announcement about a third covid-19 vaccine. the significant finding about the oxford astrazeneca shot and just how soon it could be seeking approval. covid-19 crackdown. there's a new task force going after some bay area businesses that break the rules. and let's look live outside. mike is tracking the fog this morning and a nice stretch of dry days. good morning, everybody. it is thursday, november 19th. >> thanks for being there. we'll check in with mike nicco. it was foggy driving in today. >> the thickest fog is up in the north bay. it is spreading throughout the bay as we talked about yesterday it will. it will continue to do that through at least 9:00. dense fog advisory means visibility will be below a quarter mile which makes it dangerous if you're driving at highway speeds. so we need to take that caution into advisement as we're getting out and about. livermore through hayward and with the winds barely blowing offshore, it's starting to fill in other parts of the bay as you

can see from our east bay hills camera. expect this light wind to keep pulling that fog to the west as we head through the morning commute. it will turn to hazy conditions and high clouds this afternoon. temperatures pretty close to average with upper 50s along the coast and about 60 to 63 degrees for the rest of us. reggie? >> thank you. this morning another major announcement about a covid-19 vaccine. oxford university and a astrazeneca revealing the vaccine they're developing shows a strong immune response in older people. jobina, this is important since these are the people so vulnerable to the virus. >> older people are more likely to have underlying health conditions that make coronavirus more dangerous. having a vaccine just as effective in older and younger patients is significant here. participants also showed few side effects. the last steps of oxford's phase three trial are under way now so they could be seeking approval for the vaccine in a matter of weeks.

this comes as america's death toll popptopped 250,000 people. the largest school district in new york city is going back to virtual learning in hopes of curbing the spread. oregon, michigan an minnesota are joining the growing list of those ordering new restrictions. governors are urging americans to rethink thanksgiving plans. >> you know what love is on thanksgiving? i love you so much thankful for you that i'm not going to see you. >> tensions over the presidential transition continued to raise concerns about how quickly a vaccine could be distributed once it hits the market. the trump administration is still refusing to share critical information about the pandemic response with president-elect biden. >> with contra costa county in the state's most restricted tier, officials there have set up a task force to make sure businesses not only know the rules but are obeying them.

abc7 news reporter amy hollyfield is live in walnut creek with more on how this will work. >> this county is in the purple tier. the district attorney knows people will be watching and probably calling her office even more now with complaints that maybe businesses are not following the rules or citizens out on the street. she's expecting a lot of calls to her office. she set up a task force that will be investigating those calls and looking into them and checking in and seeing if they're credible. if they are, the businesses can be fined. she knows businesses are struggling, so her office is saying fining the businesses would be a last resort. >> we know businesses are struggling now. we're not trying to be punitive. we're trying to ensure the public is protected and we're following our public health experts and our own health officer to ensure that the public and businesses understand

the rules and how we can educate them on the importance of following them. >> fines range from $100 to $1,000. they will be watching capacity inside businesses. making sure that masks are worn and that people are keeping their distance. reporting live in walnut creek. amy hollyfield, abc7 news. in the knob anorth bay all e country in the most restrictive tier of purple. daily covid cases per 100,000 people tripled in napa county since last month. one wine merchant we talked with said he's frustrated. >> i'm upset the way this whole thing has been handled at every level. i feel like we've been told you have to do it this way, two days later it's this way. >> napa county is particularly vulnerable because it relies heavily on tourism. under the purple tier restaurants cannot offer indoor dining and wineries are only

allowed to operate outside. as the situation with the virus changes so does the response. that's why we put together this tracker to see where your county stands. our team is always updating it as new information comes in. you can find it at abc7news.com. the u.s. coast guard cutter stratten is back at its home port in alameda after 11 crew members tested positive for covid-19. the coast guard says the sick crew members have mild symptoms. the stratten was on deployment and departed for the eastern pacific at the end of october. prior to leaving crew members were required to self-quarantine and pass two covid tests. the entire crew was tested when they got back. all are quarantined now. gathering with family for thanksgiving is an american tradition, this year health experts are warning even small get-togethers can be risky and you can't rely on testing. >> i myself got a test ready to go home. it was negative. i wanted to take that extra

precaution, wait a couple days and do another one. thank god i did, it ended up being positive. >> the advice from medical professionals is to plan on a different way of celebrating this year. dan ashley has the recommendations. >> we're all in trouble. and in fact this is a potentially life threatening situation for our whole country. >> reporter: top health officials and experts are pleading with us to take measures to stay safe over this holiday. >> this thing looks look a mask. it's actually a medical device that can be life saving. think of it that way. you wouldn't hold back on that if you thought you could help somebody. keep those distances where they need to be, six feet or more. >> reporter: other advice, have thanksgiving dinner outdoors, limit the amount of people and the amount of time you're together. san mateo county health officials say new evidence shows our covid risk increases the longer we're together. >> each time you talk you spew out a little bit of virus.

