today the city of berkeley reactivated its covid relief fund, hoping to help hundreds of struggling businesses and tenants. i'm spencer christian. mild weather of late november will continue into earlry december. i'll have the forecast. abc7 news at 11:00 begins now. >> building a better bay area for a safe and secure future. this is abc7 news. >> scary. i mean, because covid. but the deals are good. >> ahead of a busy holiday shopping season, health officials up and down the coast are cracking down. some bay area retailers are being fined for covid violations. and tonight in los angeles, officials are strictly limiting any social gatherings to only people in the same household. it all comes as coronavirus cases continue to rise. good evening. thank you for joining us tonight. i'm ama daetz. >> and i'm dion lim. with the holiday shopping weekend in full swing, officials are trying to figure out how to balance people aeps health with the economy. we're also focused on both of those issues as part of our

efforts to build a better bay area. santa clara county has lived up to its promise to strictly enforce covid-19 health guidelines. dozens of violations were handed out to retailers in just the last two days. kris reyes found out what rules were being broken. >> reporter: x marks the spot to keep these lines spaced apart for social distancing. plenty of masks in sight. but hard to deny it was as by and crowded as ever. we asked shoppers to rate the stores and restaurants they visited when it comes to safety guidelines. six out of ten. >> i could still see people a lot without a mask. >> even though they're only letting a certain amount of people in, it's still cluttered. >> reporter: this mother and son said they had a better experience. >> everyone was in their own areas. >> they have the plexiglass up. what i feel safe is they had enough personnel in there. >> reporter: santa clara county public health says they will not name the businesses that were cited in the last two dirks only

that 76 violations were handed out mostly for failing to post a revised social distancing protocol. earlier this week officials announced violators would not get warnings or a grace period, only fines on the spot. on a much quieter spot in san jose, no worries about breaking covid-19 rules. these two stores swear by them. limited capacities, constant cleaning, plenty of hand sanitizers. >> we ask that our customers sanitize their hands before coming in. >> we only allow four to five customers at a time. >> reporter: fines range from 250 to more than a thousand dollars. violators will have a chance to appeal the fine or pay within 30 days. in san jose, kris reyes for abc7 news. tomorrow is small business saturday, but no matter the turnout, some berkeley shops are getting some extra help. the city of berkeley raised millions of dollars for relief fund. abc7 news reporter luz pena spoke to the mayor of berkeley who said there are still more ways for the immunity to chip in. >> reporter: may 2020 marked

here for revival bar and kitchen. instead of celebrating, the owner, amy murray, is fighting to keep the doors open. >> i didn't want to turn the stoves off. i wanted to keep going as much as possible through takeout and then service work to stay alive. >> reporter: as 2021 approaches, marie says her bills are piling up. her biggest concern is rent. >> the only thing certain is the uncertainty. we just -- we still don't have resolution with our landlord. >> reporter: there are over 5,000 small businesses in berkeley. some have had to close. >> the bulk of berkeley's tax base are small businesses. we want to get them through this pandemic. >> reporter: hoping to rescue these businesses and the economy, berkeley's mayor announced the relief fund. >> the city provided initial $3 million contribution to the berkeley relief fund, and we've raised i think over $1.4 million in private donations in the berkeley community. >> reporter: the fund will allocate over a million dollars to help 700 small businesses.

over $900,000 to help 63 art organizations, and over a million dollars to help tenants. 214 household also receive financial assistance. small businesses were chosen based on these factors. >> we're looking at loss of business income. economic hardship. >> reporter: the mayor is also urging community members and companies to donate to the fund and to shop local and small business on saturday. >> we're a small family owned businesses. and times like in this, we really need support of the local people as much. >> reporter: in berkeley, luz pena, abc7 news. >> if you want to donate to the berkeley relief fund, we have a link on our welcomes, abc7news.com. we also have everything you need to know about small business saturday tomorrow. holiday shopping comes as both california and the bay area report an increase in cases. here in the by area today we topped 150,000 total cases since the pandemic began. but not all county health

departments are reporting data. so the number may be higher. public health departments across the state say they are bracing for a post thanksgiving covid-19 surge that will likely come with the wave of people wanting to take tests to find out if they were exposed during thanksgiving. but as matt boon found out, it's best to wait a while. >> reporter: at the hal alameda farmer's market in san francisco, a constant scream of cars flowed through for drive-by testing. >> it's right in the neighborhood. i think it's really convenient for folks in the neighborhood to get tested. >> reporter: jason says he came here without an appointment, unsure if he would actually come into contact with the virus. >> it's important because you've got to be safe. i don't know who i'm exposed to. i think it's just safe to get tested today. >> reporter: he was able to walk in. all told he says it only took him about five minutes. now he'll have to self-quarantine as he awaits results. >> i don't want to transmit. and i don't want to spread it. >> reporter: but infectious

