the city of san francisco cracking down on travel to and from the bay area. the latest attempt to slow the extreme spread of covid-19. we're live to break down what you need to know. plus a new shot at hope. this morning moderna told it will get fda authorization for its vaccine. but when and who gets it first? and how does it compare to pfizer's version? a lot of questions to get to this morning. first happy friday, everybody. it is december 17th. before we get to that we want to check in with mike and the forecast. >> hi, everybody. yeah. thanks for joining us on this friday. one week until christmas. all right. let's talk about what's going on outside. you can see our storm from yesterday. well down into the baja, the gulf of california and moving away from us. a little bit of tule fog in the central valley, something that may be more dominant in our forecast for the weekend and next week. right now the visibility is unlimited everywhere. so we have clean, cool air.

temperatures in the 30s and 40s this morning. on our way to slightly warmer than average afternoon temperatures under total sunshine. 57 to 62. we'll take a greater look at that weekend coming up next. here is kumasi. >> thank you. happening right now, a new mandatory travel quarantine order is in effect put on by the city of san francisco to stop the winter spike of covid-19. anybody who leaves the bay area is told they musti imust isolat ten days when they get back. it took effect at midnight and we're getting mixed reviews from travelers. julian glover is tracking this as part of our effort of building a better bay area. julian? >> good morning. >> we spoke to the airport spokesman here. he said travel is down about 80% from this time last year. so not a ton of people traveling here to sfo after that thanksgiving rush. the new quarantine order for san francisco is meant to keep the people traveling back into the city from spreading the virus

once they get here. the new order went into effect overnight covering any travelers coming into san francisco who traveled outside of the nine bay area counties and santa cruz county. you must self-quarantine for ten days. violation of the order is a misdemeanor, but it's unclear if and how it might be enforced. there was quite the mixed reaction from passengers we spoke to at sfo. >> i didn't know. >> because of the decisions made, because of the personal behavior of politicians, i think people are getting tired. we're still willing to do the important things that work and that may be quarantining travelers. but there's a lot of pandemic fatigue. pandemic from the travelers we spoke to and surprise, they had not heard about this new rule yet. there's an exemption for essential workers traveling for work, anyone checking into a hospital or anyone seeking medical care and things like transferring custody of a child. this is similar to the quarantine order santa clara

county put in place after thanksgiving. this order is in effect until january 4th and can be extended if there's current surge of covid-19 cases. reporting live outside sfo, julian glover, abc7 news. icu capacity across hospitals in california continues to dip to dangerously low levels. here's the numbers right now. in southern california there are no icu beds available. the san joaquin valley is hovering at 0.7%. in the bay area, we're at 13.1%. northern california, the only region in the state not below the 15% threshold that triggers the state's stay-at-home order. that means the entire bay area region is under that mandatory stay-at-home order. the counties in blue preemptively issued the order on their own. at midnight the counties in the stripes there including napa,

solano, san mateo and santa cruz also had to join because they dropped below 15%. this morning vice president mike pence and his wife, karen, received a covid-19 vaccination. you saw it happen right here on abc7. today moderna could receive authorization for the second vaccine. jobina, we know that means hundreds of thousands more doses could be coming to our state in the next few days. >> yes. so california could get 672,000 doses of moderna's vaccine once it is authorized by the fda. that could happen as soon as today. health and human services secretary alex azar revealed on "gma" a few moments ago the fda notified moderna it plans to authorize the vaccine. moderna's vaccine is the second vaccine to get the green light in about a week. an fda advisory committee voted 20-0 to authorize the product yesterday. the same committee gave a similar authorization to pfizer's vaccine last week. california could receive moderna's doses by the end of

december. those deliveries will do little to fight surging infections and deaths across the state. >> we're in a very serious phase of this pandemic. our hospitals are full, our emergency departments are full. our intensive care units are full. there's just a handful of beds that are available in any given hospital at any point in time. and this is not a situation that anybody wants to be in. >> there are some logistical advantages to the moderna vaccine. it can be stored at normal freezer temperatures, and they can arrive in smaller batches allowing hospitals in sparsely populated areas to receive shipments. 6 million doses will be ready for delivery across the country whenever the fda gives that authorization. kumasi? >> thank you. >> all members of congress are now eligible to get the pfizer covid-19 on the orders of the capitol hill attending physician. house speaker nancy pelosi and senate majority leader mitch mcconnell both announced they

