pennsylvania is banning alcohol sales in bars and restaurants on thanksgiving eve and more restrictions may be on the way. this morning, the mayor of los angeles is urging people to stay home for thanksgiving as he announces possible fines for travelers. >> this pandemic at this moment is threatening to spiral out of control. >> reporter: anyone 16 or older arriving at los angeles airports or train stations must fill out this form saying they understand california's travel advisory. the top reads, failure to to submit the form is punishable up to a fine of $500. >> please, let's not make this thanksgiving the deadliest day of this pandemic. >> reporter: the u.s. on track to see 200,000 daily coronavirus infections. right now averaging 167,000 new cases per day. and for the 14th consecutive day the country has set a record for the number of people in the hospital with covid. nearly 86,000 on monday. new york city is being forced re-open a temporary field hospital.

pennsylvania says all international beds in the state could be full by next week. doctors in montana and idaho also running short on beds. >> there was a physician from a large -- the largest health care facility in montana who was saying that they had 25 intensive care unit beds but over 40 intensive care unit patients. people in those environments still don't believe that this is a problem. they say it's maybe fake news or it's just overexaggeration or it's some sort of a conspiracy. the data don't lie. >> reporter: north carolina's governor is expanding mask requirements and pleading with people not to travel. >> this is a pivotal moment in our fight against the coronavirus. our actions now will determine the fate of many. >> reporter: but at airports across the country more than 3 million people are screened at tsa checkpoints in recent days. flying despite the cdc warning against it. >> we haven't had thanksgiving

as a family in 12 years, so, yeah, with flights being cheap and i already had covid. i was like, perfect, i can go somewhere. >> reporter: at testing sites people are waiting in line for up to five hours in the rain trying to get tested before the holiday. >> everybody is here. >> reporter: quest diagnostics says testing orders have increased 50% since late september. the company says testing now should be reserved for people who have symptoms or were exposed to the virus. doctors also warn a negative test does not mean you're in the clear. >> if you had tested in two days you may be positive at that point or you may develop symptoms at that point, and so it's not a guarantee that being negative right now means you'll be negative on thanksgiving. >> reporter: in the meantime, astrazeneca is the third drugmaker to announce its covid vaccine is up to 90% effective if given in two doses, a smaller one then a full one a month later. now, qantas will be the first airline to require a vaccination. they say once they're widely available it will mandate

international travelers prove they received one before flying. the ceo believe other airlines will follow. and this morning, doctors are also warning that the vaccines will have side effects including muscle aches, fever and chills. a warning about your face covering. doctors are reminding people that a cloth mask doesn't last forever. scientists say polycotton masks get worn out and become less effective after two to three months of wearing them. >> you can imagine that a mask as it gets older, especially a cotton fabric mask, might get looser. the more looser the fabric is, the really small particles you can't see with the naked eye but the more of those that can escape. >> something to keep in mind. if you can see light through your mask or it's frayed, it's time to replace it. an alabama woman will be home for thanksgiving after 233 days in the hospital fighting the coronavirus. lori wood was diagnosed back in april. she says her faith got her through it. three weeks ago today was

election day and this morning, 21 days later, joe biden can officially begin his transition into the white house. because a key government agency has finally acknowledged that biden won. but overnight president trump would not go that far. abc's elizabeth schulze has the latest from washington. elizabeth, good morning. >> reporter: good morning to you. the federal government is allowing the biden administration to start, but overnight president trump made it clear, his fight isn't over yet. this morning, president trump still refusing to concede even after authorizing his team to begin the transition process. the general services administration informed president-elect biden monday that he now has access to $6 million in transition funding. in a tweet the president implied he had signed off on the move in the best interest of our country and said he's instructed his team to cooperate, but later the president writing, what does gsa being allowed to preliminarily work with the dems have to do with continuing to pursue our various cases. we are moving full speed ahead. it comes as trump

suffers even more legal defeats in his effort to overturn the election results. the pennsylvania supreme court rejecting five more lawsuits. even rush limbaugh is slamming trump's legal team. >> they promised blockbuster stuff, and then nothing happened, and that's just -- that's not -- well, it's not good. >> reporter: the president's attorney rudy giuliani maintains the election was stolen from trump, but he now admits exaggerating when making this claim about detroit. >> the only place that may be worse is michigan and particularly the city of detroit. the city of detroit probably had more voters than it had citizens. i'm exaggerating a bit, but all you have to do is look at statistical data. >> reporter: in the meantime, another recount in georgia requested by the trump campaign begins today. state officials admit this third recount is unlikely to change the results. president-elect biden now moving forward introducing six cabinet nominees today.

