living in a san francisco high rise out of their homes overnight. you can see the flames in this video shooting from the middle of the building. this is at the gateway apartments. the fire broke out in the east tower near davis and washington. firefighters had to rescue and evacuate multiple people. abc7 news reporter amy hollyfield is joining us live there this morning. are people still outside there? >> no. it looks like they've been allowed to go back inside or found somewhere to go. look behind me, you don't really see people out here anymore but you see a pile of their burned belongings out here in front of the building that firefighters have pulled outside. this was a pretty big fire. take a look. firefighters say there are not any sprinklers in the building so the fire got a bit of a head start. when firefighters arrived at 1:30 this morning they worked on the fire but they also had to rescue several people, help them get out of this burning building. they say five people did suffer

some inuries but everyone did get out okay. >> the smoke detector went off and we were told to leave the building. at that point when i exited the building with my family i realized a big area of black smoke coming from the 11th floor. we live on the third floor. we thought it was a false alarm like usual. it happened to be real that time. frnls this >> this is video by vincent bates. this is the "gma" way apartment near washington and drum just off the embarcadero. three apartment units on the 11th floor have fire damage. there is also a lot of smoke damage throughout the building. they have evacuated several units but not the entire building. they let some people go back inside. the fire chief was here on the scene. she was very proud of her firefighters, how many of them had to hustle up to the 11th floor. some of them carrying 100-pounds

of equipment up all those stairs. she says they will be here for a while looking for the fire's cause and streets in this area will be closed for a while. so you'll want to avoid this area if you do make your way through here. just keep in mind the streets will be closed. reporting live in san francisco, amy hollyfield, abc7 news. >> all right. thank you. now abc7 news covered at least two fires at this same complex. this was the scene in october of 2018. just about two years ago. flames tore through floors 12 and 16 in the south tower. residents from 30 units were displaced. thankfully no one was physically hurt in that fire. a handful of people were treated for smoke inhalation and anxiety. this was the scene of a fire there last month. residents were asked to shelter in place, many people still evacuated. it's unclear what started this fire. abc7 news sent out this push alert about the fire overnight.

you can always count on breaking news updates on the abc7 news app. it's free to download, make shower sure enabling push alerts. breaking news on a coronavirus vaccine. pfizer will apply today for emergency use authorization from the fda. jobina, what does this mean as far as how soon we'll be able to get this shot? >> pfizer believes they could receive that approval as soon as next month and say they're ready to begin distribution within 24 hours of receiving it. front line workers and people at risk of becoming severely ill if they are diagnosed with the coronavirus will be the first to receive the vaccine. a top federal official revealed some specific plans on "good morning america." >> so we have about 40 million doses of vaccine give or take exactly when eua comes out. what we're going to do is we're going to execute fair and exquit table distribution based on the population of the jurisdictions. jurisdictions identified as the 50 states, eight territories.

>> pfizer's vaccine needs to be transported and stored in ultra cold conditions. another company, moderna, is likely to request permission to distribute its vaccine in the coming weeks. tests have shown moderna's vaccine is 94.5% effective slightly less than the 95% for pfizer's in clinical trials. >> thank you. millions of californians will be under a month-long curfew starting tomorrow night. the stay-at-home order will affect 41 of the state's counts including most in the bay area. this is designed to slow the spread of covid-19 in counties in the purple tier. >> we know, we've seen in the past that covid goes from zero to 60 miles per hour very quickly. that we're in a place today but that can rapidly change. maybe not statewide, maybe just in a handful of counties, but further restrictions is what we hope to avoid. >> here's what it means. all nonessential work, travel

and gatherings between 10:00 p.m. and 5:00 a.m. are banned in counties with high rates of virus transmission. it goes into effect 10:00 tomorrow night until 5:00 a.m. december 21st. most of the bay area counties apply because you're in the purple tier, that includes sonoma, napa, solano, santa cruz and santa clara counties in. in the red, marin, san francisco and san mateo don't apply to this. while some people understand why the curfew is needed, there is some backlash coming from east bay restaurant owners. j.r. stone spoke with people in pleasanton who say this is coming at the worst possible time. >> terrible. terrible. >> reporter: italian restaurant owner enzo risano is reacting to the governor's decision to enact a curfew from 10:00 p.m. to 5:00

