a proposed legislation would force california public schools

safe. >> we're looking at training nurses. this effective focussed training to speed up opportunities to brig nurses into the icu. >> governor newsom didn't provide anymore details. only it was part of the strategy to prepare for surging numbers. the bay area nurse says she can't believe the governor would even consider such a program. >> i worked all over a hospital. i have never heard of an icu nurse training for two days. >> a stanford healthcare nurses get at least six months to a year of training before working with critical care patients. >> i would be concerned about any nurse that didn't have the background to independently function after two days of orientation. >> we reached out to public health. they didn't return calls to confirm if the hospitals are training nurses. this afternoon the officials announced the county only has 50

empty beds left. under no circumstances should icus be staffed with nurses who aren't fully trained. >> it's not safe for the nurses. the general public. it's not safe. >> i think most organizations would not. >> all right. take a look at the lock down. it's already having a dramatic impact on businesses. on the left a bustling saturday night. when out door dining was allowed. tonight on the right streets are nearly deserted. the lock down is expected to last until early january. today san francisco mayor announced new aid for struggling businesses. but as we found, many say it is nowhere near enough. >> empty everywhere you look. the stay at home order is in effect. news the mayor office is offering help to small

businesses. >> we have a $5,000 grant. >> businesses that were involved in the out door dining with the shared spaces program in san francisco can get a grant for $5,000. those from the china town merchants association are firing back. saying that's not good enough for the restaurants on the verge of closing. >> that's nothing. $5,000 it barely pays for the food supply. >> latino owned businesses a chance at zero interest loans for $50,000 and a community hit hard by covid-19. >> the mayor acknowledges the neighborhood and the inherent value of the neighborhood. it's an important step. >> positive news to some is frustrating to others. >> they should do it for asian community. they should did it across the board. >> those with the city are working at allocating fund.

more than 10,000 people are hospitalized because of the coronavirus. 2,360 are in the icu. a single day record. 24,000 cases reported the third highest single day total. state launching an app to alert people if they have come into contact with someone who has the virus. >> this is not contact tracing. this is notification technology. >> this thursday if you have an iphone or droid, you'll be able to down load the app. a pilot program on some university california campuses. >> you can choose to participate in leveraging this technology. to allow people that you have been in contact with. or have been in contact with you to be notified of potential exposure. >> it's not contact tracing. another layer to it. if you were poexzed by a stranger but had no idea. the app alerts you.

force california public schools to reopen. when case counts go down. is it safe? >> the schools are safer than we had feared. particularly with young kids. ages five to 12. they don't carry the virus as much. >> both doctors agree. the main concern is not students but staff. which is why they propose frequent testing. >> the highest risk group is actually the adult staff. >> the board president of the jefferson union high school district is not comfortable with the idea of reopening schools so soon. >> to have students in small pods that kind of are in groups and stay stick together. we don't have the staffing to do that. >> the legislation allows districts to choose between all in person learning or a hybrid option. if approved the bill will go into effect march 1. >> happening now.

the first covid vaccinations administered in the united kingdom. there is word pfizer offered the u.s. more vaccine but the trump administration declined. sfwl with the first vaccine set to possible get emergency authorization as soon as this week, we're learning lt u.s. will get fewer doses from pfizer than it could have. the u.s. bought enough to vaccinate 50 million americans. the "new york times" report that over the summer pfizer offered to sell the u.s. government additional doses. the trump administration turned them down. other countries did buy in. and pfizer says it might not be able to get the u.s. more doses until next june. officials involved with operation warp speed are down playing the news saying because of the vaccines from other companies they will have enough doses for every american who wants to be immunized. >> if we can get 75 to 85% of

strong winds hampered aerial strong winds hampered aerial firefighting efforts after a wildfire broke out 70 miles from los angeles. the fire consumed nearly 175 acres before crews were able to stop its progress. it started when a tree fell on a power line. no injuries were reported. scammers are targeting apple and amazon customers for the holidays. the federal trade commission says robocallers pretending to work for one of the companies are looking for your personal information. the calls say there's something wrong with an account or there's been an unauthorized purchase. if you respond, you may compromise your credit card or other information. the ftc says if you think there's a problem with your account, contact companies directly. the holidays also bring an increase in porch pirates. surveillance and doorbell cam
