area county headed into lockdown today. the grey area causing a bit of confusion for business owners. an ambitious plans to open all california public schools in a matter of months, but is it safe? the biggest concern from parents and medical experts. and an emotional milestone in the fight against covid-19. this 90-year-old woman the first person to get pfizer's vaccine outside of clinical trials. her message this morning. good morning, everybody. it is tuesday, december 8th. >> we're going to start the day checking on our weather and meteorologist mike nicco. >> all right. good morning, reggie, kumasi, jobina. hi, there. some things are constant in the weather and the fact that we'll have near record highs today and also dangerous surf and the fire threat and the winds not out there today. you can breathe a little sigh of relief there. these large swells will until 5:00 this afternoon and up to 19

feet and that's pretty impressive. we want to make sure we're vigilant as we're near our beaches today. look near san jose and near 87 in the shark tank and pretty clear out there. the winds are fairly calm up to seven miles per hour. so, here's a look at our temperatures today from 68 to about 73 degrees. we'll talk about a lessening fire threat. there's some if news for wednesday and thursday comingp in the accuweather seven-day forecast. let's get to some news. back to you. all eyes on the uk where covid-19 vaccinations officially began thisern moing. jobina is on the vaccine watch at the live desk with a look at the first person to get the shot. hi, jobina. >> hi, reggie. many of us in the u.s. were getting ready for bed the beginning of the end of the pandemic around the world. uk officials giving the first dose here of a clinically approved vaccine. 90-year-old margaret keenan was the recipient.

she received pfizer's vaccine just days after a production facility on a semi truck. she got vaccinated earlier today about two hours outside of london. she and prime minister boris johnson encouraged others to get vaccinated. >> if i can do it, well, so can you. >> it's amazing to see the vaccine coming out. it's amazing to see this tremendous and shot in the arm for the entire nation. >> and while this is a major milestone in the battle against covid-19, doctors warn the fight is far from over. supplies of pfizer's vaccine are limited and it's expected to take many months to get the majority of people vaccinated as we know. kumasi. >> thank you, jobina. today top members of the trump administration will gather at the white house for a vaccine summit just days before they are expected to approve covid-19 vaccine here. a second order prioritizing

americans before doses are shipped abroad. now, it's not clear how that would work since pfizer has contracts with governments around the world. and the "new york times" is reporting that the trump administration actually turned down an offer to buy an additionaladdition al 100 million doses of the vaccine this summer. they defended the move this morning on "gma" saying they're spending money on six vaccines and not ready to invest more in pfizer. >> now in the summer if somebody came to us and said, let's buy more of this vaccine or that vaccine, no one reasonably would buy more from any one of those vaccines because we didn't know which one would work. >> and coming up at 7:00 on "gma" what he says should be done about a supply chain issue that could slow production of pfizer's vaccine. coming up on monday, a very special edition of 2020. access and the timing of the vaccine. again, monday night at 10:00 right here on abc7. today california's health and human services secretary dr. mark ghaly will give an update on the state's response. last week he said californians should not be traveling and urged people to travel nonessential travel plans and stay home. you can stream today's update at noon on our app and abc7news.com. here's a look at some of the latest numbers. more than 10,000 people are hospitalized due to the coronavirus in california. more than 2,300 in the icu. more than 24,000 new cases were reported just yesterday. that is the third highest single day total. starting today at noon, marin county will be the fifth bay area county to voluntarily go into a shutdown. but still some confusion about this grey area. that is what the stay is describing as limited services where workers may not come into contact with customers. we're talking about businesses

like auto repair shops, dry cleaning services and pet services. they still don't know if they can continue to operate. >> we have not received any notice from the county as of yet regarding, you know, status of our business or anything like that. >> it would be nice to have some information as to what's going on. >> so, the county will be holding a virtual town hall meeting for businesses tomorrow to answer any questions they might have about this new stay-at-home order. san francisco mayor london breed has announced new aid for struggling businesses. but as j.r. stone found out a lot of these owners say that this is not nearly enough. >> empty park lets everywhere you look in san francisco as the stay-at-home order is now in effect. news that the mayor's office is offering help to small businesses. >> we actually have a $5,000 grant. >> reporter: businesses that were involved in the outdoor dining with the shared spaces program in san francisco can get a grant for up to $5,000. those from the china town

merchants association are firing back saying that is not good enough for restaurants on the verge of closing. >> $5,000 is nothing. $5,000, it barely even pays for the food supply. >> reporter: san francisco is also giving latino-owned businesses a chance at zero interest loans for up to $50,000 and a community hit hard by covid-19. >> the fact that the mayor acknowledges the neighborhood and, you know, the latino businesses of the neighborhood is an important step. >> reporter: positive news to some is frustrating news to others. >> not only latino business owners but also do it for the chinese asian communities and do it across the board for everybody. >> reporter: those with the city say they're working at allocating more funds but need additional federal dollars. >> is it something that helps us move forward in a positive direction so that small businesses and communities know that we are thinking immediately about their needs during this time? absolutely yes.