areas. let's see if we can find san francisco, 8 degrees cooler than yesterday. one of the few not in double digits. up to the north bay, that's the big story. the fog up there being so thick. it is spreading to other areas. it's just as thick, more widespread across the north bay right now. we'll see if the national weather service adds anybody else to this dense fog advisory heading through the morning commute. temperatures here in the low to upper 40s. you look around, we've got pretty much low to upper 40s elsewhere until you get to alameda and san francisco where it's 51. for your activity planners today, everything is pretty good. the rain is over other than the fog this morning. we have a quiet weather pattern on the way with high clouds and sunshine this afternoon. so here's a look at your planner for today. temperature-wise, you can see by 7:00, not much of a change. we don't expect much of a change with the sun coming up so late. by 11:00, mid to upper 50s. by the time lunch is over, upper 50s to low 60s.

about 58 to 62. and then as we head into the evening commute we're still around 57 to 61. but notice we're dropping off quickly into the low to mid 50s if you're heading out this evening. all right. we'll take a look at a pretty nice weekend but some frost possible coming up in the accuweather. here's jobina with a look at the morning commute. >> hi, mike. thank you. good morning. i'm just going to piggyback off of mike talking about that fog. the chp issued a fog advisory for the rinchmond-san rafael bridge. where they also issued an advisory is for the golden gate bridge. you can see that fog fairly thick through there. also bringing in the map so you can see it's patchy in the east bay and in the north bay. so for people riding along 101 and 80 out of vallejo, be aware of that low visibility, also coming out of the altamont pass along 580 into hayward and san leandro. reggie? >> thank you. we have new video this morning and it shows the disruption at a fairfield city council meeting. it ended with nine people

arrested. >> one, two, three, four, let the people take the floor! >> this is body cam video from the meeting on tuesday night. the disruption was over a fairfield police officer who previously worked in vallejo and was involved in a deadly shooting. police say the group got increasingly disruptive. eventually the council members left the room and the group was asked to leave. nine people chose to stay and police arrested them. coming up, the warriors holding out hope that klay thompson is okay. the pretty serious injury he may have suffered. and -- >> most people are shocked. you did what? >> a father/daughter duo in southern california doing their part to fight the pandemic. the tree in san francisco's union square is lit up this morning. but the

thirds with a moderate in the southern third, the middle third gets more severe. the northern third it's almost as bad as it can get. this will be updated in about an hour, hour and a half from now. the rain from the last two storms probably not putting a dent in this. we're so far behind for the rain. i'm working on those numbers i'll have those later on in the show if not on social media. here's the sierra snow from that storm. 10 to 16 inches. it's cool enough at night that they're making snow. if we could ever get up there and ski, hopefully we'll have a nice base waiting for us. today, quiet across the state with 50s and 60s. 40s and 50s up in the sierra. you can see that snow was about the only snow we'll have for a long time in the sierra. >> thank you. today cal owe ssha will wor new workplace standards to

prospect employees to covid-19. employers would have to notify all workers exposed to positive cases within one business day, mandate and enforce mask wearing at work, implement safety measures and employer provided housing and transportation and provide free testing in the event of positive cases at work. >> this is a standard and it would be a legally enforced standard, not just a guideline. >> if this is approved it could go into effect as early as november 30th. a father/daughter duo participating in pfizer's covid-19 vaccine trial. they don't know whether they received the actual vaccine or placebo. they will be monitored for 26 months. the father is a cool district superintendent, and a colon cancer survivor. >> you have to lead from the front. it's not comfortable. you may or may not want to be there, but that's where you have to lead from.

