biden will take office come january 20th. ide of a fight but biden moving forward with major and historic cabinet picks. rachel scott is in wilmington, delaware, with the latest. good morning, rachel. >> reporter: george, good morning. up until now, joe biden as president-elect has not had any contact with federal agencies to coordinate on issues of national security and public health, but now 16 days after his decisive victory, the transition process officially begins. this morning, president trump is finally showing signs of relenting, his administration clearing the way for the transition of power to officially begin. sources confirming to abc that trump's chief of staff mark meadows issued a memo overnight saying they will comply with all actions needed, but warning them not to speak to the biden team without authorization. this comes just hours after the general services administration, the government agency responsible for facilitating the transfer of power, finally declared joe biden the apparent winner of the 2020 election after delaying for over two weeks.

giving the incoming administration access to key resources like the white house coronavirus task force and classified intelligence briefings. its director attempting to explain the holdup in a letter to biden saying her decision to move forward now was triggered by recent developments involving legal challenges and certifications of election results. and that she received threats directed at my safety, my family, my staff and even my pets in an effort to coerce me into making this determination prematurely. but was never pressured by any executive branch official. the president implying he gave his approval tweeting, it's in the best interest of our country, while still refusing to concede adding, our case strongly continues and we will never concede to fake ballots. but in reality, trump has presented zero evidence of widespread voter fraud, and his campaign and allies have lost at least 30 cases in court as key states are certifying the president-elect's victory like michigan, where biden won by more than 150,000 votes. a small, but growing number of

republicans are publicly acknowledging the race is over. louisiana senator bill cassidy tweeting he voted for president trump, but joe biden won. even conservative firebrand rush limbaugh who was awarded the medal of freedom by the president slamming the trump legal team's efforts. >> they promised blockbuster stuff, and then nothing happened. and that's just -- it's not good. >> reporter: the biden transition team wasting no time unveiling his first cabinet picks. >> do you expect republicans to put up any roadblocks to your nominations? >> are you kidding me? >> reporter: and some of the president-elect's nominations could face a tough confirmation battle in the senate, but if confirmed, they would make history. sources say biden could tap janet yellen. she would be the first woman to serve as secretary of treasury. alejandro mayorkas would be the first latino and the first immigrant to head the department of homeland security, and avril haines would be the first woman

to serve as the director of national intelligence, george. >> okay, rachel, thanks very much. let's get some analysis from jon karl, and, jon, we also know that the president-elect is picking his longtime aide antony blinken for secretary of state, jake sullivan for national security adviser. when you look at the picks so far as a whole, he's trying to balance loyalty and diversity. >> reporter: george, this is going to be diverse cabinet. biden clearly wanted to make history with his first picks. think about secretary of treasury, a position held by white men since george washington appointed alexander hamilton. now your first woman in that spot, but you'll also have people who have decades of experience working with joe biden. just look at the picks for chief of staff and secretary of state. between the two of them, you have people who have work with joe biden with half century.

he clearly values loyalty and one significant change from trump administration, i wouldn't expect a lot of turnover in a biden administration. when he works with people, he tends to work with them for a very long time. >> what about donald trump right now? he still saying he won't concede but acknowledging the transition is going to go forward. we haven't seen much of him in recent days. what do we expect going forward? >> reporter: well, president trump has conceded kind of, or at least acknowledged that joe biden is the president-elect. he certainly isn't conceding that he lost this race, you saw him say explicitly, i will never concede. when we eventually do hear from donald trump about all this, he's intending to run for president again. >> jon karl, thanks very much. cecilia. we turn to our top story now, the latest on the coronavirus emergency. the u.s. setting a new record for current hospitalizations for

the 14th straight day, and with millions of americans on the move for thanksgiving, demand for testing is now soaring and there's a new warning from one of the country's top labs. victor oquendo has the latest on all this. good morning, victor. >> reporter: good morning, cecilia. labs across the country are strained. cars started lining up nearly four hours before the testing site even opens here in hard rock stadium in miami gardens, and just yesterday they tested more than 3300 people just shy of the record. it's shaping up to be another busy day. this morning, as covid infections surge around the country, so does the demand for testing. quest diagnostics, one of the biggest private labs in the u.s., says the demand for covid tests is so great, testing should be reserved for symptomatic and exposed patient public health professionals say testing asymptomatic carriers is key to controlling the virus. >> i have been for a long time now very, very much pushing the idea that you need to test

people who are in the asymptomatic group. you can get a feel for the penetrants of this community spread. >> reporter: health and human services telling abc news that the vast majority of labs are producing results in about three to five days. across the country, people are lining up to be tested. some waiting up to eight hours for a covid test, others unable to find an available test at all. bailey brown can't find a test within two hours of her home in philly. her boyfriend recently tested negative but is now feeling sick. >> oh, my god, it's like pulling teeth, maybe even worse. every place is full especially right now -- i'm assuming because thanksgiving is coming up. >> reporter: sarah cooney is flying from ohio to pennsylvania to see her family for the holiday. >> i got tested last wednesday at noon and i have been told that the results have been coming back within 48 hours and i still don't have it. so i'm still planning on flying and i'm just hoping those test results come in.

