>> reporter: while san francisco sounds that message loudly, some counties are suggesting otherwise. contra costa county held a press conference called testing for turkey advising residents to test for covid-19 if they are going to gather with family members. dr. george rutherford is a professor at u.c. season fran. >> it's both. you know, so the doctor is 100%. this is the most current public health advice, which is just don't do it. stay inside your family, you know, no amount of testing is going to guarantee you'll be safe. >> reporter: that being said. >> however, if they don't do that and we're into harm reduction. >> reporter: it seems health officials across the bay area recognize they can tell you to stay home, but not everyone will. like contra costa county, alameda, santa clara, marin, so

solano and sonoma say avoid traveling for the holidays but if you do, get tested before and after and quarantine for 14 days if you're exposed to covid-19. finding a test before thanksgiving can be challenging. san francisco city test sf shows no available appointments at embarcadero pier 30. city test sf limits the number of appointments available in advance to ensure essential workers that have symptoms and those workers that have been exposed are prioritized for testing. most counties agree the safest way to celebrate this holiday season is virtually whe lly or members of your household. mel knanie woodro, abc 7 news. >> health officials are urging people not to gather but acknowledge some people will ignore that advice. lessee brinkley digging into the testing alternatives in contra costa county.

>> everyone here is ready for coming to take their covid test? >> yes. >> reporter: a swab before thanksgiving and a swab after thanksgiving, that's the holiday alternative to staying home. the contra costa county health officials are dishing out. >> we think the safest thing is not gather outside your household. we know, though, that some people will not follow that. >> reporter: so they rolled out a testing for turkey option. this family from pittsburgh was the first to take advantage of it. a daughter home from college, her grandfather lost to covid three months ago but they are going ahead with the meal. >> it's only two households, probably around maximum ten people. it's not that much. but we're still wanting to be safe. >> anyone that lives or works in contra costa county can get access to no cost, convenient covid-19 testing at any of our 13 community testing sites. >> reporter: results come back in less than two days and for the moment, there are plenty of

appointments. relatives coming from out of state cannot get tested here. it's suggested they get tested in their hometown before they leave. for those who live and work in contra costa county, the suggestion there is make an appointment and get tested again five to seven-days after thanksgiving. i'm lessee brinkley, abc 7 news. indoor dining is banned in every county almost. the only place where it is still allowed is in san mateo county. when it comes to cases, there are more than 8 700 reported today in california. that's lower than the past couple days. the positivity rate which is a good indicator continues to rise. the 14-day is at 4.7%. developing news, california senator dianne feinstein is coming under fire after being caught on camera today not wearing a mask. she was at the u.s. capital

building for a hearing. this shows senator feinstein during the questioning but so was everyone else on the panel. the clip shows her before the hearing in the hallway talking with two gentlemen both wearing masks while she was not. one of the largest school districts in contra costa county allowed more students to return for in person learning today despite the county moving backwards into the most restrictive purple tier yesterday as abc news reporter amy hollyfield shows us all schools in san ramon district have a small group of kids on campus. >> i'm so happy! >> reporter: this is what a mom looks like after dropping 6-year-old twin boys at school for the first time since march. this is how he feels. >> elated. majestic. everything. i'm so happy first day back. it's a little bit of normalcy, even though we're closing back down, i'll take whatever i can get. >> reporter: faculty at san

ramon valley high school in danville greeted students with cheers as they headed in. teachers and administrators are thrilled to see students on campus again. parents say the kids are just as excited. >> i don't think i've seen her as corporative in like six or seven months to let's get ready for school. she brushed her teeth, did her hair, got dressed, breakfast, snack. it's like christmas morning. it was great. >> reporter: this plan to allow small groups of kids back that need extra attention for in person learning was in place before the county was sent back to the purple tier in the state's reopening plan. san mammoramon valley administr agreed to move forward. >> we got an email from the special education superintendent lady, and she comforted us and let us know they are taking precautions and safety and at this point, we just have to go with it. so try not to worry about it. >> reporter: administrators say each campus welcomed back about

a dozen or fewer students today. these are english learners, special education kids, orchids who are just struggling, not thriving at home. in danville, amy hollyfield, abc 7 news. earlier today on getting answers, state superintendent tony therman was a guest. businesses can reopen with mod ka fa ca -- modifications, what is stopping high schools? can't open.says high schools what we're doing, local school districts are making decisions but being cautious, as they should. to be clear, a lot of counties have fallen into a situation where businesses have had to close, you know, indoor dining and things of that nature. we're seeing a scaling back and i think that's a signal that we should be careful as it relates to schools, as well. >> therman added with many counties going back to the purple tier, we should expect plans of resuming in person learning to be put on hold. you can watch getting answers every weekday at 3:00 p.m.

