the entire bay area just hours away from the state-issued stay-at-home order as icu capacity drops dangerously low. >> a second dose of hope. the fda meets today to decide on authorization for moderna's vaccine. and we are waking up to some wet roads this morning. looking live right now at the bay bridge. mike is tracking the forecast and some of those showers are still hanging on. >> it's raining hard right now. in san francisco at least. >> right over san francisco and into the bay bridge, that's where we're seeing the heaviest rain. hopefully you guys made it in safely, didn't have any issues. we've got some wet weather out there for the morning commute. i dialed down live doppler 7 down to street level, you can see heading over towards oakland and alameda, some of our heavier rounds of showers. that's what we'll have the next couple of hours. you can see the bay bridge, the

golden gate bridge, the carquinez bridge, this will be the last push of organized wet weather. a few scattered lighter showers moving through the north bay. these will rotate from northwest to southeast. we have a 1 on the storm impact scale this morning for scattered showers and isolated moderate rainfall. it will become breezy this afternoon. drier air will bring us a partly cloudy day and cooler with temperatures in the mid 50s to around 60 degrees. more on that rain coming up in the weekend forecast, too. >> thank you. by this time tomorrow the entire bay area will be under this new stay-at-home order as icu capacity is dropping dangerously low. let's look at the latest data here. the bay area is now at 12.9%. san joaquin valley is back to zero percent. southern california just 0.5%. and now the northern california region is the only one in the state that is not under a stay-at-home order. this map shows the situation

here in the bay area. the solid blue that you're seeing there, those counties already issued a stay-at-home order. the rules may change in those counties. san francisco, where dating or meeting one person from another household is okay, that is no longer the case. the counties with the blue and the black lines that you see there, those are the ones that will join the stay-at-home order tonight. abc7 news reporter jr stone is in vallejo where he found support for the new lockdown. >> reporter: you're looking at some of the last outdoor dining we'll see in the entire bay area as the region will go into a stay-at-home order late thursday night. >> for me i understand the order. i really do. it is icu bed capacity. >> reporter: the owner, ken, isn't alone in the acceptance of the order. this salon owner agrees, but admits people will have to think outside the box when it comes to making enough money to get by.

>> it will be house calls. the one-on-ones. we've had to do that last closure. we've had to make a few house calls. >> reporter: solano county has 13% icu capacity, just over the region limit of 12.9. they don't regret staying open longer saying their findings show that the numbers are not being seen at businesses. >> cases are occurring at peoples homes as a result of personal and social gathgatheri so it made no sense to prematurely punish business when's it wouldn't do anything to reduce it. >> reporter: he believes the county has done a good job allowing them to stay open. while he is okay with the stay-at-home order, he does question the state's guidance on outdoor dining. in solano county, jr stone, abc7 news. >> as we countdown to that new stay-at-home order, we're on vaccine watch. just an hour from now the fda will meet to consider granting moderna an emergency use authorization for the vaccine. jobina is tracking that and how

quickly the drug could ship across the country. >> moderna's vaccine hearing comes one week after the fda advisory panel met to recommend authorizing pfizer's vaccine. that authorization could come by the end of the week. moderna is ready to begin shipping immediately after getting the green light sending millions of doses across the country. >> if moderna's vaccine is authorized by the fda in the coming days, we allocated nearly 5.9 million doses of that product. >> those doses represent a fraction of the 20 million doses the federal government has already purchased. remember, today's meeting is not the final step. once the panel recommends the vaccine receive authorization, the fda has to officially give its stamp of approval. >> thanks. more shipments of the pfizer vaccine arriving in local counties. health care workers getting their initial injections. abc7 was in marin county as two

health care workers at kaiser permanente received their first doses. marin county received 1,900 doses yesterday. two sub zero freezers arrived to store the fax at 94 degrees below zero. santa clara county will give out its first doses of the vaccine today. this round will focus on staff at skilled nursing facilities, which account for 45% of covid-19 related deaths in the county. abc7 news reporter july july is live at the santa clara fairgrounds. that's where the vaccinations will start in a few hours. >> exactly. they'll start at 9:00 this morning. there's 6,000 workers who work at long-term care facilities here in santa clara county. this morning the first group of them will be receiving that pfizer vaccine. we're learning from county

health officials that two current outbreaks at those long-term care facilities is the reason those front line workers will be first to get vaccinated here in the south bay. today at 9:00 app, the coun.m., will begin vaccinating. residents will be offered at the vaccine later in the month through a separate state program according to the santa clara county public health department. this group is ahead of hospitals due to two outbreaks at facilities in san jose. skyline health care center reported 212 cases since the outset of the pandemic and amberwood gardens reporting 195 cases. >> i'm so thankful we have this vaccine coming. i hope it means i can visit my dad again soon and see him and give him a hug. >> hospitals are expected to receive their vaccine allocat n allocations directly from pfizer at the end of the week. the first vaccinations again in the south bay start today at the

