the wait is over. tonight the fda gave the green light to authorize a pfizer

covid-19 vaccine. now how will it be distributed? >> reporter: who will get the vaccine after hospitals and nursing homes? we speak to someone on the california committee writing the list for who gets the vaccine next. >> reporter: waves of wet weather through the weekend. abc 7 news at 11:00 begins now. >> building a better bay area, for a safe and secure future. this is abc 7 news. today we can begin to turn millions of americans' hopes into realities. >> a sigh of relief for many americans because a vaccine is on the way. fda clearing the way for pfizer's covid-19 vaccine. >> this is a letter to pfizer that made it official, saying the fda reviewed the data determining the vaccine was safe for emergency use for people 16 and older. the systems are in motion for distribution now to begin. >> more now on what could be the

beginning of the end of an outbreak that so far has killed hundreds of thousands of americans. luz. >> reporter: usually vaccines take decades to develop. the pfizer covid-19 vaccine took 11 months. hospitals are gearing up to receive the first batch of the pfizer covid-19 vaccine. president donald trump categorizing this. >> this is one of the greatest scientific accomplishments in history. >> reporter: 3 million doses of pfizer's vaccine are expected in the first shipments nationwide. >> the first vaccine will be administered in less than 24 hours. the governors decide where the vaccines go and who gets them first. we want our senior citizens, health care workers to be first in line. >> reporter: california created a framework where health care workers and nursing home residents receive the first

doses followed by workers at risk of exposure to the virus. >> that means there are 327600 doses of the vaccine on the way to the state of california. >> reporter: the authorization of the pfizer vaccine comes as more than 291,000 americans have died from the virus according to the cdc. >> together with other vaccine manufactures this is expected to deliver hundreds of millions of doses to americans by the end of next year. >> reporter: after nearly 44,000 people were part of the clinical trial, the fda found the vaccine is over 90% effective. it is still unclear how long the vaccine protection will last. now distribution to health care facilities is projected to begin tomorrow. fedex tweeted they are in motion to begin deliveries. governor newsom announced california is expecting 672,000 doses of the vaccine once

authorized. luz, many thanks to you. it will be a while before many americans get the vaccine, but many bay area residents tonight are taking it as a hopeful sign. >> i am excited if are it, hoping people will follow the precautions even though the vaccine is here. it will take a long time for all of us to get it. >> it is two-sided for me. it was kind of quick. the skeptic in me said that it is kind of quick. did it go through the proper checks and the proper channels. is it really best for public safety now. the second half is like yes. we are go to finally reopen. now we have hope. >> the state is still determining who'll be next in line for the vaccine behind health care workers and nursing homeworkers. matt boone looks at what is being done to make sure the

powerful businesses or wealthy people can't buy their spot in line. >> phase 1a is first. once we get through that we will move into phase 1b. and a tiered system within that. the make up of the tiers is still being worked out. >> i think it would be a mistake to pretend that it is completely immune from the potential from political influence. >> reporter: a biomedical ethics professor at stanford university. >> we are trying to maximize the benefit and minimize the harm. >> reporter: he expects the process in california to be ethical. what is being done to make sure a person can't purchase access. >> these decisions are being made by individuals who are clearly high-minded people, being motivated by considerations of equity and justice.

was in violation of local and state health orders. >> in the north bay a stay at home order takes place for sonoma county in less than an hour. leading to the county to shut down outdoor dining and close hair and nail salons. gyms will remain open but only operating outdoors. all three hospitals have icu capacity above the threshold of 15%. san mataeo and solano have not yet enacted a stay at home order. you can see what is open and closed in your county and do it at any time. our team constantly updating the exclusive county tracker as new guidelines come in and things are changing every day. check it out at abc >> the weather changing. the start of a wet weekend in the bay area. taking a look at the richmond
