history made in europe overnight. i'm at the live desk as the very first person gets the approved shot. good morning, aveneveryone this tuesday, december 8th. we'll get to that big news but first we'll get to meteorologist mike nicco. >> hi, reggie, kumasi, jobina. thanks for joining us this morning. let's start off with the only warning that is left from yesterday and it is out at our beaches and high surfern wai wa and the powerful waves that will knock you down and drag you out into the water. be vigilant if you're going to be at our beaches. watch them from a distance. look from the east bay hills camera. really clear out there. look how lights the winds are calm to about eight miles per hour in half moon bay. that's also the reason half moon bay is about 68 degrees right now, which is going to be your high for the day. you can see a lot of upper 60s to low 70s today. our range will go from 68 in

half moon bay and san francisco and richmond and antioch to santa rosa at 73 degrees. last day of record highs and a slight chance of wet weather this weekend. coming up in the accuweather seven-day forecast. let's get some more news. all eyes on the uk where covid-19 vaccinations officially began this morning. jobina is on vaccine watch at the live desk with a look at the first person who got the shot. hi, jobina. >> hi, reggie. thank you. while many were getting ready for bed in the u.s. the beginning of the end of the coronavirus pandemic around the world. here's what we're learning this morning. uk health officials are giving the first dose of a clinically approved vaccine. it has been done. 90-year-old margaret keenan was the first recipient. she received pfizer's vaccine just days after it was driven from a production facility in belgium into england on a semi truck. she got vaccinated two hours

outside of london. she and prime ministerencouraget vaccinated. >> if i can do it, so can you. >> it's amazing to see the vaccine coming out. it's amazing to see this tremendous shot in the arm for the entire nation. >> while this is a major milestone in the battle against covid-19, doctors warn the fight is far from over. supplies of pfizer's vaccine are limited and it's expected to take many months to get the majority of people vaccinated. kumasi. >> thank you, jobina. today top members of the trump administration will be gathering at the white house for a vaccine summit. and this comes just as the fda released an analysis this morning saying that pfizer's vaccine works well on people of all races, weights and ages. the fda is expected to give its official approval on thursday. the summit is also coming as president trump prepares to sign an executive order. prioritizing americans before doses of the vaccine are shipped abroad. it's not clear how this would work since pfizer does have

contracts with governments around the world. the "new york times" is reporting that the trump administration turned down an offer to buy an additional 100 million doses of the vaccine this summer. dr. moncef slaoui of operation warp speed defended the move on "gma" saying they were spending money on six vaccines and not ready to invest more in pfizer. >> now in the summer, if somebody came to us and said, let's buy more of this vaccine or that vaccine, no one reasonably would buy more from any one of those vaccines because we didn't know which one would work. >> and coming up at 7:00 on "gma" what dr. slaoui says should be done about a supply chain issue that could slow production. coming up on monday a special edition of "20/20." that is monday night at 10:00

right here on abc7. today health and human services secretary dr. mark ghaly will give an update on the state's response to covid-19. last week dr. ghaly said californians should not be traveling. he encouraged people to cancel nonessential travel plans and stream the update on our app and on abc7news.com. more than 10,000 people are hospitalized due to coronavirus in california and more than 2,300 in the icu and 24,000 new cases were reported yesterday and that is the third highest single day total. here in the bay area, we're always keeping an eye on icu capacity. we actually increased bed capacity to 25.7% for the collective bay area region. remember, if that number falls below 15, it triggers the state's automatic stay-at-home order for the region although many of us are already in it. starting today at noon, marin county will be the fifth bay area county to voluntarily go into a shut down but still

some confusion about this so-called gray area. that's what the state is describing as limited services where workers may not come in contact with customers. so we're talking businesses like auto repair shops, dry cleaning services and pet services. they still don't know if they can continue to operate. >> we have not received any notice from the county as of yet regarding, you know, status of our business or anything like that. it would be nice to have some information as to what's going on. >> the county is holding a virtual town hall meeting for businesses tomorrow afternoon to answer any questions they might have about this new stay-at-home order. this morning, we're learning more about one lawmaker's plan to get california students back in schools by march. but medical experts and school leaders have concerns about it. abc7 news reporter julian glover live in dublin with more on this proposal. julian. >> hi, good morning, kumasi. this new proposal being kicked around in the state legislature would force schools to reopen after their county moves out of the most restrictive purple