fairgrounds at 9:00 a.m. afterwards, we expect to hear from county health officer dr. sarah cody, the public health officer who issued the first stay-at-home order in the country, now talking about the first vaccinations to go out here in the south bay. reporting live this morning, julian glover, abc7 news. california's vaccine advisory committee is working on a plan to decide who will be next to get the shot. after the front line health care workers, there's still 11 million essential workers who should get priority. on the list, teachers, farm workers, grocery workers, there's firefighters, police officers, utility workers, transportation and communication and technology employees, and so far there are no firm decisions. but the committee plans to meet on wednesday to take into consideration a cdc advisory committee's vote which is supposed to be happening sunday. do you want to know where you are in the vaccine line? check out our vaccine planner tool on abc7news.com. just answer the questions like

where you live what you do for a living and you'll find out approximately how many people are in front of you as well as the percentage of those who will get the vaccine before you. it just takes a few seconds. all right. want to show you some video of antioch early this morning. the rain was coming down at a steady clip. a light to moderate rain there falling. some puddles on the roadways, that's what our earliest commuters, those of you joining us right now before you head out the door will run into. some puddles on the roadways. that's a nice soaking rain for most of us. that's what we need. i wouldn't be surprised if in a couple of weeks the hills finally start turning green. staying in the east bay, we had that moderate shower move over pleasant hill and 680, also 242. that is sliding into walnut creek and also concord. that will continue sliding south over mount diablo and probably if it holds together get to the

altamont pass in about 45 minutes. we can see around orinda, lafayette, la moraga, a moderate shower there moving over 24. look for standing water possible there. the heavier shower moving over the bay bridge will slide down the east bay shoreline, san leandro at 5:16, san leandro at 5:20. hayward at 5:24. you can see an uptick in the intensity of the steady rain. here's future radar, by 6:00, showers are starting to move down into the southern parts of the peninsula and the east bay. by 9:00, we're left with partly cloudy mainly dry conditions. the breezes will pick up and come out of the northeast. you can see the clouds developing along the north bay mountains, the east bay hills and the diablo range. that's why it will be partly cloudy this afternoon, a rogue showers is possible. as you can see on future radar,

the trump administration has moved to restrict abortion

access starting in january. the health and human services will cut 2$200 million in federl funding to california. this is all over the state's requirement that insurance cover abortions. the first cuts will happen in january. the hhs secretary alex azar says his department will move to cut another 200,000 per quarter if the state doesn't comply. that's unlikely to happen because joe biden once he takes office probably will not enforce this. help may finally be on the way for millions of americans struggling to make ends meet during this pandemic. congressional leaders say they're close to a deal on the relief bill. jobina is at the live desk with how this could put cash into the pockets of millions of people. >> the 9$900 billion compromise includes $300 weekly unemployment benefits and $600 stimulus checks to most americans. it would extend protection

against evictions and provide billions for vaccine development. >> it's an important down payment on what will have to be done beginning at the end of january into february. >> we continue these urgent discussions until we have an agreement. we agreed we will not leave town until we made law. >> more than 19 million americans are currently collecting unemployment benefits. lawmakers hope to get the covid aid bill done before the holiday break. once the president signs it, it's expected to take two to three weeks before the first checks start going out. the pandemic is forcing some people who never needed assistance before to get help now. an example, west valley community services in cupertino says demand for rent assistance has tripled from 5$540,000 last year to 1$1.4 million this year. west valley has seen a 50% increase in clients since the

time and figured out a way to do it. let's talk about what's going on. i want to talk about showers. we're look lookiing over the peninsula. a few spots receiving moderate downpours right now according to live doppler 7. some of that is spilling as far south as los altos. it's about to move into the south bay. heading up the peninsula, you can see the heavier showers around foster city, san mateo as you exit or enter the san mateo bridge. if you go to the east side, waiting for you is a moderate shower around san leandro, hayward and castro valley. in san jose, all that rain is heading to the south bay where we already had some rain. sfo, nearing a half inch of rain. showers taper to partly cloudy and breezy conditions. much cooler tonight, isolated fog. mostly sunny and mild afternoons this weekend. for today, 56 to about 60 degrees. with that breeze it's going to feel much cooler. tonight, from 30 in santa rosa to 44 degrees in san francisco

and half moon bay. it's going to be almost 15 degrees cooler tonight than this morning. my accuweather 7-day forecast, you can see monday which is the beginning of astronomical winter, one of our warmest days with low to mid 60s. a cold front will bring temperatures down a bit. we look dry through wednesday. a sneak peek at christmas. it could be wet. let's get back to kumasi. all week long we're following every update about the covid-19 vaccine as we work to build a better bay area. now we're learning that a second health care worker in alaska had an alelergic reaction after getting the vaccine. kate larsen explains what happened and why doctors say the vaccine is still safe. >> reporter: ucsf received 975 doses of the vaccine wednesday. er dr. tomas diaz received one of the first. >> i don't know that i realized

