we can't wait to share those stories with you. first we want to check in with mike for a look at the forecast. good morning, mike. >> good morning. hi, everybody. thanks for joining us. let's look at what's going on with our dense fog advisory. we've got really thick fog, less than a quarter-mile visibility up in the north bay through 9:00 this morning. there's other areas of fog also. i want to show you those now, especially the east bay and as we take a look at our east bay hills camera, it is definitely moving from the east bay valleys into the bay itself. that's where it will continue to spread heading through the morning commute. expect that fog to be around. now the visibility will increase after 9:00. that's why the national weather service has the dense fog advisory until 9:00. temperatures today under high clouds and sunshine. 5to 5706 57 to 62 along the coast.

we have some issues on the road. let's turn it over to jobina right now. >> in san francisco an intersection is closed after a crash involving a police car. we have new video right now. police tape surrounding fillmore and waller streets. the police are seeing that there's a damaged cruiser there on the scene and also it appears there's a muni bus involved. it is believed that this was a police pursuit that ended in a crash injuring the suspect and the officer. a call is in to sfpd to confirm that. we want to take a live picture of the scene. officers are still there investigating. the intersection of fillmore and waller is closed now. we'll bring you an update on this as soon as we hear back from police. now to the pandemic. can cases spiking across the country and bay area counties moving into more restrictive tee tiers, one east bay county is cracking down to make sure businesses not only know the

rules but are obeying them. amy hollyfield is live in walnut creek with how this will work. >> you better watch out because the d.a.'s office is watching. the district attorney created a task force to watch out for violations happening in relation to the covid-19 virus. they will look into claims that come into the covid hotline. calls are increasing. people are noticing when business don't follow the rules. so far county officials say they have focused on educating not punishing but that may start to change as the stakes are higher at this point with the county now being in the purple tier. >> we focussed the first couple months of this on education and compliance to remind people of what the county ordinance is and why we need to follow it but because of the rising number of cases we have to shift in how we issue fines. we have not issued any fines yet

from our office. that's a tool that's available to us. >> they say they are taking all complaints very seriously. and that fines will range from $100 to $1,000. they will not be afraid to issue them if necessary. they will be watching capacity inside businesses. making sure that masks are worn and that people are keeping their distance. reporting live in walnut creek. amy hollyfield, abc7 news. in the north bay all of wine country is in the most restrictive tier of purple. daily covid cases per 100,000 people tripled in napa county since last month pushing it to plummet two tiers. napa county is particularly vulnerable because they are heavily dependent on visitors. under the purple tier restaurants cannot offer indoor dining and wineries are only allowed to operate outside.

information about the pandemic response with president-elect biden. the fda may be weeks away from authorizing a covid-19 vaccine. jobina has more on how the vaccine will be distributed and whether people will be willing to take it. >> a dozen states told abc news they will need more funding to distribute a vaccine once approved. a letter to congressional leaders requests 8$8.4 billion. the white house says states will not be responsible for the majority of expenses. a doctor from stanford university said she's more concerned about the public's response to the vaccine. >> distribution and resources are actually not my concern at all. there's an easy way to get those resources and funding can happen. my biggest concern is is if there's no trust. if people will not trust the safety and effectiveness of this vaccine which is where public health officials and infectious disease experts have to review the data so they can strongly and publicly vouch for the

vaccine so everybody will get it. >> pfizer and moderna say their vaccines are about 95% effective. both companies expect to apply for emergency authorization in the coming weeks. in the next half hour, more good news about a vaccine from oxford university and astrazeneca. new at 6:00, two bay area cities are among nine in california at high risk for serious financial problems in the next several years. richmond and el cerrito are considered code red cities. according to the "san francisco chronicle." richmond ranks fifth and el cerrito sixth on the most troubled cities. the ratings are based on ten factors including city debt, rainy day funds, pension obligations and expected revenue. two north bay parents are heading to prison for paying $250,000 to get their daughter into usc. diane and todd blake live in

