received $2.4 million. that's 17 times more than the average bay area restaurant received. >> tonight newly released data from the small business administration shows wealthier, big businesses are often getting access to loans before small mom and pop owners. the abc7 news i-team is taking a closer look at the disproportionately impacted. >> and here's our reporter with those findings. >> reporter: at yountville's three-star restaurant, the french laundry, you can reserve an exclusive outdoor culinary dining experience starting at $450 per person. or a white truffle and caviar dinner for $1,200 per person. the 1,600 square foot building owned by the celebrity chef thomas keller, approached more than 60 investors to launch the restaurant back in 1994. according to abc7's analysis of newly released sba data, french laundry collectively received more than $2.4 million through

the paycheck protection program. that's 17 times more than the average loan for restaurants received in the bay area. >> you know what? i'm beyond angry. what can i do about it? nothing. >> reporter: he struggled to get just over $318,000 to save his san mateo restaurant vault 164. the loan amount wasn't enough to sustain his business. berk wits was forced to sell the restaurant in july. >> i was not happy. i had a 40-year run in the restaurant business. not many people that have had that run. i consider myself fortunate. i really feel bad for the next generation of restaurant you'res because they're screwed. >> reporter: according to data from the sba, both loans were approve. the first was for $2.2 million to retain 163 employees. the second loan was for more than 194,000 to retain five

employees. abc7's analysis found french laundry received more than six times what the average full service bay area restaurant retaining five employees received. we reached out the french laundry for comment and to confirm how many employees the are restaurant was able to keep on pay roll for each loan. they are one of at least seven bay area restaurants with two or three michelin stars that received ppe loans. the list -- around $214,000 loan to retain ten to 14 people. >> still trying to figure out how to spent it correctly which continues to be cloudy. >> reporter: he said that's in part due to the rules, changing so frequently. he found it hard to keep up.

>> so whether the ppp will be forgivable or not will be the final thing we'll see. i'm not sure if it will be. we have an accountant so he helped us through the application. it was definitely a scary process. >> reporter: teresa, owner of the mission's la palma, agrees. splik other family owned small businesses, she didn't have access to financial help. >> it was very intimidating. the application process. anything you fill out wrong, and you sign on the dotted line, you're liable for. >> reporter: laurie is a financial consultant serving hundreds of restaurants across the bay area. she specializes on helping her clients qualify for ppe funding. >> clearly those who had established banking relationships with banks that chose to participate at least in the early stages. those that had access to financial advisers, btants, attorneys, to make sense of the application received the loans.

>> from your perspective, what needs to change to make access to funding more equitable? >> i think the companies will be key. because i think they leveled the playing field a lot in the late stages of the last round of ppe. >> online banking companies like kabbage, more than 90% have ten or fewer employees. they prioritized community base, serving small businesses in nonurban areas. for example, the average loan size was around $28,000. nearly four times less than the national average loan size at 107,000. >> in the late stages of the second round of ppe, many banks just shut their doors and the company stepped in and provided a lot of those loans. >> reporter: out of all the approved loans in california, 91% of larger restaurants with 300 or more employees got their loan approved in april. versus only 52% of smaller