disease doctors say if you are worried you may have been exposed on thanksgiving day, now is not the time to get a test. >> it takes some time for the virus to start replicating, a process which we call incubation. >> reporter: dr. peter chin hong is the director of the infectious disease program at ucsf. he says it takes three to four days after exposure for the virus to be detected in a test, though if possible he recommends waiting longer. >> the most certainty you actually quarantine yourself for seven days and get tested on day seventh. >> reporter: for people traveling this weekend, he says a negative test won't mean much for people who may have been exposed on thanksgiving day, and any thanksgiving-related surges won't be known until mid-december. >> we're starting at a high set point. we likely will have starting two weeks after thanksgiving increase in numbers. >> reporter: in san francisco, matt boon, abc7 news. los angeles county today issued a new stay-at-home order banning people from gathering with anyone not in their

household either in public or private. l.a. has more than 378,000 coronavirus cases. more than any other county in california. fda approval of at least one coronavirus vaccine could happen in weeks. meantime, the cdc announced it will hold an emergency meeting next week to discuss who will get the vaccines first. all of this comes as more than 13 million people have tested positive for covid-19. that's according to johns hopkins university. just six days ago, the u.s. crossed 12 million. that's one million new cases in less than a week. experts now fear another wave of the virus is coming after millions ignored cdc advice and traveled for the thanksgiving holiday. >> what we don't want to see is yet another surge superposed upon the surge that you just described. >> experts also warn that data may be spotty nationwide due to the thanksgiving holiday. a researcher at the cdc predicts the amount of cases in the u.s.

little girl drowned after a wave swept her into the pacific ocean in marin county. this map shows where it all happened at mcclures beach in point reyes national seashore. the 4-year-old's father went into the water after her yesterday. he is now recovering from hypothermia. rescuers from several agencies pulled them from the water, but the child died after being flown out to a pediatric trauma center. >> just tragic. well, a vigil took place tonight to mark the 42nd anniversary of one of san francisco's darkest days, the assassinations of mayor george moscone and harvey milk. this went virtual due to covid-19. tonight's video stream played on a building at castro and market streets. one of moscone and milk's political allies spoke during a forum on zoom. >> it's hard now to recapture

the sense of just amazement that this could happen. >> former supervisor dan white murdered moscone and milk inside their city hall office, and that night thousands joined a candlelight march from the castro to city halt. despite projected black friday deals, the holidays are arriving as millions of americans are struggling financially and with unemployment. elizabeth schulze explains. >> reporter: as covid-19 cases spike and the death toll remains near record highs, the economic toll of the virus is also mounting. the latest report from the labor department showing another 778,000 americans filed new unemployment claims last week, with more than 20 million people now collecting some form of jobless benefits. >> for me and my family, it's been tough. >> reporter: an estimated 50 million people are now facing food insecurity, up 43% since

before the pandemic. >> happy thanksgiving! >> on thanksgiving americans waiting hours in line for food. >> have i nothing at home, seriously, nothing. >> reporter: so this is a huge help today? >> it sure is. >> reporter: economic stimulus programs that have provided lifelines for millions of americans are set to run dry at the end of the year, with no economic relief in sight and covid cases surging again, recent consumer spending data raising alarms the recovery is stalling. >> president-elect joe biden is expected to announce key economic members of his team next week. among his picks janet yellen who would be first woman to be treasury secretary. elizabeth schulze, abc7 news, washington. the salvation army says it's in great need of donations because of the pandemic. but for the exact same reason, the organization warns its famous red kettle campaign will likely see a drop in contributions. holiday shoppers will still hear the ringing bells like this one at union square in san francisco, but it may be at

fewer locations. the organization estimates the campaign will bring in about 50% less than last year. factors include a nationwide coin shortage, people being out of work, fewer retail location, and less foot traffic. >> because of covid, there are some retail chains nationally that just are not allowing the salvation army to set up our kettles like we have in the past. >> the salvation army is also offering contactless donations. there will be a qr code on kettles to donate electronically via smartphone. you can also make a donation through alexa. your daily square looks a little different. instead of one large christmas tree, art students got to design and compete for the best tree design. 16 trees were decorated by students from the academy of art university. they were judged on their creative take on the classic holiday tradition. the wing entry came from the photography department doing multiple trees allowed for a safe and socially distanced experience. >> this is a great opportunity to come see, you know,

