confusion for many. and what could be a second dose of hope happening now. the fda meeting right now to decide on authorization for moderna's vaccine. we'll take you there live. good morning. it's thursday, december 17th. a lot going on this morning. first we want to check in with mike to see what's going on with the rain we're seeing. good morning. let's start with the storm impact scale showing a 1 for the morning hours. scattered showers out there, light to moderate rainfall. it becomes breezy once the showers end. that will aid the slipperiness of the streets until they're finally dry. for super commuters, highway 4 in the altamont pass, moderate showers. the heaviest of the rain is in the least populated areas in the mountains and foothills. we are peppered throughout the

south bay with moderate showers. these continue to slide to the southeast at about 30 to 35 miles per hour. they will be around throughout the morning commute. it is raining well in san jose. by noon, partly cloudy. we'll have mid 50s through the afternoon. >> all right. thank you. by this time tomorrow the entire bay area will be under this new stay-at-home order as icu capacity is dropping dangerously low. let's look at the latest data here. the bay area is now at 12.9%. san joaquin valley is back to zero percent. southern california just 0.5%. and now the northern california region is the only one in the state that is not under a stay-at-home order. they have 28% capacity. let's zoe you what's going on in the bay area. the solid blue there, those counties have already issued a stay-at-home order. the rules may change in those counties. the counties with the blue and the black lines that you see there, those are the ones that

will join the stay-at-home order tonight. >> the new order is against people mingle iing between different households. that is different from the rule that allowed you to meet one person outside of your family. mayor london breed is disappointed by the state health rule so that people who live alone can work with others. >> people who live alone need to interact with someone. part of what we're trying to do is flush that out so we can do it in a responsible way. we don't want to see seeing people hanging out with this person, that person, this person, that person, which increases the chances. we're asking people to really use common sense and understand that we are only putting these -- the spike in covid-19 cases can be traced to social gatherings involving people from

several households. happening now as we count down to the new stay-at-home order, we're on vaccine watch. the fda meeting to consider granting moderna emergency use authorization for its vaccine. jobina is tracking that. >> reporter: thank you. this critical meeting is getting under way a week after pfizer's meeting. the meeting is virtual but members could vote today on whether to recommend the moderna vaccine. that authorization could come by the end of the week. moderna is ready to begin shipping immediately after getting the green light sending millions of doses across the country. >> if moderna's vaccine is authorized by the fda in the coming days, we allocated nearly 5.9 million doses of that product. >> those doses represent a

fraction of the 20 million doses the federal government has already purchased. authorization is expected to happen. santa clara county will give out its first doses of the pfizer vaccine. >> this round will focus on staff at skilled nursing facilities which account for 45% of covid-19 related deaths in the county. julian glover is at the fairgrounds. okay. we'll get back to julian in just a moment. moving on, california's vaccine advisory committee working on a plan to decide who will be next in line to get the shots. so after the front line health care workers, there are still 11 million essential workers who

pennsylvania's poconos into new jersey. the snowplows could barely keep up. hundreds of folks dealing without power. here's live doppler 7. it's just mainly all snow now that the cold air has been entrained into new england. i wonder if they can go to their ski resorts. if they can, wow, they'll be busy with that new snow. congratulations to them. back here we have the rain. nearly a half inch at sfo. caution if you're working from home and you want to go outside. it will be damp even though the rain will end after the morning commute. on the bay and beaches, no more advisories or king tides. they should be better. our strongest radar returns right now in the eastern part of san jose, santa clara, milpitas, alum rock and evergreen. that's sliding to the southeast as you can see on future radar here. most of the showers gone by 9:00. with a little sunshine and a northeasterly flow. some clouds developing along the eastern edge of the bay where we

dip into the central valley. that may be just enough for a rogue shower this afternoon. once the sun sets, all bets are off and a cold night is on the way. another tenth of an inch of rain is possible. it's not letting up until after the morning commute. let's get over to jobina and talk about that wet commute. >> thank you. so, we have an issue going on in los gatos right now. this is a sigalert. it is the classic example of what can happen during these slick conditions. as we bring in the map, a car has overturned, injuries have been reported. this is going to be on northbound 17 before idyllwild road. the lane is shut down there. speeds are down to about 12 miles per hour. bringing in our live cameras, let's show you the slick conditions. at the bay bridge toll plaza, metering lights came on at 5:47. it's going to be sluggish as you make your way into san francisco. also the chp issued a high wind

