>> announcer: building a better bay area for a safe and secure future. this is abc 7 news. a dramatic surge in coronavirus cases leads to the bay area's most populous county to take drastic action while other counties are having to roll back. with that we say good evening and thank you so much for joining us. i'm dion lim. lots of big developments tonight with the coronavirus as the bay area counties tighten restrictions. already in the purple tier, santa clara county is imposing mandatory quarantine for some travelers. there's also a temporary ban on contact sports like football, which includes pro and college teams san francisco and san mateo counties announced today they are moving back to the purple tier. that means most indoor

activities will come to an end tomorrow and a curfew will start as well. the move by santa clara county isn't quite like the stay-at-home order we saw from los angeles but there are lots of restrictions. where the 49ers will play their games is now up in the air, and for those who do any kind of travel, face a mandatory quarantine. it's 14 days if your trip is more than 150 miles away. we start our team coverage now with abc 7 news reporter matt boone at mineta san jose airport. >> reporter: dion, today would normally be one of the busiest travel days of the year, but travel has already slowed. now santa clara county targeting it even further, announcing that mandatory 14-day quarantine for anybody coming into the county from more than 150 miles away. on this quiet post-thanksgiving travel day cecilia oliver and her family were waiting for their ride back home. >> we went skiing up at park city. >> reporter: but before you judge her she says it's not been an easy few months. >> we figured we could go on a family trip because we already

had covid. so we rented a place and we had a nice thanksgiving. >> reporter: so does she think a two-week quarantine for travelers makes sense? >> yes, it does. and we'll be wearing our masks even though we're immune. >> reporter: college student melissa chen who just returned from l.a. was more skeptical. >> i think expecting people to stay at home for 14 days is quite excessive. >> reporter: the new measures will go into effect sunday at midnight. health officials announcing them with urgency, worried about their hospital capacity. >> we must do more. we must take broader measures. because our focused measures as we've seen are no match for the tsunami of cases and hospitalizations that are coming. >> reporter: the new measures will also restrict traffic and retail establishments to 10%. they're also temporarily suspending professional collegiate and youth sports. >> that means that for those teams they will not be able to play games or have practices where they have direct contact. >> reporter: in a statement the

49ers told abc 7, "we are aware of the santa clara county public health department's emergency directive. we're working with the nfl and our partners on operational plans and will share details as they are confirmed." stanford athletics also responded writing, "stanford athletics is aware of today's announcement by santa clara county and remains in close communication with the university and county officials at this time on appropriate next steps. in san jose matt boone, abc 7 news. well, here's a look at an updated map of where the bay area county stand. san francisco and san mateo are moving into the purple tier, which leaves only marin county in the red. the other county you see on the map is amador. that is east of sacramento in the sierra foothills. now, what appeared to be inevitable finally happened today for san francisco. the city is moving back to the restrictive purple tier. that means lots of businesses will have to stop indoor operations tomorrow. abc 7 news reporter luz pena shows us what's changing.

>> reporter: this spike in covid-19 cases is exactly what san francisco's health department had been tracking for weeks, and starting tomorrow at noon the changes will begin. san francisco will roll back or reduce capacity for indoor businesses. retail stores must limit capacity to 25%. but outdoor dining is permitted. indoor gyms must close indoor operations but one-on-one training may continue indoors with specific ventilations within the facility. houses of worship must close for indoor gatherings as well. indoor museums, aquariums, zoos must close but continue any indoor operations if available. >> it's very disappointing. at the same time the safety of our visitors and our staff is the top priority. >> reporter: also last week san francisco was the only urban area in the state to avoid being in the purple tier.

today it is 51 of 58 counties at the widespread maximum risk level. now, being in the purple tier also means that starting monday san francisco will also have to follow the purple tier curfew, which means that between 10:00 p.m. to 5:00 a.m. non-essential businesses or gatherings will be allowed. in san francisco luz pena, abc 7 news. covid cases are also surging in san mateo county and that's why it'll move to the state's most restrictive purple tier on monday night. abc 7 news reporter cornell barnard reports it comes at a time when many retailers are already struggling. >> need help with anything? >> a side of ranch dressing, please. >> i'll bring it over to your table. >> reporter: giovanni sia was managing a busy lunch crowd at crepe vine restaurant on burlingame avenue. news that san mateo county will move to the purple tier on monday means no more indoor dining. >> it's going to be hard for the restaurants to try to survive, especially on this season. it's going to be cold. and we're waiting for the rain.

