this morning, a monumental moment as the first shipment of the pfizer vaccine begins at the facility in michigan. this is just the start of one of the nation's most urgent vaccination campaigns ever. good morning everybody. it's sunday, december 13th. i'm liz kreutz. a busy, exciting morning with much more on the pfizer vaccine on its way to several states but first, we are tracking the rain so let's get a quick look at the weather with meteorologist frances dinglasan in for lisa argen. good morning, frances >> good morning, liz. good morning, everyone. yep, the rain moved to parts of the north bay and round two starts today, moving through the bay area from north to south. you can take a look at live doppler 7 and see where the rain

is falling right now over parts of the bay area and this will start to slide south throughout the day. light to moderate rain expected. live view as we look out from emeryville, your day planner at 7:00 this morning, temperatures in the 40s and 50s. widespread rain. it will be breezy in the hills, and then this afternoon, most temperatures in the mid to upper 50s, so cooler day. showers will be tapering off and then tonight, mostly dry, but we'll still see lingering chances as the system exits the bay area. it does mean snow in the sierra and i'll talk about that as well as a coastal flood advisory and high surf advisory coming up. >> frances, thank you. the first doses of pfizer's covid-19 vaccine will soon be on the way to california and the bay area. earlier this morning, the first doses of the vaccine were loaded into boxes at the pfizer facility in kalamazoo, michigan.

this is still happening right now. pfizer says the semitrucks are not full because these are the specific orders they had for today. the first shipment will be going to all 50 states. an army of medical personnel is ready to take delivery here in californ california. as cornell barnard shows us, the vaccine countdown is on. >> this is a right, shining time, even though the weather is not so great today. >> reporter: chief pharmacy executive is excited for a special delivery about a thousand doses of the vaccine, she's leading the distribution. >> we hope to receive vaccine at ucsf monday. tuesday at the latest and we'll start vaccinating on wednesday. >> reporter: front line health care workers are will be first in line to get the first of two doses of the vaccine. ucsf, one of seven medical facilities in the state to take delivery first. she says the vaccine won't be

mandatory for ucsf health employees. >> folks can decline. folks can pause and then maybe a few weeks or a month later decide they want to become vaccinated. we're not making it mandatory. >> reporter: ups and fed lex be transporting the first doses from pfizer's plant in kalamazoo, michigan. governor gavin newsom tweeted "california has spent the last few months preparing for at rifle of the covid-19 vaccine. we expect our initial 327,600 doses as early as this weekend. hope is on the horizon." >> it's game on. >> reporter: marin county public health officer dr. matt willis expects his first doses by monday. first stop, the county's emergency operations center, where these ultracold storage unit also be standing by to keep the pfizer drug stable at 94 below zero fahrenheit. local hospitals like marin general will be the next stop. >> we're prioritizing those most at risk and most essential for our response so that's our essential front line workers on

the emergency department's icus, as well as staff and skilled nursing facilities so hard-hit by this pandemic. >> reporter: mark schwartz warns the rollout will be perfect. >> we'll have problems but for the most part we've had time to plan and i this i it will come off reasonably slowly. >> reporter: experts say the challenge will be getting enough doses for everyone who wants one. that will take time. ucsf and marin county say they expect to receive more doses later next week. in the newsroom, cornell barnard, abc 7 news. >> very exciting. as the way for the pfizer vaccine continues, luz pena explains some counties might get more doses of the vaccine than others. >> reporter: counties across the bay area are on standby, as they wait to receive the first batch of the pfizer covid-19 vaccine. >> the county doesn't have any say in the priorities but we're

given a tier system and we help to allocate those doses that we get to the hospitals to make sure they receive what they need. >> reporter: some county also receive more vaccines than others. santa clara county is expecting more than 17,000 doses as their covid numbers increase over a thousand cases a day. >> the health department is going to take it upon itself in our county to provide vaccine for the staff at the skilled nursing facilities, the nursing homes. >> reporter: also among the first to get the vaccine are veterans in long-term health facilities. the palo alto va was selected as one of 37 va sites to receive its first doses of the covid-19 vaccine. >> this is just the first allocation so people should realize this is just a very small amount of vaccine, and we will see vaccine shipments hopefully each week for the next hopefully months. >> reporter: john muir hospital in contra costa county have two

freezers ready for the pfizer vaccine, with unin concord and a second in walnut creek. >> we're setting up time slots for our front line workers to be able to come through and be vaccinated first. we're getting all of that in place, and making sure that we have all of the logistics down. >> reporter: how many decembers doses of the vaccine is your hospital projected to receive? contra costa county will receive roughly 10,000 doses. luz pena, abc 7 news. >> a vaccine can't arrive soon enough because california continues to set the wrong keihn of records with the coronavirus. there were more than 35,000 newly diagnosed cases a single day record yesterday. more than 12,400 people are hospitalized with more than 2,700 in icu, also single day records. the bay area's capacity edged back up to 17.6%. the state's threshold is 15%.