i want kids in the schools and communities to be safe. >> the opportunity to participate in this little medical moment in the small way i could was inspiring and worth while. >> kirsten is a high school junior and said seeing her father's cancer treatment firsthand inspired her to participate in the trial. the pandemic forced many changes to the holidays this year. this was the tree lighting in san francisco's union square last night. there were less than 20 people there for a private ceremony. it's a far cry from what we saw last year. on the left in 2019, crowds of people gathered there. last night on the right, not so much because of covid restrictions. as j.r. stone shows us it was yet another sign that it was a year like no other. >> not the same. >> it's bitter sweet we thought it was important to move forward. >> if i was describing 2020 and i said 'tis the season, if you

could finish that sentence, how would you finish? >> to be over. >> to be over. >> reporter: 'tis the season to be over. but in the 2020 covid pandemic, anything can happen. there are signs of that in union square. boards on the windows at victoria's secret. the union strike continues outside of macy's. yes, very, very loud because of that. but the 83-foot tree with 33,000 lights and 1,100 ornaments sure is a sight to see. as for the holidays -- >> it would be nice if covid would be over. >> reporter: there you have it, 2020 christmas tree lighting here in union square, and really not many people to actually see the tree all lit up. but it sure does look spectacular with the sweet sounds coming from the union strike. in san francisco, j.r. stone, abc 7 news. >> wow. all right. so we'll go now from san francisco all the way to new york city which has its rockefeller center christmas tree up and it arrived with

something extra. an adorable owl caught a ride all the way to the big apple. so this is a northern saw-whet owl. it survived three days stuck in the tree without food or water. the truck driver found the owl staring at him while they set it up. the owl will be released back into the wild. >> you know how mike wants captain cal? >> you want rockefeller? >> i want rockefeller. >> no kidding. >> we would have a good time. >> i was trying to figure out why it stayed in the tree. i think it was trying to warn us that the tree looks terrible. have you seen it? >> i thought they fluffed it out. >> they fluffed it out. they're working on it. >> it did look -- it was a little struggle. now it's being fluffed. >> yeah. i think he was there to say, this is not the tree.

coldest morning also our warmest afternoon. you can see the high clouds we're talking about moving in. here's a look at the fog. watch the winds as they come in from the north and eventually take most of the low clouds away from the coast as the sun sets. look at that lack of low clouds overnight. that's why it will be so chilly heading into tomorrow morning. for this afternoon, upper 50s along the coast. 60 to 64 degrees for the rest of us. tonight, the 30st in the deepest valleys. my accuweather 7-day forecast, not much of a change tomorrow. even with a little more sunshine we're starting off so much colder we'll take all day to make up for that. coldest is saturday but also a couple degrees warmer. sunday, monday, tuesday in the 60s. minor warming trend for thanksgiving and the weekend. warriors coach steve kerr and team trainers are going to l.a. to be with klay thompson as

he gets an mri on his right leg. thompson suffered the injury during a workout yesterday. espn reports that thompson felt pain in the calf area when he landed on his leg. the warriors are worried it's possibly an achilles tendon injury. they're holding out hope it's not as serious. >> it's one of those deals where you don't know until you know it. hopeful, concerned, all those things combined. until we know more tomorrow i'll save my -- i'll hope for good news. >> it's been a rough go for thompson. he missed all of last season after tearing the acl in his left knee during game six of the 2019 nba finals against the raptors. >> it's going to be okay. >> we're sending him healing vibes. i'm not the biggest sports fan in the world but for some reason i love klay thompson. i want him to be well. >> coming up next, the 7 things to know this morning. and lori loughlin's husband

morning. number one, oxford university and astrazeneca announced overnight that the vaccine they're developing shows a pretty strong immune response in older people. that's really critical since they are often the most vulnerable to covid-19. number two, contra costa county about to get tough when it comes to following new covid safety restrictions. a task force is ready to investigate and issue fines if businesses are not playing by the rules. the spike in cases is forcing schools to rethink in-person learning. this includes districts like piedmont unified which has suspended its plans to reopen on the first week of december. number four, the u.s. coast gard cutter stratten was forced to return to alameda after 11 crew members tested positive for covid-19. number five, the tule fog is here. it will be dangerously thick. visibility less than a quarter mile through 9:00. it's outside of the north bay, this is where the national weather service issued the dense fog advisory.