until getting the vaccine just how much of a relief it would be to feel a little bit safer. >> reporter: thousands of health care workers across the country continue to receive the vaccine successfully. but two days into the u.s. rollout, the first reports of serious adverse reactions. a health care worker in juno, alaska, with no history of allergies, had an anaphylactic reaction during the 15-minute observation period after the shot. the woman was hospitalized and given epineferin by i.v. the doctor in juno described her symptoms. >> short of breath. her heart rate was elevated. and she had a red flushed rash over her face and torso. >> reporter: the patient is now stable and being monitored. >> she was still enthusiastic that she got the vaccine. >> reporter: a second vaccine recipient in alaska had a less serious reaction. eye puffiness and scratchy throat. he was treated with benadryl and pepcid. both incidents have been reported to the cdc. >> the data would say that we can have every confidence in this vaccine.

here's the 7 things to know this morning. number one, san mateo county is getting ready to join the state's stay-at-home order at midnight. this means no more outdoor dining and a 10:00 p.m. curfew because of the surge of covid-19 cases we're seeing and a shortage of icu beds. number two, an fda panel

will meet within the hour to consider moderna emergency use authorization for its covid-19 vaccine. the same panel obtained similar requests from pfizer last week. number three, santa clara county will give out its first doses of the covid-19 vaccine today. the county will vaccinate front line workers and long-term care facilities who opt. >> california officials will be deciding who next will get the vaccine. some of the possibilities, teachers, farm workers, grocery workers, firefighters and police officers. our overnight rain is not over. here's a look at number five, it is our radar showing waves of scattered showers, light to moderate. it's going to produce some ponding on the roadways and keep things slippery through the morning commute. that commute is slippery. we just have a new update coming in of a sigalert in los gatos on

northbound 17. i want to also take you to a live picture showing you the bay bridge toll plaza, if you are approaching this area, the chp issued a high wind advisory. and number seven, congressional leaders will continue negotiations on a covid-19 relief pill. they say they are close to a 0 $900 billion deal that includes $300 weekly federal unemployment benefits and a $600 still plus check. another person has been bitten by a coyote in the east bay. a grocery worker reported an attack tuesday at this diablo foods in lafayette. it's the fourth coyote attack in the east bay this year. on december 7th a man was bitten while doing push-ups in moraga. a 2-year-old boy was bitten on the leg at moraga commons park in july. in april, a 5-year-old girl was bitten on the neck and ear at dublin hills regional park. an american teenager and her boyfriend are facing jail time in the cayman islands after breaking quarantine there.

they've been sentenced to serve four months. debra roberts has a closer look at what led up to this in today's "gma first look." >> in this morning's "gma first look," jailed in paradise. >> she was taken to court. she pled guilty to a single charge of failing to comply with regulation 3 of the covid-19 regulations. >> reporter: according to officials skylar mack traveled to the cayman islands on november 27th and was required to quarantine for 14 days. but just two days later, officials say, she joined her boyfriend, professional jet ski racer, 24-year-old vanjae ramgeet to compete.

bay area, abc7 is tracking new developments with the new stay-at-home order. by this time tomorrow the entire bay area will be under lockdown. this as icu capacity drops low. on this map the counties in blue already had that stay-at-home order. napa, solano, san mateo and santa cruz are now joining the rest of us at midnight tonight. that means all these businesses are being ordered to close, everything from hair salons, movie theaters, wineries and more. abc7 news reporter amy hollyfield is live with us. >> we just got some rain, reggie, sorry, i'm getting my rain jacket here. this is the last day you can eat outside here in san mateo county and it's your last day to get a manicure, pedicure or a hair cut. so this order is going into effect at 11:59 tonight. this is san mateo county ordering this stay-at-home order. the county officials say they

know this will be tough, this will cause stress, but they have to do it to slow the spread of covid saying the test positivity rates in november were at 2%, now they're at 8%. >> we're surging like you can't believe. my heartbreaks for those small business owners, but we're in life saving mode right now. >> we're sad to close outdoor dining but the safety of the city and the county are more important. we know it's a responsibility to make sure safety protocols are fulfilled. >> this is a little different than the stay-at-home order that we saw in the spring. but it's the same one other counties already have in effect. this time parks and beaches will stay open. retail will be open. they will limit how many people they're allowed to have inside. but they are making a push to everyone to do what they can to support local businesses who willing struggling throue ine g struggling through this.