will get the vaccine within days. according to protocol, representatives and senators are considered to be part of essential operations for the continuity of the government. in the south bay vaccinations are under way in santa clara county. it was meaningful for workers in this county that saw some of america's first covid-19 cases. at the fairgrounds some of the county's 6,000 long-term facility workers lined up for the shots. cliff roperez was the first to receive the vaccination. >> i didn't know i got it. i thought she was pinching on my shoulder. it was quick. >> south bay hospitals started to receive pfizer vaccines for their front line workers. a lot of you have been emailing us wanting to know where you are in the vaccine line. so this is a really good resource. the vaccine planner tool on abc7news.com. if you answer some questions like where you live, what you do for a living you can find out approximately how many people are in front of you. it only takes a few seconds.

walgreens is showing its plans to give the vaccines to the masses. the first shots were administered a while ago. and one california county reopening restaurants in spite of the state's stay-at-home order. how they're allowed to serve again for now. and san francisco's speeding problem. the one district that is so extreme -- they may get extreme

we're cooler this morning than yesterday morning and frosty neighborhoods developing out there also as we head into the peninsula we're in the mid 30s around redwood city and menlo park. some subdivisions could have frost. in the 30s around foster city

and san mateo. 39 in half moon bay. everybody else in the low to mid 40s. 32 in santa rosa. we have mid to upper 30s through the tri valley. we could have frosty conditions there. everyone else in the low to mid 40s. as we look at your activity planner today, everything will be great, smoother on the bay, sunny and cooler at the beaches. cooler this morning but milder this afternoon if you need to take a break from working at home or remote learning. temperatures will jump up into the mid 50s at noon. mid to upper 50s at 4:00. grab that warmer jacket this evening, we'll drop down into the mid to upper 40s. temperatures won't be quite this cold compared to today and tomorrow morning but they'll be colder. i'll show you that and the possibility of rain coming up in the accuweather 7-day forecast. >> thank you, mike. good morning, everybody. the friday traffic is looking great if you don't want to slow down. looking outside right now, bringing in the bay bridge toll plaza, no metering lights to

report. very smooth through this. the south bay here -- not the south bay, i want to take you to oakland, the 880 at the coliseum camera and what's going on. overall the map has been clear, very green here. no major blocking issues. no crashes to report. very good. so also this morning, i want to let you know the mta wants to lower the speed limit in the tenderloin to 20 miles per hour. that's according to the examiner. the mta found the tenderloin sees the highest raid of pedestrian injuries and fatalities in the city. city officials want to install no turn on red signs at 50 intersections in the neighborhood. if the plan is approved, it's the first neighborhood in the city to see a blanket lowering of speed limits. the clock is ticking for those last-minute christmas gifts. even though delivery due dates may have passed, we have one way to get those gifts arriving on time. and we're right back with

walgreens has started vaccinating some of the most vulnerable during this pandemic. >> jobina has the drugstore's ambitious plan to look after millions of americans. >> so walgreens started vaccinating millions of people living in long-term care facilities. the first vaccinations by the drugstore chain happened live on "good morning america." rebecca meeker is a resident of the crown point care home in columbus, ohio. she's the first person to be vaccinated by walgreens. you can see her there. they laid out ambitious plans to look after the most vulnerable in this pandemic. >> we're in three states today, ohio, connecticut, florida. ten clinics. but next week we'll be in 12

states and over 800 clinics. we're ramping up to 35,000 clinics across the entire country. we're going to vaccinate more than 3 million people in these long-term care facilities. >> nursing homes and care facilities have turned into epicenters of outbreaks across the country which is why walgreens is paying special attention to them. coming up on "good morning america," how walgreens plans to expand vaccinations to include other people not living in nursing homes. >> thank you. we have developing news in san diego county where a judge has exempted all restaurants and businesses with dining services from california's regional stay-at-home order. on wednesday, a judge's ruling allowed two strip clubs to stay open and yesterday the ruling was clarified to include all restaurants. some restaurants are taking the opportunity to reopen even if it's short-lived. >> we debated, you know, should we really open right now or not? but after thinking through overnight, you know, many of our