i'm tracking that fog as well on the traffic front as we look here at the golden gate bridge where the chp issued a fog advisory. number seven, charlie brown is coming back to broadcast tv. apple recently announced the beloved thanksgiving and christmas specials would only air on apple tv plus, but people got mad so now apple changed its mind. the specials will air ad-free on pbs november 22nd and december 13th. in today's "gma" first look, the husband of lori loughlin reporting to prison today for his role in the college admissions scandal. >> reporter: in this "gma first look," actor lori loughlin's husband, massimo giannulli, set to go to jail for his part in the varsity blues scandal. he is behind the popular massimo clothing brand. he was sentenced to five months

behind hared and o bars and five jail. both of his daughters were staged as rowers to recruit them for the usc rowing team. on tuesday two days before going to jail, massimo giannulli was spotted with a new look. and coming up at 7:00 a.m., new details on what he's facing in prison. two north bay parents are heading to prison for paying $250,000 to get their daughter into usc. diane and todd blake live in ross, marin county. is judge sentenced her to six weeks, he got four months. the couple pleaded guilty to conspiracy charges as part of a plea agreement. they each also agreed to pay a $125,000 fine plus perform 100 hours of community service.

plans. disneyland may not be open but a small part of a little taste of the happiest place on earth. good morning on this thursday november 19th. >> before we get to those stories we want to go to mike with the forecast. >> thanks for joining us. let's look at that dense fog advisory for the north bay valleys. that's because visibilities will remain dangerously low. below a quarter mile through at least 9:00. we have some tule fog in other areas. if you're a super commuter coming in from the central valley via the altamont pass you will descend into thick fog in the sunol grade. that fog will be there through about 9:00. that is spreading into parts of the bay. temperatures today, while we're in the 40s this morning, 57 at

half moon bay to about 64 today, our warm spots in concord, fairfield and santa rosa. kumasi? >> all right. thank you. this morning the u.s. has crossed another unthinkable milestone in the coronavirus pandemic. now died from covid-19.e have - 11.5 million people have contracted the virus. there were nearly 164,000 new coronavirus cases just yesterday. right now a record shattering 79,000 americans are in the hospital. the spike in cases forced the nation's largest school system in new york city to go back to remote learning only. that starts today. getting answers on how schools will reopen and stay hope during the pandemic is a key part oure effort on building a bette bay area. julian glover is looking at how local school districts are dealing with these plans. >> good morning. many of them had plans in place but that tier rollback a few

days ago threw them for a loop when it comes to bringing students back into the classroom and when that will happen. some schools that had reopened, they'll be allowed to operate with in-person classes but others have to suspend plans altogether. we're talking about drik distr like piedmont unified which planned to open the first week of december. randall booker says distanced learning has been wearing down on their students for months now. he wishes they could bring students back, but he said it is alameda county's decision to keep the schools closed. >> this is 100% a county decision. we were slated to return, testing for all staff, pre-screening for students and staff, lots of logistical information about entrance and egress. also having many students struggling socially and emotionally. in contra costa county, month diablo's unified school

district's plans are also up in the air. they were set to reopen january 11th with a hybrid model of virtual and classroom learning bringing back kindergarten, first grade, sixth grade and ninth grade at first, then four more grades the two following weeks. with this being a hybrid model families who did have safety concerns about sending their children back to school can opt out of that and continue with virtual learning. it's unclear if that timetable of january 11th still holds can contra costa county sliding back to the most restrictive purple tier. so many of these plans they've been working on for months now up in the air. reporting live this morning, julian glover, abc7 news. >> all right. thank you. for the third day in a row we're getting a major announcement about a coronavirus vaccine. overnight oxford university and astrazeneca announced new details about how effective their vaccine is for people. jobina has more from the live desk. >> researchers say vaccine

results show just as strong of an immune response in older adults as younger patients. that's key because seniors are more likely to have underlying health conditions to make coronavirus more dangerous. oxford university says trial participants are showing few side effects, now they're waiting on results from phrase three, which will prove how effective the vaccine is in warding off covid-19. dr. richard besser, the former head for the centers for disease control was on "good morning america" today. he says the vaccine news is encouraging but the american people need to do more to help. >> and i worry, robin, if we don't change what we're doing, we're going to be having a conversation before the end of the year about 300,000 people. >> you think that we will reach that by the end of the year in just a matter of six weeks or so, rich? you believe that? >> we're losing more than a

