he said when belgium enacted their recent stay-at-home order they were able to lower their positivity rate to 21% to 8% in three weeks. >> today's update from dr. mark galley unfortunately gave no sign yet of things turning around. the 14-day positivity rate across the straight is 8.7%, a 55% increase since the week of thanksgiving when it was 5.6%. icu patients also continue to rise. here's the latest numbers by region. the bay area has 24.5% icu capacity, northern california has 25%, greater sacramento has 18.8%, southern california 10.1% and san joaquin valley just 5.6%. each of those numbers is slightly lower than the numbers reported the day before. >> we are worried about a rapidly accelerating increase and pressure on our hospitals. if we thought we were sort of peaking at this level, some of

the regionals orders may have not relevant. >> it really has to do with the goal of trying to keep people at home, not a comment on the relative safety of outdoor dining. >> reporter: medical staffing continues to be the state's biggest challenge. i asked dr. galley to explain the new two-day training program for nurses to work in the icu. >> we heard from nurses who are alarmed saying that's a short amount of training for nurses and it could be unsafe for nurses and the public. >> the two-day training the state has put together is really meant to give nurses who may find themselves in a situation pitching in, helping out with

critical patients a bit of the different thinking that goes into providing care in an intensive care setting. it is not meant to create a cadre of now suddenly appointed, anointed trained icu nurses. >> we did ask dr. galley where in the state this is happening. he didn't give those details. his overall top line message is he knows there's covid fatigue but the situation will likely get worse before it gets better and the best thing we can do is stay home. >> in isn't a clara county, officials have moved forward with a plan to allow for self-swabbing throughout the region. this is an effort to preserve valuable ppe. >> reporter: in one of the areas hid hardest by the coronavirus pandemic, this community is helping to stop the spread. >> i have a lot of elderlies in

my house. >> reporter: with cases on the rise, santa clara county is launching a new effort to get more people tested. >> easier than i thought it would be. >> reporter: this pop-up location in east san jose is different from others across the region. testing here is being done by a self-administered nasal swab. >> staff members will monitor the sample collection to make sure it's done right and nurses will still be on site to assist anyone who needs a helping hand. an innovate uf approach that researchers say is safe and accurate. >> this is a big step in diagnostic testing for covid. this comes at a time when we have to really scale this process up we have to get people tested. >> reporter: officials say it's important to know your status. >> this has been important for

been rescued so far. this afternoon the coast guard suspended the search for a man swept off the rocks near beach boulevard and pacifica. a man was hit by a sneaker wave at 2:00 this afternoon. a man was able to save her. >> a technology firm said it has been hand by a nation state. they say the hackers had a high level of sophistication consistent with the nation state. the fbi turned the case over to its russia specialist, indicating they believe the attackers are russian. fireeye says hackers use alf techniques to get into its systems. they launched newer tools. fireeye says there's no evidence

customer information was stolen. >> a police officers pleaded not guilty to shooting a black man. this is body camera video showing the moments before steven taylor was shot and killed. his attorney has said his client will be acquitted. >> a california assemblyman wants to change who can become a police officer in an effort to reduce excess uf force incidents. he introduced legislate that would require candidates it be older or have a college degree. melaniewo woodrow has the story. >> reporter: standard will require candidates be 25 years old or have a bachelor's degree. >> strids shoudies have shown a

francisco is celebrating a small victory in a fight against her father's imminent deportation. i.c.e. granted a six-month stay for hugo aguilar. aguilar has lived in the u.s. for more than 25 years. he was deported back to mexico about 20 years ago for a drug conviction but returned to support his fallmily. ariana grande aguilar has no appeals left. >> nurses at ucf medical center want the hospital to put elective surgeries on hold saying there's not enough staff. the nurse's union held a virtual rally to demand more nursing. they say the hospital is jo overbooking elective surgery. ucsf increased parking fees for visitors and employees by 33%, now paying $312 a month to park.

allow for shorter quarantine periods for travelers were negative tests. it's not necessarily a green light to travel and the cdc is urging americans not to travel at all right now. but if thanksgiving is any indication, in a matter of weeks, airports across the country could be packed all over again. the guidance from major airports and cities while you are awaiting that negative test result, do your best not to travel and if you have to leave your home, do what you can to avoid public transportation. a luxury high rise apartment building in downtown san jose is without running award for a second day. residents say they can't take showers or do dishes or laundry. some are concerned without water they can't protect themselves from the coronavirus by coronavs their hands.

clerk margaret keenan today became the first person in the world to receive pfizer's covid-19 vaccine. a landmark moment in the coronavirus pandemic. keenan says she felt privileged to be the first in line. the best part it have is that she was followed by a man named william shakespeare. yes, as in the playwrite. and the third person to get it, 90-year-old martin kenyan. >> i didn't know the needle had gone in and it came out. i hope i'm not going to have the bloody bug now. i don't intend to have it because i've got granddaughters and i want to live a long time. >> he is a pistol. no point in dying. he doesn't want the bloody bug. he said the hardest thing getting the shot was getting a parking spot in london.