ross, marin county. is judge sentenced her to six weeks, he got four months. the couple pleaded guilty to conspiracy charges as part of a plea agreement. they each also agreed to pay a $125,000 fine plus perform 100 hours of community service. the blakes were accused of pretending their daughter was a volleyball recruit to get her into usc. lori loughlin's husband, massimo giannulli is expected to report to prison today. the 57-year-old fashion designer has pled guilty in the college admissions scandal. he and loughlin admitted to payipa paying $500,000 to get their daughter into usc as rowing recruits even though their daughters never played the sport. still ahead, expert advice to people planning to meet with family members this thanksgiving. the preventive measures you can take to avoid getting sick with

picture right now from the intersection of fillmore and waller in san francisco. you can clearly see there that there's a police cruiser involved. it looks like another vehicle and a muni bus. it is believed that this was a police per suite that ended in a crash injuring the suspect and the officer. we have a call in to sfpd to confirm that information. we're waiting to hear back from them. moving over now, we want to bring you a live picture showing off the bay bridge, which you can hardly see. the chp issued a fog advisory for the bay bridge, the golden gate bridge and the richmond-san rafael bridge this morning. please be aware of that low visibility and if you're headed to the bay bridge, metering lights came on at 5:48. also i want to point out the fog in the north bay along 101. really going to be running into low visibility and in the east bay as you make your way out of tracy and through the altamont pass. >> thank you. d discouraging getting together with friends and family this thanksgiving but if you do there are some tips to stay safe.

look at this. in bangkok, thailand pro democracy demonstrators are using inflatable duck shields to shield themselves from water cannons during protests. now according to reuters, the ducks first started appearing on tuesday. demonstrators say the ducks have become a mascot for them now. they've been demonstrating since july calling for the resignation of the thai prime minister. today cal osha is set to vote on new workplace standards to protect employees from covid-19. if this gets passed employers would have to identify and notify all workers with positive cases within one workday.

mandate and enforce mask wearing at work, implement safety measures and employer provided housing and transportation and provide free testing in the event of positive cases at work. >> this is a standard and it would be a legally enforced standard, not just a guideline. guidelines are sort of suggestions. >> if this is approved it could go into effect as early as november 30th. a father/daughter duo in southern california are participating in pfizer's covid-19 vaccine trial. they don't know whether they received the actual vaccine or placebo. dan and kirsten stefanoski will be monitored for 26 months. the father is a school district superintendent, and a colon cancer survivor. >> you have to lead from the front. it's not comfortable. you may or may not want to be there, but that's where you have to lead from. i want kids in the schools and communities to be safe. >> the opportunity to participate in this little medical moment in the small way i could was inspiring and worth while. >> kirsten is a high school junior and said seeing her father's cancer treatment firsthand inspired her to

volunteer. san francisco's annual tree lighting in union square was a covid-style affair. because of the pandemic the ceremony was private, just a few invited guests which is much different than the usual thousands of people that are there. this is the 31st year that the macy's tree has been on display. people who were able to attend were socially distanced, they had chairs spread out on the square. and to keep people from crowding the tree for pictures, it's fenced off. >> not the same. >> it's bitter sweet we thought it was important to move forward. >> even without the pomp and circumstance the tree is still plenty festive. 83 feet tall and it has 33,000 lights, 1,100 ornaments and it will be in union scare until january 2nd. >> it's nice to see. >> why are you all so sad? >> i don't know. there's something depressing

spca. it's -- yeah. all right. let's look at what's going on in san jose. you can see some of the fog creeping into the south bay also. and we'll have fog to hazy conditions and high clouds and sunshine with seasonal temperatures moving into the afternoon hours. dry air rolls in this afternoon through tomorrow. that's going to take away our chance of fog. it will bring us cooler nights and a slight possibility of some frost in the valleys. saturday will be our coldest morning but also our warmest afternoon as a dry pattern will settle for the rest of the accuweather 7-day forecast. you can see our water vapor imagery that's the amount of moisture in the air. this moisture is well up into the higher parts of the atmosphere, not like that low level moisture that brought us showers and small ail yesterdha yesterday. for the coast, 47 to 52. bay area neighborhoods, 60 to 64. here's the fog forecast. we'll start at 7:00 this morning. you can see everybody getting