reopening tier. but this is far from a one-size fits all plan. the individual school districts they would be able to decide if they want to go for hybrid or all in person learning. this is welcome news for school districts like dublin unified where we are this morning. the district superintendent here announcing it will present its reopening plan to the school board in late december or early january with the goal of reopening elementary schools for hybrid learning by january 19th of the new year. if alameda county improves out of the purple tier. else where like in san mateo county, jefferson union high school district is not comfortable with the idea of reopening schools so soon. >> health officials have told us this is a safe way to do school and have students in small pods that kind of are in groups and they stick together. we don't have the staffing to do that. we don't have the space. >> the schools areif is a esafee have feared.

well high winds and dry conditions took a really dangerous turn in southern california. so, what you're looking at is brush fire that's burning in ventura county. this fire forced officials to close highway 126 for hours yesterday. county fire officials say the fire started when a tree fell on a power line. it's that simple. they had the winds even faster winds than we experienced yesterday. and they continue. you can see the red flag warning from san diego, the border down there near tijuana and all the way up to slow and also in the foothills around bakersfield and fresno. we've got that critical fire condition. heightened to critical which are the kind of low and medium extreme would be the worst. at least they're not there. still even there in a critical

time you saw what happened. 39 in redwood city and look at the down sloping off shore winds in pacifica. 64 and 68 right now in half moon bay which is your record or your high temperature today and close to a record. we've got 39 around napa and santa rosa and 40 in concord and also san ramon and low to mid 40s for most of the bay and into the south bay. here's a look at temperatures. by 9:00, most of us around 50 to still holding on to those 60s at the coast. and we'll be around 59 to 63 at 11:00 as we're thinking about lunch. by the time lunch ends or, you know, if it ends a little bit sooner than 1:00, that's fine. mid to upper 60s and then by 3:00 still in the mid to upper 60s with a few areas touching 70. if you're heading out this evening, temperatures around 54 to 58 degrees for your evening walk. in fact, your activity planner the only danger out there is at our beaches with that high surf warning. it's time to talk about our morning commute and get over to

the shot at kcoventry universit hospital 100 miles outside of london. she is encouraging everyone to get vaccinated. >> go for it because it's free and it's the best thing that ever happened. >> keenan said she feels, quote, so privileged to be the first person to get the vaccine. the uk officially approved pfizer's vaccine last week. the u.s. may approve the same vaccine after the fda meeting that is set for this thursday. abc7 has assembled this team to track all the updates when it comes to the vaccines. this week is a really big week with the fda discussing pfizer's vaccine on thursday. you can count on us for the latest developments as new information comes in. marin becomes bay area county number five to go into the preemptive shut down and there is some confusion this morning about what that actually means for some essential businesses. abc7 news reporter amy hollyfield live for us in san rafael. amy. >> hi, reggie. yeah, you don't see outdoor

dining areas any more here in san rafael. restaurants have been ordered to close but some other businesses are taking a close look at this order and wondering if it applies to them. bay area counties are voluntarily implementing the order and some businesses in marin are pointing out that the order has some gray area. tire shops and pet groomers, for example, are questioning whether they can be considered essential businesses. essential businesses are allowed to stay open. >> my clients say that i'm essential because they say they need anal gland and i think for the doggies i'm essential because they need nails and all that stuff. >> people still have to be able to have a way of transportation and a way of getting around and going to the grocery store or whatever it may be and, you know, if you get a flat tire on your way to the grocery store, you have to have somewhere to bring it to.

