made to folks holding reservations at the hotel. hotels couldn't accommodate anyone traveling for a holiday getaway. >> we are like police people. why are you coming, you know. if there is any indication they are essential we can keep them. if not we have to cancel their reservation. >> reporter: the staff at the winery were about to take down the welcome sign, pivoting to online sales only. >> we need to get through the coronavirus. we are all praying for the vaccine to hurry up so we can be back to tasting. >> reporter: napa county joins the state's health order because covid numbers are surging. health officials urge the public to stay home. >> it is about making the sacrifice and it is doing it for the community and for health care partners. >> reporter: take out only for restaurants. some may be forced to lay off staff during the holidays.

>> i didn't know. >> reporter: more confusion from san francisco and bay area travellers. >> i am surprised my family did not call me saying you better hurry up and get home. >> reporter: the order goes into effect 12:01 friday morning and requires anyone coming to san francisco from out of the area quarantine for ten days. those at sfo say travel has been down since thanksgiving. >> right now our passenger activity is 80% below what it was this time last year. >> reporter: many we talked to said they quarantined regardless, some say they would be open to ideas like this if they had not already lost trust in those issuing the order. >> because of the decisions made and behavior of politicians people are getting tired and are still willing to do the important things that work. that may be quarantining travellers. but there is a lot of pandemic fatigue. >> some travellers are exempt. that includes frontline workers,

officials, essential workers. j.r. stone, abc 7 news. california's next shipment of pfizer covid vaccines will be smaller than expected. the state was expecting to get 393,000 doses and now it is only 233,000 doses. they say the federal government gave cereal states new estimated shipment amounts today and did not elaborate as to why the change. strict shipping protocol. not a huge surprise. a batch in alabama. two in california were not used due to safety concerns. the queen of the valley hospital in napa had to throw out 975 doses received on wednesday. >> the phone call was from pfizer and said the shipment might have been shipped too cold and we shouldn't use it and they would be shipping us a replacement. >> each container has a thermal

vote puts the u.s. on the cusp of a second blockbuster vaccine, suggested safe and 94% effective. the formal fda decision would clear the way for 5.9 million doses to be shipped across the country in the next week. comes as the nation is reeling with the uncontrolled spread of the virus. >> there is a reality we can only vaccinate people so fast. it does feel bittersweet. >> reporter: this woman was inspired by her friend two was the first person in the u.s. to get injected in a covid vaccine trial back in march. >> as a black woman i wanted to be recommended and because we have been disproportionately impacted by the disease. hopefully being part of the study will make it so that not as many of us die. >> neil browning was the second in line for moderna's phase one

it is hurry up and wait on capitol hill as lawmakers try to reach a deal on a nearly $1 trillion covid-19 relief measure. it gives a $300 weekly unemployment boosts as the labor department reports 885,000 people filed for benefits last week. mitch mcconnell said that lawmakers will stay in washington until they are done. >> the information of all senators we are going to stay right here. right here. until we are finished. even if that means working
