moment. but first that wait for the vaccine here at home. this morning, president trump is preparing to sign an executive order aimed at ensuring that american made covid vaccines go to americans first. >> vaccines are on their way at a level that nobody ever thought possible. >> it comes one day after abc news confirmed that pfizer may be unable to produce more of its vaccine for u.s. citizens until june because it's committed those doses to other countries. the u.s. initially bought enough pfizer vaccine for 50 million americans, then over the summer the company offered to sell the u.s. government more doses, but the trump administration turned them down. the administration insisting that because of other vaccines in the pipeline, any american who wants a vaccine can get one by july. it's unclear if today's executive order is related to pfizer's announcement, and it's unclear whether president trump can legally stop an american company from fulfilling a contract with another country. in the meantime, today the u.s. could surpass 15 million covid cases as the country approaches 200,000 new cases each day.

dr. anthony fauci with this warning as the holidays approach. >> not only for new york state but for any state or city that is facing similar problems without substantial mitigation, the middle of january can be a really dark time for us. >> reporter: as cases spike from coast to coast, a growing concern about hospital capacity and staff. >> a disturbing fact coming out of l.a. county, the health officer there saying that just over the past week, the number of health care workers who have contracted the virus has doubled. >> reporter: with cases spiking, new restrictions are threatening to add to the pandemic's economic toll. new york's governor says indoor dining could be shut down again by next week. >> if after five days we haven't seen a stabilization in a region's hospital rate, we're going to clamp down on indoor dining. >> reporter: in a few weeks more than two dozen federal stimulus programs are set to expire until congress reaches a

deal on a relief bill including the cdc eviction moratorium. if it expires up to 5 million tenants face eviction in january including melissa flores, a single mom. >> i've never been in this situation ever before in my life. i've never had to come out to ask for help, never. i've always made it through everything, struggled a little but i made it but never this bad. never this bad. >> concerns about the covid surge have even reached the rural state of wyoming where the governor just announced a statewide mask mandate. as for the vaccine, the fda meets thursday to discussion authorization. let's head now to london where the first people are getting pfizer's vaccine today. abc's julia macfarlane is there. julia, what are the expectations today? >> reporter: good morning, mona. well, today has been called v-day. it's really an exciting day as the first people get vaccinated outside of trial as this historic rollout begins. patient a this morning was a 90-year-old grandmother from northern ireland called margaret

kenan who received her injection in coventry hospital and believe it or not the second person to be vaccinated was a william shakespeare from warwickshire and though they along with thousands more of people over age 80 deemed at the most high risk and therefore are at the top of the list for those getting the vaccine today. health care workers will also be vaccinated at the end of the day with any leftover doses. mona. >> julia, i want to ask you, are most british people open and willing to get the vaccine, or is it like here in the u.s. where there's some hesitation? >> reporter: right, recent studies indicate that this huge logistical operation is just part of the push against covid-19. there's also going to be a huge public messaging campaign from the government to try to get the public to attend vaccinations. people are going to be contacted by the health service when it is their turn. but it is voluntary for them to show up. over the weeks and months we can expect many celebrities and public figures, maybe one or two royals even, to announce that they have had their injections in order to try and persuade the public that this vaccine is safe and necessary to fight coronavirus. mona. >> julia macfarlane live in london, thank you for the latest

developments. back in this country we're following several developments from washington. there is an update on the covid relief bill, plus news on president-elect joe biden's cabinet. abc's alex presha joins us now. alex, we're hearing talks on that bipartisan coronavirus stimulus package have hit a snag. tell us why. >> reporter: kenneth, that's right, but let me give you a breakdown real quick. so right now that $900 billion aid package is being finalized by a bipartisan group of senators. now, what's in the bill, well, it does include weekly federal unemployment benefits. it does not include another round of those $1,200 stimulus checks, but there are some last-minute sticking points including how much, if any, aid should be give to state and local governments, but keep in mind the clock is ticking here. it looks like lawmakers have until next friday to hammer something out before christmas break. kenneth. >> and, alex, we do know that there's some big news overnight from the biden transition team regarding another cabinet choice.

>> reporter: yeah, that's right, kenneth. this would make history. joe biden expected to nominate army general lloyd austin for defense secretary. now, austin retired in 2016 after more than 40 years of military service. if confirmed, he would become the first black defense secretary in u.s. history. kenneth. >> all right, alex presha there in d.c., thank you. new details in the shooting death of a young icu nurse on a nashville highway. authorities say 26-year-old caitlyn kaufman's suv was hit six times as she drove to work last week. the fatal bullet went through her shoulder. police still don't have a motive but they're looking into a possible connection in florida where two men were arrested for allegedly shooting into moving cars. kaufman's mother says she does not believe her daughter was targeted. >> she was a very compassionate young lady, had a heart of gold and was on her way to work to help other people. >> kaufman's mother says she was

on the phone with her daughter before the shooting but had to hang up, and when she called back, there was no answer. this morning we're celebrating the life and legacy of one of the world's most famous aviators. chuck yeager, the first to break the sound barrier, has died. as an air force captain in 1947 he flew over the mojave desert at 700 miles per hour. the moment was immortalized in the book and film, "the right stuff." yeager modestly said he was in the right place at the right time and just did his job. he was 97. time now for a look at your tuesday forecast. strong santa ana winds remain a threat in southern california and they caused problems for crews fighting this brush fire in ventura county, but they managed to contain the fire to fewer than 200 acres. looking at the national forecast, expect snow around the great lakes today. rain in the pacific northwest. other than that mostly clear skies across the country. los angeles and phoenix will reach the low 80s today. temperatures mostly in the 40s