>> county fl ay officials say too, have an order that it is a bit vague and they're trying to get specifics, as well. we know the obvious ones. restaurants, nail salons are being ordered to close in an effort to slow the spread of covid. reporting live, amy hollyfield, abc7 news. >> thank you. many of the bay area restaurants forced to close indoor and outdoor dining asking if it really is a risk factor for covid. dr. george rutherford is at ucsf and he says right now state health officials are trying to put an emergency break on everything to get a handle on the pandemic and he believes it is appropriate to ban outdoor dining for those counties in the purple tier. >> it's when people start to congrega congregate. let's meet our friends. well, why don't they bring their friends, too. all of a sudden you have a party of six to eight people and that's when you get into trouble. >> dr. rutherford says

california may have been able to reduce its case numbers without banning outdoor dining, but there is no guarantee that would have worked. we should note not everyone agrees with dr. rutherford including san mateo health officer who says the restrictions on outdoor dining could drive people to gather indoors. a restaurant owner in lodi said he found this loophole to continue operating. dennis of dennis' country kitchen said his restaurant isn't technically open to the public. he's open just for members charging them $1 a membership. he hopes that this so-called loophole will keep him in business. >> we have rent to pay and those things aren't stopping and if e we, we're already barely making it, but i found that loophole and i'm going for it. >> dennis says he plans to stay open to protect his employees and his restaurant, which has been open for nearly 30 years. new york is taking california's lead when it comes to flattening the curve and jobina is at the live desk with the covid situation we're seeing

across the country. >> thank you, reggie. just days after governor newsom announced a new stay-at-home policy new york is following suit. the state will close indoor dining in areas where hospitalization rates exceed 90% capacity. cases are on the rise right now in 37 states and territories. the u.s. topped 1.3 million new cases within the first week of december. and the numbers are expected to keep rising. dr. anthony fauci says we'll see the effects of thanksgiving surge next week. >> the problem is that's going to come right up to the beginning of the christmas/hanukkah potential surge. so, you have a surge upon a surge. >> right now 90 americans are dying from covid-19 every hour. kumasi. >> thank you, jobina. things aren't looking too good in the south bay right now. santa clara county reported another single day record for cases with more than 1,400 and health officials are sounding the alarm.

>> we are very concerned about the health care system's capacity. in particular, when it comes to icu beds. as of today, we have 50 empty icu beds remaining in our county. that's 50 bed for a county of 2 million people. >> listen to this. nurses at stanford health care, they get at least six months to a year of training before they work with critical care patients but now governor newsom has suggested a two-day training program so more are rns can help out in the icu. abc7 news spoke with a bay area nurse who says that a lot of nurses aren't really thrilled with this idea. >> i've never heard of an icu nurse training for two days. it's just unconscionable that such a discussion could even be happening. >> i would be concerned about any nurse that didn't have a critical care background to be able to independently function after two days of orientation. >> and, again, the normal time for training is anywhere between six months to a year.

policy is impacting traffic in any way. we're going to start off with a live look showing you emeryville right now and all those headlights making their way westbound to the maze and then towards the bay bridge toll plaza. metering lights came on at 5:49 this morning. this is definitely our busiest spot at the toll plaza. we have a back up and it's going to be a little bit slower as you make your way into san francisco this morning. but aside from the slow down that i see at the bay bridge toll plaza and then coming out of tracy this morning, i'm not finding any other major problems on our roads.

welcome back, everyone. happening today san francisco supervisors are expectsed to vote on moving forward with a study to consider a guaranteed income program. supervisors matt hany introduced a resolution earlier this year. provide low-income families $500 a month funded by private donors. today his vote would determine whether the city should study the city's feasibility.

just a bit, 33 points. even with new covid-19 restrictions. the nasdaq closed up nearly 1.5% yesterday to hit a new record high and, again, today a bit down. now to an abc news exclusive. american airlines will become the first airline to offer all of its passengers an at-home covid-19 testing kit. it will be available for purchase later this week. it costs $129 per kit. you get a nasal swab that must be sent back three days before your flight and you'll have your results before takeoff. some cities allow for shorter quarantine periods for travelers who test negative. however, a negative test does not mean a green light to tra l travel. while waiting for your results, you're asked to try to not leave your home. especially since more people are doing their holiday shopping online this year, law enforcement officers are warning everybody to watch out for porch pirates. they say the best way to make sure that your items do not get stolen is to install a doorbell security camera at your front
