>> reporter: the state guidance was that when less than 15% of the icu beds are in order, it will go in effect. if they wait, it will be too late. restaurants say the stay at home order will impact small businesses. >> we are suffering like everybody else. it's been tough. >> in a move of solidarity, thee new stay home order will take effect sunday night. >> the dark covid winter we feared would come has arrived in the bay area. >> reporter: indoor businesses must reduce capacity to 20% and they enforce the new stay at home order. this includes grocery stores. they must come up with a system that tracks people coming in and out. hair cutting and nail salons must close. gyms, playgrounds must close as

well. card rooms also must close. san francisco's health officer says the virus is moving quickly. >> every positive person that is infected, we know that person is infecting al least 1 1/2 other persons. >> reporter: they are seeing unprecedented number of icu beds. >> we are shattering records every day. >> reporter: they are asking people to stay home and only interact with those you live with. that means even with precautions like a mask. >> if you have a social bubble, it is now popped. >> reporter: the stay at home order is expected to reduce cases until they can get doses. san francisco expecting to see 12,000 bodoses of the pfizer vaccine. >> california is it making sure the first supplies are provided to those those in direct risk of

family in the industries and watching them lose their businesses left and right, it's devastating. >> reporter: 2020 isn't over yet. i'm lesley brinkley, abc 7 news. sonoma county is not part of the stay at home order but there is growing concern on the shortage of icu beds. intensive care means more than a bed. it means staff, some who are reaching their limits. >> nurses have been in this pandemic fight 100% for 11 months now. >> reporter: debra has been a part of the fight as a nurse since 1985. she is president of national nurses united. new cases surging lately, she is worried about those who will need hospitalization. >> current lily, there is a shortage of beds in sonoma

county. and we are concerned. >> reporter: 76 ventilators and 82 icu beds. only four are available. >> you need to know what icu beds are. >> reporter: it's not a special bed at all. it's highly trained staff who are constantly observing and monitori monitoring patients who need care. >> just the labor alone is reason you need be in an icu setting. >> we currently have a census of nine covid patients, one of which is in the icu. >> santa rosa says it has room to accommodate parents if needed. >> we do anticipate given the course of what happened, to be prepared for a potential increase. >> county health officials disputing icu numbers from the state. they believe the situation is actually better than what is reported. >> currently, the numbers show

we have less than 3% capacity. we do believe it's true to the hospitals right now or the hospitals to meet an increase in covid-19 cases. >> reporter: nurses and doctors will keep it up on the front lines. meantime, they urge even to do their part and flatten the curve. >> all right, you're looking at a map shows the counties that are not issuing updated stay at home orders. are no changes to current restrictions in sonoma, napa, and san mateo counties in. that is generating a lot of confusion for people in the bay area, no matter where they live or work. here is that story. >> reporter: it feels like some pop quiz that is impossible to study for. in april, we had phases of reopening, and the state could put your county on a watch list, in august, it was a color code. purple was the worst, yellow the best, decided by positivity

some dwopg news tonight with a prom that protects some immigrants from children being deported. a federal judge is ordering the trump administration to accept new applicants for deferred child arrivals. they signed a order limiting applications in renewals but a judge ruled that wolf was not legally certaining in his time and the same judge ordered that the rules be vacated. for the first time, the cdc has issued guidance for universal mask use. until today, it asked people to wear them all times outside the home. now, they saying at home if someone at home was in con stakt with someone who was infected. asymptomatic people are responsible for 50% of covid

transmissions. and masks, there is concern about welling them correctly in the winter. >> reporter: with a tidal wave of covid-19 cases, health experts are asking for proper mask wearing. >> there is really a difference to wearing a mask to prevent the spread and the catching of covid-19 versus keeping the air warm and eeping our air and mouth warm. you cannot simply use a skarp. >> while wearing a face covering in colder weather may sound convenient, they say using a scarf or sweater material will not keep you case. in a test of 14 commonly used face coverings, the anyone net gator actually created more tiny droplets than speaking without a mask. >> this mask, breaking down big droplets into multiple little
