countless small businesses. first a live look from our golden gate bridge camera. this morning, the bay area getting a dose of rain today and mike is tracking all of the wet weather. good morning, on this tuesday november 17th. and let's start with mike and talk about the timing of this. hey, mike. >> hey, reggie. thank you very much. hi, reggie and kumasi. so far everything is fine as far as the wet weather. you have dry conditions and increasing clouds which means some pockets of drizzle to light rain developing ahead of our initial line which you could see right there is still well to our north. here's what to expect today. we have light to moderate steady rain moving into the north bay during the morning commute and then for the rest of us, it will slide south during the day. during the evening hours, it will turn over to scattered light to possibly a few moderate showers. rainfall going to be a wide range from a tenth of an inch in the south bay to three quarters of an inch in the north bay. more than that up in our

mountains where we'll have more than an inch. you can see during the afternoon hours, the rain is looking pretty impressive and so are those temperatures low to mid 60s. an hour-by-hour look at that wet weather coming up. >> thanks. expect changes with your businesses starting today. governor newsom had to pull the emergency brake on reopening because new cases in the state nearly doubled in just ten days. >> this is simply the fastest increase california has seen since the beginning of this pandemic. >> look at all that purple. every county in the bay area is in the purple tier except for marin, san francisco and san mateo, they're in the red tier. purple tier means transmission is widespread and that includes limiting retail stores and shopping malls to 25% capacity and closing all nonessential businesses such as churches,

movie theaters gyms. these restrictions just went into effect at midnight and that only gave businesses a day to adjust to everything. abc7 news reporter julian glover live in the south bay with how they're reacting to all of this. julian. >> good morning, kumasi. yeah, if you think you have covid fatigue, imagine what these businesses and business owners have been going through. the yo-yo of reopening and now closing happening once again down here in the south bay as they jump to the most restrictive purple tier here in santa clara county. so many business owners wondering if they'll make it another month at this point. again, the new wave of restrictions has everyone from restaurant owners to property managers wondering if this is it for them. many small business owners say this latest and most unexpected jump to the purple tier has them frustrated and some at this point can't even see a path forward. >> we could lose everything. my family we've been here for 32 years.

>> will you survive this new lockdown? >> we're hoping to. >> a lot of the tenants were looking for a shoulder to cry on. they are just trying to put together a game plan. >> county leaders here in santa clara county asking residents here in the south bay to take this virus very seriously given the sudden spike and gradual rise that we really should say in cases here in santa clara county. looking forward to 2021. governor gavin newsom saying his top priority as he prepares the january budget to help small businesses out and they need that help so desperately. many of them just unaware and unsure if they'll be able to make it through this latest shut down. reporting live here in downtown san jose, julian glover, abc7 news. >> thank you, julian. state health officials have tightened the rules for wearing masks. the biggest change involves outdoor interactions. people have to wear a face covering at all time physical they are within six feet of others within their household.

you still don't have to wear a mask if you're driving by yourself or if you're with members of your household or if you're in an office working alone. as cases surge, officials are considering even more drastic measures. today l.a. is going to be looking at a possible curfew and governor newsom says a statewide curfew is also a possibility. >> we also are considering full disclosure, little bit of a preview. the notion of a curfew. >> what would that look like? some states are already doing it. in massachusetts a stay-at-home advisory between 10:00 and 5:00 and all dwagatherings have to e by 9:30 at night and restaurants have to stop service by then, too. alcohol sales are supposed to end at 9:30. virginia also has a curfew. they have alcohol sales stopping at 10:00 p.m. and restaurants have to close by midnight. local hospitals are preparing for a surge of covid cases as chief of emergency medicine at zuckerberg san francisco general hospital says the next six to eight weeks

could be difficult. >> just a few weeks ago we were down to only two patients in the hospital and nobody in the icu and this week we've had as many as 14 in the hospital and four in the icu. >> sutter health is seeing a bigger surge in the central valley and in the sacramento area. the safety officer said doctors reduced the average covid hospital stay from 20 days to eight days. >> remdesivir and high flow oxygen rather than intubation and now recently adding in steroids has been incredibly beneficial. >> dr. eisenberg says he's optimistic that the bay area can flat on the curve. tighter guidelines on how to safely celebrate the holidays. dr. mark ghaly is urging everyone to stay local within a two to three-hour drive from home. if you do attend a gathering advised to keep it outdoors and keep it short. anyone living in red and purple