a.m. he will close his restaurant two hours early so his employees can get home on time. he calls this another shutdown. >> shutdown is not the solution. people, they need to work. there is a lot of blue collar people. they need to make money. >> due to the rising number of covid-19 cases and hospitalizations, governor newsom enacted the curfew, which will start on saturday for purple tier counties. many are defending the decision. >> all over the country, there is people who are getting sick and dying at an alarming rate. so as much as i don't like it, it does make sense. >> reporter: but others still pointing to the dinner that governor newsom attended earlier this month at an elite napa restaurant with a large group of maskless people. >> look at what newsom just did the other day. he was at a party, and he didn't have a -- you know people without masks on. and then for him to turn around and go have fun and we have to stay home, that's like a double standard. >> reporter: everyone we spoke with hoping for an end to the

covid crisis, wondering if closing places like this early is the solution. jr stone, abc7 news. a lot of questions about how this will be enforced. now sheriffs in several counties including sacramento, el dorado, fresno said they're not going to enforce the curfew. while san francisco is currently in the red tier. the city's covid command center released this statement saying if current local covid-19 case trends continue, it's likely san francisco will be assigned to the purple tier by the state within a week and we'll be required to abide by the state's order. you can check out the ever-changing tier statuses of your county any time. we made it easy with the interactive map available at abc7news.com. all right. we're going to talk about some chilly temperatures out there. i'm going to show you some neighborhood temperatures right now. we'll go down to the south bay, it's mildest this morning thanks to a canopy of high clouds.

all right. welcome back at 5:14. here's a look from sutro tower at how clear it is. it's about 46 degrees outside. a bit of fog in the north bay. that's it. then you can see cooler temperatures as you step outside. near 60 by noon with a few high clough clouds, total sunshine by 4:00. mid 60s. temperatures will fall quickly into the low 50s by 7:00, 40s by 9:00. across the state today it will be quiet with mainly 50s and 60s. >> thank you. this morning a dire warning from the cdc about thanksgiving. >> amid this critical phase of the covid-19 pandemic cdc is recommending against travel during the thanksgiving period.

>> officials are warning that if people do not stay home the holiday could become a super spreader event. abc7 news reporter kate larsen explains why staying home is so important this year. >> every time you start to bring people in from the outside, you increase the chances there will be somebody there who has covid-19. >> reporter: but just how much will it increase the chances? ucf epidemiologist dr. george rutherford explained the math based on california's positivity rate, which is about 5% right now. >> that means if you pick someone at random to spend thanksgiving with, there would be a 5% chance that one person was infected. >> reporter: so if you have a gathering with three total people, it increases to a 9.5% chance, six people from mixed households, there is a 22% that someone is infected. with 12 people, you're looking at a 43% chance someone at your party has covid. is there any number of people

you can gather with inside that would be safe? >> no, the safest way to have thanksgiving is have it within your household. >> reporter: positivity rates vary by state and county since san francisco for example is 1.8% but fresno county is 7% and san bernardino county is 10.5%. >> if relatives in los angeles, relatives in san jose, relatives in the city, everybody stay where they are. we especially don't want people coming in from highly endemicenc areas. >> reporter: there's a warning from the neighbors to the north that celebrated thanksgiving in mid october. >> if you look what happened after canadian thanksgiving, the cases were going up like this but then after canadian's thanksgiving, the slope changed and went up very rapidly. >> that's cause for concern because if thanksgiving gathering cause a sharp spike in covid outbreaks, it's likely hospitals will fill up and death rates will increase not just for covid patients but other emergencies like someone having a heart attack that might not

fund-raiser. they raised nearly 1$1.2 millio, so they're about $300,000 short of their goal. glide says it will serve thanksgiving dinner on thursday as it always does. this year it will be converted to an outdoor dining experience and add in some live music. robots who i'm told are immune from covid-19 because, well, they're robots, are packing thanksgiving food to spare elderly residents from doing the job. they're stuffing 3,000 boxes to feed 16,000 people this thanksgiving. artificial intelligence firm berkshire gray volunteered its robots to food banks in boston and new york and also donated 40,000 pounds of food. >> i can get behind these robots. that's because they don't really look like robots. they don't have the bodies. >> the face. the teeth. >> we're okay with these.

friday, november 20th. >> we'll get to those stories in a moment. first we want to check in with mike for our accuweather forecast. >> good morning. hi, everybody. thanks for joining us on a friday. we're featuring some fog but very limited compared to yesterday. the tule fog is not around. this is the usuals radiational fog we get this time of year. it's thick around novato and marin. visibility could be less than a quarter mile through the morning commute. through sutro tower tow youit l clear everywhere else. 59 is the cool spot at half moon bay. most of us in the low to mid 60s. the warm spot today, santa rosa, 67 degrees. even warmer tomorrow. i'll show you that coming up in the accuweather 7-day forecast. here's reggie. >> thank you. breaking news in san francisco where the red cross is helping people displaced by this high rise fire overnight. it broke out at the gateway apartment complex in the financial district. it hurt five people. now they are all expected to be okay.

