many eyes on the dry run especially with that death toll soaring. this morning, the cdc estimating up to 329,000 americans could be dead by the day after christmas from covid since the start of the pandemic. experts are saying the darkest days of the pandemic are ahead with the u.s. shattering records in the number of covid cases, hospitalizations and deaths. on thursday, as l.a. county posted a new record number of cases, the highest since the pandemic began, california's governor warning the state's 40 million residents to expect another lockdown. >> we do not anticipate having to do this once again, but we really all need to step up. >> reporter: the state divided into five regions and if remaining icu capacity falls below 15%, it would trigger a three-week stay-at-home order in that section of the state which would mean closing bars, wineries, nail and hair salons,

barber shops again. >> if we don't act now we'll continue to see a death rate climb, more lives lost. >> reporter: this as plans for distribution of the vaccine across the country kick into high gear starting with those first 20 million doses. new york governor andrew cuomo unpacking a sample box of the vaccine showing the packaging and shipment required for ultra cold storage. the box can only be open for 60 to 90 seconds. >> this is the weapon that is going to win the war, and that is the light at the end of the tunnel, right? >> reporter: the honor health hospital system will be the first in the phoenix area to distribute the vaccine and they're doing a major dry run today. practicing the vaccination of up to 1,500 people a day but many uncertainties. >> how many doses we're going to get and what day they'll get here and then what will be at available staffing at that point in time. >> reporter: those precious freezers purchased just for this vaccine. wow. so it's like this crazy precision relay. >> we're going to try to simulate the event with timing, dosage, movement.

we don't have the vaccine here yet, but we will time it. we will do trial runs. we will practice that. >> reporter: and it's all being done under incredibly tight security. >> the freezers, the vaccine will be kept in a secured room which is within a secured building, which is on a secured location, which also includes other surveillance measures. >> reporter: now, it's worth noting pretty much everyone i've spoken to here says this is the most important project of their career. now, additionally across the country hundreds of doctors and nurses in many states are appealing directly to their governors. this is unprecedented. begging them for tighter restrictions saying that their hospitals are on the brink of collapse, and it's worth noting also that there are still nine states without a mask mandate. cecilia? >> frontline workers are doing hero's work. one of the most important missions u.s. airlines have ever undertaken shipping the vaccines around the country. our cameras going behind the scenes at united airlines to see

the extraordinary measures under way to make sure the vaccines get to the american people. gio benitez joins us from inside the united facility in chicago. good morning, gio. >> reporter: hey, cecilia, good morning. we are inside the belly of a 777, and united tells us in each plane they're going to be able to fit more than a million doses of vaccine but the challenge here is to keep them cold enough. so take a look at this because we actually got a tour of that cold storage facility here in chicago. united is going to be using this facility to sort the vaccines and they'll be transported in refrigerated shipping containers. at up to 94 degrees negative. if they have to be stored they'll be kept in even larger refrigerators. now, this is an operation unlike any other in american history and keep in mind right now we are inside a passenger plane, okay. the seats are just above us but when the vaccines are in here, this plane is going to be empty. there's not going to be any

passengers on board to get these vaccines across the country as soon as possible, cecilia, if the fda gives them that green light. >> i was surprised to hear you were telling us that this is not the first time these airlines have transported medicines at this temperature. >> reporter: yeah, it's really incredible because united says that they do this all the time. they transport pharmaceuticals at ultra cold temperatures. now, the difference here is the scale. we are talking about millions of vaccines. so really the race is on to get more freezers here. >> okay, thanks so much. george? we'll go to the transition and president-elect biden laying out more plans to fight the pandemic, calling on all americans to wear masks for his first 100 days and announcing he'll keep dr. fauci as a top adviser. mary bruce is in washington with the very latest. good morning, mary. >> reporter: good morning, george. well, joe biden's top priority is developing a strategy to tackle this pandemic and now he's starting to spell out the steps he will take on day one while still acknowledging the very long road ahead.

this morning, as the nation grapples with the resurgent coronavirus crisis, president-elect joe biden says when he takes office he'll ask all americans to do one simple thing to stay safe. >> i'm going to ask the public for 100 days to mask. just 100 days, to mask. not forever. >> reporter: vice president-elect kamala harris saying their administration's strategy for confronting the pandemic is just one of the many changes to come. >> there couldn't be a more extreme exercise in stark contrast between the current occupant of the white house and the next occupant of the white house. >> reporter: but biden is asking one member of the trump white house coronavirus task force the stay on the job, dr. anthony fauci. biden extending the invitation during their first meeting since the election and offering fauci a promotion. >> i asked him to stay on in the exact same role he's had for the past several presidents, and i asked him to be the chief

medical adviser to me as well. >> reporter: biden is looking to build confidence in a vaccine. three former presidents, clinton, bush and obama, all say they're all willing to be vaccinated on camera before the american people. biden now promising to do the same. >> when dr. fauci says we have a vaccine that is safe, that's the moment in which i will stand before the public and it's important to communicate to the american people it's safe. it's safe to do this. >> reporter: but biden is stressing that the rollout will be a monumental challenge and says his administration can't do it alone. >> it's an incredibly expensive proposition and an incredibly expensive proposition. that's why we're continuing to hope that the senate does something and responds to the immediate need to provide dollars. >> reporter: biden is now backing this new $900 billion bipartisan compromise bill to finally provide some covid relief funding. but he is going to want to push congress to do more and like the rest of his agenda that will hinge on who controls the senate. george?

