miles an hour quickly. >> california issue as curfew but only in county in the purple tier but that happens to be most of the bay area. thanks for joining us. i'm larry beil. >> i'm kristen sze. officials start an alarming spread in issuing this order. you can see most of the bay area is in the purple tier. abc news reporter cornell bernard is live with the details. >> the governor is calling it a limited stay-at-home order requiring generally non-essential work, movement and gatherings stop between 10:00 p.m. and 5:00 a.m. in purple tier counties. 41 of the 58 are in the purple tier meaning the highest rates of positive cases and hospitalizations. that's 94% of the state's population. the order goes into effect at 10:00 p.m. saturday and will remain in effect until 5:00 a.m. on december 21st. health and human services secretary dr. mark galley says more stringent actions may be

needed if we can't flatten the curve quickly. >> we know and have seen in the past covid goes from zero to 60 miles per hour quickly that we're in a place today but that can rapidly change. maybe not statewide, maybe just in the hand full of counties but further restrictions is what we open to avoid. we hope today's actions, our collective coming together and resolve to, you know, keep our protective behaviors up will help us stem the tide and bring the surging numbers down. >> now, the state's 14-day positivity rate is 5%. two weeks ago, it was just 3.3%. dr. galley says cases have risen higher and faster because of a combination of factors like colder weather, more mixing, more reopening and greater travel. it is still unclear how the limited stay-at-home order will be enforced but dr. galley is asking residents for their compliance and try to stay home between 10:00 p.m. and 5:00 a.m.

live in the newsroom, cornell bernard, abc 7 news. >> thank you, here is look where the coronavirus cases stand right now. if we're looking at totals, the bay area had 130,584 confirmed cases. that is across all nine counties and includes cases since the start of the pandemic. santa cruz county has seen an additional almost 3700 cases. in california, there have been 1,0 1,059,267 cases. that's an increase from yesterday. across the country, there are more than 11.6 million cases. now this comes as federal officials try to get people to stay home this thanksgiving. >> amidt this critical phase, the cdc is urging against travel for the holiday. >> a warning about thanksgiving which is one week from today. the agency is encouraging people

to celebrate the holiday at home but only with people you live with. abc news reporter kate larson has details. >> every time you start to bring people in from the outside, you increase the chances there will be somebody there who has covid-19. >> how much will it increase the chances? dr. george rutherford explained the math based on california's positivity rate, which is about 5% right now. >> that means if you pick someone at random to spend thanksgiving with, there would be a 5% chance that one person was infected. >> so if you have a gathering with three total people, it increases to a 9.5% chance, six people from mixed households, there is a 22% that someone is infected. with 12 people, you're looking at a 43% chance someone at your party has covid. is there any number of people you can gather with inside that would be safe? >> no, the safest way to have

thanksgiving is have it within your household. >> reporter: positivity rates vary by state and county since san francisco for example is 1.8% but fresno county is 7% and san bernardino county is 10.5%. >> relatives in los angeles, relatives in san jose, relatives in the city, everybody stay where they are. we especially don't want people coming in from hot areas. >> there is a warning from the neighbors to the north that celebrated thanksgiving in mid october. >> if you look what happened after canadian thanksgiving, the cases were going up like this but then after canadian's thanksgiving, the slope changed and went up very rapidly. >> that's cause for concern because if thanksgiving gathering cause a sharp spike in covid outbreaks, it's likely hospitals will fill up and death rates will increase not just for covid patients but other emergencies like someone having a heart attack that might not get help as fast with an over burdened medical system so don't do it, stay at home.

years back to back but many more memories will be made and klay is well liked and you saw it in the social media. everyone across the league offering prayers and well wishes to thompson who faces a long rehab. we're hopeful he can get back on the court the following year, larry. >> chris, thank you very much. chris alvarez reporting at chase center. joining us for more on this is an orthopaedic surgeon john belser. i was going to say it's great to see you again but if you're joining us, it probably means something terrible happened once again and here we are. >> larry, it seems like just a moment ago that you and i were having that chat over klay's injury that fateful day or week with kevin a year and a half ago and this certainly is a big blow to the organization. i think all of us as fans were looking forward to a really great year with one of our superstar and klay coming back full speed and this certainly is

going to impact his season, clearly, and, you know, potentially future years. it's a devastating blow. >> yeah, so let's start with the basics. what exactly causes a torn achilles tendon? >> we went over this before and i'll do it again. i have my model here. here is the foot and ankle. here is the heelbone here and here obviously are your toes and tibia. achilles sits here. when somebody is jumping, they pull up on the achilles, their foot goes down and that's how they jump in the air. what happened with klay, is when a player goes backwards and explodes forward and we saw this if you watch the videos on kevin's injury, as the foot is forced this way from the force of the acceleration at the same time the achilles is pulling, the tendon pulls in the opposite direction and ruptures. here is a graphic. i don't know how well you can see it but you can see the achilles denttendon and has thel

