results from its clinical trials finding the shot is effective for all age groups including older people who may have a limited immune response. the vaccine, one of only five potential vaccines that may be available in the u.s. pfizer and moderna already announcing they'll be ready to apply for fda emergency use authorization by the end of this month. >> when i saw the over 90% efficacy, i felt that i was living a dream. >> reporter: white house officials say once the fda gives the green light, they'll be ready to distribute the drug. >> we will begin distribution of the vaccine within 24 hours after emergency use authorization is approved. >> reporter: because pfizer's vaccine needs to be kept at extremely cold temperatures, the vials will be packed with dry ice in boxes like these and shipped around the world. >> don't be afraid of the refrigeration requirement. the capability exists. >> reporter: the news coming as hospitalizations hit record

numbers in 19 states. in minnesota the mayo clinic reports nearly 900 of its workers have tested positive in the past two weeks. in wyoming where there is no mask mandate, the positivity rate now tops 90%, and in ohio more than 6,000 new cases were reported on wednesday alone. >> our state is on fire. >> reporter: a statewide stay-at-home advisory goes into effect in ohio tonight. residents are advised to go out only for work, school and essential trips to the doctor or grocery store. other hard hit states also revving up restrictions. minnesota now closing gyms, limiting bars and restaurant capacity and banning social gatherings outside the home. kentucky shutting down all indoor dining and limiting weddings and funerals to 25 people. and now new trouble in new york city. >> it just doesn't make sense. >> reporter: public schools shutting down as positivity rates creep back up, but private schools remain open leaving many parents confused. >> it's ridiculous that only our

maricopa county, the state's largest, but the judge expressing skepticism before the ruling reportedly saying he's, quote, having a hard time understanding why the lawsuit was filed more than two weeks after the election. also today georgia will announce results of its statewide audit. so far uncounted votes have been found in four counties landing president trump more than a thousand votes but not nearly enough to overtake president-elect biden's lead in that state. >> we do not have enough evidence to say they reached the level of 13,000 or so. >> reporter: as president trump refuses to concede more republicans are calling him to grant biden access to intelligence briefings. >> the president is contesting the election and i would urge him to give intel briefings to joe biden. >> reporter: staffers at the health and human services department have been ordered not to talk to biden's team and to report any outreach that's been made until the general services administration officially determines who won the election. biden says trump's delaying of the transition could set back

efforts to fight the coronavirus and distribute a vaccine. >> there's a whole lot of things that are just -- we just don't have available to us which unless it's made available soon we will be behind by weeks or months. >> reporter: that warning coming as biden heard emotional stories from frontline health workers. >> you know that i have not been tested yet and i have been on the front lines in the icu since february. >> you're kidding me. >> no. >> reporter: today biden and vice president-elect kamala harris will meet. he long said he would push governors to support a mask mandate to slow the spread of the virus. mona. >> elizabeth, thank you. breaking overnight two republican election officials in michigan have changed their minds again. first they refused to certify the election results in wayne county. then they agreed to certify them but now they're trying to rescind that decision despite a lack of evidence. republicans say there's still concern about voting

irregularities in detroit. they claim they were bullied into reversing course. democrats say the vote to certify is final. a judge has blocked the trump administration expelling migrant children who cross the border without their parents. nearly 9,000 unaccompanied minors have been turned away since march based on a declaration that cited the spread of the coronavirus. immigration groups argue sending the children back before they can request asylum is unlawful. apple has agreed to a second big payout to settle claims that it slowed down older iphones and the company will pay 113 million in a deal with nearly 3 dozen states. apple says it slowed down the phones to save battery life but the states claim apple was trying to force people into buying new phones. time now for a look at your thursday weather. rain along the california/nevada border helped crews battle a wildfire that destroyed at least 80 buildings.

historians are calling the holy grail of the art world. experts had been studying this recently discovered drawing of jesus and most now agree the artist was none other than leonardo da vinci. it was part of a private collection held for years at an italian bank. prince william is speaking out about the bbc's newly announced investigation into that candid 1995 interview with his mother princess diana. the program "panorama" is accused of using dishonest tactics to convince diana to give them. they include showing her false bank statements that suggested some of her closest confidants were leaking her personal investigation. prince william tells "people" magazine the investigation is a, quote, step in the right direction. we turn now to the search that police say ended in a miracle. a young boy all alone and not even wearing shoes was lost for days in the woods setting off a frantic search through days and nights. abc's andrea fujii reports how crews finally found him. >> reporter: this morning a

9-year-old boy lucky to be alive after spending two long nights lost and alone in the woods. >> i know he was cold last night and the night before. >> reporter: jordan gorman disappeared over the weekend leaving home after a fight with his parents wearing nothing but a t-shirt and pants. no jacket and no shoes. tennessee authorities sending out an amber alert for the boy as temperatures began dropping. searchers worried jordan couldn't survive the 30-degree weather. >> they were saying that they were changing and starting to think that they were going to change it to recovery instead of search and that's when we both said that there's no way. >> reporter: rescue crews searched night and day, combing through rugged terrain asking residents to search their properties anywhere a child could take cover. >> if it was me at his age, i mean i don't know if i could do it. >> reporter: finally after a grueling 48 hours, jordan was found huddled beneath this blue tarp. he had managed to build a makeshift shelter using the tarp

what do you say to those parents who argue schools where positivity rates are lower than elsewhere should not have to close while bars and restaurants are still open? >> it is a very interesting question because most schools are indoors, and most restaurants are eating outdoors. but if we're going solely by a tiered system that shows that the region has an increased positivity rate, then both schools and bars and restaurants should be closed. and schools should only be closed outside of bars and restaurants if it's within the school that has an increased positivity rate. but because of the indoor versus outdoor abilities, i think that's what's causing the difference. >> the first vaccine is now closer to being reviewed by the fda. let's assume it's approved and it's released next month. some states are warning they need more money to distribute it. what are your biggest concerns about getting people vaccinated? >> distribution and resources are actually not my concern at all. there's an easy way to get those resources, and funding can happen.
