situation in just a moment but first the new covid lockdown happening tonight in several bay area cities. abc 7 news reporter cornell bernard joins us live once again in san francisco where diners are enjoying their very last outdoor meal for at least a while and what some of the employees are going through is just heart breaking. >> it really is. such a tough night. so much worry and uncertainty. but the countdown is on. our shelter in place order begins in just a few hours. folks, enjoying what could be the last outdoor meal for a while. restaurants pivoting to take out. many workers aren't sure when they'll be back on the job. the last hurrah for soccer fans to cheer on their team outside their favorite north beach bar. >> it is spice egg nog and she is having spice hot chocolate. >> reporter: toasting the holiday with one last outdoor brunch. >> we're just trying to enjoy the last couple minutes and

moments we have to enjoy eating outside before we have to lock down. >> reporter: san francisco's new stay at home order starts at 10:00 p.m. due to a surge of new covid cases that is expected to get worse. >> i think it was inevitable until the vaccine comes. >> reporter: this server was setting up tables and is being laid off until january. >> my only job. i don't have another one. so i'm going home and staying home. nothing. no parties, no family time. >> reporter: this owner was looking festive. her mood was far from it. >> trying to stay spirited and cheerful for the patrons since it is our last day. it is a bit tough for all of us. >> reporter: she is closing her pub during the lockdown and laying off ten employees. >> we are focusing on supporting women of color. >> reporter: this was the first

day for a new venue for artists and business owners. >> we need time to regroup and make sure we are being responsible in upholding the health order. >> reporter: in the east bay diners enjoyed a last bite outdoors on webster street in alameda. >> a very overwhelming feeling of heaviness. >> reporter: joe owns al's barber shop. customers are getting a last-minute hair cut before the doors close at 6:00 p.m. >> you would think there would be less of a feeling of uncertainty since there is an end date but i'm not confident january 4rth is the day we'll return. i'm worried about the barbers that work at the shop, worried about my colleagues. >> reporter: joe is hoping his barbers can apply for unemployment benefits. many know the order is all about health and safety but especially during the holidays it is really tough to say good-bye tonight. live in san francisco, cornell bernard, abc 7 news. >> relief can't come soon enough. we appreciate that report. san francisco's small business owners protested the city's new stay at home orders

calling them detrimental to their livelihoods. they held a passionate rally in front of city hall today. protesters had a lot to say about the new orders which will force a number of nonessential businesses to close tonight. proprietors we spoke to said the orders are unfair. >> unemployment isn't enough to pay rent in san francisco so if you're going to force people to be out of work you need to make sure they can pay their rent and feed their families. deferring rent, deferring bills isn't enough. they'll never make the money up. >> she says it will be catastrophic for many across the bay area. it starts at 10:00 tonight in san francisco, santa clara, and contra costa counties and then two hours later for alameda county. just after midnight. noon on tuesday for marin county. the restrictions will stay in effect until at least january

4th. napa, solano, san mateo counties are choosing not to proactively enact the stay at home order. this is how the lockdown order will affect you. restaurants can only do take out and delivery. hair and nail salons can no longer operate. no more indoor religious services. capacity at grocery stores will be cut from 50 to 20%. wineries, entertainment centers, and playgrounds must close while hiking trails will remain open. park museums, campgrounds, and visitor centers will close. now to the latest numbers and major headlines in the pandemic. the latest state numbers show california recorded just more than 30,000 new cases yesterday. a new record. that brings the total to 1.3 million cases in the state. another daily record for the state, the number of covid-19 victims in the hospital. more than 9700. the san joaquin valley and southern california region each fell below 15% icu capacity

which means those two areas must implement the state's stay at home order before midnight tonight. president trump's personal attorney rudy guiliani has been infected with covid-19. that news came by tweet from president trump earlier today. guiliani has been leading the president's long shot effort to overturn the results of the 2020 presidential election. and has been crisscrossing the country arguing the president's case in battleground states. at 76 years old he is considered to be high risk for covid-19 kp complications. a long time trainer at golden gate fields has died from covid-19. bob hess sr. came to the track in 1971. he tested positive and was hospitalized during an outbreak at the track last month. that is when about half the people who work at golden gate fields became infected. hess is survived by his wife of 56 years and their four children. first shipments of the coronavirus vaccine arrived in

the uk today. two days before immunizations are set to begin. they arrived in super cold containers shipped from pfizer's manufacturing plant in belgium. a medical company will inspect the shipment to ensure it wasn't damaged. vaccines will begin to be administered on tuesday. >> it is just incredible. obviously i can't hold them in my hands because they are minus 70 degrees but to know they are here and we are among the first in the country to actually receive the vaccine and therefore the first in the world is just amazing. i am so proud. >> it is incredible. the uk expects to have about 800,000 doses available. abc 7 is committed to keeping you informed about developments with the covid-19 vaccine. to stay on top of all the latest vaccine news we've assembled the abc 7 vaccine team. 7 on your side's michael finney is also on the team.

developing news now. pg&e has canceled its plan for possible public safety power shut-offs in northern california. that is due to a change of the wind direction. at one point the outages for tomorrow morning were expected in 15 counties including parts of the north bay. there are now five counties in the central valley where customers could lose power. no longer at risk of a power outage but a large portion of the bay area will be under red flag warning starting 11:00 tonight. winds are expected to pick up especially in the hills so firefighters are getting ready. >> i don't think any of us thought we'd be up staffing and moving into a red flag and wind advisory in december. it is not typical for us here in the bay area. the concern with winds like this is they will likely bring trees down. >> firefighters can ask for the power to be turned off in the event of a wild fire. red flag warnings in december are rare. the last one we had was 2017.

