a curfew coming to most counties in california. the state's top doctor explains

why. >> what little night life is left will soon be gone with the curfew. why health officials say they're still worried about young people out late and spreading the virus. >> business owners at restaurants like this are outraged tonight after the governor enacts a curfew. details next. cold and frosty mornings coming up. how much temperatures will tumble. abc7 news at 11:00 starts right now. >> now from abc7, live breaking news. >> we know and we've seen in the past that covid goes from zero to 60 miles per hour very quickly. >> that's why california has announced a limited statewide curfew for counties in the purple tier. >> but not everyone, including some doctors, are sold on the new covid crackdown. >> the virus doesn't care what time of day it is. it has to do with social interaction and people letting their guard down. >> the new order prohibits nonessential work, travel, and gatherings between 10:00 p.m. and 5:00 a.m. in counties with high rates of coronavirus transmission. it goes into effect 10:00 p.m. saturday, and will last until at least 5:00 a.m. on december

21st. >> most of the bay area's counties are in the purple tier. they include sonoma, napa, solano, contra costa, alameda, santa cruz and santa clara. marin, san francisco, and san mateo counties remain in the red tier. we have team coverage on the new statewide curfew. >> let's start with cornell bernard. he is in the newsroom to explain why it was imposed now, cornell. >> dan and ama, the state's top doctor says cases are spiking at an alarming rate. he says curfews are needed to curb the rising rates and prevent even more infections. >> in many way, the days and weeks to come will be different than years past. >> reporter: dr. mark ghaly announcing a nighttime curfew for 41 purple-tiered counties where covid cases are spiking. the limited stay-at-home order requires that nonessential work, movement, and gatherings stop between 10:00 p.m. and 5:00 a.m. for one month, starting

saturday. >> why are we doing this and what are we hoping to gain? it's really to avoid further restrictions. >> he says new cases have more than doubled in california in recent days. >> covid can go from zero to 60 very quickly, and it has. >> reporter: with more than 11,000 new cases reported, the state's positivity rate has gone from 3.3% to 5% in two weeks, a 50% increase. hospitalizations have increased 63%, with more than 4,000 patients needing care. ghaly says the rise can be blamed on factors like cold weather, more mixing, more openings and greater travel. >> all of those things create greater opportunities for the virus to spread. >> during regular hours you can still go to the grocery or walk your dog or get takeout, but large gatherings should be avoided. >> in order for us to have excellent, do the best we can with controlling this virus, we're going have to keep our

guard up, make some tough choices. >> and ghaly says the tough choices are saying no to parties or gatherings where mask-wearing may be overlooked. cornell bernard in the newsroom. >> thank you. the governor reiterated the need saying the virus is spreading at a pace we haven't seen since the start of the pandemic. and nationwide numbers back that up. cases and hospitalization broke another u.s. record today. and now the cdc is recommending against travel this thanksgiving as it now forecasts another 46,000 americans could die by december 12th. a staggering potential toll of 300,000 people in this country since the pandemic began. well, some say they understand why the curfew is needed, there is backlash coming from east bay restaurant owners. abc7 news reporter jr stone is in pleasanton, where many say it's coming at the worst possible time. >> it's terrible. it's terrible. >> italian restaurant owner enzo rosano is referring to the

california governor's decision to enact a curfew from 10:00 p.m. to 5:00 a.m. he will close his restaurant two hours early at 9:00 p.m. on weekends so employees can clean and then get home on time. he calls this a shutdown, saying he will have to make another layoff. >> shutdown is not the solution. people, they need to work. there is a lot of blue collar people. they need to make money. >> due to the rising number of covid-19 cases and hospitalizations, governor newsom enacted the curfew, which will start on saturday for purple tier counties. many are defending the decision. >> all over the country, there is people who are getting sick and dying at an alarming rate. so as much as i don't like it, it does make sense. >> reporter: but others still pointing to the din they're governor newsom attended earlier this month at an elite napa restaurant with a large group of maskless people. >> look at what newsom just did the other day. he was at a party, and he didn't have a -- you know people without masks on.

and then for him to turn around and go have fun and we have to stay home, that's like a double standard. >> reporter: everyone we spoke with hoping for an end to the covid crisis, wondering if closing places like this early is the solution. jr stone, abc7 news. >> the impact obviously will be most directly felt by business was late hours, as well as the primarily young crowd that frequents them. abc7 news reporter matt boone spoke with bar owners and patrons in san jose tonight about why this curfew is targeting them. >> it kind of sucks, i got to say. it's very wishy-washy. >> reporter: joseph delgado says even before news of the curfew, san jose had been harshly impacted. >> normally you would have a bunch of college students down out partying. >> reporter: he came down with his roommate to celebrate a new job, feeling safe sitting outside. >> yeah, as long as everyone is socially distanced. >> reporter: public health officials have zeroed in on the late-night crowd, generally a

younger group who they say are more reckless. >> those who are out, who might be engaging in higher risk behaviors, that those infections can quickly spread. >> reporter: bar owner david mulvahill says he understands. >> i guess coming from the later people are out, the less likely they are to be cautious about social distancing and stuff like that. >> reporter: but it will still hurt his bottom line. >> between 9:00 and 12:00 on friday night are the prime times. >> reporter: now he'll he says they'll have last call before 9:00. down the block sp2 has been staying open until 1:00 a.m. >> it feels like we're going back. >> reporter: they expect everyone to comply, saying their priority is on more serious crimes. the san jose public wrote, quote we are going to focus on education as opposed to citations. we will not be utilizing this curfew as probable cause to detain persons during the curfew hours. in san jose, matt boone, abc7 news. >> sheriffs in several counties, including sacramento, el dorado,

