clear legal framework that all employers across the state must follow. >> we were encouraging them, waiting for them to do that. >> worksafe, an employee rights organization. she said businesses had to comply with some protocol but not all had teeth. >> this is a legally enforceable standard and not just a guideline. guidelines are just suggestions. >> reporter: on thursday cal osha will vote on the new emergency regulations and if passed require employers to identify and notify all workers exposed to covid-19 positive cases within one business day, mandate and enforce the wearing of face coverings in the workplace, and provide free testing to employees in the event of covid-19 positive cases in the workplace. the rules would require companies to have a record-keeping system of all cases to easily trace exposures.