now we have a look at the areas affected with the red flag warning. drew? >> it is a large area. we are looking at. so the red flag warning does encompass the entire north bay, east bay hills, inland east bay, and santa cruz mountains. it begins at 11:00 tonight. just in a few short hours. we're tracking the northerly offshore winds developing again this season that could gust over ha miles per hour in our hills. right now you look at the winds in our hills. they're not excessive but they are breezy. anywhere from say 10 to 32 miles per hour. the highest wind gusts we have. mount diablo right now is gusting to 32. winds are forecast to strengthen while many of us are sleeping. looks like they will be the strongest right as the sun gets up here early tomorrow morning. a much closer look at these winds and when they'll finally die down in the forecast in a few minutes. >> thanks, drew.

president-elect joe biden is turning to california in selecting his health and human services secretary. biden plans to pick attorney general xavier bacerra who would lead the administration's response to the pandemic. he was also considered a candidate to replace kamala harris in the senate. governor newsom will have to appoint someone to take over as attorney general as well. we are hearing for the first time today about a connection between former san francisco mayor ed lee and three people charged in a corruption scandal at san francisco city hall. lee appointed former public works director and the former public utilities commissioner and general manager harlan kelly both now facing federal charges. "chronicle" insider and abc 7 news contributor phil mattier today reports a recently released criminal complaint details personal messages between lee and walter wong

using the code name 35 for lee. lee was a long time friend of wong and influential contractor who has pled guilty to fraud charges in the case. the complaint does not accuse 35 of any wrongdoing. lee died of a heart attack in december of 2017. you can read phil's articles in "the chronicle" every wednesday and sunday. a baby is safe today after she was rescued by mill valley police and the california highway patrol. according to the chp the 4-month-old was being carried by her mother as the two walked into lanes of traffic along northbound highway 101 in mill valley saturday afternoon. drivers swerved around the 2 to avoid an accident many calling 911. a mill valley police officer nearby rescued the two off the freeway. the mother was arrested on charges of child endangerment and being under the influence of a drug. fresh fruits and straevegetablee

grown in san francisco were given away today. the group calls itself free farm stand. they say they grow as much food as they can and show up on sundays in the mission district to give it away. it doesn't take long before it is all gone. they also offer bread and other pantry items like beans and lent ils. free farm stand is currently limiting volunteers as a way of keeping everyone 6 feet apart. a trio of mountain lion cubs is having a ball before they head to their new home. have an wildfire survivors now at the oakland zoo about to start the next chapter of their lives. and some powerful winds coming our

before three mountain lion cubs made their trip to their new home in ohio the oakland zoo needed to be sure they were ready and dropped in a ball with bison fur on it to see if they were mentally prepared. captain cal and the two sister cubs went to it and were clearly amused by the new toy. captain cal was found in september badly burned in a wildfire near redding. the female cubs were found orphaned a couple weeks later. in the east bay shoppers had a chance to support black owned businesses before mandatory

shutdowns and restrictions take effect. this is the third year for the holiday market and black holiday expo at the park in oakland but this year many of the businesses have been hit hard because of the pandemic. some don't have store fronts and rely on pop up locations like this one. certainly not feeling like the holidays with the weather we're having this week, drew. >> we're tracking another red flag warning. it seems weird to talk about this in december but this year we still have not had a significant storm to really end our fire season. we're looking at a very parched landscape and with offshore winds developing overnight tonight we have to have the red flag warning in effect like we do. temperatures right now earlier today we made it into the low to mid 60s. tonight the 40s and 50s and mainly into the 40s for overnight lows. the big story tonight not the

temperatures but the winds. this red flag warning begins at 11:00 tonight lasting through 5:00 p.m. tomorrow as the northerly winds develop about 15 to 25 miles per hour, could gust over 45 miles per hour. we're watching the winds very closely. our parched landscape. any fires that potentially start could spread quickly under those conditions. the time frame we are watching very closely under our winds is between say 4:00 a.m. tomorrow and 8:00 a.m. tomorrow. about a four-hour window in the morning for the strongest winds. we'll stop the clock at 5:00 a.m. and you see the winds strongest in the north bay, gusts over 35, 36 miles per hour. that continues. by about 7:00 a.m. but watch what happens. when we get into the later morning, and early afternoon, thankfully the winds are really going to calm down. so if we can make it through the morning without any new fire starting we will be in the clear

by the early afternoon because by 2:00 you can see monday afternoon the winds are really light, mainly less than 15 miles per hour. nonetheless we have a wind advisory going into effect at 11:00 tonight lasting through 11:00 a.m. tomorrow for a majority of the bay area shaded in yellow on your screen. most of us will feel wind out of the north. 15 to 25 miles per hour. in our hills we could see gusts over 45 miles per hour. so the possibility is there for downed trees and it is a good idea if you have holiday items outside make sure they are secure. better yet bring them inside because the winds could take them down overnight tonight. highs on your monday with those offshore winds is actually going to feel warm out there. you can see temperatures, a lot of spots in the 70s for the 7th of december this is going to feel pretty mild. 70 the high in oakland. 71 in san rafael.