employees need jobs. this is right before christmas. they need to put the food on the table. >> the county expects the state to appeal this. county officials are meeting today to determine what the next steps will be. in what would normally be the busiest time of the year, san jose is making a last-minute push to help out small businesses. sam liccardo said they launched the shop local campaign trying to get all small businesses in the area aggregated on the silicon valley strong website to make online ordering easier. for many south bay businesses the surge and stay-at-homecrush. one chocolate shop owner says business has been cut in half. >> it's getting better, but the problem is, you know, getting the business ready for the christmas rush, which is not easy not knowing if there's going to be customers or not. >> south bay college students

pattern with colder than average lows leading to milder than average highs. it will become more hazy the next several days. there's a capping of the atmosphere due to that high pressure. it concentrates more particulate matter in the layers of the atmosphere where we live but not supposed to have any spare the air days. clouds to the north and the south, that's that area of high pressure steering the jet stream around us once again. it's going to be a dominant feature in the seven-day forecast. so our temperatures in the upper 50s and low 60s today. it will get warmer this weekend. most of us in the low to mid 60s. average highs this year, 55 to 58. tonight colder than this morning. expect more frost in the inland valleys around palo alto on the peninsula. low to mid 40s for oakland, san mateo, half moon bay, san francisco for our milder spots. my accuweather 7-day forecast, with the colder start tomorrow, we'll rebound to about today's

welcome back. it's 6:24. check out the snow day in new york. kids took to the slopes in brooklyn after that nor'easter dumped heavy snow in the bronx and several inches elsewhere. the video shows families sledding at prospect park. many kids said the teachers came to the rescue by dismissing early yesterday and canceling homework leaving brooklyn's sledding hot spots to fill up. some parts of the northeast are digging out from up to four feet of snow this morning from that power. n powerful nor'easter. some areas set snow records back to 1941. binghamton one of those cities. rainfall deficits, santa rosa,

order. plenty of changes, closures and curfews come with it. napa, solano, san mateo and santa cruz counties joining us in the bay area with this stay-at-home order at midnight that is triggered by the icu capacity that fell below 15%. we're at 13.1%. this morning amy hollyfield is live for us in napa county with how businesses there are responding. >> good morning. we watched these business build these alelaborate outdoor dinin areas, now they're tearing them down preparing for take-out only. restaurants are putting out a plea to order takeout so they can pay their employees during the shutdown. hair and nail salons have to shut down along with tasting rooms at wineries. that's terrible news for napa. hotels can only host people who are on essential business. employees are having to cancel a lot of reservations which can

get awkward. >> well, we through the books, seeing everybody incoming. now we have to call them and ask them why are you coming. if it's just a vacation -- if they're essential, we can keep them. if not, we have cancel the reservation. retail stores can stay open but they have to limit how many people are inside. schools that are already open can stay open. but barbershops like this charming one here in downtown napa, they have to close down. no more hair cuts for the next three weeks at least. that's how long the order will be in place. it can be extended if the county doesn't meet the covid requirements at that time, but at least facing three weeks a shutdown. reporting live in napa, amy

hollyfield, abc7 news. >> thank you. happening today, the santa clara county public health department will hold another briefing with the latest on the coronavirus crisis in that county. santa clara county has the highest number of covid-19 cases in the bay area with more than 52,000. yesterday there were more than 1,200 new confirmed cases with 99 new hospitalizations. the briefing this morning is at 10:00. you can get updates on our website, abc7news.com. california's next shipment of pfizer's vaccines will be smaller than expected. the state was expecting to get 393,000 doses. now it's only getting $233,000 doses. they say the federal government gave several states new estimated shipping amounts. they didn't elaborate on why but alex azar said on "gma" this morning that the governors misunderstood what they were supposed to be getting. the vaccine has strict shipping protocols and there's already been a few issues. one batch in alabama, two here in california couldn't be used because of safety concerns.

queen of the valley hospital in napa had to throw out 975 doses that it got on wednesday. >> the phone call was from pfizer. it said the shipment may have been shipped too cold, and that we should not use it. and that they would be shipping us a replacement. >> each container of vaccine has a gps-enabled thermal sensor that tracks temperatures in transit. upon arrival, hospitals have strict processes to double check the vaccines. vice president mike pebs pence stepped in front of cameras this morning to get his covid-19 vaccine and other white house staff will soon get their shots, too. jobina fortson has more. >> good morning. so, vice president mike pence's on-camera live vaccination was part of a broader campaign from the white house to promote the messaging here that the covid-19 vaccine is safe and effective.