placer ands from know said they do not plan to enforce the curfew. while san francisco is currently in the red tier, the city's covid command center released this statement saying in part if trends continue, it is likely that san francisco will be assigned to the purple tier by the state within the week, and we will be required to abide by the state's order. >> we found opposition to the curfew tonight from a san mateo supervisor and an infectious disease expert, interestingly. while they see the need to do something, they question whether a curfew makes the most sense here. they both agreed on this, however. >> the virus doesn't care what time of day it is. it has to do with social interaction. >> reporter: dr. amesh is a senior scholar. >> instead of going to restaurant or bar to meet, they're going to meet in people's homes. and people are getting infected in each other's homes. >> reporter: david canepa says a curfew amounts to government overreach. >> curfew means to a lot of people, including myself, it

tonight, protesters in san francisco called for reforms after a police officer shot a man tuesday night. >> who's streets? >> our streets. >> who's city? >> our city. >> the march went down market street to the tenderloin. the shooting was tuesday after police went to break up a fight, a fight they say a man was armed with a life. the man is in the hospital with life-threatening injuries. tonight georgia announced the result of its recount affirming president-elect biden as winner of the state. as as reporter arlette saenz reports, it comes as the president-elect teases potential cabinet picks. >> reporter: president-elect biden offered a blunt assessment of president trump's refusal to concede. >> i think they're witnessing incredible irresponsibility, incredibly damaging message is being sent to the rest of the

world about how democracy functions. >> reporter: biden also blasted the administration for not coordinating on key coronavirus planning, including the distribution of a vaccine. >> there is no excuse not to share the data and let us begin to plan, because on day one, it's going to take us time if we don't have access to all this data, it's going to put us behind the eight ball by a matter of a month or more. and that's lives. >> reporter: without federal coordination, the president-elect is turning to the states, holding a virtual meeting with some democratic and republican governors. >> i don't see this as a red state issue or a blue state issue. i see this as we're all in this together. >> reporter: behind the scenes, the president-elect is weighing his cabinet picks and said he's made up his mind about treasury secretary with an announcement coming as soon as next week. >> you'll find it is someone who i think is -- will be accepted by all elements telephone

democratic party, progressive to the moderate coalitions. >> reporter: one of biden's former rivals making no secret about his hopes for a top job. >> i think something like secretary of lane worry be a very attractive position. >> arlette saenz, washington. >> reporter: in the east bay a covid outbreak has closed golden fields in berkeley. the track's general manager told berkeley the outbreak started in the barn area. city officials tell us there have been more than 130 new cases the past two days due to a single outbreak, but would not confirm where. the horses stabled at the track will continue to get care during the closure. thanksgiving at glide memorial church is a tradition even covid can't stop. ♪ we stand together, we will rise ♪ >> tonight the church held its annual holiday jam, this year's virtual event featured some

appearances from year's past. it also served as a fundraiser. so far they have raised nearly $1.2 million. just 300,000 short of their goal. so it's going well. but they have more work to do here. glide says it will serve thanksgiving dinner next thursday, as always. but this year it will be converted into an outdoor dining experience with live music and great night for glide. always does such terrific work, ama. and like everyone else, adapting to the situation we're in. >> absolutely. making next week an outdoor event. and we're wondering what the thanksgiving forecast is going to be like. it's maybe a hair early to know for sure, sandhya? >> never too early to think about it. and we're talking about a dry forecast, not a dry turkey. this is coming from a vegetarian. dan and ama, i want to show you a stunning view from our east bay hills camera, just gorgeous of the crescent moon over the bay tonight. skies were clear enough to get this, as you will notice.

really, visibility was terrific. hope you had a chance to check out the moon. if you didn't, you see it right here. live doppler 7. things are changing a little bit. not the green on the screen. we're seeing fog. that's what we're going have to deal with tomorrow morning in the north bay, once again. just over a mile as far as visibility goes in napa. four miles in novato and santa rosa. drive carefully if you are communicating tomorrow. temperatures in the 40s, 50s right now. as we head towards midnight and going into the overnight hours, those numbers will fall even more. it's already cooler in many parts of the bay area, bottoming out in the mid and upper 30s for the coldest north bay valleys. bundle up. you'll need the winter jackets and coats. you'll notice they're 34 degrees in santa rosa. now the average low for santa rosa in the upper 30s this time of year, it's going to be colder than where we normally are around this time. for a couple of days, even colder on saturday before those temperatures begin to moderate a bit as we head into tuesday of next week.

east bay hills camera showing you a lovely view of san francisco right now. chilly tomorrow morning. patchy fog and high clouds. we're looking at cold mornings and mild days this weekend and that dry pattern continues right on through thanksgiving. so temperatures first thing in the morning near freezing around santa rosa, napa. 40 in vallejo. 38 in livermore. 50 degrees in san francisco. we'll have the high clouds around and some patches of fog. once again dense in spots. temperatures tomorrow afternoon anywhere from the upper 50s to the upper 60s. very similar to today. you're going see the high clouds filtering the sunshine, but overall just a nice looking day. drought conditions continue. the recent rain didn't really help us much in terms of the drought. we're still, most of us in the severe to extreme drought category, unless you're in the south bay. they're actually in the moderate category. let's hope in the coming weeks, months, we start to see this change dramatically. not the next seven days. it's a dry pattern storm track
