarantine for two weeks when you get back. this morning president trump still has not conceded the election and continues to make unfounded claims of voter fraud. a smooth transition of power is critical to handling this pandemic. abc news reporter elizabeth schulze has the warning. >> reporter: now warning president trump's refusal to start the transition process could have dire consequences for the nation's response to the coronavirus pandemic including the distribution of a vaccine. >> more people may die. if we have to wait until january 20th to start that planning, it puts us behind over a month, month and a half. and so it's important that it be done now. >> reporter: as trump refuses to concede the election, the biden

team is being blocked from receiving sensitive information and coordinating with federal agencies. >> it would make it a lot easier if the president were to participate. >> reporter: instead the president is doubling down on unfounded claims of election fraud as his campaign continues to challenge the results in the courts. yet so far of the more than two dozen cases brought forward, judges have found no evidence of fraud. one judge in nevada saying at what point does this get ridiculous. in the meantime, president trump is piling on new challenges for the incoming biden administration. abc news confirmed that trump asked his senior advisors last week for options on attacking iran's main nuclear site after inspectors reported a significant increase in the country's stockpile of nuclear material. any traumatic military action could compliment the agenda. mike pompeo were among the group who convinced the president not to pursue a military strike. and president-elect biden is

continuing to move forward with cabinet appointments. sources tell abc news the first woman to lead a democratic presidential campaign to victory will be named deputy chief of staff. elizabeth schulze, abc news, washington. all right. 5:41. all of us in anticipation of dealing with the wet weather today. but before that happens, look at these temperatures. mid 50s to mid 60s with increasing clouds, some drizzle possible along the east bay shore, definitely up in our hills and mountains before the steadier rain starts to move in. we do have some of our valleys where we have 40s locked in like the east bay valleys and up in the north bay, everybody else in the 50s and 60s. so, our microclimates are definitely this morning. let's talk about your commute as we look at 87 in san jose from the shark tank northward to maneta san jose international. poor this evening and poor by noon for most of us.

here mirrors what is expected to happen at the state and local level. the big question, once a vaccine is available to the general public, how many people will feel comfortable getting it? recent polls suggest that as few as 30% of the public would definitely get it. >> if reputable people like tony fauci and others who are well credentialed and tell me the research is safe and we should try it, i will. >> reporter: others want more information. >> from the doctors and from nurses and people involved in the clinical trials. i'd like to see what information is out there, you know-how is it going to affect me in the long term. >> we're going to let the trials finish and make sure there are no increased incidents of adverse events and then we'll see how, we'll have to see how it goes. i certainly plan to get the first dose available to me. >> reporter: hospitals here and across the country could begin receiving and dispensing the vaccines inside their facilities as soon as next month.

gusting up to 35 miles per hour. if you're driving through the higher elevations, little gusty there. let's look at our temperatures and day planner for today and all revolves around when the rain dwets to you. outside of the south bay. that means everywhere else by noon and then by 4:00, the steady rain is in the south bay and then we're already transitioning to scattered showers in the north bay and then all of us scatter to the light showers by 7:00. temperatures reach the mid 60s before the cold front passes through by 4:00 and then start to drop in to the 50s after the 4:00 hour. it will be a little bit cooler then. king tides today about 12:00 in san francisco and 12:41 in mill valley. you can see we have rain as far south as monterey today and heavy, wet, damaging snow in the sierra up to two feet. and with the moisture content being so great, we could have trees come down, power lines come down and with winds gusting to 50 miles per hour, that will make the situation even more

welcome back, everyone. we know problems with unemployment claims are on your mind. michael finney and 7 on your side are tracking the issues and the state has shut down 350 claims to try to weed out fraud. that left some legitimate workers without benefits. that includes one mother who provided in-home care to the elderly. once the pandemic hit, she lost her job. and now the unemployment
