them about it. >> santa clara county says in addition to pfizer, they're now going to get more vaccines. who's getting them first, and when we can see them coming. >> rain in the forecast for the weekend. i'll have the time line coming up. abc news at 11:00 starts now. building a better bay area for a safe and secure future. 20 million people should get vaccinated in just the next several weeks. >> tonight we are hours away from a crucial public hearing. the fda is on the verge of granting emergency approval for pfizer's covid vaccine. it can't come soon enough. the u.s. saw more than 3,000 deaths in the last 24 hours. that's a new record. >> over 8,000 people beloved members of their families are not coming back. >> california saw more than cases for a third straight day. and in the bay area, several icus are out of space. >> this is truly a matter of life and death.

>> good evening. tonight we are learning how many doses of vaccine california and bay area counties will receive. >> the state says it expects its first batch from pfizer of about 327,000 doses next week. governor newsom tweeted today the state can then expect another 672,000 doses of moderna's vaccine by the end of the year. >> here's a look at how many of the initial batch of the pfizer vaccine will be going to each bay area county. you see the breakdown. santa clara county is expected to get the most with about 17,550 doses. as abc 7 news reporter matt boone explains how the doses will then be distributed. >> reporter: santa clara county will be allocated 7,550 vaccines. canada and the you can have approved it. the fda is scheduled to vote tomorrow. if approved, it could arrive in santa clara by next tuesday. on its heels, the county announced they're slated to receive moderna vaccines, which approved on schedule, could arrive the week of christmas.

>> it's going to take us quite some time, quite some time, to reach herd immunity. >> during a virtual presentation, the good news was tempered by public health officer dr. sara cody who urged people to remain vigilant on masking and social distancing. so, who gets it first? this is the breakdown for phase 1a which has been determined by state and federal regulators. in the first tier, people in acute care, psychiatric and correctional facility hospitals as well as skilled nursing facilityings. paramedics and frontline first responders and those in dialysis centers will also be first in line. medical settings make upmost of the remaining tiers though they likely won't get one in the first batch. >> we cannot do all health care personnel at one time. >> distribution of the pfizer vaccine remains a challenge due to the extremely cold temperatures needed. but the county has designated the santa clara fairgrounds z as

well as nine valley county health clinks as distribution sites. tomorrow morning an fda advisory committee will vote to recommend the vaccine. as abc news reporter explains americans could be getting immunized in just days. >> we are now just hours away from learning whether pfizer's covid-19 vaccine will be the first in the u.s. to get emergency use authorization. if the fda does give the green light during thursday's meeting, the first 2.9 million doses will start being sent across the country within 24 hours, and the first americans could begin being immunized as soon as friday. >> we should feel good about where we are right now. >> reporter: thousands of people in the uk have already received the first dose. among them, two health care workers who had allergic reactions. they were treated and officials say they're okay. both had a history of severe allergies and carry epipens with them. and now american vaccine officials say the fda could make

recommendations here based on those cases. >> the expectations would be that subjects with known severe allergic reaction should not take the vaccine. and to understand exactly what happened here. >> reporter: the vaccine anticipation comes as the u.s. marks its deadliest day since the pandemic began, more than 3,000 people have died from covid-19 in this country in just the past 24 hours. >> people still don't think this is a big deal. they think it's kind of fake news or a little bit of a hoax or what have you. it's not. it's real. the numbers are absolutely real. >> marci gonzalez, abc news, los angeles. abc 7 news is going to devote next week to bringing you all the major updates right now in vaccine development. our team of reporters and medical experts will answer the bug questions from safety to distribution to side effects and more. today, the greater sacramento region fell under the 15% icu capacity threshold. now, that triggers the state's new strict stay-at-home order.

it joins the southern california and san joaquin valley regions. here in the bay area, even though we're above the threshold, half of the counties have voluntarily adopted the stay-at-home order, and monterey will begin on sunday. outdoor dining is banned in much of the bay area, but that didn't stop people from eating outside one san francisco restaurant tonight. >> it didn't. and abc 7 news reporter j.r. stone got an in your face perspective of people's growing perspective. >> you come up and criticize the public right. [ bleep ]. >> a restaurant patient at san francisco's joe's reacted to his decision to eat outside with others at a table and in a city parklet during the stay-at-home order. we came to this location where around a dozen people were dining after other restaurant employees reached out to us saying it isn't fair some people are still eating outside some restaurants when outdoor dining technically isn't allowed in san francisco. >> is this considered outdoor