bottle rock, napa valley is pushed back to labor day weekend next year. the annual music festival typically happens around memorial day but organizers are waiting for the fall out of an abundance of caution. the oakland museum of california postponed the reopening. the museum was scheduled to reopen this friday. now that the county moved into the purple tier, that's not going to happen. it will monitor and align with local and state recommendations. turning to our weather and rain finally coming down all across the bay area. this is video from san mateo where you can see the rain not stopping people from heading outside. let's take a live look. mt. tam. far left. when the weather is bad, it's always socked in like that. >> larry, as you know, it's still with us. i was heavier and more wide

spread throughout the day. still wet in many locations. on live doppler 7, the greatest concentration of rain appears to be down to the north bay. not so much in the lower lying areas like in san jose and mountain view and the rain shadow areas, mainly in the heehee higher elevations but it's still wet and more rain waves coming our way. the storm ranks one. for tonight and early tomorrow, we expect more periods of light to moderate rain followed by scattered showers, rainfall .10 to .75. as we take you into the evening hours, this current wave of rain sweeping eastward and moving, not moving out but tapering off but that will be followed by other periods of rain during the late night overnight hours. early tomorrow morning more waves of rain pushing on shore so this rainfall event will not be over until late tomorrow and it's still snowing in the sierra where we have a winter storm warning in effect until 6:00

in the east bay a white woman was caught on camera holding a stun gun accusing a black family of acting black. dion lim brings us the story from discovery bay. >> you know what? >> unfortunately, that's the pretty of being black in america. >> reporter: this is the interaction the jones family never expected to happen in their quiet neighborhood. >> you guys are acting like black people, you shouldn't, you should act like white people. you are a black person in a white neighborhood and you're acting like one. act like a white person in a white neighborhood. >> reporter: who is seen holding her poodle in one hand and a stun gun in the other upset over the jones' 2-year-old pit bull dice. >> i don't want to see that dog outside. >> he's going to be outside. i have a right like everyone else. >> i was raised in oklahoma city

abc7news.c abc7news.com/take action for a listresources. the oakland fire department is mourning the loss of a chief that suffered a heart attack on the job and died at the hospital. 42-year-old sean laffan collapsed around 5:00 yesterday. he was rushed to the medical center where he died several hours later. he worked for the department since graduating from the fire academy 20 years ago. he's survived by his wife and three sons, one of whom is a probationary firefighter in oakland. now back to our rainy weather. one positive aspect to the rain is that it could mark the beginning of the end of fire season, at least in northern california. abc 7 news reporter wayne freedman in sonoma county where a little rain is a big relief. >> reporter: if you prayed for rain in a fire zone, they were answered today. in the sky hawk neighborhood of santa rosa, it's proof of the difference six weeks can make and david masterly living proof.

we last saw david on september 29th when he and his wife anna hiked eight miles into the glass fire evacuation zone to see if their house had survived the odds after the furry of those flames. >> we took two separate cars and we were not together and i thought okay, i'm going to have to say good-bye to my husband via text. >> reporter: most of the 32 homes destroyed by the glass fire had been in sky hawk, just a fraction of the losses in california's worst fire season ever. 8100 incidents, 4.5 million acres burned with more than 400,000 of them in the north counties. does the rain mean it's finally over? >> mentally we're ready for it to be absolutely over. technically, we have to see how much rain we get. >> reporter: if this rain does mean the end of fire season, it doesn't mean the end of concerns. too much rain, we have another set of problems from run off and from mudslides. so now this, the stuff they call wa wattle. the city delivered tons of it

and residents have taken all they can get to divert water. more than an inch of rain per hour and we could see problems. >> there is a happy medium and that's what we're looking for. enough rain to end fire season and promote regroewth but not to much to contribute or create large scale incidents like debris flows and mud slows. >> reporter: for david matterly, his home survived but could rain forever after what he and his wife have been through, the end of fire season will feel like a break. >> i don't know what the deal is going to be but i don't think it's going away any time soon. >> reporter: in santa rosa, wayne freedman, abc 7 news. all right. when walking this morning, it was a little -- i want to say dristy, is that a combination of misty and drizzling? i don't know. what will it be tomorrow? >> we have rain falling around the bay area tonight. not so wide spread or heavy as some spots earlier today. it's wet out there and the roadways are wet so the evening commute will be challenging. here is a live look at doppler