many of them making history. janet yellen, if confirmed, will be the first woman to serve as treasury secretary, and alejandro mayorkas would become the first latino and immigrant to lead the department of homeland security. still president trump's lawyers insist the fight for the white house will go on. >> what is the point of all this? >> well, the point of this, of course, is to get fair and accurate results because the presidency was stolen and president trump won by a landslide. >> reporter: another sign that things are sinking in. overnight mark meadows issued a new memo saying the administration will ensure a smooth transfer of power. kenneth. >> elizabeth there in washington, thank you. david dinkins, the only black mayor in new york city history, has died. he led the city from 1990 through 1993 and once called new york a gorgeous mosaic. after losing a hard fought campaign to rudy giuliani in 1993, dinkins conceded by saying, mayors come and go but the life of the city must endure. his death comes only six weeks

back now with a parking fail. that's a $170,000 porsche taking a bad turn in a driveway in the uk and landing right on top of the neighbor's bmw. the driver fortunately is okay. and no one was in the bmw. the porsche had to be towed away. 15 alleged members of the mob have been indicted in the philadelphia area. the men linked to an organized crime family are accused of racketeering, extortion and drug trafficking in the area including atlantic city. the suspects go by names including tony meatballs, louis sheep and big vic. they're accused of running an illegal gam loan-sharking. we turn to the all night search for four fishermen last heard from sunday night and the

coast guard recovered some clues as they search off cape cod. here's abc's megan tevrizian. >> reporter: this morning, better weather is helping crews in the search for four missing fishermen off new england. >> making their last trip before thanksgiving and this happens, just an absolute tragedy, just like i said, hopefully they fia tsays the 82-foot fishing boat the "emmy rose" sank 20 miles off cape cod. while heading to gloucester. >> i talked to to the captain around 8:30, 9:00 last night. got a hail from him. told him what time he'd be there. >> reporter: but the boat's owner unable to reach the crew after midnight monday called the coast guard, which launched a helicopter to the vessel's last known location and found some clues. >> they found the debris field and an empty life raft. no -- as of now there are no signs of the vessel or the people that were on board. >> reporter: this image from the coast guard showing the eight-foot seas monday. the "emmy rose" is from performed, maine. family and friends there not

giving up hope saying the crew members are experienced fishermen. >> yeah, they're relatively young guys. they have families. we see them there when they're on the way out. their wife, girlfriends, kids are saying good-bye and it's just a terrible thing. >> reporter: heavy wind hampered the search on monday. there was even a tornado warning on parts of cape cod. the coast guard says there was no mayday or distress call from the crew. kenneth, mona. >> all right, thank you for that. we appreciate it. "jeopardy" is resuming production for the first time since the death of alex trebek. ken jennings the first in a series of interim hosts when new shows are taped next week. jennings says he's honored but there will only be one alex trebek. keep the holiday season spoiler free but the move will also benefit. amazon reducing deliveries while online orders surge because of the pandemic. turning back to the coronavirus, new restrictions on restaurants are being criticized. also a new warning about the number of hospitals facing staff shortages. earlier i spoke with dr. shashank ravi but we began with the latest on the vaccine. data shows the oxford vaccine is 70% effective but half a dose is up to 90% effective. can you explain what it means and how this vaccine is different from, say, pfizer or moderna's vaccines? >> the oxford vaccine was tested in two different dosing regimens. the first regimen was actually a half dose given initially then a full dose given for the second required inoculation, and the results showed that for the first arm or a half dose was given first actually had better outcomes in terms of efficacy. the oxford vaccine is actually more of a

traditional vaccine whereas the moderna and pfizer's vaccine uses a newer technology. >> dr. anthony fauci raised concerns monday that states doing their own reviews of the vaccine could undermine the process and raise more doubts. what are your thoughts? will states reviewing the vaccines independently cause more trouble than it's worth or are they another added safeguard? >> as long as the states don't delay them, i don't see a downside to additional review of the data. i think it can help getting more and more individuals on board that these vaccines are safe for use. >> and, dr. ravi, near hospitals across the u.s. right now are facing a shortage of staff due to the surge in covid cases and may only get worse. what can be done? >> i think, one, we need to continue to develop faster testing and easier access to testing just like anyone else. when we get to wintertime many of the health care workers develop a slight cough or sore throat that may or may not be covid but obviously need to be

tested and this puts the worker out of commission for days after waiting for these results to come back. >> lastly los angeles is the latest city to shut down in person dining starting tomorrow night, and pennsylvania is restricting alcohol sales. are new restrictions like this a little too late when it comes to stopping the virus from spreading? >> i wouldn't say it's too late. i think any of these actions are needed at this time and will have an effect. the shutting down of restaurants or alcohol sales are needed to make sure that we stop the downward trend that we're seeing in safety and rebound to get back to our normal lives sooner rather than later. >> our thanks to dr. ravi. in sports a first for the nfl. the monday night game featured the league's first all black officiating crew. they have a combined 89 seasons of experience. they saw the rams' jared goff and the bucs' tom brady combine to throw five touchdowns but in the end it was a field goal that lifted the rams to victory, 27-24. coming up, a new "star wars" hero is revealed.