all right, another interesting story to tell you about a, the owner of a high-end wine shop in san jose believes a professional wine thief is behind a break-in, where his most valuable bottles were stolen. the break-in happened at the joseph george wine shop yesterday at 2:30 in the morning. according to the owner, the thief passed up many good bottles and went straight for the mona lisa of his collection as he calls it. several magnums of harlem estate cabernet, a vintage from each year from 1992 to 1997. the prized selection is so valuable it could be worth as much as $45,000. owner burt george says whoever did this knew what they were going after. >> this was a professional wine thief, and it's a professional thief, number one, because they're not going to enjoy it. they're just going to -- i think they did it for somebody else for some reason, i have this feeling. >> san jose police are

investigating the wine heist. harlan estate in oakville called george asking what they to do to help. generous donors raised more than $155,000 for safari west that's closed because of the stay-at-ho stay-at-home. >> that's our plan to bring safari west and sonoma county local loy to california, the u.s. and the world. that's our goal. >> so farrie west debuted its streaming live show as part of a virtual fund-raiser. the streaming show gave children and families everywhere a chance to take a tour of the 400-acre santa rosa wildlife park from the safety of their homes. proceeds from the online auction and donation drive will help fund the program. a few of santa's proudest helpers received help. macy's donated $3,000 to the marine corps reserves toys for tots program in san francisco's union square. the marines will use that money to buy items for children.

they also accepted donations of new toys. one marine shared what giving to others means to him. >> it means a lot to me, come from a back ground was raised to not having so much, so i can feel for the needy children, something to look forward on christmas day. >> the marines partner with several nonprofits to deliver toys to children across marin county, san francisco and san mateo county. and the holiday spirit is in full swing in san francisco for the first christmas in chinatown. the non-profit delivered 600 toys to immigrant kids and single resident occupancy housing. many received gift certificates to local restaurants which help keep them stay afloat during the holidays. san francisco community bay resources helped sponsor the event along with volunteers. we've been asked to stay home this month and not gather with anyone outsued i haide of o

>> reporter: reporting from the south bay, matt boone, abc 7 news. threat's get over to frances dinglasan for a check of the forecast. hey, frances. >> hi, liz. good morning, everyone. the rain is moving into the bay area right now. we start to see measurable rain over the last couple of hours. live doppler 7, you can see the first wave, light widespread rain all around the bay area at this point and then we're going to pause for a second so you see where it is right now. the yellow indicates the more moderate rainfall so we see light to moderate rain throughout the day. we've got some moderate rain 101 through healdsburg, santa rosa, inverness, headed through the north bay at this point and spreading south throughout the rest of the bay area. a live shot as we check out san francisco, we've got some raindrops falling. san francisco 51. oakland 54. san francisco 54. morgan hill 50 degrees. you can see more of the

raindrops on the golden gate bridge. roads will be slippery this morning so be careful where you are heading out. it's cooler in the north bay. santa rosa, novato at 48. fairfield 46 and in the east bay in the interior areas, we've also got some cooler numbers. concord 48, livermore 45. storm impact scale it's one out of five, it's light. the heaviest rain will be in the morning, turning into scattered showers in the afternoon. there is a slight chance for thunder, mainly in the north bay, coast and the northwest st sonoma county. at 8:00 we'll see more moderate rain in the north bay, and notice the system slides south and then 8:30 we'll see some more rain throughout the bay area. by 10:30, it exits and moves south towards san jose and gilroy. by lunchtime, we start to get breaks and we'll see scattered showers in the afternoon so not a completely dry afternoon. be prepared for a pop-up shower

and 11:00 tonight, the system exits the bay area. total rainfall amounts range from a quarter to another half an inch for today. so be ready for that, and with this comes a high surf advisory. it starts at noon, continues through tomorrow night. just be careful. there could be some massive breakers out there, up to 20 feet, if you are going to the beaches. in addition to that, there's a coastal flood advisory this morning through tuesday. the high tide will be over seven feet each morning and we could see some localized flooding in those areas highlighted in that green color. not a great day to travel up to tahoe. winter storm warning in effect from 7:00 today to 4:00 tomorrow morning. over a foot and a half possible in the highest peaks. highs today will be on the cool side, mid to upper 50s for most everyone, with the scattered showers and cloudy conditions and breezy in the hills. overnight lows will be pretty chilly as well as a system exits. we'll have a clearer night and temperatures will drop into the