7. you can see how wide spread the rain is. it started in the north bay and right now there is not much hatcheni happening there. across the bay to the east bay down the peninsula. a closer look shows you this whole area is our wettest area now but more waves of rain are developing offshore and moving in our direction. it's pretty windy in some spots. gusts up to 50 miles per hour and it's generally breezy across the entire region. some of the rain is wind driven. right now, 57 degrees in san francisco, 61 across the bay and oakland, mountain view 58 and 61 san jose. gilroy 65 and 55 at half moon bay. and here is the view from the golden gate bridge looking northward where the heavier rain originated this morning, so cloudy up there. wet in a few spots and wet pavement on the golden gate. th th 56 livermore and looking at

walnut creek where there was some rain drops just hitting the camera lens just a minute ago, looks like the rain has let up there just a little bit but once again, wet and slippery pavement on the roadways. scattered showers and light rain tomorrow, dry pattern will follow and that will continue into the weekend. one on the abc 7 storm impact scale and into the afternoon and light rain followed by scattered showers as the system weakens and rainfall potential, the additional rainfall potential anywhere from about .10 to about .75 in the wettest areas. frecast animation taking us into the evening hours shows rain continuing to taper off a bit exempt for isolated spots but notice more waves and rain developing offshore that will be swinging through during the overnight hours and then early tomorrow morning, during the morning commute, we'll see more organized areas of rain sweeping in. the wet weather is going to persist through at least the first for the of the day

the abc 7 i-team revealed the list of 11 bars and nightclubs temporarily shut down by the city for violating the public health order. all since reopened. now we're hearing from the owners of two of the businesses that are now in compliance. stephanie sierra shares with us how they are struggling to survive. >> reporter: john is the entertainment bar home to san francisco for 15 years. >> we opened up earlier in july and had a few too many people

show up. >> reporter: it wfwas temporari shut down in late july for violating the health order and same story with the midway. the owner received received rece >> it said we needed to seize operations immediately. >> reporter: the violations. >> was unmasking, dancing and ka congregating and drinking without meals. >> reporter: some of the requirements like serving food with any drinks wasn't as clear in the beginning. >> we weren't sure what we were supposed to be doing and we were researching it and we needed to do something to survive because, you know, the ppp loans only go so far. >> there was a training process, training swhose responsibility s it to enforce social distancing? maybe it was not done as well as it could have been. >> reporter: both businesses

have since passed reinspection and the owners made a thorough effort to reopen safely. at the knockout, there is a new menu, strict masking rules and a park to adhere to social distancing. >> they are seated six feet apart and asked to wear masks. as you can see there. >> reporter: at the midway, food and drink orders are contactless and the outdoor layout can accommodate 100 people in small groups of four spanning two blocks. >> we do a pretty good job keeping everybody in their little square like >> reporter: they werwere visit for noise complaints but it feels like the health department is unfairly targeting them. >> dph has flat out been obstructionest. it's frustrating because you feel like what happened to this whole we're in it together? >> reporter: if you ask the city's inspection team, they're just doing their job. >> some of these investigations

we've had to educate on a new rule or new change. there is some leeway there to come into compliance. >> reporter: for the i-team, stephanie sierra, abc 7 news. a south bay restaurant owner is issuing a call for help as he struggles to keep his business a float. the owner of flames restaurant in san jose says he's $300,000 in debt and counting. he said there is little to no help from the city or santa clara county. the city sent him a bill for $127,000 trying to recoup past due rent. now, with the county backsliding into the purple tier, flames closed the 200-person dining room indefinitely leaving him what comes next. >> they have to investigate and find who needed real help to stay alive? perhaps i'm not important. >> flames restaurant is still open for to-go orders and may add a tent or canape to keep

outdoor dining going into the winter months. >> confusion and mixed messages from officials now. joining us to sort it out is special correspondent dr. patel. welcome, doc. we've heard people shouldn't leave the bay area for thanksgiving and we've heard state officials say if you leave, don't go more than two or three hours from home. i'll give you a third option. stay in your house, lock the doors and don't come to the door if anybody knocks. i mean, what do you do? >> i don't know if you need to lock the doors in that scenario. i can sense the confusion and frustration in your voice and i think you echoed the sentiment of everyone in the bay area now. these are the holidays. we're supposed to want to gather with family and have people come over. the safest thing to do, sadly, is to stay at home, if you can. it sucks. i don't have another way to phrase it. you think about right now, we