what we're also learning is the vice president is among the first in the trump administration to be vaccinated with pfizer's covid-19 vaccine which was authorized under emergency use authorization by the fda last week. also vaccinated at walter reed this morning was karen pence and jerome adams. president-elect joe biden and vice president-elect kamala harris will receive their vaccinations sometime next week. alex azar announced authorization for moderna's vaccine is imminent. >> like last friday when i told you about pfizer, this morning i can tell you and your viewers that the fda communicated to moderna that we expect to grant their emergency use authorization. that could come as soon as today. more good friday vaccine news. i think we should set up a regular date for you and me to talk every friday morning. >> president trump will be vaccinated only when the white house medical team recommends it. he is still receiving benefits

from a monoclonal antibody cocktail administered to him in october when he became infected with the virus. career staff and national security staff in the white house are expected to be vaccinated soon. >> thank you. we are learning about an indoor thanksgiving dinner hosted for hundreds of guests inside the ahwahnee hotel at yosemite national park. 300 to 400 people dined on a holiday buffet in the hotel's grand dining room over a six-hour period. the corporation that runs the hotel said they adhered to reduced serving capacity. entrees were served by masked staffers behind plexiglass. because yosemite is under national park service jurisdiction, it does not appear any state or county health orders were violated. several hotel employees tell sf gate they felt unsafe at work because so many guests were unmasked. diners paid $103 per adult for that feast. a dish dire situation in california just got worse.

our drought conditions have reached the worst category possible. it's what's called an exceptional drought. it's the area in the darkest red. last week was the first time drought conditions reached statewide. the drought is severe in most of the bay area, which is the orange. >> i apologize if we said it's december 17th. it's friday, december 18, 2020. that's the least of our problems this morning. just to clear it up. >> someone sent that to me, i'm like did i say that? i don't remember saying that. yeah, if they only know what we've gone through this morning. my goodness. the people behind the scenes have done a wonderful job.

thank you for getting us on the air this morning. let's look at what's going on with our temperatures. you can see they're about 13 to 17 degrees colder than yesterday. we'll go over to the east bay, 36 right now in castro valley. 38 in fremont. everyone around 40 to 44 until you get to alameda. the island there surrounded by water, 47. frosty cold temperatures in santa rosa, 32. no fog there, so we don't have to worry about black ice. most of us in the mid to upper 30s until you get around san francisco and oakland. at 9:00, most of us still in the mid to upper 40s. by 11:00, total sunshine. we'll hit 52 to 55 degrees. by 1:00, starting to see 60s across the north bay. the rest of us in the mid to upper 50s. 3:00, a lot of mid to upper 50s around the bay. the 60s are spreading into the east bay valleys. heading out at 7:00, dress warmer. 49 at san ramon to 52 in many other neighborhoods. as far as the commute, you can see san jose, 87.

but still no major crashes or issues to report. i have one commuter alert from muni. they'll gradually be resuming muni metro rail service starting tomorrow, saturday. it will begin with j church and then t third will start on january 23rd. sky 7 is live over a warehouse fire in richmond at wright and marina way. it's close to 580. the city of richmond placed a shelter in place order for people nearby. it appears as if the fire department has this under control. we'll keep tracking this for you. we want to give you a live look out at the sfo tarmac. as of midnight anyone flying in or out of the bay area on those planes is being ordered to quarantine for ten days when they return. the new health order from san francisco was the latest attempt to try to slow the surge of

covid-19. your health is one of our key focuses as we work to building a better bay area through this pandemic. this morning abc7 news reporter julian glover is live at sfo breaking down what you need to know about this. >> good morning. this quarantine is similar to the one santa clara put in after thanksgiving, but instead of ranges of miles it covered, it covers anyone who traveled out of the nine bay area counties including santa cruz and arriving back in san francisco. they'll have to quarantine for ten days. the new order went into effect overnight. so, again, if you live in san francisco and are traveling outside of the bay area, when you get back, you have to quarantine for ten days. this is an effort to slow the spread of the virus from people who may have caught it while traveling outside of the region. there is an exemption for essential workers traveling to work, anyone checking into a hospital or seeking other medical care. you can find the full list of exemptions up on our website,