five, so widespread rain 7:00 this morning, temperatures in the 40s and 50s. lighter by the noontime hour as the system slides south, but it will still be moderate in some areas, monterey county and by 4:00 this afternoon, it's not over yet. we could see some scattered showers pop up throughout the afternoon, lingering chances this evening but then drying out overnight. we have another chance of rain in the accuweather seven-day forecast and i'll tell you about that as well coming up. liz? >> frances, thank you. this morning begins a new phase in the coronavirus pandemic, and one of its most complicated missions in the country's history. the rollout and distribution of its first vaccine given the green light by the federal government. ty hernandez has the details. >> reporter: today a major undertaking in the fight against the coronavirus pandemic begins. the pfizer covid-19 vaccine will start shipping from its kalamazoo, michigan, plant, less than 48 hours after it was given

emergency authorization use by the fda. us planes specially equipped with ultracoldfreezer alsomove the precious vaccines to hospitals and other holding facilities around the nation. the first vaccines are expected to start monday. hhs secretary alex azar and general gus monitoring. >> i expect the first shipments to arrive monday morning. >> reporter: hospitals say they have preparing for this day. >> we've actually been practicing, because there's some special handling requirements for this vaccine, so we have everything scheduling in detail and we're ready to go. >> reporter: health care worker also be among the first to receive the vaccine. >> i'm excited. the team is excited. we're ready. we're signed up. we have our schedule day. let's do this. >> reporter: an independent panel recommended to the cdc

that people 16 years and older get the vaccine. the benefits of the vaccine on total cases isn't expected for several months. so medical experts say people need to continue to wear masks and socially distance. ty hernandez, abc news, new york. dr. anthony fauci says serious allergic reactions from two vaccinated health care workers in the uk should not deter americans from getting vaccinated. >> you stay alert for it and you keep a situation so that if it happens again, that people are in a facility that can take care of them. >> bay area counties are prepared for at rifle of their allocated dosages in the coming days. contra costa county says it is ready. the health department shared a couple pictures of the ultracold freezer that can hold up to 30,000 doses. expects to receive its first shipment this week and will start by immunizing health care workers. coming up on "this week" fda commissioner stephen hahn will talk about what's next in the effort to fight covid-19. you can watch the full interview

on "this week with george stephanopolous" at 8:00 on abc 7. the swan joaquin has no intensive care beds for the first time, this comes two days after available capacity was at 4.5% across the region of 12 counties. the san joaquin valley had been under california's stringent covid-19 stay-at-home restrictions due to plunging icu availability. today parents of san francisco public school students will hold a rally calling on mayor london breed to reopen schools. yesterday they rallied near city hall. some parents argued children are safer in schools than out of them and schools are not drivers of covid-19. they also say remote learning is harming children through missed socialization, lack of attention, and unreported child abu abuse. and president trump attended the army/navy football game while his supporters rallied in washington, d.c. at least nine people, including

four people who were stabbed at this rally were taken to the hospital with injuries from the demonstrations in d.c., as you can see in this video, nearly two dozen people there were also arrested. abc news reporter rachael scott has more. >> reporter: president trump traveled to west point for the annual army/navy game as his supporters gathered in washington for a so-called stop the steal rally. the president tweeting "didn't know about this but i'll be seeing them." the protests coming on the heels of the u.s. supreme court's refusal to hear a case in a texas lawsuit that challenged michigan, georgia, wisconsin and pennsylvania seeking to prevent those electoral votes from being cast for joe biden. the the president lashing out on twitter saying the supreme court really let us down. no wisdom, no courage. the high court including the three justices the president appointed saying the lawsuit lacked legal standing. president-elect joe biden continues his transition making a promise on twitter writing "on

in sports this afternoon the 49ers will face their former quarterback alex smith for the second time since trading him seven years ago. the niners take on the washington football team at state farm stadium in arizona. the game is being played there instead of levi's stadium because of santa clara county covid-19 protocols. kickoff is at 1:25. warriors head coach steve kerr called it a sight for sore eyes. steph curry returned to the floor as the warriors play id their first exhibition game ahead of the regular season. here is chris alvarez with highlights in this morning's sports. >> nine months and two days after their last game the warriors finally played in a game that counted. sure it was only preseason but the warriors are finally back. a new pregame tunnel shot. how cool will this be when the fans are back at chase center. nothing but net from splash curry. warriors firing threes out of the gate. andrew wiggins a step back. that's good and steph to come