>> we know president trump is heading to georgia tomorrow to campaign for the republican candidates for that senate in the runoff on january 5th and it comes as a lot of his allies are worried that the attacks he's made on the election system in georgia is going to make it harder for those candidates. >> reporter: george, there is real concern the president's false claims of voter fraud could suppress voter turnout among republicans. the president is basically trying to have it both ways. on one hand saying the system -- falsely saying the system was rigged against him while also going to be out urging people to get out and vote. democrats are also well aware of what's on the line here sending out their heavy hitters, former president obama expected to try to get the vote out as well. >> mary bruce, thanks very much. cecelia? we turn to politicians behaving badly. a case of do as i say, not as i do, so to speak. the mayor of austin is under fire right now after telling his constituents to stay home and he went on a vacation to mexico. t.j. holmes is here with more. he's not the only one out there. >> the austin mayor didn't tell

people to stay home and then go on vacation. he told people to stay home while he was on vacation, chilling in mexico, and he is not the only one here. the only politician who says to one of us do one thing and getting caught doing another. growing outrage this morning over one texas politician's decision to defy his own advice to stay home. as covid-19 cases rise across the country austin mayor steve adler has urged residents not to travel. >> we need to, you know, stay home if you can. do everything you can to try to keep the numbers down. this is not the time to relax. >> reporter: turns out he sent that message not from home, but while vacationing with his family in cabo san lucas. he and his family traveled to mexico following his daughter's wedding in austin. this all happened last month, and the trip was only learned about earlier this week. the mayor issued this apology wednesday. >> i regret that travel. i wouldn't travel now. it was a lapse in judgment. and i want you to know that i

was fire trucks and sheriffs' cars all over the place. >> reporter: extreme fire conditions are fueling the bonfire in orange county injuring two firefighters. a lot of this brush hasn't burned in years. you can hear just how hot it is burning through that vegetation. it is essentially jet fuel for this fire. the flames at times pushed by 90-mile-per-hour winds. >> we are surrounded by flames and choking smoke. these flames, you can feel it on your skin, and you can see just how quickly this wind is whipping through this area. >> reporter: winds so strong, they knocked over this tractor trailer in san diego county. this has already been a record-setting wildfire season, and veteran firefighters say there's no end in sight. >> flat out scary. i have never seen it this dry for this long. 4 million acres in the state of california plus setting all records. >> reporter: at this point firefighters in california are exhausted. this has been a historic fire season. we're expecting more bad weather into next week.

victor oquendo is in miami with more. good morning, victor. >> reporter: good morning. carole baskin heard the scream, ran over and saw the tiger eventually let go, but that volunteer nearly lost her arm. now an investigation is under way. >> what really sets apart big cat rescue from a zoo is that we are fixing the problem. they are creating the problem. >> reporter: this morning the big cat animal rescue sanctuary made famous by the "tiger king" documentary reeling from a dangerous encounter. >> tell me exactly what happened. >> one of our key folks got bitten by one of our cats. >> reporter: one of the animal sanctuary volunteers, candy cowser, was attempting to feed one of the big cats named kimba when he viciously latched on to cowser nearly tearing off her arm. >> where is the animal now? is it contained? >> yes. >> any serious bleeding? >> yes. >> reporter: while a nurse worked to stop the bleeding someone else used a belt as a tourniquet.

b they reported that candy can move her fingers and her arm is broken in three places adding that her shoulder is badly damaged. baskin releasing audio addressing volunteers following the incident. >> you probably saved her life by doing that. >> yeah. >> thank you for doing that. >> reporter: big cat rescue saying the volunteer broke protocol lead up to the attack saying, it's against proper feeding procedure for anyone to stick any part of their body into a cage with a cat in it. experts saying sanctuaries like big cat rescue provide an unsafe image of big cats that could lead to attacks like this one. >> these are wildcats that have the potential to kill a human being in an instant. >> hey all you cool cats and kittens. >> reporter: baskin who appeared on last season's "dancing with the stars". ♪ what's new >> reporter: gained recognition after the release of netflix's "tiger king" docu-series earlier this year. the show chronicled the tale of

oklahoma private zoo owner joe exotic and his vendetta against his nemesis carole baskin in florida. >> she fed her husband to the tigers. >> reporter: he alleged she fed her ex-husband to tigers, a claim she has repeatedly denied. authorities have not identified suspects in his disappearance whose body has not been found. >> it just makes for wonderful sales of newspapers i'm sure for them to speculate that i fed him to the tigers which is crazy. >> reporter: this attack happened on the same day that the house passed a bill banning big cat ownership, but it does allow existing facilities to keep theirs. baskin has been a supporter of this bill. as for the volunteer, she says she doesn't want anything to happen to the cat that attacked her which has now been placed in quarantine for the next 30 days. guys? >> okay, victor, thanks very much. >> hope she's okay. we'll take a look at what you need to know about masking up in winter. erielle reshef has the details

