well, good morning. it's monday, november 30th. hope you all ate lots of good food this weekend, but some big news this morning. moderna will ask the fda for emergency authorization use for its covid-19 vaccine today. the massachusetts-based company released its latest trial results just an hour ago. it says so far it found the vaccine is just over 94% effective. moderna following pfizer in requesting emergency authorization use. the fda is scheduled to discuss pfizer's vaccine next week and they could do the same for moderna on the 17th. we have assembled the abc vaccine team to bring you the most complete coverage and updates as they come in. surging covid-19 cases means that san francisco and san mateo counties have to roll back to the most restrictive purple tier and that means those two

counties are part of the statewide curfew for purple. gyms also have to operate only outdoors. top attractions like the academy of sciences are closed. indoor worship not allowed in purple tier counties. >> we would like to see something that's more reasonable that erring on the side of safety but also respects our first amendment right to worship. >> kumasi and i were just out here at the new sky star wheel that debuted only last month and it already has to close. management is working with people who purchased tickets or rescheduled their visit. the same goes for museums. >> santa clara county is worried about the rising covid-19 cases there as well. the number of people who could potentially end up in the hospital. the county announced new rules that just went into effect at midnight. the order includes limiting capacity in stores to 25% or 10%

depending on the type of store. a ban on sports, that impacts the 49ers, and a mandatory two-week quarantine for some travelers. julian glover is live at mineta san jose airport with more. good morning. >> good morning. one of the first things the directive says is that travel is discouraged but many bay area residents are decided to pack inside of a plane and to see family members far away for thanksgiving or maybe get inside of a car. if they travel further than 150 miles away, they will have to quarantine for 14 days. now the mandatory quarantine for people traveling into santa clara county went into effect first thing this morning as average covid cases hit new levels this weekend. this covers residents and non-residents of the county requiring people to self-quarantine am hot home.

the only exceptions are passing through and patients getting treatment at a hospital. no specifications on how a negative test could get you out of quarantine early. despite travel numbers by tsa down more than half compared to the weekend after thanksgiving last year, travelers described busy bay area airports. >> i got off the plane yesterday, got back yesterday, and airports were busy. you know, it doesn't seem like it because you don't see a lot of cars outside and stuff like that, but for some reason inside is just really busy. >> santa clara county is requiring transit hubs about the new quarantine. it's unclear if at all how this will be enforced by the county. the order runs until it is rescinded or modified by the county health director here in santa clara county. reporting live outside of mineta

police are investigating a stabbing that left one person badly injured this happened at capital avenue near mckee road at a target store. no word on a possible motive for the attack. this morning a police officer in monterey county is on administrative leave as the department investigates a post he allegedly made on social media. the police chief of pacific grove says she is deeply concerned by this post which made disparaging remarks against the black lives matter movement. it was made on the platform parlor and it is described as a place for free speech. the department said this type of conduct is unbecoming of any police officer. all right. high schoolers, listen up. the university of california extended its application deadline after its admissions website went down. the filing period for fall 2021 has been extended to 11:59 p.m. on friday december 4th. it was supposed to close today

golden state park this morning. >> good morning. this is one example of a place that has to close. the dejong museum. so people were excited when this was allowed to reopen, it's closing again now that we're in the purple tier here in san francisco. the purple tier also means gyms must close their indoor areas. some gyms can move their workouts outside, those with large pieces of equipment like climbing walls are not so lucky. indoor worship services must close down. san francisco's archbishop is not happy about it. >> i want to see what legal options we have available. it's not a matter of we don't want any -- we don't want to bide by restrictions. we issued our safety protocols months ago and they've been effective. i don't understand why this is not being recognized. >> sometimes i don't feel as close to jesus when i don't come to his home. i'm going to miss him

>> the new ferris wheel in golden state park is also now closed. it had just opened last month for the first time. the california academy of sciences and the dejong in golden state park shut down. the state requires the county to stay in a tier so this purple tier for at least three weeks before it can possibly move to another level and purple is the most restrictive tier. reporting live in san francisco, amy hollyfield, abc7 news. >> thank you. here's a look at some of the latest numbers. more than 15,000 cases were reported in california on sunday. that's the second highest count we have ever seen. the seven-day average is nearly 14,000 cases. the number of people hospitalized is more than 7,400. that's more than triple what we saw just a month ago on october 29th. the 14-day positivity rate now at 6.1% which is double a month ago. that's an indicator of a real high transmission rate of the

violence. >> 6.1. not great. santa clara county is concerned that local hospitals could get overwhelmed with the rise in cases. starting today the county is requiring a quarantine for travelers coming from 150 miles away. the only exceptions are for essential workers and people who are just passing through without staying overnight. we found one traveler who was about to depart for korea where there are much stricter rules. >> i'm going to be quarantined for 14 days out matically, but i need two negative tests to get out. if i have a positive test at all, i'm put in isolation through christmas and new years. >> the pandemic and travel advisories have significantly curbed holiday travel. on saturday, about 964,000 people passed through tsa gates. that's down from 2.6 million from last year. doctors across the country are worried hospitals will soon be seeing a surge within a surge.