all right. welcome back. about 6:09 on what is going to be a very wet tuesday. uniform temperatures about as uniform as we can get on the peninsula for 57 in half moon bay and 64 in foster city and mostly cloudy conditions. we have 46 in livermore and san ramon at 53 and 59 at san jose and santa rosa 43. quite the microclimate. if you're traveling this morning, expect the temperature could change-up to 0 30 degrees. sutro tower above 30 feet. if you're out and about have the wet weather gear and breezy until the rain settles in and then the breezes will taper. as far as remote learning, you're going to stay inside. no recess today and at least if you're working from home, you'll have a wet commute to contend

with. here we are at 9:00 the light to moderate rain in the north bay with spotty showers out ahead of it. by 4:00, it is raining everywhere or it has rained everywhere and you're turning over to showers in the north bay. and then this evening you could see some scattered showers through tomorrow so, this evening, tomorrow morning, wet for sure. we may dry a little bit tomorrow during the day as we wake up to cloud cover and tomorrow's evening commute pretty dry. hopefully the streets will follow suit. i'm really worried about tomorrow's morning and this evening's commute and tomorrow morning's commute as being wet. right now it's dry out there and head to jobina and see what she's tracking for the morning commute. >> a sig alert in millbrae. it started out with a car crashing into a tree and now all lanes are blocked on southbound 280 at the larkspur drive off ramp. hopefully the chp can get this cleared up quickly and running a traffic break in the area. live look now showing off the bay bridge toll plaza and

metering lights came on at 5:54 and then lastly here a live look showing 101 very clear in the south bay this morning as we check out this sunrise. also this morning the richmond police department says 200 cars from out of town looking for a place for their side show over the weekend were out of luck. this is video of a previous side show. this time there was nothing to see. the richmond police department says law enforcement agencies in oakland, vallejo were were weree when 200 vehicles from as far south as los angeles with the intent of taking over city streets and they decided too many officers no matter where they went and told everybody to go home. reggie and kumasi. >> okay. well, just ahead, a new study on dogs and covid-19. could they be spreading the virus more than we think? what the research is saying about the danger. plus, killer whales caught on camera in this ocean attack. the full story behind

this morning nato is warning the price for withdrawing troops from afghanistan too early could be high. jobina is at the live desk looking at president trump's drawdown plan. jobina? >> thank you, reggie. president trump is expected to withdrawal 2,000 troops by january and that would leave only 2,500 troops but the price for leaving too soon or in a, quote, uncoordinated way, could be very high. he says afghanistan risks becoming a platform for international terrorists to plan and organize attacks on our homeland. meanwhile, abc news has confirmed that the president asked his senior advisors last week for options on attacking iran's main nuclear site. but he was talked out of military action. vice president mike pence and secretary of state mike pompeo were among the top aides that

convinced him not to pursue a military strike. they warned him it could lead to a bigger conflict. kumasi. >> thank you, jobina. well, dolly parton sharing a message of unity while promoting her new holiday album. the legendary singer who throughout her career has shied away from political talk the reason the country is so fractured is americans relish in hating one another. pardon says, quote, people just seem to love to hate. she made the comment during a weekend tv interview. new this morning, a frightening encounter off the coast of portugal. a group of sailors say trohree killer whales ambushed their yacht. they rammed into their boat for two hours. the skipper said he was afraid their boat was going to sink. he was told to cut the motors and drop the sails until the killer whales moved on. >> i was to the coast guard and really making sure that we could

have a helicopter overhead fairly quickly. >> the fact that they were hitting the boat but not really trying to destroy the boat lends me to think that they were just being mischievous. >> there have been quite a number of these incidents recently off the coast of portugal and spain and as a result spanish authorities banned boats of a certain size from traveling in the area. new at 6:00, a new study finds that dog owners have an increased risk of catching coronavirus. researchers tracked more than 2,000 people in spain during the country's lockdown back in the spring. and they found living with a dog increased a person's risk of getting covid by 78%. it's not clear if dogs acted as the host of the virus or a dogowners came into contact with the virus somewhere else. but they say dog owners have to pay extra attention to hygiene. the new study is in the journal