goes down, muscle pulls up and it's like pulling a piece of paper apart. they have powerful muscles and are exploding with such force forward that, you know, often times the achilles doesn't stand a chance. >> how difficult is it to repair and normal recovery time? >> so from a surgical standpoint, it's a very straightforward procedure. there is a number of ways to do it. we generally do it open to get the best and strongest repair. surgery is less than an hour and then the recovery is essentially crutches for a period of time to allow that tendon to heal but then it's really about the recovery, and that recovery needs to regain the strength across that tendon so the tendon can once again take the loads these basketball players are placing across it. that will be as we saw with kevin and other players that have torn achilles, at least a nine-month recovery, if not longer. >> klay was coming back from a torn acl in his left knee, this

injury is his right achilles. do you see this a lot where the body is compensating from one injury and you put the strain elsewhere? >> yeah, i think that realistically speaking, this is the same issue that the question came up with kevin about whether this injury that he had was because of the prior injury and the answer is it's probably more related to the nature of the sport and the amount of stress they are putting on their joints. >> all right. assuming that the surgery goes well, would you expect to see the klay thompson that we're used to seeing, the guy that can score 37 points in a quarter or is the likelihood given his age and the two injuries, will they limit him or will he be the same splash brother that everybody has come to watch and love? >> well, in taking care of these athletes for awhile, you know, these guys are competitors and work harder than anybody you've ever seen. i think klay will get back to a

with a mr. jekprojected hunf thousands of dollars to head off for drastic measures like layoffs. laura anthony joining us live from lafayette bart station to tell us what the staff reductions will mean for riders. >> reporter: larry, nothing hopefully in the short term like bart stations in the bay area, this say virtual ghost town, no ridership means in revenue.

that's why the subpoeystem is gg ready to ask hundreds of workers if they want a buyout. with ridership still down 87%, the bart board of directors is moving ahead with a retirement incentive program, an offer of early retirement for the systems eligible employees up to 40% of the existing staff. >> this is a moment of time and this is absolutely a crisis. we have a staff and we have the board and we have our colleagues within washington and sacramento who will help us meet the moment. >> reporter: bart project as deficit that could top $200 million by the end of the next fiscal year when federal relief money runs out. more than 1600 bart employees qualify, the expectation is maybe a quarter of those would accept the buyouts with some cuts to weekend service are designed to avert more drastic reductions like layoffs and station closures. >> it's for all of our bart

workers like buddy who are listening. i want you to know that you are essential workers. >> we live or die based on our ridership and i look forward at the new year and to seeing us recover and rebound. >> reporter: while fewer people ride bart these days, those who do worry about additional cuts. >> it's a sign of the times. >> sometimes on the weekends, you miss one and have to wait a whole half hour. if they cut back employees, it will be worse. >> reporter: now add to that the limited stay-at-home order the state just imposed. that will in the impact bart. they are operating on reduced hours from 5:00 a.m. to 9:00 p.m. even if they weren't because they transport essential workers, they would be exempt from a curfew. laura anthony, abc 7 news. >> thank you. >> despite the on going pandemic, a beloved san jose tradition will return for the

holidays but in a different format. christmas in the park is changing venues but they're doing so to deliver a safe and socially distant experience. abc 7 news reporter chris nguyen has the story. >> for the first time in 41 years, san jose's christmas in the park will make its home at history park for the holiday season. a silicon valley hallmark reimagined as a drive-through experience. >> there is so much to see like sensory overload. >> reporter: executive director of the nonprofit held downtown at plaza de cesar chavez. they knew they would have to get creative to keep the tradition alive. >> i think people will still really be happy that they get a chance to get out of the house and experience something with their friends and family. >> reporter: in addition to the usual displays, the non-profit is embarking on the largest expansion in decades at night tens of thousands of pixels will be on display with a choreographed light show set to music you'll be able to play

the rooftop camera looking at blue skies over the embarcadero. these are forecast pea tofeaturh patchy fog and dense. cold mornings and mild days lie ahead and patchy fog in the interior valleys and the dry pattern continues through thanksgiving. here is a look at the forecast animation overnight. we'll see a little increase in clouds, some low clouds and fog at the coast and high clouds passing over, as well but they will give way to a mainly sunny day tomorrow. low temperatures mainly in the mid 30s up in the northern -- in the north bay valleys but low to mid 40s everywhere else and tomorrow's highs mid 660s, 64 morgan hill peninsula low to mid 60s, 64 redwood city and 63 palo alto and upper 50s on the coast tomorrow and downtown san francisco will top out at 62.

up in the north bay look for highs of 65 at san rafael, 67 santa rosa and east bay shoreline 64 and at oakland and at hayward, a little bit farther inland in the east bay we'll see highs in the mid 60s. 65 concord and pittsburgh and abowe have chilly mornings coming our way tomorrow, saturday and sunday but each of those days will have mainly sunny and mild afternoon weather and speaking of mild afternoon weather, look at next monday, tuesday and wednesday and thursday, thanksgiving day. sunny skies, high temperatures in the mid to upper 60s inland, low to mid 60s around the bay shoreline and mid to upper 50s on the coast. so far, i know things can change in seven days but so far, thanksgiving day is looking like a real treat. so enjoy the weather. larry and kristen. >> as you stay home by yourself. yes.