[ speaking a foreign language ] >> reporter: selena has been called one of the most influential and iconic artists in all of latin-american music. people loved her here in texas, and throughout the southwest and she was right on the cusp of becoming a huge international star when suddenly her life was cut short so tragically. ♪ there was no one else like her.

[ singing in foreign language ] >> reporter: still bringing chills to so many of her fans. selena, the vibrant mexican-american force that dominated latin music charts in the '90s, but then suddenly it all came to a tragic end. now 25 years after her death, her family is speaking out in an abc news exclusive as a new netflix series takes on the lives of the quintanillas before they hit it big. >> i think that it's going to show a lot of our journey as being really young to ultimately, you know, making it where we were before she left us. ♪ late at night when all the world ♪ >> reporter: selena was on the verge of a major english crossover when she was murdered

another actress stepped into selena's shoes more than 20 years ago. when j.lo played the part of selena, there was some criticism because she's puerto rican. >> here in our office in the front, people were protesting, how dare you pick a puerto rican. >> one thing i feel bad about christian, she's coming into not only having to portray selena but also jennifer. selena was kind of like a role model for her as well and for a lot of latinas and said she hoped she did her justice. i think she did. >> reporter: the texas native spearheaded a movement of tejano music bringing it into the mainstream and she's still as popular as ever. her makeup line sold in more than 50 countries and according to billboard her "ones" album released in 2002 hit number one for the first time earlier this year on the vinyl charts. billboard then naming her one of the greatest latin artists of all time.

>> why do you think she remains so popular to this very day? >> i've always said that in selena's case, it was not just the artist but the person. >> what you saw is what you got. you know, she was funny. she had this amazing laughter, and she had this amazing charisma to make everyone feel like they knew her for a very long time. >> reporter: now, the amazing thing is people still know her so well. in 1995, i covered selena's funeral here in texas for abc, and little did i know back then that i would be back 25 years later, still talking about her amazing popularity and her impact. selena's legacy is truly a beautiful one. >> yeah, it really is. i remember exactly where i was in high school french class when she passed away. i remember a girl turning to me and saying, selena passed away. i want to thank you for your work and the whole team. all of our team of producers, you worked on this from the very

-- tree, made for a charity event to provide protective equipment for first responders. well done, heidi. >> keep sending us your creative photos using the #gmaseeyourtree. >> love seeing all those pictures. right now, we'll turn to our "gma" cover story. the coronavirus vaccine in kids. after the fda clears the vaccine adult also start receiving it later this month and moderna now says it plans to begin testing it for children age 12 to 17 and dr. ashton joins us for more. tell us about this clinical trial and why it's going to be so important. >> we've got a saying, kids are not little adults. that's why there's a specialty called pediatrics. the academy of pediatrics eagerly awaiting data from clinical trials studying children 0 to 10 in their earlyy adolescen adolescence. we have seen moderna and pfizer announce they will start looking as young as 12. some already have up to 16. it's important to study this group. you can't extrapolate adult data down to children so it'll be important to start these clinical trials. >> the first adult also get it

this month. what's a realistic time line for kids? >> i've asked dr. fauci and dr. stephen hahn of the fda that question. they both have said clinical trials involving the pediatric age group should start imminently january, february 2021 and then again you need at least two months of safety data in that age group so by the summer which is when the phase 5, phase 4 groups will be rolled out kids will be in that group and we should have good safety data. >> i know when my kids get the flu vaccine they tend to have a stronger reaction. will that hold for this vaccine as well do we think? >> we expect it to, george, in terms of the kids and their immune system. it's important for parents to be aware that they do have a more robust immune response, so it is responsible they could have more symptoms after the vaccine, symptoms like fever, muscle and joint pain, fatigue, and these may last a little longer than they do in adults.

again, not dangerous, but parents want to plan for that, and discuss that with their child's pediatrician. >> you have a new book coming out to help parents. it's called "the new normal: a road map to resilience in the pandemic era." tell us more about it. >> i've heard from so many viewers and patients alike that they are just confused, they want more information than we can generally deliver in a television segment, data is coming in and recommendations are evolving so i really wanted to help people not just learn facts which may be different tomorrow, but learn to teach them how to think like a doctor and evaluate risk for you, for your family about going to work, school, travel, all the things that are part of our normal life in pandemic times. so hopefully it will be a big help. a lot of my conversations with top infectious disease specialists like dr. fauci are in there, so i'm excited about it. >> you help our viewers with it every day.
