monday night. it started new embers and the cause of the house fire is under investigation. your pg&e bill is going up. the utility is raising rates to help find improvements to curb the risk of wildfires. customers will see an 8% rate increase starting in march. that's about $13 a month on an average residential bill. the money will go to new pg&e power grids and putting new safety measures in place. the fda could review it in less than two weeks. now moderna is planning to test it on kids. here's jobina with more on that. >> reporter: thank you, kumasi. they are eagerly awaiting data on a study involving children. moderna said it will start its clinical trial on children ages 12 to 16. jennifer ashton says it's important to study children because you can't utilize data from adults on kids.

she talked to dr. anthony fauci and dr. steven hahn of the fda about the realistic timeline for kids to get the vaccine. >> they both have said that clinical trials involving the pediatric age group should start imminently, january-february 2021, and you need at least two months of safety data in that age group, so by the summer, which is when the phase 5/phase 4 groups will be rolled out, kids will be in that group, and we should have good safety data. >> dr. ashton says kids do have a more active immune response, so it's possible they will have more symptoms after the vaccine. that includes things like fever, muscle and joint aches and fatigue. you can see dr. ashton's entire interview with george stephanopolous on gma. abc7 news has assembled a vaccine team to track cases.

i'm on it, along with dr. you can also follow it on our website. happening today, the u.s. postal service is launching the first ever nationwide operation santa program. it helps fulfill wishes for children who send letters to santa claus. the program has been happening in san francisco since 1912, but it's now expanding to the national level. because of the pandemic, there are no in-person letter adoptions. instead secret santas can go to the postal website to read letters and choose one that touches their heart. i want to mention there is a documentary filmmaker who lives right here in the bay area, and she has done a whole documentary about this program. we're talking to her today at 11:00 a.m. on "midday live." i encourage you to tune in and support the film. >> can you send me the trailer because i want to look at it and cry. >> it's so good. yeah, so -- the premise, obviously, is that people write in to santa claus and santa has

this afternoon. tonight low to mid-40s around the bay and out to the coast, mid to upper 30s in our inland neighborhoods. you can see another atmospheric river bearing down on alaska and canada, flooding rain up there, people are missing, homes are sliding off hills because they're getting wave after wave of atmospheric rivers that should be coming our way. they're completely missing us, except for this tail end of this cold, mature system that will be weakening as it moves through our neighborhoods. here we are at 3:00 saturday afternoon. you can see mendocino county along the coast. some steady showers moving in, but the air underneath these showers going to be very dry, so they'll turn into sprinkles as they head south into the north bay through the evening hours, and then just become drizzle as we head into the overnight hours, and by sunday morning they're gone, and that dry air pushes in and sets us up for that heightened fire danger sunday night and into monday. so temperatures will drop about four to six degrees this

average highs this time of year about 58, 59. record highs at 75. we will top out from 64 to 70 this afternoon. changes coming this afternoon. a chance of sprinkles and we'll talk more about the fire danger coming up. here's reggie. after nine months of rules and restrictions, more could be on the way. governor newsom is ramping up stay at home orders. they include northern california, greater sacramento, the bay area, san joaquin valley and southern california. the bay area includes primary counties and adds in santa cruz and monterey. the order is not immediate. it could go into effect, though, any day. a focus on health is part of building a better bay area, and abc7 news reporter julian glover is live with what we can expect to see soon. julian? >> reporter: reggie, here we go again. this is the most aggressive order from governor newsom since

the original one in march. there could be a lockdown through christmas as hospitals prepare for another major surge, the biggest one yet. the major change here is that this order is only triggered when available icu beds in the region drops below 15%. as reggie mentioned, the bay area could hit that threshold in weeks. other parts of the state could be there in just a matter of days. let's walk you through what happens when this does kick in. that means bars, wineries, personal care services, hair salons and barber shops will all be forced to close. restaurants would go back to takeout only. retail will be cut to 20% capacity, churches would have to move outdoors and critical infrastructure of schools with a waiver, those would all be allowed to stay open. this order lasts three weeks. governor gavin newsom saying it's critical we take action now. >> the effects of thanksgiving, they have not yet been felt. they will be felt in a number of

weeks. dr. fauci, i think, said it best. he says we should anticipate a surge on top of a surge. the bottom line is if we don't act now, our hospital system will be overwhelmed. if we don't act now, we'll continue to see a death rate climb, more lives lost. >> reporter: the governor said in just the last two weeks, close to 1,000 californians have died from covid-19. he's now asking for everyone to double down and follow what he hopes will be his final lockdown order as a vaccine nears distribution. meanwhile, that first shipment, the 123,000 dose between december 15 and december 18. they will withhold counties who do not enforce this latest stay-at-home order. julian glover, abc7 news.

