a lot to talk about this morning including another possible statewide lockdown. we'll get to that. we begin with mike nicco and a look at our tuesday forecast. hey, mike. >> hi, reggie. hi, everybody. let's talk about what is going on outside. we'll start with the fog. a little more widespread than yesterday. theic theest ithickest in the . but you look at the south bay and let's look at 87 and you can see some thick fog. we cannot see the shark tank and we cannot see minetta san jose international. that is going to be around for the entire morning commute and the winds will pull it a little bit from north to south and look for it to fill in parts of the bay as we head into the morning commute and through the morning commute. it won't lift until after the morning commute. only the east bay inland valleys are going to be the least likely to have some of that fog. but it will turn quickly to sunshine with 58 at half moon bay and the rest of us around 62 to 68 degrees for the afternoon.

more on the accuweather seven-day forecast coming up. >> thanks, mike. happening today the cdc will meet with the country's top health adviser to discuss a possible covid-19 vaccine. the fda could approve pfizer's vaccine as early as next week. dr. tom freeden explained how the cdc is going to decide who gets priority. >> how many lives are you going to save? second is what is fair? what is the fair way to do it. the third is, how can we do this openly, transparentally so no backroom deals. >> groups with high priority include people in nursing homes and essential workers and although a vaccine may be approved soon, the vaccine program may face some bumps in the road. >> when you vaccinate millions of people, some people get sick after the vaccination and you don't know whether that was the vaccine or coincidence. that has to be studied carefully

or all sorts of wild rumors flying around. that's another place where you really need transparency. >> the full interview with dr. freiden coming up. we are getting a better idea of when we will get the covid-19 vaccine here in california and how much we will be getting. julian glover is live with when that first shipment is expected to come in. julian? >> good morning, kumasi. we'll learn more about the state's vaccination plan in the next few days outlining who will get vaccinated first and who will follow afterwards. governor gavin newsom said in a news conference on monday the state will receive 327,000 doses of the pfizer vaccine in just the next few weeks. from what we know so far health care workers and people in assisted living facilities will be among the first to get the shot. the second dose will be available within three weeks of the distribution of the first

dose meaning the first round of vaccinations in california could be completed by early january. >> we're going to be seeing, you know, hundreds of thousands of people in california and millions of people in the united states get vaccinated in december. it's actually breathtaking. >> by the time we get to april, the normal, healthy, young man or woman 30 years old who has no underlying conditions can walk into a cvs or walgreens and get vaccinated. >> moderna is also on track to produce 20 million doses for the entire country. also by the end of december. monday morning the company announced that like pfizer it is also applied for federal emergency authorization of their vaccine. the ucsf doctor we spoke to stresses 327,000 doses of the vaccine that might sound like a small number compared to the 39 million people here in california, but that is significant. it is more than just a drop in the bucket. for now reporting live this

morning, julian glover, abc7 news. >> thank you, julian. abc7 is committed to keeping you fully informed about developments with the covid-19 vaccine. to stay on top of all the latest vaccine news we assembled this abc7 vaccine team. you can count on our team for updates as new information comes in. this tracker shows you the number of covid cases in the bay area since the beginning of march. the yellow bar you see is the rolling daily average and you can see these cases spiking during the summer. then it tapers off and gets quite low, actually. and then another surge at the beginning of november. that has resulted in the highest daily case count during this pandemic. as i mentioned at the top of the show, another lockdown could be coming statewide. governor newsom is considering reinstating stay-at-home orders for most of the state if covid-19 trends continue. right now a large majority of california counties are in the purple tier, which is the most restrictive. dan ashley has more on what the governor is now saying.

>> if these trends continue, we're going to have to take much more dramatic, arguably drastic action. >> with coronavirus cases surging around the state and hospitals filling up, governor newsom is warning parts of the state could face another stay-at-home order. >> it will require and we are assessing this in realtime over the next day or two to make determinations of deep purple moves. >> reporter: for the second day in a row, california set a record for hospitalizations with nearly 7,800. more than 1,800 are in the icu. 75% of the state's icu beds are now occupied and at this pace, they could be overflowing by the middle of december. the bay area is in a little better shape with its icu beds expected to reach capacity in early january. >> that was abc7 news anchor dan ashley reporting. rising cases pushed san mateo and san francisco counties into the purple tier which means a curfew. the first night ended just a few

minutes ago at 5:00. abc7 asked the san francisco health department if it's considering taking action like santa clara county. it instituted a mandatory quarantine for several travelers. >> that is one consideration and we're looking at what santa clara did. what l.a. has done and looking at where this virus is headed. days to weeks is where we're considering a type of mandatory quarantine. >> only essential workers are allowed to be out during the curfew. we're told police will take an educational approach when it comes to enforcement. santa clara county is working to make sure businesses follow covid-19 safety guidelines. enforcement teams just wrapped up a black friday crackdown. the county says the teams visited more than 400 businesses and issued fines for more than $115,000. the top three violations were failure to submit or post a revised social distancing protocol and failure to post a required sign about capacity. most bay area counties are in

