and suffering like we have not seen at any time during this pandemic. >> good evening. thank you for joining us. i'm dan ashley. >> nearly every reason in the state has dropped below the acceptable level for icu availability. the bay area is now at 12.9 capacity. san walk eenl valley is back to 0% while southern california has just .5%. the northern california region will soon be the only in california not under a stay-at-home order. >> most of the bay area had voluntarily put the stay-at-home rules into place. but at midnight tomorrow, they will take effect in napa, san mateo, santa cruz and solano counties as well. abc7 news reporter is in vallejo where he found support for the new lockdown. >> you're looking at the last outdoor dining that we will see in the entire area. the region will go into a stay-at-home order late thursday night. >> for me i understand the order. i really do. it is icu bed capacity. >> reporter: the owner, ken,

isn't alone in the acceptance of the order. sl the salon owner agrees. they will have to think outside the box when it comes to making enough money to get by. >> it will be house calls. the one-on-ones. we've had to do that last closure. we've had to make a few house calls. >> reporter: solano county has 13% capacity. just over the reason's average of 12.9. they don't regret staying open longer saying their findings show that the numbers are not being seen at businesses. >> cases are during at people's homes so it made no sense to prematurely punish business when's it wouldn't do anything to reduce it. >> reporter: they believe the county has done a good job allowing them to stay open. while he is okay with the stay-at-home order, he does question the state's guidance on outdoor dining. in solano dining.

san diego county says it will pause enforcement of the stay-at-home order against restaurants and live entertainment establishmentes. this comes after two strip clubs in san diego can stay open. the judge cited a lack of evidence that the venues increase the spread of covid. small businesses preparing to shut down again. there will be no more salons, indoor gyms, zoos or outdoor dining. san mateo county supervisor says in the northern part of the county, all icu beds are full. >> we're in life saving mode right now. >> the safety of the city, the county are more important. >> the restrictions must remain in place until january 8th in the bay area region. after that they'll be lifted

when the capacity is above 15%. two sub zero freezers arrived at the san mateo center. that's where vaccines can be stored at 94 degrees below zero. this is first step toward getting the vaccine to the community. so who is next in line to get vaccinated? california's vaccine advisory committee met tonight to discuss after the front line health care workers, there are still 11 million essential workers who should get priority. on the list are teachers, farm workers and grocery workers. there are also firefighters, police officers, utility workers, transportation, communication, and technology. so far, no firm decisions. but the committee says, plans to meet again next wednesday to take into consideration a cdc advisory committee's vote on the matter which is expected on sunday. we are at a crucial point in the covid-19 pandemic now that a vaccine is finally in use. we are dedicating this entire week to what you need to know right now.

just in, a second health care worker in alaska had an lerchalc reaction. what happened and why doctors say the vaccine is still exceedingly safe. >> reporter: ucsf received 975 doses of the vaccine wednesday. the e.r. doctor received one of the first. >> i don't know that i realized until getting the vaccine just how much of a relief it would be to feel a little bit safer. >> reporter: thousands of health care workers across the country continue to receive the vaccine successfully. but two days into the u.s. rollout, the first reports of serious adverse reactions. a health care worker in juno, alaska, with no history of allergies, had an anaphylactic reaction during the 15-minute observation period after the shot. the woman was hospitalized and given epineferin by i.v. the doctor in juno described her symptoms. >> short of breath. her heart rate was elevated. and she had a red flushed rash

over her face and torso. >> reporter: the patient is now stable and being monitored. >> she was still enthusiastic that she got the vaccine lt. >> reporter: a second vaccine recipient in alaska had a less serious reaction. eye puffiness and scratchy throat. he was treated with benadryl and pepcid. >> we can have every confidence in this vaccine. if you're going to have a severe reaction, it is generally fairly quickly after getting the shot. >> reporter: the chief of emergency medicine at zucker berg general points pout severe reactions are rare. there have been two other cases. both reported in the u.k. in people with a history of allergies. >> but it is extremely uncommon and still represents a far lower risk than this virus. >> reporter: kate larson. abc7 news. meanwhile we are hours away from a meeting at the fda that could lead to another vaccine. if given the thumbs up tomorrow,

moderna's vaccine could get emergency use authorization by the end of the week. companies expected to deliver 20 million doses to the government by the end of the month. while the vaccine rollout picks up speed, so can the social media giants are promising to crack down on vaccine misinformation. there is a lot of it out there. matt boone explains that some activists worry that it may actually be too late. >> reporter: twitter is the latest social media company to announce new measures to combat vaccine misinformation. according to a blog post, they'll start deleting any tweets that delete false claims that vaccine rss used to harm or control people. debunk, or suggest that covid-19 isn't real. >> i think it is very dangerous to put this. power in the hands of tech companies. >> reporter: nolan is a lecturer at cal state east bay and studies misinformation. he said he understands the need for facebook and twitter to manage fake claims but says his research shows, it often back