crews also rescued several others. here's a live look at the scene now. the fire is out, not everyone got to go back inside because the fire damaged 23 units. abc7 news reporter amy hollyfield gathering new information about the investigation and she'll update us at 6:00 a.m. more breaking news, pfizer says it will apply for emergency approval of its covid-19 vaccine today. pfizer says the vaccine has shown to be 95% effective in clinical trials so far. this morning the dean of brown university school of public health shared a potential timeline for the drug to reach americans. >> it's probably going to take a couple weeks for the fda. the next meeting is december 8th. it might get reviewed by then. i'm expecting early december. >> pfizer says once it receives approval it could begin

distribution within 24 hours. the vaccine has to be frozen during storage and shipping and that could present challenges. moderna is close to requesting approval for its coronavirus vaccine. it does not require those extremely cold conditions. 94% of californians will be under a new curfew starting tomorrow night. the stay-at-home order impacts more than 40 counties including many in the bay area. as cornell bernard tells us, a top doctor says a curfew is needed to prevent rising cases. >> in many ways the days and weeks to come will be different than years past. >> reporter: dr. mark galley, california's health and human services director announcing a nighttime curfew for 41 purple tiered counties where covid cases are spiking. the limited stay-at-home order requires that nonessential work, movement and gatherings stop between 10:00 p.m. and 5:00 a.m. for one month starting saturday.

>> why are we doing this and what are we hoping to gain? it's really to avoid further restrictions. >> he says new cases have more than doubled in california in recent days. >> covid can go from zero to 60 very quickly, and it has. >> reporter: with more than 11,000 new cases reported, the state's positivity rate has gone from 3.3% to 5% in two weeks, a 50% increase. hospitalizations have increased 63%, with more than 4,000 patients needing care. he says the rise can be blamed on factors like cold weather, more mixing, more openings and greater travel. >> all of those things create greater opportunities for the virus to spread. >> during regular hours you can still go to the grocery or walk your dog or get takeout, but large gatherings should be avoided. >> in order for us to have excellent, do the best we can with controlling this virus, we're going have to keep our guard up, make some tough

choices. >> and those tough choices are saying no to parties or gatherings where mask-wearing may be overlooked. cornell barnard, abc7 news. this curfew will have a district effect on restaurants and bars that are already struggling just to survive. julian glover is live in san jose in an area bracing for this impact. >> yeah, you got that right. they're waiting to see what happens, but the bottom line is that 10:00 p.m. curfew that goes into effect tomorrow night means a 9:00 p.m. last call for the bars and restaurants right behind me here on san pedro square. on a normal friday night they would be bustling with business. many students from neighboring san jose state. but during covid times the crowds coming out to bars and restaurants serving alcohol much smaller. now the party has to end early with the governor's new 10:00 p.m. curfew kicking in tomorrow.

the younger crowd is more likely to be out late at night and more reckless with distancing and mask wearing. the owner of o'flaherty's pub understands going after the gatherings. >> the more likely they're to be out the less cautious they are. >> we extended our hours and we have to backtrack again. it feels like the beginning of the lockdown. >> when we're talking about what's allowed and what isn't, we are. while business must comply with the curfew, law enforcement does not plan to enforce it for civilians coming and going. the santa clara county sheriff's office telling us they will not be patrolling for violators, and the san jose police department tell us they plan on focusing more on education, not using the curfew as an excuse or reason to detain people. reporting live in downtown san

jose, julian glover, abc7 news. >> all right. thank you. not everybody agrees with this curfew. we found some opposition from a san mateo county supervisor and an infectious disease expert. while they see the need to do something, they question whether the curfew makes the most sense. here's dan ashley. >> the virus doesn't care what time of day it is. it has to do with social interaction. >> reporter: dr. amesh is a senior scholar at johns hopkins hospital health security. >> instead of going to restaurant or bar to meet, they're going to meet in people's homes. and people are getting infected in each other's homes. >> reporter: san francisco county supervisor david canepa says a curfew amounts to government overreach. >> curfew means to a lot of people, including myself, it means it's a police state. and we don't want to become a police state. >> reporter: so is what the solution? >>is it the curfew? i'm afraid to say i don't think it is. i think what it is wear your