the purple tier right now. as you can see on our exclusive interactive tracking tool, head to abc7news.com to check out the status of your county any time. all right. let's take a look at what's going on outside. not only do we have that fog out there, but because of that extra moisture in the air, temperatures aren't nearly as chilly as they were yesterday. we're up to four degrees milder. that's pretty cool when you look at the mid to upper 30s through the trivalley and get up around lafayette and pleasant hill, concord, highway 4 and low to mid 40s there under a clear sky. you can clearly see the fog taking over the peninsula and the south bay and up in the north bay haven't quite reached the east bay yet and it is possible that northerly wind and the earlier you can get out there, the more likely you can have clear conditions for your commute along the east bay. 32 in santa rosa. we'll keep an eye on black ice there. freezing fog a possibility. and within just the last 15 minutes went from no fog on

sutro tower to you can see it is taking over and looks cool with the lights under neath it. early fog and chill and kauscau if you're exercising. hazy sunshine and for our beaches dangerous waves through 10:00 and beach hazard statement for sneaker waves and rip currents. here's a look at 9:00. we're finally out of the 30s. we have 49 at fairfield to about 52 else where. as we head to 11:00, we are looking at 55 to 59 under hazy sunshine. sunshine this afternoon. just a touch of haze. 57 at half moon bay to 67 at half moon bay and the kids kicking off school and stepping outside 50s along the coast into san francisco and the rest of us around 60 to 65 and by 7:00 under a clear sky quickly down into the low to mid 50s. all right. we'll take a look at the weekend forecast coming up. how about a check of traffic. goodern moi morning, sue.

>> those foggy conditions are making for hazardous driving as mike was mentioning. golden gate bridge is pretty socked in, as well. two major problems. fortunately, they are in kind of remote areas. first, we take you up to napa where we have a sig alert. a head-on crash near the viansa winery. no estimate time of opening here. and over in brentwood, this is vasco road. a big cut through to get to 580. a head-on collision here and unfortunately it involves a fatality. the southbound vasco road lanes are closed. you'll want to take walnut to get back on vasco road to avoid this sig alert. it is a fatality. it could be quite a while before they get these cleared. we'll be back in a couple minutes. today is giving tuesday and when i'm not on abc7 i work at 96.5 koit on the radio.

but it will be challenging if you're on 101 during the morning commute. the winds slightly blowing south. it will continue to drift south during the morning. by the afternoon hours, it will leave some humidity behind. we'll call it just a touch of haze and a whole lot of sunshine. temperatures above average, once again, low to mid 60s around the bay and mid to upper 60s inland and upper 50s to mid 60s from half moon bay down to santa cruz. let's get over to reggie for more news. >> mike, thanks. most of us in the bay area now part of a nightly curfew and we can't go inside gyms or movie theaters and dining is outdoors only and get more restrictive. the governor is hinting of another statewide lockdown. and the indicator, a number of icu beds. amy hollyfield live in walnut creek. amy. >> we're here at john muir medical center and icus like this one that the governor is watching very carefully. he's worried they're going to fill up.

we'll get to marin county. everyone working out of this gym has to watch the clock. the only one in the red tier which still allows workouts inside at 10% capacity. demand is high as that clock counts down, the workouts speed up. every hour all the customers have to leave so new ones can come in. we also spoke with the owner of a coffee shop who won't let customers dine in even though the guidelines technically allow it. >> i wouldn't allow a customer to sit here. if i'm going to purchase more, would you just close your eyes one side and no can do. i'm doing this not just because for me and you but our community as a whole. >> okay. i like her. marin county reported nearly 60 new cases on sunday. the county may still be in the red tier because it tests twice as many people as the state average. covid-19 has hurt small businesses across california and now governor gavin newsom has

announced a relief program and that includes grants that will keep them going until state lawmakers can build an even bigger package. >> grants up to $25,000 and this program will be bridged just over the next number of weeks to what we will work on with the legislature in the next legislature session. >> california will tap into its reserve fund to provide the grants for small businesses and nonprofit organizations. the state will also extend the payment deadline for companies that owe less than $1 million in sales tax. now, to the latest in the search for a covid-19 vaccine. overnight, pfizer applied for authorization to distribute its vaccine in europe and today the cdc is going to decide who gets the test first or the vaccine first once it's approved here in the u.s. this morning on "gma" we heard from dr. tom frieden and priority will be likely to people in nursing homes, health care workers and essential workers. the fda is expected to approve pfizer's vaccine during a