vaccine. >> this round will focus on staff at skilled nursing facilities. abc7 news reporter julian glover is live at the santa clara county fairgrounds where people will be vaccinated in a few hours. >> reporter: there are 6,000 physicians who will be among the first people to get the vaccine at 9:00 this morning. active outbreaks at these facilities is why these workers are the first in line in the south bay. today at 9:00 is when the vaccinations will happen for those front line workers who opt in. residents will be offered the vaccine later in the month through a separate state program according to the santa clara public health department. this group is ahead of hospitals

to two outbreaks at facilities. skyline health care center reported 212 cases since the outset of the pandemic and amberwood gardens reporting 195 cases. kelly snyder has her father in one of those facilities and can't wait to see him again. >> i'm so thankful we have this vaccine coming. i hope it means i can visit my dad again soon and see him and give him a hug. >> hospitals are expected to receive their vaccine allocations directly from pfizer at the end of the week. the first vaccinations in the south bay start today at the fairgrounds at 9:00 a.m. afterwards, we expect to hear from dr. sarah cody from the county health offer to tell us who next will be in line. julian glover, abc7 news. help may finally be on the way for millions of americans struggling to make ends meet during this pandemic. congressional leaders say

they're close to a deal on the relief bill. jobina is at the live desk with how this could put cash into the pockets of millions of people. >> the $900 billion compromise includes $300 weekly federal unemployment benefits and $600 stimulus checks to most americans. it would extend protection against evictions and provide billions for small businesses and vaccine distribution. president-elect joe biden says this deal is just the beginning. it's a down payment, an important down payment on what will have to be done the beginning at the end of january into february. >> we continue these urgent discussions until we have an agreement. we agreed we will not leave town until we made law. >> more than 19 million americans are currently collecting unemployment benefits. lawmakers hope to get the covid aid bill done before the holiday break. once the president signs it, it's expected to take two to three weeks before the first

checks start going out. >> thank you. the pandemic is forcing some people who never needed assistance before to get help now. an example, west valley community services in cupertino says demand for rent assistance has tripled from $540,000 last year to $1.4 million this year. west valley has seen a 50% increase in clients since the pandemic started. it's part of a network of partners that's given out $23 million in help this year. >> poverty does not know a zip code. in every community there are folks on the margins, folks struggling to survive. i've cried more in the last nine months then i have i think in my entire life. to see the desperation and the sadness and worry on the faces of the folks that line up every day to get food. >> social service age ji agencies believe the program would have to continue a year

bridge. we're on the hayward side where we received more than a half inch. we had a heavy cell roll through, so there may be ponding on the roadways around there. it's moving to the east of union city and heading towards sunol. watch out, it's going to be slippery for sure and there may be standing water there as that strong cell rolls across. we have a moderate cell according to live doppler 7 moving out of milpitas and heading down towards alum rock. on 680 or towards mount hamilton, we have moderate showers. 101 here, 880, some rain, and it is still raining in the south bay. showers will taper as the morning commute ends. partly cloudy and breezy this afternoon. much colder tonight under a mainly clear sky, isolated fog in the usual spots. mostly sunny and milder temperatures this weekend. 56 to 60 is our range this afternoon. tonight, frost in the deepest inland valleys. then low to mid 40s for most of

the bay. my accuweather 7-day forecast, the warmest day will be the shortest day, monday the winter solstice. we will have low to mid 60s away from the coast. a dry cold front will bring temperatures down tuesday and wednesday. i know we usually go to "gma" and we get to see ginger zee. i want you guys to tell her i'm so jealous, i think she's standing in some heavy snow right now. i want to be there. >> do you? i'm happy where i am. but hi, ginger, you're live in columbus circle with all the snow because you guys have a huge storm. >> yes. this nor'easter. we have been getting it here. queens, new york, 8 inches. 10 1/2 inches in the bronx. 8 to 10 in manhattan. life goes on. new yorkers are hard core. they've been doing a great job keeping the streets clear.