happening today, warriors coach steve kerr and team trainers are going to l.a. to be with klay thompson as he gets an mri on his right leg. thompson suffered the injury during a workout yesterday. espn reports that thompson felt pain in the calf area when he landed on his leg. the warriors are worried it's possibly an achilles tendon injury. they're holding out hope it's not as serious. >> it's one of those deals where you don't know until you know it. hopeful, concerned, all those things combined. until we know more tomorrow i'll save my -- i'll hope for good news. >> thompson missed all of last season thompson. he missed all of last season after tearing the acl in his left knee during game six of the 2019 nba finals against the raptors. general motors has announced it's expanding its onstar brand to offer insurance. onstar is gm's communication

mile through the morning commute. this is not the only area dealing with that thick fog. look at livermore, a quarter mile also. so if you're coming through the altamont pass you will descend into thick fog through the tri valley. this is spreading through the bay. it's getting foggy along the east bay shore and also san francisco down into the peninsula. eventually this will turn over to haze with high cloughs and sunshine. upper 50s and low 60s at the coast. 60 to 64 for the rest of us. >> thank you. this morning the u.s. has crossed another unthinkable milestone in the coronavirus pandemic. more than 250,000 people have now died from covid-19. 11.5 million have contracted the virus. there were nearly 164,000 cases just yesterday. right now a record shattering 79,000 americans are in the hospital. the spike in cases forced the nation's largest school

system in new york city to go back to remote learning only. that starts today. getting answers on how schools will reopen and stay hope during the pandemic is a key part of our effort on building a better bay area. julian glover is looking at how local school districts are dealing with these plans. >> a lot of adjusting happening. many school districts scrambling to figure out what's next. that rollback of tiers that happened a few days ago threw school systems across the bay area for a loop when it comes to trying to figure out when they will bring students back to the classroom. some schools that had reopened, they'll be allowed to operate with in-person classes but others have to suspend plans altogether. districts like piedmont unified which planned to open the first week of december, their plans are up in the air now. piedmont superintendent randall booker says distanced learning has been wearing down their students. he wishes they could bring students back, but he said it is alameda county's decision to

keep the schools closed. >> this is 100% a county decision. we were slated to return, testing for all staff, pre-screening for students and staff, lots of logistical information about entrance and egress. also having many students struggling socially and emotionally. >> in contra costa county, month diablo's unified school district's plans are also up in the air. they were set to reopen january 11th with a hybrid model of virtual and classroom learning bringing back kindergarten, first grade, sixth grade and ninth grade at first, then four more grades the two following weeks. with this being a hybrid model families who did have safety concerns about sending their children back to school can opt and stick with virtual learning. it's unclear if that timetable will hold with contra costa county sliding back to the most restrictive purple tier.

reporting live this morning, julian glover, abc7 news. >> all right. thank you. in the east bay officials are taking a new approach to make sure people are following the rules during the pandemic. amy hollyfield is live in walnut creek with the new task force that is ready to crack down on local businesses. >> we'll be watching these businesses. this county is in the purple tier and this is serious and people are taking it seriously. calls to the covid hotline are increasing so a task force has been formed to look into those complaints. they can issue fines to businesses that refuse to comply. though they consider that a last resort saying they don't want to pile on during this tough time. >> we know businesses are struggling now. we're not trying to be punitive. we're trying to ensure the public is protected and we're following our public health experts and our own health