individual trees spread out between the square. >> yeah, they look great. the trees will be part of a special christmas tree stroll through the square until december 31st. christmas in the park is back tonight in san jose with a twist, though. the event has been moved from downtown to history park, and it's now a drive-through to avoid crowds. expect to see the traditional animated displays and hundreds of decorated christmas trees. there are also new attractions like a 432-foot tunnel of lights with a musical show that plays through your car's radio. tickets are available at christmasinthepark.com. that was always one of my favorites growing up. so it's nice that they still found a way to make that happen, dion. >> yeah. and it looks kind of like christmas behind spencer, broadcasting from his home video. hi, spencer. >> we've got that festive feeling going on here at home. and i'm in the spirit already. let's take a look at what's going on outside. it's cold enough it feels like christmas is here already. now the wind is calm.

you might say that's a good thing. you don't want the cold air blowing on me with the strong winds. but when the wind is calm, the temperature actually tends to drop even lower at night. so here is a live view from our exploratorium camera looking at chilly air over embarcadero center. it's 51 degrees at san francisco right now. 50 in oakland. 38 at mountain view. 39 gilroy. san jose 43 and 41 at half moon bay. and the view from emeryville under clear skies looking back towards san francisco. 35 degrees already in santa rosa. temperatures are dropping. 32 in novato. 41 napa. 44 fairfield. 44 concord and 39 at livermore. and looking westward again, or sort of towards the west-southwest from the east bay hills camera, these are our forecast features. we'll have cold mornings tomorrow and saturday, but they'll be followed by sunny and mild afternoons. and this dry, mild pattern for daytime weather will continue for the week ahead. overnight, under clear skies, it's going to be cold in some

spots, especially up in north bay valleys. lows at 29 at santa rosa. 31 at lakeport. 32 at fairfield. inland east bay, mid- to upper 30s. south bay, lows of 32 at mortgage hill and 36 at san jose. and even on the coast, 39 will be the low at half moon bay. it's going to be chilly. tomorrow we'll have a mild afternoon. down in the south bay look to mid- to upper 60s from south san jose down to gilroy. on the peninsula, mainly low to mid-60s. a high of 64 in redwood city. 60 degrees will be the highs tomorrow at half moon bay and pacifica. downtown san francisco 63 degrees. up in the north bay, we'll see mainly mid-60s. 66 at petaluma. 67 at santa rosa. 64 at sonoma. 66 at calistoga. the east bay shoreline mainly low to mid-60s. 65 at oakland. 64 san leandro. and the inland east bay will also have mainly mid-60s. 64 at concord and walnut creek and san ramon.

a couple in the dallas area found a safe and creative way to share thanksgiving dinner together with their daughter in the bay area and other grandkids in texas. >> it came in the size of a very large package.

>> i opened it up, and it was we had no idea what was in there. >> apparently it was six-foot photo of the couple missy and barry buchanan. it allowed them to be there for the holidays technically with their kids and grandkids when they couldn't travel. >> i tell them. >> i want you to keep an eye on a large package. it's like flat stanley on steroids, for sure. >> that is the best way to put it. the grandkids had fun, placing their grandparents all over the house. the plan is now to keep them next to the christmas tree. that is creative. and they look so life like, ama. >> i know. and that's fun. i think it just brings a smile to everyone's face, which is i think what we need.

the vta bus drivers are very helpful. at bus stops, when people are lost, they are always offering advice on how to get places. and, sometimes, we get out-of-towners from the sunnyvale caltrain station, and the bus drivers are always giving good directions. i have a choice -- i could drive or i could take vta, but i would rather conserve fuel. i'm just grateful i'm not in a car, unhappy, driving. with the amount of traffic that there was, i'm happy i'm riding the bus. i'm considered an essential person at my workplace, so i have never stopped. i followed directions. everybody puts their mask on over their nose. i have not seen anyone not do that. people have been very courteous. people have been doing their distance. i haven't heard a single cough. people are very aware of the pandemic and people are very

courteous. i really enjoy the morning walk to the bus and the afternoon walk from the bus. so i'm fortunate that i can just get on one bus and not have to transfer. i just get on the bus at fremont and sunnyvale-saratoga and take it all the way to the end. the commute doesn't really take all that long -- maybe about 20 minutes. i'm really happy with vta and i will continue going to work every day on vta. there's no reason to stop. it's very safe. the seating is well-spaced. we're all 6 feet apart. the driver's protected. people are protected. we're all wearing masks. so what's not to like about vta? okay. thanks for the ride. >> of course. >> have a good day. >> you too. ♪ >> coming up, you