it is messy. we've seen significant accidents into pennsylvania and further away saratoga, new york. numbers have now approached 44 inches. so approaching four feet of snow with this one storm. there are a lot of spots that have not had this type of snow in a couple of years. that's why it's extra significant just to get everybody reintroduced to what winter looks like. on top of that it's not done yet. i'll track the rest of the storm and talking about how this could impact you because of shipments of the vaccine. not a lot of folks are traveling, but there's this pretty life saving vaccine that's trying to get around the country. we'll bring you that. and i'll save a snowball, pack it up, freeze it and send one more package in the mail. >> i always have to ask the most pressing hard-hitting questions. so the eyelashes. i know there was a situation that happened last night. how is it going? >> oh.

conditions to start our thursday. here's a live look at antioch. we had about 0.2 inches of rain and more rain is on the way. i'm tracking it. >> all right. good morning. it's thursday, december 17th. we want to get right to mike who is tracking that rain. good morning, mike. >> good morning, kumasi, reggie, jobina. thanks for joining us on this soggy thursday morning. here's a look at our storm impact scale, it is still a 1 for the morning hours. you have rotated the last hour or so of live doppler 7 into a loop, and the storms are heading southeast, but they're still plaguing some of us with light to moderate showers and ponding and slippery conditions on the roadways. right now 84 and 680 coming out of the east bay valleys through the sunol grade and into the south bay where we could have issues with ponding on the roadways. peppered with light to moderate rain throughout the south bay. as you can see in san jose, 101, 880, it is raining.

it will continue to rain through 9:00, then partly cloudy, cool conditions, breezy, mid 50s. as we work to build a better bay area, abc7 is tracking new developments with the new stay-at-home order. by this time tomorrow the entire bay area will be under lockdown. this as icu capacity drops low. on this map the counties in blue already had that stay-at-home order. napa, solano, san mateo and santa cruz are now joining the rest of us at midnight tonight. that means all these businesses are being ordered to close, everything from hair salons, movie theaters, wineries and more. abc7 news reporter amy hollyfield is live with us. >> these outdoor dining areas will sit empty starting tomorrow in san mateo toucounty. that's when the stay-at-home order goes into effect, it does not allow outdoor dining.

hair and nail salons must close, museums and zoos. place of worship can no longer hold indoor services. county officials say this is necessary because of the surge in covid cases pointing out the test positivity rate in san mateo county went from 2% in early november to 8% now and hospitals are filling up. >> we had a zero percent capacity, all the beds were full in icu. we're surging like you can't believe. >> it is a hard pill to swallow, but it's better for the future and just to stop this from getting worse. >> as they put out the order, local leaders encourage residents to do what they can to help small business survive the shutdown. it goes into effect at 11:59 tonight. it will be in place for at least three weeks.

reporting live from san francisco, amy hollyfield, abc7 news. >> thank you. nearly every region in california dropped below the acceptable levels for icu capacity. the bay area is at 12.9%. san joaquin valley at zero percent. the northern california region is the only one in the state not under a stay-at-home order. thousands of california nurses and their union leaders oppose letting hospitals increase their work load to deal with the patient surge driven by covid-19. right now california is granting hospitals exemptions to limits on how many patients a nurse can care for during their shift. the california nurses association organized rallies like this one in san francisco yesterday demanding an end to that policy. labor leaders fear overworking nurses could hurt patients. >> it means we do not have the time to respond to each patient's rapidly changing care

condition, to monitor their subtle changes that may mean living to see another day or dying on that day. the california hospital association called the claims false and worse irresponsible. in the middle of the greatest health crisis in generations. today could be another major step forward in the pandemic. an fda panel has been meeting for 30 minutes now and their task is to decide whether or not they will recommend moderna's covid-19 vaccine for emergency use. jobina is tracking this meeting right now. jobina? >> thank you. if the panel recommends authorization today, it's likely moderna vaccine will ship out this weekend or early next week. let's take a live look showing you the fda advisory committee meeting. it's virtual but members would vote today on whether to recommend the fda authorize the moderna vaccine.