are not where we thought we would be eight months ago. we didn't realize we'd have such a surge and so many counties rolling back to purple. san francisco is a red tier. we're seeing an increase in hospitalizations and places. absolutely, i have to stand with public health officials and say this holiday season has to suck so future ones don't. >> so, i know a lot of families are debating this. how about testing? can we get tested before we go visit family for thanksgiving and if everyone is negative, what's the risk? your response to that? >> my response to that is in theory, if you did have a negative test but other factors in play such as you were masking and keeping a distance and talked about everything involved with not sharing plates and ventilation and outdoor p preferably, that lowers the risk. 2020, the pandemic, new

challenges arise. we're once again seeing a testing shortage. we're once again seeing long lines and people aren't able to actually get tests if they need them if they are symptomatic or been around another exposure or essential front line workers. utilizing the testing system here just because you want to travel is not what it was designed for. i wish i could tell people just run and get tested, you'll be fine. that's not enough number one and number two, we don't have the resources for every single person to run out and get tested because they want to travel. >> yeah, we had a story earlier in the newscast about a shortage of tests. what do you think about the governor's curfew idea? would something like that really help? you can imagine what the push back is going to be like. >> i can imagine the push back because we've seen a push back from struggling business owners and i feel for them. i feel for people who are having trouble paying rent right now because we keep seeing these restrictions. now, the one thing i think a

curfew does do is sets a universal standard that we're heading into hot water and we need to do something. the universal restrictions, the curfews, the indoor capacity lowering that, that all affects businesses and it's up to businesses to maintain them and it's up to businesses to actually say hey, it's 10:00 p.m., it's 11:00 p.m., whatever it may be. we need to clear out. that's a tough decision for businesses to make but this is about behavior. a curfew, i don't know if it will be legally mandated like the 14-day travel restriction. that's something we need to take seriously and hopefully, hearing that message we realize that this winter could be really bad if we're not careful. >> it can also be if we're talking about curfew, difficult to enforce but that's another whole story. what do you say to people that look around the country and say, well, california is taking some really strict measures but in other parts, you know, you don't see that. so is it an over reaction here?

are we being overly cautious or just right? >> man, that's a tough question. i would ask people to look at what hospitalizations and resources look like across the country. here is the thing, the bay area, san francisco has one of the lowest test positivity rates out of the 20 most populace u.s. cities. some people might interpret that and say great, time to reopen but others would say that's why we spared so many thousands if not more deaths, and overcrowding of the hospital system. it's definitely a trade off. one thing that's really scary is that we're seeing pockets of covid popup across the country in places that didn't have a surge in spring or summer but prai places that didn't have restrictions and not enforcing masks like the dakotas and midwest and the south boomed. anyplace that doesn't have restrictions, unfortunately, is paying the price. >> for sure.

with thanksgiving. limit the number of guests, have conversations, those coming over ahead of time, clean and disinfectant frequently touched surfaces, open windows and limit the number of people in food preparation areas and have guests bring their own food and drink and if you share food, have one person serve food and use plastic utensils. are all those good? add anything else? >> those sound good to me. i'll be hear working on thanksgiving so i'm bringing home cooked food in with me and i'll sanitize all the surfaces i touch. i think my wife will be preparing something for their kids and their spouses in our garage with the door wide open. so hopefully, that will be a safe way for a few people to gather and eat. >> dr. patel, what do you think? >> i feel like it's just easier to cancel thanksgiving. i know that's not what people want to hear. honestly, there are people out

there that want to see their neglected friends and family members and maybe a mom or father that wants to come over and those steps are important but it's important to remind people, some people like to drink at thanksgiving and the more people drink, they tend to forget the rules and get closer together, take off the masks. something to keep in mind for anyone out there that enjoys a cocktail with their pumpkin pie. >> sorry, spencer. >> hey -- >> i think he's talking to you. >> listen, mine my be cancelled, as well. that may not happen at all. we're seriously considering no gathering. not even two kids. >> yeah. some food for thought on the items you can get through airport security during your thanksgiving holiday trip if you dare to take a trip. the tsa is sending out tips. first, if it's a solid item like meat or baked goods, you're fine, you can get through the checked point.