"environmental research." what about cats? >> i don't think, here's my theory. this could be totally wrong. i think that in the study there is a lockdown and people if you have a dog, you have to go outside. multiple times a day with your dog, right? and that might increase your chance of then coming in contact with other people. i have a feeling it is more to do with people than it has to do with the actual dog spreading it to you. doesn't that make more sense? >> i can see that. >> cats stay inside. safe. >> some do. some do. not all of them. >> that's true. some are free range. do you have a free range cat or is oreo an indoor cat? >> he goes outside. he likes to go outside and pretend he can hunt. as a domestic cat likes to do. >> but the point is, you don't have to walk oreo. >> no. but that would be kind of interesting, wouldn't it? have a cat on a leash and

walking him. not a chance. we tried it once with him and, no. we even tried to put halloween costumes. absolutely not. all right. here's a look at san jose at 59 degrees with increasing clouds. you're going to be driest longest today probably not until the latter parts of the afternoon and into the evening commute. you'll get those light to moderate rains that the rest of us are going to get. little breezy before the rain sets in and especially high er elevations and moderate to light showers tonight through wednesday and a slight chance of wet weather and we'll keep an eye on sunday. here's a look at this afternoon. 60 to 67 degrees. it is definitely going to be very mild and mild tonight with temperatures in the low to upper 50s. notice the rain shield is definitely much smaller. so, here we are with future radar and up until 9:00, mainly steady up in the north bay with a few pockets of rain outside of that and here you are by 4:00 and you can see if you look right there, there's a little

bit of a rain shadow into the south bay. so, it's during the evening commute when you really start to feel the rain and you can see by 7:00 we've definitely filled in this rain shadow with some rain and then you can see as we head into the north bay overnight and in through 5:00 tomorrow morning, we're looking at some scattered light to moderate showers right here. watch the yellow and orange go away. they just become green as we go through the morning and into the afternoon hours. they just kind of fade away. so, tomorrow's event definitely the lesser of the two. here's a look at our rainfall. again, look at this right here. mountain view. that's where we're looking at the rain shadow being strongest but look at these places like san ramon, 0.63 and that's a pretty wide range and then tomorrow only another 0.5 to 0.01 of rain. a one today but a different one tomorrow. definitely cooler tomorrow. temperatures pretty close to average with morning fog and afternoon clouds and sunshine

how much you can expect. well, good morning, everybody. it is tuesday, november 17th. checking in with mike because we always want to know what we can expect for this rain. >> yeah, just need to have the wet weather gear handy because everybody will get wet today, kumasi. nice seeing you, reggie, jobina. thanks. let's look at the storm impact scale. light to moderate rain after a little bit of drizzle ahead this morning steadier patch that will move through. turn over to light showers for the evening hours and a tenth of an inch possible in the lower elevations around mountpenview and santa rosa and more than an inch and santa cruz mountains and also marin county and sonoma higher elevations there. we already had 0.04 and one area where you get the southwest wind for a longer duration. live doppler 7 the best area for rain right now up in mendocino

counties and where we had thunderstorms roll through eureka earlier. by the afternoon hours, see the rain well entrenched into our neighborhoods and so are the mild temperatures. 60 to 67 degrees this afternoon. cooler weather on the way with more wet weather tomorrow. i'll show you all that coming up in the accuweather seven-day forecast. kumasi. >> i'll take it, thanks, mike. happening today, reopening rolled back statewide. six of the nine bay area counties and 41 of 58 bay area counties now in the most restrictive purple tier. this comes as the state deals with the surge in coronavirus cases. so here's a look at where the bay area stands this morning. look at all that purple. alameda, contra costa, santa cruz and solona joins in the most restrictive purple tier. that leaves just three counties in the red. marin, san francisco and san mateo. moving back into the purple zone means transmission is widespread forcing counties into immediate restrictions. those started at midnight. they include limiting retail

stores and shopping malls to 25% capacity and closing all nonessential indoor businesses like churches, movie theaters and gyms. indoor dining has to stop and all bars and breweries that do not serve meals have to close. overall california's positivity rate is at 5%. that's not good for us. but when you look at what is happening around the country, it certainly looks a lot smaller. for example, south dakota are dealing with a 58.4% positivity rate. in fact, abc news obtained an internal memo from the health and human services department showing rise in cases now in 53 territories. jobina is at the live desk with what is being done to curve that. >> states across the country are also taking action, as you noted. iowa's governor has issued a mask mandate, indoor gatherings in new jersey are now limited to ten people. masks are now required in state

buildings in oklahoma and restaurants in the state must close at 11:00 p.m. starting on thursday. >> oklahoma is not alone. big cities, small towns, west coast, east coast. all in between are seeing their cases increase. >> the u.s. now averages about 1 145,000 new infections daily. a quarter million americans have died since the beginning of the pandemic. hospitals have been overwhelmed today. 800 nurses plan to strike in pennsylvania. they say they're understaffed and underpaid, reggie. >> thank you. bay area school administrators are figuring out what these restrictions mean for their reopening plans. amy hollyfield is live in walnut creek with what parents need to know. amy? >> well, reggie, schools in the purple zone like here in walnut creek cannot allow new students to start coming to school. they cannot start opening up for in-person learning.