moderna's vaccine is 94% effective in all age groups fighting covid-19. that compares to 95% for pfizer's vaccine. the similarities were talked about between the two drugs on "good morning america." >> from an efficacy point of view, they're nearly identical. one is a little bit easier to distribute, doesn't have to be kept frozen, that's the moderna one. i doubt people would have a choice, and it shouldn't matter. they're about the same once they get into your arm. >> moderna says they will begin shipping the vaccine once it gains approval. the federal government says they're ready to ship 5.9 million doses of the moderna vaccine. that's a fraction of the 20 million doses it already purchased from moderna. >> thank you. a lot of you have been sending us messages and questions about the vaccine and the biggest one is where do i stand in the vaccine line? you can check out our vaccine planner tool. it's on abc7news.com. and if you answer a few questions like where you live, what you do for a living, you

. french president emmanuel macron has tested positive for covid-19. president macron took a test as soon as he felt symptoms of the virus. macron is the latest world leader to develop the disease. others include president trump and brittish prime minister johnson. the pfizer vaccine is being handed out and santa clara county is sending it out to skilled nursing facilities. julian glover is live at the

santa clara county fairgrounds where vaccinations start there in a few hours. we are almost nine months to the day from the first stay-at-home order being issued. and now we're seeing the first vaccinations happening within the county. we're talking about workers at the long-term care facilities. those skilled nursing homes. there are about 6,000 of those employees who work at those facilities in santa clara county. today at 9:00 a.m., the county will begin vaccinating front line workers who opt in. residents will be offered the vaccine later in the month through a separate state program according to the santa clara county public health department. stanford's infectious disease expert says communities are making tough decisions on distributing the vaccine that are specific to their region. >> based on the diversity of our populations, the socioeconomic status of our populations, to make sure every single person

an allergic reaction after getting the pfizer vaccine. >> short of breath. her heart rate was elevated. and she had a red flushed rash over her face and torso. >> that doctor described the symptoms of the woman who had the first allergic reaction in jun juno. she had no history of allergies. she was hospitalized and given epinephrine by iv. a second recipient reacted with eye puffiness, lightheadedness and a scratchy throat. he was also treated with epinephrine, pepcid and ben drill. >> both patients are being monitored and their cases have been reported to the cdc. there have been two other

funding to california. this is all over the state's requirement that insurance cover abortions. the first cuts will happen in january. the hhs secretary alex azar says his department will move to cut another 200,000 per quarter if the state doesn't comply. that's unlikely to happen once president-elect joe biden takes office. in another lawsuit targeting big tech, techs leadixas leadin antitrust lawsuit against google. the states are accusing google to use its power to overcharge for advertising and conspiring with facebook to edge out competition. the u.s. justice department already sued google accusing the company of abusing its dominance. let's see how wall street is reacting to news this morning. a live look at the new york stock exchange. we're up about 127 points. here at abc7 we're committed to building a better bay area, a crucial piece of that is how the

i love that segment. here's a look at san mateo bridge. you can see it is wet. more than a half inch of rain fell on the eastern side, which is where we were looking towards the west. the showers are starting to dissipate a bit but hanging down in the south bay, especially if you're commuting on 17 or 101. you're going to be wet for the next hour, hour and a half. pretty much through the rest of the morning commute. you can see there's clearing on the backside of this. we do have a slight chance of a rogue shower during the afternoon hours. it's going to be mainly partly cloudy and breezy. it will feel cooler than it looks outside. that sunshine will look inviting with that clean air coming in. much colder tonight. frost in the deepest inland valleys. fog in the usual spots. sunny and mild this weekend as we lead up to the winter solstice monday, those will be some of our warmest days ahead. 56 at half moon bay, 60 in concord, fairfield. tonight, you can see around santa rosa, 30.

if you're just joining us, here's the 7 things to know this morning. number one, san mateo county is getting ready to join the state's stay-at-home order at midnight. this means no more outdoor dining and a 10:00 p.m. curfew because of the surge of covid-19 cases we're seeing and a shortage of icu beds. number two, an fda panel meting right now to consider granting moderna an emergency use authorization for its covid-19 vaccine. that same panel approved a similar request from pfizer last week. number three, santa clara county will give out its first doses of the covid-19 vaccine today. the county will vaccinate front line workers at long-term care facilities who opt in. federal officials are close to a 9$900 billion deal which will include $300 weekly benefits and $600 stimulus checks. >> i'm still tracking showers this morning. you can see the last hour there