mitigate covid-19 spread and severity. >> there could be a relationship between mmr vaccine and the occurrence of the covid virus. >> reporter: in his publication, he points to countries in asia and africa having low covid-19 cases. >> there were measles eradication efforts that had been made in the specific countries where there was very few cases. >> reporter: what makes you think that the mmr vaccine may protect against covid-19 symptoms? >> antibodies development of the measles, mumps and rubella viruses, we think that may help the body to better manage the covid-19 infection. >> reporter: his publication also suggests those who recently got the mmr vaccine reacted differently to covid. >> of the 50i individuals who ae young enough to have a mmr

today we're highlighting a nonprofit that empower students and their teachers across our region. but, first, a check in with mike nicco. >> thank you, reggie. hi, everybody. i want to go up to the north day where we have some fog and not as thick as it was yesterday in santa rosa and that's good because 32 degrees there and 32 in calistoga means it will be freezing on elevated surfaces and causing black ice. still going to be some frost around and we'll keep an eye on that, we being me and sue to see if we hear anything about black ice. above freezing and in the napa valley no fog being reported with mid to upper 30s there. you can see the fog stretching all the way down 101 into the south bay with temperatures from 38 at redwood city to 47 in alameda and we have mid to upper 30s from san ramon, lafayette and vallejo, fairfield, novatto all around 39. san jose how thick it is on 87

and from the southic l ilooking north. widespread fog and wide temperature range today 30 to 35 degrees. from winter coats to maybe even not wearing a coat this afternoon and calm and pretty smooth on the water other than the fog. so, let's take a look at future radar and as we get into wednesday night and thursday, we get close but then watch that system just fall apart and then all the other ones are heading north until saturday afternoon and then you can see it misses us to the north also. all the rain heading to the pacific northwest. pretty indicative of a la nina pattern with nearly half inch in portland and notice south of there, absolutely nothing. so, it's the pacific northwest all the way up to alaska getting all of our wet weather. in fact, i'll show you how dire it is coming up. first, get over to sue and talk more about that morning commute. hi, sue. >> good morning, mike. a live shot in brentwood on vasco road. a head-on collision.

unfortunately, it is a fatality. both directions of vasco road are closed at this time with a sig alert in effect and there is a detour in place if you take walnut boulevard down around to camino deablo. both lanes are shut down at this time. you can see how foggy it is on the san mateo bridge. fog advisory there as well as on the golden gate bridge. very socked in here. limited visibility. so, take care and you can see on our traffic maps where that fog is, as well. a 50-minute drive out of tracy up and over the altamont pass.

all right. it's 5:41 on this tuesday and we have little bit of fog around san francisco and not one of the foggy spots compared to places like the peninsula, san jose and up 101 into the north bay. temperatures still around 34 to 46 at 7:00. not much of a change with what we're dealing with. 55 to 60 at noon. our earliest sunset at 4:50 this afternoon before we get there, we'll be around 55 to 62 and dropping down into the low to mid 50s by:00 with a few clouds near the coast. it will be dry everywhere today with 60s in most neighborhoods even into yosemite. look at that nearly 80 in l.a. today. tahoe 49 degrees and average high is 45 and little bit warmer than average and dry all seven days. reggie? >> mike, thank you. two schools in pleasanton are pausing their in-person sports and music camps that comes after students may have been exposed to covid-19 at a party over the break.

a focus on math. they say their study may have underestimated the learning gap for minority students and students from low-income family because many were missing from school when the testing was done. today is day of giving and abc7 is proud to show our support for many nonprofits. many are struggling to fund-raise because of the pandemic. abc7 news anchor jobina fortson highlights one she supports. >> so many wonderful organizations that help people in the bay area that also need help right now. for giving tuesday, i'm supporting junior achievement of northern california. empowering students k through 12 across our region and their teachers. ja is a nonprofit dedicated to teaching students financial literally, work readiness through methods that aren't taught inside the classroom. i have been volunteering with ja for the last year and a half hosting their financial literacy town hall where experts gave

students one-on-one advice on how to plan their futures. that start of the pan pandemic, raised thousands of dollars and i am one of the organization's newest board members. prepandemic, students had the opportunity to visit job sites and interact with corporate sponsors and mentors from companies like google and the san francisco giants. in march, ja made the virtual pivot forming online internship opportunities and free virtual programming for teachers. everything ja offers is free. but it budget has been reduced by 30% due to the instability of its corporate funders and no in-person fund-raising events. >> such a demand. students absolutely from all over want to participate. so, knowing that you want to go and do your traditional fund-raisers any more, we really are relying on individuals to see the value in