now, kids who are already doing in-person learning can stay there. the superintendent in palo alto spent yesterday reassuring parents that the 2,100 kids already in class will stay there but additional kids will not be let in. some parents say while they want their kids to be in class, they understand why they need to be locked down for now. >> even though i would like my children to go back to school, i know it's not possible. >> now, many school districts have been eyeing january as the time when they would start phasing in in-person learning but this step backward will have many going back to the drawing board. san francisco school board will hold a special meeting this afternoon to discuss a safe plan for returning to school. reporting live in walnut creek, amy hollyfield, abc7 news. >> amy, thank you. sticking to schools for a second high school sports teams are hoping to start practices in less than a month with their season scheduled to start in january.

governor newsom says the state is postponing the release of updated guidance. >> i've reviewed the update and signed off on it and then we have now looked to potentially pause it because of the background rates and community spread. we have had guithe guidelines aa lot of work into this. >> dr. mark ghaly is working closely with the cif to develop guidelines. unclear when they will release it. some bay area schools are holding preseason practices in counties where health officials have given them permission. but a practice start date of december 14th is now at risk of getting pushed back. governor gavin newsom has formally apologized for attending a friend's birthday dinner at a posh restaurant french laundry. >> you can quival about the guidelines but the spirit of what i'm preaching all the time was contradicted and i got to own that. i want to apologize to you because i need to preach and practice not just preach and not

practice. >> now, this comes amid new questions about a group of california lawmakers who are on a trip to hawaii this week. "the sacramento bee" is reporting that the group went for the annual policy conference. this comes just days after the state issued a travel advisory. it advised everybody to stay close to home. now, if you are having to leave california, you are asked to self-quarantine for two weeks when you get back. another new scandal brewing this morning. what we're learning about one of the top universities in the country facing new allegations of admissions cheating. >> let's look at the big board at the new york stock exchange. we are starting down this morning about 360 points. another update on how the markets are doing next. but, first, a check on your accuweather with mike nicco. >> all right, thanks, guys. putting together the temperature map of san francisco and it's pretty impressive. in fact, the temperatures everywhere this morning are pretty impressive. i mean, we're up to double digits warmer than yesterday.

especially around the bay, south bay and up into novato. where does that put us in san francisco? in the upper 50s to low 60s with increasing clouds and a little drizzle near the coast in the next hour or so. temperatures from the 40s in the east bay valleys and north bay valleys to 60s around the bay. we have our microclimates right now. let's talk about that commute. the south bay, you're going to have to wait until the evening while the north bay will be wet during the morning commute. in between that time, that's when the middle parts or the central part of the bay gets wet. a lot of the stops are going to be wet this afternoon if you're taking mass transit and rain gear needed if you're heading outside for whatever reason if you're on the ferry building or doing it for pleasure. best chance of thunderstorms as we're tracking are going to stay to the north thankfully today. here's a look at future radar through 9:00. you can see the steady light which is green and moderate which is yellow to orange. that rain is up in the north bay and a few pockets of if somedrizzle to light rain out ahead of that but just pockets, not steady. you can see the steady stuff

moves across the rest of the bay from 9:00 and then moves into the south bay at about 4:00 where you can see it's starting to break up a little bit and by the time the evening commute is over, we're just dealing with some random light showers that will continue through the overnight hours and also with some drizzle, moist and mild with temperatures in the 50s. so some drizzle, some mist and some fog during tomorrow's morning commute. tonight's commute streets will be wet and tomorrow's morning commute streets will be wet. tomorrow afternoon you can see once we get past noon, things start to break up and the clouds may open just enough for some drying so tomorrow's evening commute may be one of the easier ones after this morning. in fact, talking about the commute, let's go ahead and send it over to jobina and find out what is going on right now. hi, jobina. >> thank you for the transition. first starting in san jose here. this will impact people traveling on northbound 101. we have a crash involving two cars and one flipped over and minor injuries involved here and speeds down to 14 miles per hour.

businesses are really adapting because they had to make these changes by midnight, julian. >> yeah, they had very little time to react to this, kumasi. santa clara county now in the most restrictive purple tier. many business owners wondering if they'll be able to make it another month. everyone from property owners to restaurant owners are just worried about their future at this point. i do want to give you a break down of what changes come with santa clara county moving to that purple tier. gyms, restaurants and places of worship can only operate outdoors only as the cold weather and rain returns. talk about bad timing. malls and retail stores have to roll back capacity to 25% and schools not open yet will remain closed for the foreseeable future and schools currently providing in-person learning and in the middle of operating can remain. this most unexpected jump has them frustrated and some unable to see a path forward.