a new scam that's targeting online shoppers. it's increasingly easy for criminals to get your personal information, and it comes amid growing concern about the security of package deliveries. abc's megan tevrizian has the new warning and how to protect yourself. >> reporter: this morning, authorities sounding the alarm about a scam targeting holiday shoppers. the federal trade commission says potential victims get a robocall from someone pretending to be from amazon or apple calling about a recent purchase. >> an unauthorized purchase of an iphone xr 64 gigabytes for $749 is being ordered from your amazon account. please press 1 to connect to our customer support team. >> reporter: when the victim presses 1, that can lead to scammers getting your personal information. this latest scam comes with more so-called porch pirates on the prowl. >> it's okay. let's go. >> reporter: these two men in new york were caught on surveillance video swiping several packages off a porch. in richmond, virginia, this thief getting even more brazen taking packages from a door while dressed as an amazon

delivery person, and this woman says a thief snatched her kids' gifts just moments after they were delivered. >> whenever the gifts were taken, we just felt violated. holidays are supposed to be a time of pulling together, and so when something like that happens, it's -- it's kind of a letdown. >> reporter: online deliveries are soaring, and it's not just holiday gifts but prescription drugs too, and to make matters worse, authorities are having a tougher time tracking down the bandits because they're wearing masks like everyone else during the pandemic. new jersey lawmakers are now trying to stiffen porch pirate penalties to up to five years in prison and fines up to $15,000, and police in oregon are setting up bait package stings. >> we'll make it look like an amazon package, and we'll put it on someone's porch and we'll just leave it there for a couple of weeks. because package theft is an opportunity crime, the longer we leave our opportunity available, the more likely we are to get a hit. >> reporter: one survey finds 14% of americans have had a

package stolen. as for that phone scam, don't press 1 to speak to a person. never give out your personal information, and never call any number provided by a robocall. kenneth, mona. >> good information there, megan. thank you. actress lori loughlin's daughter is breaking her silence about the college admission scandal that landed her parents behind bars. loughlin and mossimo giannulli are behind bars after pleading guilty. they paid $500,000 to get their daughters into the university of southern california. appearing on "red table talk," olivia jade giannulli said her family earned the nation's outrage. >> do you have any understanding of why i would be upset at your being here and what you all did? >> i'd love to hear it from you because i feel like it's a good learning thing. i think i can understand how wrong it is, and we had the means to do something, and we completely took it and ran with it. >> her mother is expected to be released after christmas. her father in the spring. coming up, what prince

the cdc recommends you avoid riding in cars with people outside your household. researchers at brown university looked at airflow in cars. they found when the heat was on and the windows were up, there was a high risk of aerosol transmission of coronavirus, even when the passenger was in back. doctors recommend opening the windows. even just a crack helps, and they say if you can't open all the windows, open the one across from you to optimize the airflow. >> and that's not surprising because we would expect that the more windows are open, the more circulation of air there is and the easier it is to flush any contaminants out of the car. >> we definitely need more studies to actually assess what this means in terms of the transmissibility of the virus to people inside the vehicle. >> of course, the experts say you should also wear a mask. a troubling number of health care workers here in the u.s. are getting infected with covid. earlier i spoke with dr. shashank ravi about the concern. many hospitals in the country right now are warning that they are reaching a breaking point

with coronavirus hospitalizations skyrocketing, but in some areas we're also seeing a record number of health care workers getting infected with covid. why do you think the virus is hitting hospital staff harder now than, say, last spring? >> well, mona, i think there are a number of reasons. i think health care workers are just worn out. we've been on the front lines since march, over nine months and been working relentlessly in the emergency departments and icus without a break, and it's difficult to wear the ppe in the proper ways, put it on, put it off day in and day out under these conditions, and so as this time has worn on, it's some of these safety and preventive measures have fallen down a little. >> and a new headline out says the trump administration passed on a chance to secure more doses of the pfizer vaccine over the summer, and now pfizer says it will be june before it can supply a, quote, substantial amount of additional vaccine. what do you make of this news, and are you concerned about potential supply issues down the road? >> well, i think back in june, it was difficult for the government to know exactly which

of the i think more than five vaccine candidates to back, and so the government made a decision to back all of them to a certain degree. i think if it's only these two vaccines, we will see an impact in the ability to be vaccinated, but if we're able to see more than these two, that will be better for our country. >> dr. ravi, the world was watching as for the first time pfizer's vaccine was given to patients in the uk after the government there gave the green light. we know that that vaccine must be stored in extremely cold temperatures, but what do we know about what happens after it leaves the freezer? and, secondly, is there any valid concern that the vaccine may be mishandled? >> i'm not overly concerned. we have great individuals in the government level and health care sector who are working to ensure that distribution both from those subzero temperatures in those freezers are able to get to the patients who need these vaccines. the larger health centers in the united states are definitely equipped with all the necessary equipment. i think we may see some bumps with the smaller health centers, the more rural areas, but with