thousand people a day and the numbers are rising. >> coming up dr. besser reveals why he feels schools in new york city should be open despite surging cases in the city. today vice president pence will lead a white house coronavirus task force meeting. this comes as the president's legal team continues to launch hail mary challenges in several battleground states. as elizabeth schulze tells us they're running out of time and options. >> president trump's chances to challenge the election appear to be dwindling by the hour. a judge in arizona says he'll rule on a case this morning that could delay the state's certification of ballots. republicans are requesting a redo of a hand recount in maricopa county, the state's largest, but the judge expressing skepticism before the ruling reportedly saying he's, quote, having a hard time understanding why the lawsuit was filed more than two weeks after the election. also today georgia will announce

results of its statewide audit. so far uncounted votes have been found in four counties landing president trump more than a thousand votes but not nearly enough to overtake president-elect biden's lead in that state. >> we do not have enough evidence to say they reached the level of 13,000 or so. >> reporter: as president trump refuses to concede more republicans are calling him to grant biden access to intelligence briefings. >> the president is contesting the election and i would urge him to give intel briefings to joe biden. >> reporter: staffers at the health and human services department have been ordered not to talk to biden's team and to report any outreach that's been made until the general services administration officially determines who won the election. biden says trump's delaying of the transition could set back efforts to fight the coronavirus and distribute a vaccine. >> there's a whole lot of things that are just -- we just don't have available to us which unless it's made available soon we will be behind by weeks or months. >> reporter: that warning coming as biden heard emotional stories from frontline health workers. >> you know that i have not been tested yet and i have been on

the front lines in the icu since february. >> you're kidding me. >> no. >> reporter: elizabeth schulze, abc news, washington. coming up, small businesses making a plea to shop local this holiday season. why you might want to start on your list early. and see these crowds? that cannot happen right now. this macy's tradition of helping pets get adopted will look different in san francisco this year. we'll get to that. first a check on the weather with meteorologist mike nicco. >> all right. let's talk temperatures then we'll jump right on in to the fog and your commute and then the day planner. starting off by showing you the peninsula where it is significantly cooler. a low of 42 now in redwood city up to 50 in san bruno. one of the few areas that is in the 50s. most of the fog on the oceanside with high clouds over all of us. you can see the fog is definitely thick in the east bay valleys. some of that is trying to slip

into the south bay, most of us in the 40s, save antioch at 50 and san francisco at 51. here's a look at the winds. they're fairly calm if not blowing just a bit offshore. they're blowing from northeast to southwest. that's why i think more of the bay and the south bay will fill with tule fog as we head through the morning commute. this is the way it looks from the east bay hills. that's my number one concern. it's only with the morning commute. it's mainly only with driving. if you're taking mass transit it's cooler this morning. if you have to wait outside and light breezes on the ferry. the captain will navigate through the fog, right? here's our 7:00 temperatures. mid 40s to low 50s, no change. heading out for lunch as we head from 11:00 to 1:00, we'll warm from the mid to upper 50s. upper 50s to low 60s. during the evening commute we'll see temperatures starting off 58 to 62, dropping down to 52 to 55 by 7:00. accuweather 7-day forecast coming up.

the pandemic is leading to a new problem for the bay area. ppe pollution. the "san francisco chronicle" is reporting there's so many discarded masks and gloves that the california coastal commission has had to create a new category of litter. ppe now ranks between plastic cups and beverage lids as the items that are most often not

discarded poplroperly. ppe is particularly dangerous because it contains plastic that can be injected by animals. apple will pay 1$113 millio to settle state claims that it intentionally slowed down older iphones. apple said it slowed down the phones to save battery life but the states claim apple was trying to force people to buy new phones. apple settled a similar private class action lawsuit for 500 million in march. san francisco's based lyft is getting backlash over this message. an email and push alert sent to customers appears to encourage traveling by using its rental car service over thanksgiving. it doesn't line up with what health officials suggest we do, which is to stay at home. according to cnn after backlash on social media the ride hail g i company said the campaign has been paused. here's something festive you

it's thursday november 19th. we can't wait to share those stories with you. first we want to check in with mike for a look at the forecast. good morning, mike. >> good morning. hi, everybody. thanks for joining us. let's look at what's going on with our dense fog advisory. we've got really thick fog, less than a quarter-mile visibility up in the north bay through 9:00 this morning. there's other areas of fog also. i want to show you those now, especially the east bay and as we take a look at our east bay hills camera, it is definitely moving from the east bay valleys into the bay itself. that's where it will continue to spread heading through the morning commute. expect that fog to be around. now the visibility will increase after 9:00. that's why the national weather service has the dense fog advisory until 9:00. temperatures today under high clouds and sunshine. 5to 57