officer to ensure that the public and businesses understand the rules and how we can educate them on the importance of following them. >> so far they say they have not issued any fines. those fines range from $100 to $1,000. officials are looking at capacity inside businesses like these stores that are allowed to still be open. whether people are wearing masks and whether people are staying six feet apart. reporting live in walnut creek. amy hollyfield, abc7 news. a san francisco woman who was arrested in hawaii for violating the state's quarantine order, that woman identified as colleen proppe. it started when they flew to honolulu and stayed a night there. according to hawaii's policy anyone who flies to honolulu has to stay there for two weeks before going to a different island. according to public documents she didn't do it. >> she left her quarantine site and then took a flight to maui

from honolulu. and at that point she didn't go to a designated quarantine site. so at that point she was flagged in some way, i don't know the full details of how she became known to law enforcement. once they investigated they determined she was not in compliance with the travel quarantine and she was arrested. >> hawaii's attorney general says she is one of hundreds of travelers who have been arrested in recent weeks for violating quarantine. for the third day in a row we're getting a major announcement about a coronavirus vaccine. and this is all good news. overnight oxford university and astrazeneca announced new details about how effective their vaccine is for people. jobina is at the live desk with more. >> older people are more likely to have underlying health conditions that make coronavirus more dangerous. trial participants have also shown few side effects. now they're waiting on results

from phase three which will prove how effective the vaccine is at warding off covid-19. once that phase is cleared astrazeneca could seek approval for the vaccine in a matter of weeks. dr. richard besser was on "good morning america" today. he says the vaccine news is encouraging but the american people need to do more to help. >> and i worry, robin, if we don't change what we're doing, we're going to be having a conversation before the end of the year about 300,000 people. >> you think that we will reach that by the end of the year in just a matter of six weeks or so, rich? you believe that? >> we're losing more than a thousand people a day and the numbers are rising. >> those are stunning numbers. coming up on "gma," dr. besser reveals why he thinks schools in new york city should be open despite surging cases in the city. kumasi? >> thank you. today vice president mike

pence will lead a white house coronavirus task force meeting. this comes as president-elect joe biden and kamala harris meet with several governors to discuss improving coordination between the federal government and state agencies. these meetings come as an arizona judge says he will rule on a case this morning that could delay arizona's certification of ballots in the presidential election. also today georgia will announce results of its statewide audit. so far uncounted votes have been found in four counties netting president trump 1,000 votes but that's not enough to overtake biden's lead. >> we have not had enough evidence to say they reach the level of 13,000 or so. >> as president trump refuses to concede, more republicans including senator lindsey graham are now calling for him to grant president-elect joe biden access to intelligence briefings. still ahead, a resort in the north bay looking to hire hundreds of people. the jobs open right now. and let's take a live look

lunch. and then it will become mostly sunny this afternoon with high clouds being the dominant feature as the low clouds will go away. the drought monitor just updated. notice nothing changed. the reason why is even though we had healthy rain early this week we're still an inch and a half to nearly 3 1/3 inches behind where we should be and the rain season just started october 1st. as far as snow in the sierra, 10 inches in homewood, 16 inches in squaw and alpine. they continue to make snow at night. if we can get up there to ski they'll have know for us. we have new video showing the disruption at a fairfield city council meeting that ended with nine people being arrested.

>> one, two, three, four, let the people take the floor! >> this is body cam video from the meeting on tuesday night. the disruption was over a fairfield police officer who previously worked in vallejo and was involved in a deadly shooting. police say the group got increasingly disruptive. eventually the council members left the room and the group was asked to leave. nine people chose to stay and police arrested them. now to the unemployment numbers. the u.s. labor department reports another 742,000 people filed for unemployment benefits last week, but economists forecasted 700,000 new claims. it snaps a four-week streak of declines. there are now more than 6.3 million people continuing to receive state unemployment benefits. let's look now at the new york stock exchange as trading gets under way. you can see we're still down, but by 90 points right now. at abc7 we're committing to building a better bay area and that includes the impact the pandemic is having on the economy. so we are going job hunting with jobina and this morning she's taking us to the north bay where one property is looking to hire hundreds of people.