time now for consumer news. michael finney is here with more troubles with the edd. >> i know. if it's not one thing, it's another. the state auditor's office is asking the edd to stop putting californians in danger for identity theft. the auditor eileen house sent a letter to top state officials alerting them that the edd is still sending out correspondence containing social security numbers. i'm receiving a lot of complaints about this in the 7 on your side office. the letter comes a and a half after an auditor's report. it plans to discontinue the practice by the end of next year. a new report by a progressive think tank says without a new stimulus deal, 12 million

americans could lose their unemployment benefits on december 26th. the report by the century foundation says as many as 1 in 4 work er received payment from one of the stimulus programs the foundation is calling on congress to act saying the stakes are just simply too high. a report from the non-partisan u.s. government accountability office found that walmart and mcdonald's are the top employers of people who are on medicaid and food stamps while working. the report found that 70% of the 21 million on federal aid were employed full-time. mcdonald's released a statement saying the data of the report did not take into account that walmart and mcdonald employ thousands and thousands of people, which they do. they employ the most people in the united states. kristen? >> all right. thank you, michael. i know this is one of michael's favorite stories here

we are putting forward a limited stay-at-home order. >> california is imposing an overnight curfew on most residents as officials try to head a surge in kra krcoronavir cases. dr. mark galley explained the order an hour ago. >> we're asking as part of this trgeted, limited stay-at-home order that people are home by 10:00 and stay home until 5:00 a.m. this means that many essential businesses that we've in the past called non-essential businesses, there is a list of what's included and not included in that category that we ask that they close operations by 10:00 p.m., that people can get home by then and that they stay home and those businesses don't resume operations until at least

5:00 a.m. throughout all of the purple counties. this order, this public health order that will be modified at the state level will be effective november 21st, saturday night at 10:00 p.m. and go until december 21st, at 5:00 a.m. so what does this mean practically? i'm sure many are asking what this means. i just wanted to highlight a few things at the top. i know i'll get many questions on this and look forward to answering those but what does it mean that you can still do? so i think about my own life and often the need with four young kids to make a late grocery store run to make sure we're stocked for breakfast in the morning or a meal. it means i can still go to the grocery store at 11:00 if that grocery store is still open to pick up milk or eggs or whatever i need. my dog doesn't walk very well, hard to get around the block. but yes, i can walk my dog at

11:00 p.m. if that's your tradition routine and for restaurants that close their front door at 10:00 it doesn't mean the delivery is closed so we urge people in a limited way to use restaurants in that way and for restaurant operators and owners that is certainly an opportunity to keep some amount of business going. >> by the way, the urging voluntary compliance. the state will not enforce it. the curfew affects the counties in purple here in the bay area. on our 3:00 p.m. newscast, getting answers, i spoke with alameda county public health officer dr. nickelous moss about today's announcement. >> we're supportive of everything the state of california is trying to do to keep californians safe and we think it's good for our residents hear in alameda county

and across the region to really take cautious approach to covid with this surge. effective this week moving into the purple tier, a lot of indoor activities for example indoor dining, movie theaters, some indoor family entertainments like bowling, those had to be closed by the rules the state has set for purple tier counties and so those changes are already in effect for alameda county and then again, with the announcement today, the state -- i think they are calling it a limited shelter at home wi -- order will apply to us. the goal is to limit public spaces where people gather indoors but also, i think some private spaces where people are gathering indoors and we know the more people get together particularly in indoor settings

with masks off, the risk of transmission is just higher there. >> dr. nickelous moss of alameda county. let's go to abc7news.com for breaking updates and new information on the limited stay-at-home order. members of a coast guard crew station in alameda quarantined after they tested positive for covid-19 while out on deployment. the cutter stratton returned after 11 members were reported positive. the stratton had deported in late october on a counter narcotics patrol. crew members had to pass two tests while shipping out but last week several guardsmen developed symptoms. the economy is an issue build a better area focused on keeping shoppers safe and boost

of the answer but we have to adhere to the guidelines. your father used to say, nothing good happens after midnight. later at night, maybe people had something to drink, your judgment isn't great. we don't need to be out at 1:00 in the morning at this point. >> good point. it appears the pandemic is not getting in the way of americans spending big this thanksgiving. according to lending tree found americans will spend an average of $475, that is up from $310 a year ago according to the survey hosts are expecting about nine people at the table this year down from ten a year ago so kristen, this means people are buying more expensive things or totally disregarding the recommendations at this point? i don't know how you would account for that increase in pricing? >> i was wondering. i thought if it's just your family of four i hope you buy rib eye steak and the best salmon and the best -- i don't know. the fact that, you know, people,

the average is from ten down to nine is not much of a reduction and not really going by the cdc recommendation. dan? >> i think that's a good point. i think look, it's been eight, almost nine withering months people are tired and and maybe they want to spend more money just to try to make it more festive and special and a little more of an occasion is what i would guess. >> i think spencer is spending it on fine wine, right?