the stay-at-home order goes into effect at 11:59 tonight and it will be in effect for at least three weeks. reporting live from san francisco, amy hollyfield, abc7 news. >> thank you. a stay-at-home order is also going into effect in napa county. that starts at 11:59 this evening. a lot of local business believe that it's going to deal another damaging blow to an economy already limping from the previous shutdowns. the new order means that napa county restaurants can no longer offer outdoor dining. other businesses like hair salons, breweries and the signature industry, wineries will also have to close. >> i think watching the counties around us, it became a matter of when not if. we have guests booking events up through christmas. >> we care about people. i care about my employees, but i don't see why there's covid-19 spreads because of the restaurants. >> we also spoke with run

restaurant owner who says he will have to lay off 30 workers due to the latest round of shutdowns. abc7 was in the north bay as two front line care providers received their first vaccine in the county. it in san rafael. ucf began administering doses yesterday. like kaiser the doses went to front line health care workers, one of those is dr. tomas diaz. >> i didn't know how much of a relief it would be to feel feel safer, feel like we're on the path to getting out of this pandemic, even though there's still a long way to go. >> dr. diaz says he is physically feeling fine after the vaccination. ucsf is expecting to administer about 11,900 doses by the end of december. in 30 minutes, an fda panel

is due to meet to consider giving moderna an emergency use authorization for its vaccine. jobina fortson has more from the live desk on this. >> thank you. this is the same federal panel that gave the green light for a similar request from pfizer last week. people have started to receive that vaccine. pfizer began shipping it once it was given that government approval. moderna's vaccine is 94% effective in all age groups fighting covid-19. that compares to 95% for pfizer's vaccine. the similarities were talked about between the two drugs on "good morning america." n >> from an efficacy point of view, they're about the same

once they get into your arm. >> moderna says they will begin shipping the vaccine once it gains approval. moderna says they will be ready to ship 5.9 million doses of the vaccine. in the south bay, silicon valley social media giants are promising to crack down on vaccine misinformation amid the rollout. as matt boone explains, some activists are saying this is too late. >> reporter: twitter is the latest social media company to announce new measures to combat vaccine misinformation. according to a blog post they'll delete any tweets that claim vaccines are used to harm or control people.

>> i think it is very dangerous to do this and put this much power in the hands of tech companies. >> reporter: nolan is a lecturer at cal state east bay and studies misinformation. he said he understands the need for facebook and twitter to mnage fake claims but says his research shows, it often back fires. >> it has the side effect of creating a chilling effect. people are afraid to touch certain subjects that they know are being censored and i think we need to have a legitimate discussions about vaccines. >> reporter: one of those is sasha cutler, a registered nurse. >> they can have a group discussing why you shouldn't have a vaccine. and that's not responsible. >> reporter: facebook announced yesterday, it plans to notify users if they engaged with vaccine misinformation. cutler says, it may be too late to change some people's minds. >> now there are people, many people, including many nurses, who are afraid of the vaccine because of this misinformation that is going around out there. >> reporter: matt boone, abc7 ne news. all this week, we are bringing you in depth coverage of the vaccine. you'll find these stories

moving through fremont and towards 680. there could be some ponding there. that is heading all the way up through pleasanton and into san ramon and the eastern parts of san ramon and danville getting heavier showers. if you travel the cut through to livermore, it will be slippery as will vasco road where highway 4 will have some standing water. by 9:00, most of the showers have sunk to the south. we'll see a mix of sun and clouds this afternoon. a slight chance of a rogue shower, see where those clouds are lined up against the napa mountains and the diablo range. but for the most part we're just looking at breezy and cooler conditions this afternoon. if you get caught under one of these heavier showers you could get a tenth of an inch of rain. it should be over by 9:30. let's talk about the morning commute, jobina. what's going on? >> yes. thank you. good morning. i want to start out with new

the u.s. labor department has just released the latest weekly jobless claims report and it seems to reflect the strain that the coronavirus surge is having on the labor market. jobina is tracking those numbers for us this morning. >> yes. another round of stay-at-home orders is definitely causing businesses to be affected across the country. so these are the numbers we're seeing this morning. the u.s. labor department reports another 885,000 people filed for unemployment benefits last week. economists had forecast 815,000 new claims. the labor department also reports more than 5.5 million people are still continuing to receive state unemployment benefits. that's a decrease of 273,000 from the prior week. the lowest number since the pandemic shut down the economy in march. we'll see how wall street reacts to all of this when the markets

a popular teeth whitening kid endorsed by celebrities is facing backlash this morning with a possible class action lawsuit. 1 million people purchased the snow teeth whitening kit. it promises to brighten your smile and protect against bacteria and viruses. now the company is accused of fraudulent, false, misleading advertising and marketing. legal experts tell "good morning america" that this type of lawsuit can be powerful if allowed to proceed as a class action. >> a class action lawsuit is essentially a lawsuit where rather than having one plaintiff, one person bringing