>> reporter: since the beginning of this month, there have been more than 3 million confirmed cases and more than 25,000 people have died. that's about one american death every minute. new york, once the epicenter of the pandemic, now seeing a surge in cases so great, the governor is opening another field hospital. >> these are dangerous times that we're in. >> reporter: and a dire situation in pennsylvania, where officials say they may run out of icu beds by next week. the midwest now has twice as many people hospitalized per capita than the northeast and west. according to the covid tracking project, hospitalizations in ohio are now up more than 50% in the past two weeks. and finally, some hope. today the government will begin distributing regeneron's antibody treatment, the same treatment the president received earlier this year. you have people hoping for that negative test before thanksgiving but officials warn that a negative test could create a false sense of security. cecilia.

as a family in 12 years so, yeah, with flights kind of being cheap and i already had covid. i was like, perfect, i can go somewhere. >> reporter: but experts say, immunity is not guaranteed and there have been documented cases of reinfection and those air travel numbers don't even include the 48 million others who aaa believes will drive. will mason says he has no choice but to travel home. his college is going virtual. >> it's not really the thing you want to hear is not right before you go home is don't travel, but i guess i don't really have an option there. >> reporter: but the travel rush isn't over. the sunday after thanksgiving is projected to be the busiest travel day. now, a new warning from the nation's top infectious disease expert saying travelers today could make the surge even worse, just in time for christmas. >> what we're doing now is going to be reflected two, three weeks from now. >> reporter: the cdc pointing to how hard it is to stay six feet away from people at airports, bus stations, train stations and

rest stops, and while studies show mask use on airplanes dramatically reduces risk, experts warn about shuttles and ride shares which don't have the same air filtration. >> all the airlines seem to be doing good precautions so we're we'll just live our lives as well. >> reporter: and, remember, if you're driving you probably are going to stop and get some gas, maybe food and, t.j., that is where you put yourself at risk. >> okay, and the cdc is trying here, they're giving us kind of a list of what things we're doing that are low risk and high risk when you travel. >> reporter: oh, yeah, that's right. let's start with the lowest risk right now and that is staying home, of course, but also short trips by car with members of your household with no stops, risks get higher when you take trips with people who are not in your household or even getting on a train or a bus. now, the cdc says the highest risk, flights, especially with

layovers and getting on a small cruise ship or river boat, t.j., we have already seen cases there. >> all right, gio, thank you so much. let's head back over to michael. >> all right, thank you, t.j. now to the latest on the covid vaccines. a major airline ceo saying eventually all international passengers will be required to show proof of vaccination. this is raising new questions on how far vaccine rules will go. our james longman is in london with all the details this morning. good morning, james. >> reporter: good morning, michael. yeah, covid-19 has already taken so much from us, not least the chance to go on vacation. but just how will large numbers of people feel safe getting back on a plane again? well, one airline is saying you may have to have the vaccine before they let you fly. overnight, one of the world's top airlines, qantas, has announced all international passengers may soon be mandated to start getting the covid-19 vaccination in order to fly.

>> what we're looking at is how you can have a vaccination, a passport, an electronic version of it, is it acceptable to the country that you're traveling to? >> reporter: the ceo of qantas saying he expects other airlines to now follow suit. >> talking to my colleagues in other airlines around the globe and i think it's going to be a common theme across the board. >> reporter: we could soon see similar requirements in other parts of our live. >> airlines, businesses and schools are going to be concerned about legal liability if anybody contracts covid-19 on a plane or in a school or at a place of employment. >> reporter: essential workers will likely be required to get the vaccine. but the pushback against forcing people to take vaccines could be fierce. according to a recent study, half of americans say they aren't willing to take an fda-backed vaccine. >> there are going to be many lawsuits from people saying, i don't want to take that vaccine. but it might be very difficult for them to prevail on these lawsuits.