abc7news.com. travelers we spoke to at the airport right before the order went into effect last night had not heard about it and said they're hitting pandemic fatigue. with the rapidly changing rules, they had a lot of questions about enforcement. right now we do know it is a misdemeanor if you are caught in violation of this later quarantine order. but how it might be enforced and if it will is still unclear this morning. for now reporting live in san francisco international airport, julian glover, abc7 news. >> thank you. another covid-19 vaccine candidate has hit a major milestone. johnson & johnson's vaccine has a big advantage over the other two we've been reporting on. jobina jobina is at the live desk to explain that. johnson & johnson says its fully enrolled participants for the late stage trial of the covid-19 vaccine. so you mentioned the advantage here. it's the potential for the vaccine to only require a single shot. not those two doses that we have been seeing. 45,000 participants are part of

that's despite more people moving out of california. the medium price for an existing family home was 1$1.1 million last month. that is up nearly 19% from november of 2019. sales last month soared to over 34% year over year. more people are moving out of the state. the death rate is increasing, immigration has slowed. according to numbers from july, the state's population grew by 0.5%, that is actually the slowest pace of growth for california since 1900. now let's take a live look at the new york stock exchange as trading gets under way. we're down right now about 30 points. mountain view based google wants to bring the beauty counter to your phone. a new feature will allow you to try out your makeup virtually. for now the feature includes lipstick and eye shadow and it's limited to a few brands. if you prefer not to try the products on yourself, you can see how they look on various models.

one of the ways we're working to building a better bay area at abc7 is looking at the effects of covid-19 on our local economy. the restaurant industry we know what lost so much, billions of dollars so far. this morning one oakland woman has developed a project that is helping eateries in her community. jobina is back with that story. good morning. >> good morning. i absolutely loved talking with tracy friley. she's been celebrating the oakland food scene for years. like so many of us she's been upset by what's happening to our restaurants. so she created the oakland gift box to help and it's working. >> i am the creator of the oakland gift box. >> tracy is so much more than that, though. before i explain what the oakland gift box is, you need to know she's the mastermind behind the wildly popular best food in oakland instagram account and blog and owns a gift shop in uptown oakland for the past six years.

>> i had plans for the future, future success. plans for new businesses, then, now e covi now, covid came. then on september 30th, i closed my store for good, which is still a very strange thing to say. >> reporter: remember her instagram? this is where the story takes a positive turn. with the extra time on her hands, the self-proclaimed foodie used her platform and thousands of followers to help struggling oakland restaurants. >> i thought i would want some kind of, like, gift card or certificate or some kind of box, you know, just some random -- just a random thing from the universe that showered on me. >> reporter: her random idea turned into an instant success. her first round of boxes included small oakland-themed gifts and more importantly items to drive people to restaurants, all of it donated. to her surprise, she sold out.

we'll have colder than average lows and warmer than average highs the next several days. it will get progressively hazier as high pressure will be dominating our forecast and a slight offshore breeze will develop. we won't be able to vent the pollution quite as much. there's not supposed to be spare the air days. the high pressure is back, pushing the storm track to the north and to the south and steering all the storms away from us, all the way until christmas night. 57 to 62 is the spread today. for tonight, colder especially inland. more frost in the deepest inland valleys of the north bay to the east bay, even the south bay could have some frost and plaal alto. so here we are on monday, you can see a cold front bearing down. then it just falls apart. high pressure returns, steers everything away from us, possibly some sprinkles thursday in the south bay towards big sur, but there you go. friday night into saturday, the storm door opens, there could be

it is 6:57. here's the 7 things to know this morning. number one, the fda notified moderna it plans to authorize the company's covid-19 vaccine as soon as today. that means doses will start shipping across the country immediately after that authorization is given. vice president mike pence has been vaccinated against covid-19. he and the second lady and the surgeon general received the first of two shots of the pfizer covid-19 vaccine at walter reed medical center. number three, napa county is part of the state's stay-at-home order joining the rest of the bay area because covid numbers are surging. there's no more outdoor dining, take-out only from restaurants and some may be forced to lay