right now there are about 25% icu capacity across the bay area region. as you can see from this map, it really varies county by county. most counties are hovering around 30% this week, but in sonoma county there are only three beds currently available. we reached out to marin county for its numbers but we haven't heard back yet. some bay area counties may not be waiting for the icu threshold in order to move forward with shutdowns. in san francisco, the owner of john's grill said he got a phone call telling him the city will enact a ban on outdoor dining as soon as tomorrow. the restaurant recently put up holiday decorations along ellis street. john constan jr. had to break the news to his restaurant staff. >> it's quite exhausting, and i see when i told them today, i could just see all of their fac faces. their demeanor has completely changed and they're quite sad. >> reporter: san francisco

officials haven't responded to our questions whether or not outdoor dining is going to be restricted. the city suspended indoor dining last month. >> and they said if the situation continues to worsen, they could enact restrictions before the state even requires them to. businesses in costa contra county is also preparing to close if and when the state order is issued. amy hollyfield has the response from business owners. amy? >> reporter: you can't help but look at these elaborate outdoor dining areas and think about how sad it is that they will once again sit empty if this order goes into place. they worked so hard on these areas with the plants and the heaters and just the design. but outdoor seating would not be allowed, so it would only be takeout and delivery that restaurants could do. hair and nail salons would also have to close. several business owners say they're not sure they could

handle this, with many telling us they're already a few months behind in paying their rent. some of their customers are freaking out, too. >> i'm getting, you know, calls, people are calling saying, hey, you're going to close, you may close. gavin spoke, so i'm just getting the news from people urgently wanting their hair cut sooner. >> reporter: a stay-at-home order has not been put into place for the bay area, but officials say if our hospitalization rates continue at this pace, we will likely see this go into effect by the end of the month. it's expected to last three weeks, at least, but it can be expanded, and that's what makes business owners feel nervous, many of them saying they remembered in march hearing that shutdown would only last two weeks, and of course it extended for many of them for months. reporting live in walnut creek, amy hollyfield, abc7 news.

detective are being treated for non-life-threatening injuries. u.s. airlines are preparing to ship vaccines around the country. abc news got a behind-the-scenes look at extraordinary measures underway right now to make sure the vaccines are getting to the american people. jobina fortson is here with the details on that. jobina? >> reporter: good morning. united airlines says 1 million doses can actually fit in the belly of a 777 passenger jet. what we're also hearing this morning is the challenge will be keeping the vaccine cold enough. we got a tour of a cold storage facility in chicago. united will be using the facility to sort the vaccines. they'll be transported in refrigerated shipping containers at up to minus 94 degrees fahrenheit. when the vaccines are in the belly of the plane, no passengers will be on board. united says they transport pharmaceuticals a ultra cold temperatures all the time. the difference will be the scale with millions of vaccine being

vaccine news on our website, abc7news.com/coronavirus. the clock is ticking for congress to act on a new covid relief bill before the benefits expire after the christmas holiday. house speaker nancy pelosi and majority leader mitch mcconnell spoke about the legislation for the first time in weeks. democrats have signaled they'll back a $900 billion covid relief package. some democrats are opposing it. they want to have a much smaller bill. >> president trump, mitch mcconnell says a covid bill is almost in sight. will you support this bill? >> we're very close. i want it to happen and i believe they're getting very close to a deal. >> you will support it? >> i will, absolutely. >> reporter: democratic leadership tells abc news that there is a mutual understanding that the goal is to have a combined covid spending deal done by the end of the weekend. they want to pass it by next wednesday or thursday. the u.s. labor department just released the november jobs

report, and it shows the u.s. labor recovery is slowing down as coronavirus surges across the country. the unemployment rate dropped slightly to 6.7%. it was 6.9% in october. more than 10.5 million people are still unemployed. the u.s. economy added just 245,000 jobs last month. that is the smallest increase in seven months and it's down from 638,000 in october. now let's take a live look at the new york stock exchange as trading gets underway. we can see we're up right now about 136 points. a stockton five-year-old is waiting for his make a wish dream to come true. in the meantime, he has a very important job getting letters to santa. matteo is one of many make a wish kid whose wish can't be granted now because of the pandemic. his dream is to be one of his personal heroes -- the mailman. >> i look out the window and

hill, ukiah. the rest of us will be in the mid-60s. tonight a lot like this morning, middle to upper 30s inland, lower to mid-40s in the bay and the coast a little bit of haze in the usual spots around novato. atmospheric river after atmospheric river have been pounding alaska and canada. people are missing in alaska, they have landslide warnings. this atmospheric river is going to do the same thing. it's going to swap us wiipe us tail end of it. it quickly falls to sprinkles at 7:00 and then the possibility of a little drizzle as it moistens up the lower parts of the atmosphere, and then we wake up sunday morning and that dry air is already rushing in for a sunny and little bit cooler day on the way. this is the most aggressive forecast model for our drizzle or sprinkles, and you can see a couple hundredths of an inch are