>> so this is the toughest since we opened. >> reporter: anki molotek owns loft. she knows retail shops like hers must further reduce the number of customers inside at the start of the holiday shopping season. >> not happy about it but we will obey and we will proceed with, you know, what we need to do. we will hope that this will go away soon, right? >> reporter: those who rely on a paycheck from their retail jobs now worry about what happens next. >> it's not going to be a pleasant thought if i have to think hours are going to get cut and so on and so forth. obviously to counter something that is equally important. >> reporter: shopping malls like this in san bruno also need to reduce capacity. indoor movie theaters must close and a 10:00 p.m. to 5:00 a.m. curfew starts countywide monday. >> first of all, it wasn't unexpected. but it's a total bummer. >> reporter: supervisor david canepa says everyone needs to double down on efforts to flatten the curve. san mateo county reported an 85%

today is small business saturday, a day that could be crucial for mom and pop shops struggling to survive during the pandemic. abc 7 was in oakland where business owners were setting up tables outside. the annual event encourages shoppers to spend money at small local businesses instead of big box retailers. we caught up with one art gallery owned by a husband and wife team who supports artists of color. the wife said that shopping

san francisco. currently 44 degrees at santa rosa. novato down to 41. 42 at napa hp 48 at fairfield. that's pretty chilly. 46 livermore. the view from our rooftop camera looking across the dry embarcadero under clear skies, these are forecast features that will be turning cold again. overnight mostly sunny and mild tomorrow afternoon. and this mild dry pattern will continue through next week right on into the first week of december. forecast animation shows not much happening in the way of clouds tonight. we'll have some clouds offshore. and then a few high clouds will swing through the bay area tomorrow. it will be mainly a sunny day but we will have a few high clouds that will filter the sunshine. overnight lows under clear skies mainly in the mid to upper 30s. it will be quite chilly just about everywhere. one or two places like oakland and san francisco will bottom out in the low 40s. tomorrow sunny skies and mild conditions once again although a little cooler at the coast tomorrow than it was today. upper 50s there tomorrow but we'll see mainly mid 60s right around the bay shoreline. and in our inland communities

you've got the holidays, and we've got you... with all the gift for less. at ross. yes for less! boy scouts and their supporters renewed a holiday tradition in the east bay. but with new practices in place because of covid-19. for more than 50 years the boy scouts have raised money by selling christmas trees in piedmont. this year customers select their tree in advance because they can't browse the selection at the sllot. >> we are exclusively online to ensure the safety of our staff and our volunteers and our customers. you literally pull in and within five or ten minutes we have a tree tied on your car and you're off to the races. >> the scouts can also deliver trees, garlands and wreaths to customers' homes all for an extra fee. they typically sell about 1,500

which begs the question where will these teams practice and play beginning monday? the niners scheduled to play two games at home in the next three weeks including a monday night football game right here on abc 7 december 7th against buffalo. the team released a statement this afternoon saying they're working with both the nfl and their partners on plans. a similar statement was released by stanford. these new guidelines will also affect the san jose sharks who were set to begin training camp hopefully soon along with san jose state athletics and santa clara athletics. as of now these changes affect -- go into effect monday. they'll continue through december 21st. you really have to feel for san jose state football. they're 4-0 for the first time since 1955. but haven't been able to play in their last two scheduled games because of covid outbreaks with their opponents. last week's rivalry game at fresno state was canceled and today's game in boise canceled just hours ahead of the kickoff due to an outbreak in the broncos program. college hoops, santa clara hosting nichols. this could be one of the last sporting events in the county we see for a while. christian carlisle attacks the rim tore two of his eight points off the bench.

keyshawn justice dialing from distance. broncos up 16. under 8:00 to go. jordan williams only had five but this two-pointer, that slam was quite impressive. we'll show you again. did get a technical for hanging on the rim but santa clara 3s-0. 73-57 winners. did you see this? vanderbilt's sarah fuller, she became the first woman ever to play in a power five football game when she did this, kick the ball off to start the second half against missouri. she's a senior goalie on vanderbilt's soccer team. that was the only play she got, though. after the game she said she's excited to represent girls who want to play football and any sport. she executed that kick to perfection her coach said. >> all right, chris, and i'm looking forward to seeing her play more in these upcoming games. chris, thanks. tonight on abc 7 news at 11:00, despite covid cases surging across the country police departments from coast to coast say they're breaking up illegal parties. so we take a look at some of the busts. and as part of moving into the purple tier san francisco