dining? i guess. it could be considered outdoor dining. >> there is no outdoor dining. >> reporter: the manager at original joe's wouldn't talk to us on camera but says this is not outdoor dining. these are to go meals and patrons have gotten their food and chosen to sit where restaurant tables are being stored which happens to be outside in their parklets where heat lamps are turned on in full blast. some say there should not be restrictions in place. >> is our lives going to be controlled? when do we have our freedom back? >> reporter: most patrons didn't want to talk to us on camera. then there was the man who came back, yelled at us, and hit our microphone. supervisor aaron pes kin says a complaint has been received by the city and inspectors are looking into this to see if any rules have been broken. j.r. stone, abc 7 news.

more reaction tonight to the abc 7 news iteam report revealing nine companies, part of the plump jack group founded by governor gavin newsom received millions of dollars in funding through the paycheck protection program. >> the intent of the program was to keep small businesses afloat and over the past 24 hours we've heard from hundreds of you, many of whom are small business owner who is struggled to get access to the ppp money. plump jack businesses, including wineries, bars and restaurants, eight of which are partially owned by newsom, received nearly $3 million in ppp loans. newsom placed his ownership interest into a blind trust in 2018 but is still profiting from the businesses. >> according to the statement of economic interest, he received more than $100,000 from villa partners. this company which is traced back to the plump jack winery in

napa received more than $918,000 to retain 14 employees. the winery owner received about $1.3 million but retained 141 employees. she says what plump jack got isn't fair. >> it doesn't balance out, and i think the point of the loans were to retain as much -- as many as possible and really help businesses get through this tough time. >> now the plump jack management group says the funds have been critical in keeping their staff employed and continuing their operations. for a closer look at our analysis and other discrepancies with another company, check out the full report on our website. just click the iteam. tonight an attorney for the vallejo police officers association is commenting on an email the group sent to a local journalist. the police chief is investigating and says he was deeply disturbed by that email.

melanie woodrow was on the story. >> reporter: east bay columnist has been writing for the paper since 2016 and covering vallejo since 2017. >> i wouldn't say vallejo was my sole focus as a columnist but it was something i took great interest in. >> reporter: he characterizing his coverage as critical of the police department and shining a light. he announced he was moving to georgia to work for the atlanta journal "constitution." he received this email from the police officers association. quote, looks like 2020 will be a little bit better not having your bias and articles printed in the newspaper that only inflame the public. we will warn our georgia colleagues of your impending arrival. taylor believes whoever wrote the email misspelled uninformed. >> the email that they sent to me was a reply to an email that they ignored in september.

so, while they're saying that, hey, you never look for the truth, they're replying to an email when i was asking for comment. this threat of i am going to call the cops on you, police know exactly what that means. >> a little more than 24 hour afs taylor received the email, vallejo police chief issued response to media inquiries related to the matter. chief williams says he was deeply disturbed by the statement and the department intended to investigate the matter. we do not condone any form of disrespect, discourteous behavior or act of intimidation toward our media partners. the chief said the views do not represent those of the police department. taylor would not speculate on who from the vpoa emailed him. as he leaves the bay area, he says he feels inspired. >> to do more research, more digging, more questioning of police narratives. >> an attorney for the vallejo police officers association

issued an emailed statement saying the language of this communication, although not intended to convey anything inappropriate or unprofessional was unfortunately subject to differing interpretations and has thus led to accusations by some of intimidation. melanie woodrow, abc 7 news. the world's biggest social media network may have to down size as part of a lawsuit that accuses facebook of abusing its market power. it was announced today that 48 states including california and the ftc filed antitrust lawsuits. the federal trade commission accuses facebook of using a systemic strategy to eliminate its competition. that includes buying up smaller rivals. facebook could be forced to spin off those services, including instagram and whatsapp. facebook has 2.7 billion users around the world. an adults only holiday tradition in san francisco is cancelled this year and its organizers urging people to resist trying to revive it.

welcome back. emergency crews spent six hours carefully digging to rescue a 4-year-old boy who fell into a well on a south texas ranch. he dropped about nine feet and got stuck in an area only about 8 inches wide. first responders slowly chiseled away chunks of dirt to keep the well from collapsing on the boy. that boy's family says he is doing well this morning.