>> reporter: there's also talk of an app on your cell phone that will function a bit like a covid passport and it will have details of your inoculation as well as the details of the travel restrictions in place in the country you're heading to. there is a lot of new stuff to get used to, michael. >> interesting to see what the public response will be to that. james, thank you so much. back to you, t.j. stra, listen to this now, some big news about "jeopardy." the show is now announced it will be going back to work for the first time since the loss of beloved host alex trebek. this is, of course, exactly what trebek wanted, wanted the show to go on, and for now the show is going to lean on what they're calling a series of interim guest hosts all from the "jeopardy" family. the first is going to be the guy who was recently crowned the greatest of all time. that champ, ken jennings, very familiar to the "jeopardy" fans out there. the other hosts have not yet been announced but this is something since 1984, we're going to see somebody else host "jeopardy."

[ laughter ] um, no, i mean, you know as the season progressed, i mean you know you try to just find a at you comfortable and, you know, i had a great teacher and everything and i really enjoyed the environment. so things got better. >> t.j., sounded like you tapped into a lot of inside jokes right there on that one. nev, you made a real splash with your freestyle. were you ever worried you might not be able to get through and you might just slip all over the dance floor? >> you know, i wasn't sure exactly. we were nervous going into rehearsals for the first time with the rain on that platform, but luckily the crew found this incredible grippy sort of gym mat material and -- i don't

♪ and i love all right. welcome back. the countdown to thanksgiving is on and all week long we are helping you hack your holidays this morning. dan souza is joining us live with tips for the tastiest turkey ever. good morning to you. super excited about this because -- >> good morning. >> t.j. is a turkey man. he's a

his own. so we'll put you to the test. we're going to start with brining the bird. i'm about to do it tonight. you say it doesn't have to be a wet brine. you have a tip for a dry brine. what you got? >> that's right. really good you're doing it tonight. it takes a couple of days, at least 24 up to 48 hours and it's even better than a wet brine. doesn't add moisture to the skin owe better browning and crisping but all the benefits of well seasoned meat. simple to do. i like to wear gloves but you can use a wooden spoon and going under and loosening up the skin from the meat make ago a gap there and going in with kosher salt and like a little sugar in it as well and use four tablespoons of kosher salt and four teaspoons of sugar and get right on the skin. sorry, on the flesh, if it it's on the skin it takes too long to penetrate. go in there and all over on all sides of it and the next step to

this is putting it in your fridge and letting it sit for 24 to 48 hours, if you can do it uncovered that's the best. really allows the skin to dry out and crisp better but if you have a crowded fridge which we all do it's also okay to wrap it. >> certainly saves space for doing the big liquid giant container your fridge. that's a huge help. if you haven't picked up your turkey, anything you can do to enhance the flavor if you don't have time for brine. >> there is. there are two great options at the super market if you haven't planned ahead. one is a kosher turkey. kosher turkeys are processed with salt and get all the benefits of that during the processing stage so they're nice, really great flavor. a lot of supermarkets are doing pre-brined birds and tend to sell out quickly. they may not be available. those are good last-minute alternatives in a great hack for avoiding dryness. if the dark meat is cooked, the white meat is dry, what do you do? >> yeah, so we come up with all kinds of tricks and hacks and

did all these things to slow down the cooking of the breast and line it up with the brown meat. that breast meat -- iced down the breast but the easiest way to make a foil shield. it's a double layer of aluminum foil and mold it to the outside of the breast. what it does, it will reflect a lot of heat from the oven away from the breast during initial cooking and go into a 500-degree oven and immediately turn it down to 425 and roast hike this for 45 minutes. after that we'll take this guy off and then everything will line up for the rest of cooking. so about 325 degrees until we hit 160 in the breast and 175 in the legs. it evens it out beautifully and it's just a simple piece of foil. >> i want to get to this next one becau this is hugely controversial. to baste or not to baste? >> to baste or not to baste. so, yes, basting, you know, pulling liquid from the bottom and putting it over the top. we've seen our grandmothers do it. unfortunately it's not a great

idea. it introduces moisture into the skin which causes it to not brown and crisp. it slows down cooking because you're pulling out of the oven a lot to do it. so the basic gist is you don't need a baster. you can just get rid of it. rest for at least 45 minutes uncovered for a 12 to 14-pound bird. if it's a bigger bird, you want to go a little longer, up to an hour ment it'll stay nice and warm and the skin will stay nice when not covered up. >> you are our turkey life coach even though t.j. seems skeptical. ar thank you so much, my friend. dan -- >> if you're looking for a smaller -- we're all doing smaller thanksgivings obviously. this is a one-pot turkey. it's a breast and it's roasted on top of the stuffing so all those juices going into the stuffing. absolutely gorgeous. i like a lot of leftovers so will do the full bird and eat sandwiches for days but that's a great option. >> you and me both, dan. thank you so much.