more cities and states are imposing shutdowns hoping to protect health care systems from getting overwhelmed. here's kenneth mouton with more. >> reporter: harsher restrictions are about to take effect for more americans as health officials brace for another deadly surge in coronavirus cases. >> i believe the next 6 to 12 weeks will be the darkest weeks in modern american medical history. >> reporter: a three-week stay-at-home order begins today in los angeles county. people in the county are being urged not to gather with anyone outside their household, even if it's outdoors. >> still have to go out and get the things we need, but say at home as much as we can. >> i think people aren't taking it seriously enough. i think the restrictions need to be tighter. that's the only way we'll get rid of this. >> reporter: across the country this morning nearly 100,000 people are hospitalized with the virus. in november alone more than 4

million americans have been infected, more than twice the number in october. experts warn the holiday could become a superspreader. >> if you're young and you gathered, you need to be tested about five to ten days later. you need to assume you're affected and not go near your grandparents, aunts and others without a mask. >> reporter: the tsa screening more than 8 million people over the holiday travel period. tens of millions also hit the road. dr. anthony fauci says restrictions and travel advisories will be necessary for the christmas holiday. >> what we expect unfortunately as we go for the next couple weeks into december, that we might see a surge superimposed upon the surge we're already in. when i give that message, i don't want to frighten people except to say it's not too late for us to do something about this. >> reporter: with potential vaccines around the corner, preparations are under way for distribution. united airlines is now shipping

doses of pfizer's vaccine. >> and moderna will seek emergency approval for its vaccine today with data showing the vaccine is 94% effective. the announcement comes as the north bay company works on a nasal spray to prevent the illness. parnell pharmaceuticals has to get fda approval before it can make claims about effectiveness. they have done small sample tests but wants to do large chemical trials. the main ingredient is pentetic acid which is in makeup products. the mill valley middle school will resume classes today for the first time in nine months. marin county is the only bay area county that is still in the state's red tier. schools in the purple tier have to now get a waiver. and today is cybermonday, but don't call it that to reggie. local businesses say they'll be opting out of it. the logistics that have them

independently owned businesses have been struggling during the pandemic but some tell us they're opting out of this year's cybermonday. plants and friends in san francisco says small business saturday is their busiest day of the year. sales were up 50% compared to a regular saturday during the pandemic. while the business does have an online store, they're not participating in cybermonday deals and discounts. >> or online sales are more expensive to the retailer in addition to having a brick-and-mortar space and your staff that's there to process all of your orders, there is the extra time that goes into answering all of those emails and trying to make those extra connections. there's the web hosting fees. there's the extra processing fees for delivery orders. >> harmony tells us staff already work overtime on top of their in-store hours to keep up with the online sales. she says human connection with your local business is something you can't get online.

all right. the here's an unfortunate story. two exotic birds are missing from the fresno zoo. someone broke in and stole the animals. one of them is critically endang endangered, that's a sulfur crested cockatoo. the other is a nickel pigeon which is near threatened. the thief cut the lock at the aviary on 4:30 sunday morning. the thief stuffed the birds into a duffel bag before escaping. the zookeepers are urging the person to return the birds as soon as possible because both are older and need specialized care. >> now to a different kind of theft, though this still fits into the bird category. a new study finds that seagulls know exactly when they should snatch your food. researchers at the university of bristol in england tracked a group of seagulls using gps devices to study their behavior and foraging skills. they found the gulls had the flexibility to adapt to human

welcome back. tiktok is getting more time to finalize a deal to sell the short form video app. this is the second extension in less than a month. the deadline was originally set for november 12th. it was pushed back to the 27th of november. now the trump administration gave tiktok until this friday to finalize a proposed takeover deal by oracle and walmart. the president called the app a danger to international security. hawaii officials are trying to woo workers to the islands. they promise it is the best place to work from home.

the group movers and shakas is aiming to bring more high-skilled white collar work to the state. hawaii's tourism has been decimated by the pandemic. the first round of applicants was just approved. they will get round trip airfare to honolulu. in exchange these remote workers have to commit to being good stewards of the hawaiian islands and do volunteer work at a non-profit. i was reading about this. there's a bay area person who is already doing this. this works out really well as long as you're still getting your bay area salary. as soon as those companies decide to reduce it, you're going to be finding yourself probably coming back home. >> i was thinking that their cost of living is just a little bit less than ours? it's pretty close, isn't it? >> pretty close. i have my sunscreen ready.