scheduled kickoff, the cal bears game against washington state was canceled. the golden bears were short the required number of players because of a cal player testing positive for covid-19. the player and position group are in quarantine, the third canceled game for the golden bears this year. stanford at oregon state, practicing in corvallis all week because of covid restrictions. flea flicker, davis mills to simi fihoko, ruled a touchdown but he was actually down. mills would sneak it in to get the cardinal the lead. early fourth, cardinal down five. we have a design qb rollout and mills is sprinting for the end zone and he got it. they go for two and go up by three. 30 seconds to go, crunch time. cardinals up three. oregon state quarterback chance nolan scrambles. the ball is slapped loose into caleb robinson's hands. cardinal win 27-24. they're now 2-2. in sane finish western michigan down three.

well, and i'll start off with live doppler 7, so you can see some of the more moderate rain is falling right now through parts of the north bay and even in toward san francisco. so take to you that. you see the oranges and yellows, that's a more moderate rainfall. we have light widespread rain throughout the north bay as well and as we zoom in, you'll find some heavier rain right now moving across the richmond-san rafael bridge headed toward oakland and we have some rain through parts of south san francisco and it's finally heading east as well through walnut creek, along 680, and heading toward san ramon. we have light rain. here is a live shot from our roof and you can see those wet roads out there as we look out towards the ferry building and the bay bridge. temperatures are in the low to mid-50s. san francisco 51. san jose 54 degrees. half moon bay at 52 degrees. the bay bridge toll plaza we have some ponding there and some splashing on the roadways and temperatures are cooler in santa

rosa, novato at 48. fairfield is currently 46. livermore is 45 degrees. on our storm impact scale, this storm is a one out of five so it's light. the heaviest rain is in the morning, so falling right now and it will taper off into scattered showers by this afternoon and there is a slight chance for thunder along the northwest beaches, north bay beaches rather and the northwest part of sonoma county. and here's the forecast animation for how it plays out over the next couple hours, by 6:30, you'll see this widespread rain, this line moving south throughout the next few morning hours, by 9:00 this morning, some heavier rain falling through vallejo, and south of san francisco, along the peninsula and to the east bay, and then by 10:30, the north bay gets a break as the system slides south and heavier rain south of san jose into the

interior valleys as well. by lunch time it starts to taper off as well. we'll see lighter rain in the south bay but it's not over yet. we'll see pop-up scattered showers in the afternoon. so just be prepared for that, if you are heading outside and by 11:00, dry and clear making for a cool night ahead as snow continues in the sierras. you can see the pink and white. rainfall amounts for the next wave of rain throughout the day range from half an inch to less than maybe a quarter inch to half an inch and high surf advisory today so keep that in mind. be careful at the beaches as well as a coastal flood advisory that continues through tuesday, those areas highlighted in green. winter storm warning today through tomorrow so not a good idea to drive to and from tahoe. highs today in the mid to upper 50s with the scattered showers this afternoon. a chillier start tomorrow morning in the north bay with some temperatures dropping to

30s to mid to upper 40s around the bay. here is the accuweather seven-day forecast. morning rain to afternoon showers. high pressure builds for the beginning part of the work week. the next system looks like it's on thursday but it's also going to be a light one and then liz, a chance of showers next weekend as well. >> good to know. frances, thank you. san francisco's presidio is planning to open an amazing, new opportunity to the public this week. it's the trail that runs through a native marsh, being restored near chrissy field. deon lim has a look at what you can expect. >> reporter: the view from drone view 7 shows the dream taking shape. the newly flooded quartermaster reach in the presidio. a marsh that will look like this eventually, connecting a natural creek and watershed to chrissy field and san francisco bay and now you'll be able to see it up close for yourself. >> there's going to be an amazing walk that will enable people to look at this newly

restored salt marsh from a bridge and trail that will extend all the way up through the watershed to the top of where the springs form that come down into the bay. >> reporter: the restoration is decades in the making. not far away from the site of a native american village. >> ilama village called petlanook. they were here, a shell midden in the vicinity and we named the creek that runs through this watershed after that village, the petlanook creek. >> reporter: the presidio team recently opened a newly constructed spillway to allow bay waters to flow in. a few weeks they designed to let oysters anchor and thrive in the marsh. when reeds and other plants flourish the area will give visitors a sense of walking back into history. >> we're digging right into the