>> reporter: j.r. stone, abc7 news. this morning we are learning more about one lawmake's plan to get students back in school by march. the medical leaders and school leaders have concerns about it. julian glover live with more on the proposal. julian? >> hi, good morning, kumasi. this proposal being considered in the state's legislature would force those schools to reopen after the county they are in improves out of the most restrictive reopening tier, the purple tier. this is not one size fits all. the individual school districts will be able to decide if they want to opt for hybrid or all in-person learning. this is welcome news for places like the dublin unified school tistricate where we are this morning. the district superintendent is announcing it will present the reopening plan in late december or early january with reopening elementary schools by january 19th of the new year if alameda county improves out of the purple tier. but else where like jefferson

union district is not comfortable with the idea of reopening schools so soon. >> health officials have told us this is the safe way to do school and have students in small pods that kind of are in groups and they stick together. we don't have the staffing to do that. we don't have the space. >> the schools are safer than we had feared, particularly with young kids. particularly ages 5 to 12. they don't carry the virus as much. they don't spread it as much. >> health experts say the biggest fear of reopening schools is spreading the virus between teachers and staff. not between students. that's why in some counties like in san francisco there's a push for teachers to be among the first to get vaccinated. as of now, this bill is just that, it's only being considered in the state legislature if it, in fact, is passed. it would take effect on march 1st. reporting live here in dublin, julian glover, abc7 news. >> thank you, julian. we're sending out alerts like this as we get updates about schools and the reopening

plans. you can get updates like this right to your phone, just download the abc7 news app and enable push alerts. all right. let's talk about some more good news. we had that fire threat yesterday that ended at 5:00. now, here's the latest as the high resolution models pick up on wednesday and thursday. notice we start off wednesday afternoon at 5:00. everybody is green to blue which is low to moderate. we see a little bit of yellow. just a sliver in the northeast part of napa county as we head into the overnight hours and all the way through thursday. that's a far cry from the very high to extreme spots we were seeing yesterday. so, how about that for some good news. we don't have to worry about a fire threat for the rest of the week. still bone dry out there no doubt. we need to be careful. at least the winds won't be around. look at what the winds are doing now. half moon bay is nine degrees warmer than yesterday. but look at the winds in novato. 23 degrees cooler. where does that put us down in the south bay. low to mid 30s.

39 in milpitas and look up in the hills. los gatos at 57. half moon bay is at 68 degrees right now. guess what i'm forecasting for a high for half moon bay. 68 degrees. 61 in obodaga bay and then alameda 51 and 40 in danville. our microclimates are definitely with us thisern moing. as we head up into the 9:00 hour and total sunshine and around 50 to 58 degrees except for along the coast we're in the 60s. the rest of us in the 60s and then push our way into the mid up ander 60s and wouldn't be surprised if there were a few 70s around 1:00. at 3:00 leaving work and kids getting off school in the mid to upper o60s and we do have some cooler weather on the way, chance of rain this weekend. i'll talk about that coming up. first, it's time for traffic and time to say hello to jobina. how are you, jobina? >> i'm doing great this morning, thank you, mike. i hope you are, too.

a day. the manager said since black friday they sold nearly 4,000 trees and she thinks the pandemic is playing a part in this. >> i really feel like the tree is the symbol of light at the end of the tunnel with all of the stuff that has been going on this year. >> the manager also told us there has been a noticeable change when it comes to who is looking for a tree because a lot of first-time buyers this family in huercules is not letting the pandemic dull their holiday spirit and clearly you can see it is shining brightly. this is the dunn family home and an elaborate light display has been a tradition here for the last seven years. you see santa there with the masken o. the joy they share durithrough display takes on importance. >> it is pretty much therapy and it opens up a part of your brain and it says, okay, hey, you know what, things are going to be all

that is pretty cool. we do have some angry seas out there until 5:00 this evening. large breakers, once again, up to 25 feet possible. so, when you see those temperatures in the 60s, upper 60s along the coast, you may be tempted but kind of stay arm's length away from the water if you can. upper 60s to mid 70s. more record highs today. kumasi. >> thank you, mike. new this morning, a major milestone in the fight against coronavirus. vaccinations have started in the united kingdom. now, this is video of the very first person to be vaccinated with pfizer's covid-19 vaccine. 90-year-old margaret keenan got the shot at coventry university hospital 100 miles outside of london and she encourages everyone to get vaccinated. >> go for it because it's free and it's the best thing that ever happened. >> keenan says she feels, quote, so privileged to be the first person to get the vaccine. the uk officially approved pfizer's vaccine last week.

