business owners are highly concerned as san francisco could enter the purple tier as soon as sunday. >> reporter: santa clara hospitals sounding the alarm. they could be at risk in a matter of weeks. >> reporter: in berkeley people coming by ahead of the first weekend of ski resorts opening up in tahoe. how people are making the most of the pandemic ski season. >> reporter: cold and frosty mornings. i will let you know if it will last through thanksgiving. abc 7 news at 11:00 starts right now. >> building a better bay area for a safe and secure future. this is abc 7 news. the big fear is that the public will not want to come out because of the curfew. >> tonight as covid cases are spiking, san francisco is on the verge of entering the purple

tier. that would require the city to impose a curfew and reverse many reopenings. >> reporter: on a typical day this view can take any worry away. but tonight it is not doing the trick as he goes into the weekend knowing san francisco could soon enter the purple tier. >> from a business owner's standpoint it is like we are getting punched in the gut every single day. >> reporter: today the health director said that covid-19 cases are rapidly increasing. the 14-day average of new cases has gone up to 152% since november 1st. placing it on the trajectory to be in the purple tier, potentially as early as sunday. they are putting a plan in place, knowing a state-wide curfew would be next. >> we are basically going to take reservations up to 8:30.

>> reporter: san francisco would close indoor movie theaters and museums. the conservatory of flowers is gearing up for this potential. >> we do have people that researched tickets in advance and reached out with the people to work with them. >> gyms would only be allowed to open outdoors, an option that is not feasible for them. >> i have a 4,700 square foot facility. to tell me i can't do one-on-one training so i can continue to make a living seems criminal. california's new curfew takes effect tomorrow night applying to counties in the purple tier where the virus is widespread, sonoma, napa, alameda, santa cruz and santa clara. >> all non-essential work, travel and gatherings between 10:00 p.m. until 5:00 a.m. are

banned. >> in the north bay solano county sheriffs say they will not respond to calls just about violations of the governor's curfew. the sheriff says we encourage every individual who conducts their business in public to do so in a lawful manner and celebrate the upcoming holidays mindful of the need to public safety guidelines. >> new at 11:00, one of governor newsom's children is quaranti quarantining after possibly being exposed to covid at their school. the rest of the family all tested negative. the governor received a rapid test this week and will get a nasal swab this weekend and in compliance with guidelines only the potentially exposed child

needs to quarantine. >> california set a unfortunate record with more than 13,000 diagnosed cases. the 14-day rate jumped to 5.2%. the number of newly admitted patients to hospitals has far exceeded the two-week hospitalization average of about 4,300. today the state reported an additional 178 patients hospitalized with covid-19 for a total of 5,500. >> in the south bay one of the more dire warnings we heard yet from public health officials. santa clara county could reach capacity at the hospitals in a matter of weeks. reaction from the communities most at risk. >> i am concerned for the well-being of the community. >> reporter: she has been advocating for her latino community since the pandemic began, a demographic hit hard by the virus in santa clara county

and now she is even more worried. hospitals in the county could reach capacity in three weeks if the current surge continues. >> cancel your holiday plans. don't travel. >> reporter: newly elected state assembly member alex lee tweeted this. >> it becomes incredibly scary to hear we might run out of capacity in hospitals where my mom works directly. if that is the case i get increasingly worried. >> reporter: 407 new cases reported county-wide today. and in the last week the covid-19 hospitalizations went up by 50%. >> we talked about surge plans, contingency plans with hospitals. bringing in the own staffing from critical areas and redeploying them. >> to meet demands the santa

clara county fairgrounds will expand to 5,000 by middecember. >> developing news tonight, donald trump jr. is isolating at his cabin after testing positive for covid-19. a spokesman said the president's eldest son is asymptomatic so far. the latest member of the trump family to become infected. the president, first lady and youngest son, baron all tested positive last month. for the first time the u.s. is reported more than 200,000 cases in 24 hours. pfizer could be closer to providing a vaccine for millions of americans. >> reporter: friday afternoon pfizer officially requesting emergency use authorization from the fda fors it vaccine. a vaccine advisory board will meet on december 10th which pfizer said is 95% effective.

the government already stockpiled 40 million doses. >> we have developed a very extensive plan. we are going to get it down to the states. states are going to tell us where they want it to be. >> reporter: this as the demand for testing skyrockets coast-to-coast. many waiting hours at dodger stadium in l.a., the cdc recommending against travel for thanksgiving, urging americans to spend the holiday only with the people in their household. >> i really do think people need to stay home. things are really bad across the country. you want to be able to see your family in 2021. >> reporter: half of all states in the u.s. are reporting massive staffing shortages. indiana nurse carrie weber lost her co-worker to the virus. >> one of my co-workers got it and she died. >> she almost lost her own life as well but got a second chance with a double lung transplant.

>> as a nurse who did not expect any of this can get out there and bring it home to people who do not want to necessarily wear masks or isolate themselves or quarantine. this is real. >> who is going to get the vaccine once it is available? according to the national academy of medicine priority goes to frontline workers and first responders and people with high risk health conditions. phase two goes to people over 65. critical workers like teachers or people in prisons and detention centers, young adults and people who work in hotels, banks, factories. after that everyone else can get the vaccine. >> it is the first week of the ski season in tahoe and businesses are benefitting. how skiers and snowboarders are making the most of the pandemic