the u.s. may approve the same vaccine after the fda meeting set for thursday. abc7 has assembled this team to track all the updates when it comes to the vaccines. this week is a really big week with the fda discussing pfizer's vaccinen eon thursday and you c count on us for the latest developments as that new information comes in. marin is bay area county number five to go into preemptive shut down. there is some confusion what that means for essential businesses. amy hollyfield live in san rafael this morning. amy. >> as this starts here, they have some questions about who this covers. some businesses are raising questions about who this applies to. we know that essential businesses are allowed to stay open and that is it. but what is essential? the local tire shops are asking are they essential? they say they are. say figure you have a flat tire on the way to the grocery store, you need them. is the dog groomer essential?

pet owners say they're essential to them. the dogs need nails trimmed and hair that keeps from getting matted. many are turning to local leaders for answers but they're not finding any clarity. >> and because the order was drafted in pretty simplistic way and such a wide array of businesses in california it provided a lot of grey area for a lot of businesses in our community. we're looking to the state to provide that clarity. >> there are some obvious ones, of course. we know restaurants are closing, no questions there. indoor and outdoor dining is not allowed. just delivery and takeout. we know hair and nail salons are also closing. but other businesses are still looking for definitive answers as the county imposed shut down, this is not from the state. the county is deciding to do this because the state says it is necessary but it is beginning today. live in san rafael, amy hollyfield, abc7 news. a restaurant owner in lodi

said he found a loophole to keep operating. dennis of dennis' country kitchen said his restaurant isn't technically open to the public. it's open just for members charging them $1 for membership. he hopes the so-called loophole is going to keep him in business. >> the only income we have rent to pay and those things aren't stopping and if we, we're already barely making it but i found that loophole and i'm going for it. >> now, dennis says he plans to stay open to protect his employees and his restaurant which has been open for nearly 30 years. new york is taking california's lead when it comes to flattening the curve. jobina at the live desk with the covid situation across the nation. hi, jobina. >> hi, reggie, thank you. just days after governor newsom announced a new stay-at home order new york is following suit. the state will close indoor dining in areas where hospitalization rates are exceeding 90% capacity. cases are now on the rise in 37

states and territories. the u.s. topped 1.3 million new cases within the first week of december. ask the numbers are expected to keep rising. dr. anthony fauci says we'll see the effects of thanksgiving surge next week. >> the problem is that's going to come right up to the beginning of the christmas/hanukkah potential surge. so you have a surge upon a su e surge. >> right now 90 americans are dying from covid-19 every hour. kumasi. >> thank you, jobina. things are not looking too good right now in the south bay. santa clara county just reported another single-day record for cases with more than 1,400. and health officials are sounding the alarm. >> we are very concerned about our health care system's capacity. in particular, when it comes to icu beds. as of today, we have 50 empty

icu beds remaining in our county. that's 50 bed for a county of 2 million people. >> well, the governor has announced a new plan with the urgent need for health providers. it would speed up training of specialized icu nurses. as abc7 rayez not everyone thinks it's safe. >> speed up opportunities to bring nurses into the icus. >> reporter: governor newsom didn't provide any more details about the training only it was part of the state's strategy for surging covid numbers. this e.r. nurse said she couldn't believe the governor would consider such a program. >> i never heard of an icu nurse training for two days. a stanford health

two months training in critical care. >> to independently function after two days of orientation. >> reporter: we reached out to santa clara county public health and they didn't return our call to say if their hospitals are training nurses for their icu. the officials announced that the county only has 50 icu beds left. under no circumstances should icus be staffed with nurses who aren't fully trained. >> it's not safe for the nurses. the general public. it is unsafe. >> stanford health care and i think most organizations would not, as well. >> reporter: in san jose, kris reyes for abc7 news. coming up, a ban on outdoor dining leaving a lot of people with questions. a bay area doctor talks about why he thinks it is an appropriate decision when it comes to stopping the spread of covid-19. also this morning, the lockdown is having an impact on yosemite national park.

what you need to know if you plan to visit. first we get a check of the weather and meteorologist mike nicco. >> thank you, reggie, kumasi. hi, everybody. welcome to tuesday we'll start with some temperatures. and microclimates in our east bay inland neighborhoods and up in the hills blackhawk 59 and mt. diablo 53 and get down into the valleys and starting to see and feel mid 30s around san ramon and dublin and 40 in danville and 51 right now in antioch. how do other neighborhoods fair? 43 in oakland and then 42 at san jose and 47 in mountain view and we hit some 50s around san mateo and san francisco 54. but look at pacifica, 65. low to upper 60s along the coast as some localized breezes there are keeping you much milder than the rest of us. here's a look at san jose 42 degrees and your planner for today, we're all over the place at 7:00. 30s, 40s, 50s even a few 60s at the coast. by noon a little more homogenized and everyone around

san francisco supervisors are considering a guaranteed income program. now, earler i this year supervisor matt hany introduced a resolution that would provide low-income families with $500 a month. the pilot program would be funded by private donors. today's vote would determine whether the city should study the program's feasibility.
